More than 25 participants to the 1st regional training workshop on Measuring and Mitigating Short Lived Climate Pollutants from the Municipal Solid Waste Sector made a site-visit in San Carlos City last April 4, 2018.

Said group include environmental officers from Indonesia, Cambodia, Thailand and Myanmar together with those from the municipalities of Solano, Nueva Vizcaya; Virac, Catanduanes; Maragusan, Compostela Valley; Province of South Cotabato; and, the Department of Environment and Natural Resources, Institute for Global Environmental Strategies.

Commissioner, Private Sector Rep. for Recycling Crispian Lao who led the delegation said that their objective is to see and learn how San Carlos City implemented its environmental programs.

He added that these techniques might help them create a national strategy that will curb pollution.City Mayor Gerardo P. Valmayor Jr. spearheaded the presentation of the city’s environmental programs to the visitors especially the solid waste management

Several local farmers of San Carlos City were awarded once again during the 25th Panaad Sa Negros Festival’s 8th Pasidungog Sa Panguma, Pangisda Kag Pangkasapatan last April 21, 2018.

Senator Cynthia Villar, Senate Committee Chair for Agriculture, Food and Agrarian Reform led the distribution of said awards.

In the livestock category for group, the City Agriculturist’s Office and Livestock Breeding Center were hailed as Outstanding Association/LGU in Pasteur Development including the family of Noe Tilag of Brgy. Palampas as Outstanding Family in Livestock Production.

Other winners also include Fr. Joel Alve, OAR of Colegio de Sto. Tomas-Recoletos represented by Diomedes Mamugay as Outstanding Animal Tourism Advocate for individual award; Concordio Enad, Outstanding PWD Practicing Agriculture for Crops category for individual award; and Jonel Gamala as Outstanding Farm Family for group award.

Aside from trophies, winners also received cash prizes from the province including P20,000 each for the individual awards while P30,000 each for the livestock category group awardees and P35,000 for the crops category in group.

The fisherfolks in Sipaway Island are now responsible for two marine protected areas (MPAs) of the island after RARE Philippines entrusted the management to them following the end of the 3-year term of the Fish Forever campaign in partnership with the City of San Carlos.

Various activities highlighted the turning over of said responsibility including fun run, zumba and a short program held at the covered court of Brgy. Ermita last April 7, 2018.

Isaac Abello, Program Implementation Manager of RARE thanked the city government for its concern in the health condition of the sea around Sipaway Island especially the protection and conservation of the two MPAs, the St. John reef at Brgy. San Juan and Camotes reef at Brgy. Ermita that led to the partnership between the city gov’t and RARE and the creation of the Fish Forever program.

He added that series of workshops, trainings and capacity building will still be conducted for members of the newly established working committee called Sipaway Island Managed Access Area (SIMAA) to continue carry out significant development and protection of the two MPAs. Said group also took oath before the city mayor during the program.

City Mayor Gerardo P. Valmayor Jr told Sipaway folks to cooperate and support the local government’s environmental programs especially in protecting the MPAs including solid waste management and tourism development in Sipaway since it is for the good of the whole community and future generation.

Sangguniang Panlungsod member Christopher Paul S. Carmona referred to Molway, the Fish Forever mascot as the symbol that everyone is obligated to take care and protect the sea.

Ruel Labajo, Vice President of the Ermita Fisherfolks Association was also grateful that after three years of the FishForever program they were given sufficient knowledge on how to manage the MPAs.

Both Punong Barangays in Sipaway island, Simplicio Caballero and Crisanto Broce likewise urged the residents to do their parts as responsible fishermen and help in the protection of the surrounding seas of the city.

The FishForever campaign which ran from 2014-2017 aimed at restoring the environmental state of the two MPAs in Sipaway Island as well as empowering its residents to become responsible fishers thru the implementation of several projects and creation of certain ordinances pertaining to said program.

Sipaway Community Takes Over MPA Management

Newly elected 18 Punong Barangays of San Carlos City and their Kagawads including the Sangguniang Kabataan (SK) leaders and members have started their duties after their oath of office before City Mayor Gerardo P. Valmayor Jr at the city auditorium last June 30, 2018.

Valmayor told the newly elected officials that people are expecting their barangay leaders to tend to the needs of their community so they should be more active in their duties and services and must show good example to the SK in their respective barangay.

He also congratulated the SK Chairman of Brgy. II Pocholo Yuvienco after winning as president in the SK Provincial Federation election held in Bacolod city among all 31 towns and cities in Negros Occidental last June 7, 2018 in Bacolod City.

Meanwhile, Ms. Fatima Daiz, Local Government Operations Officer VII & Cluster Head of the Department of Interior & Local Government (DILG) in coordination with the National Youth Commission, Local Youth Development Office and Carlos Hilado Memorial State College-Talisay have earlier placed said 18 SK leaders and their members in a mandatory training set thru SK Reform Act of 2015 or RA 10742 before they assume office.

On the other hand, Punong Barangay Anthony Wee of Brgy Nataban also emerged as the president of the Association of Barangay Council (ABC) after its election last July 16, 2018.

Newly Elected Barangay Officials and SK Assume Office

The city government of San Carlos has started its 7th community-based rehabilitation program called Kinabuhi Angay Ampingan, Bag-ohon Alang Sa Ginoo (KAABAG) for drug personalities in the city last May 16, 2018.

Unlike previous beneficiaries who were surrenderers during the tokhang operations of police, subjects to this rehab program were 28 accused of drug-related charges who are presently on plea-bargain deals with the court.

City Prosecutor Antonieta Silab said that they are happy for these individuals who have light drug-related cases given freedom and chance to reform their lives thru plea-bargain and KAABAG rehab.

The launch moved beneficiaries to enter into a covenant that strongly urged them to quit and avoid illegal drug use for good. They have undergone the 90-day over all physical and spiritual rehabilitation which started May 21 until August 21, 2018 followed by an after-care program for two years.

The city government thru the San Carlos City Anti-Drug Abuse Council in partnership with the Diocese of San Carlos came up with the KAABAG program in 2016 in support and respond to the government’s drive against illegal drugs and personalities which aimed at helping and restoring beneficiaries whole being to return to being productive members in the community.

City Launches 7th Community-Based Rehab

San Carlos City Mayor Gerardo P. Valmayor Jr. signed the Memorandum of Agreement between the city government and its local scholars for school year 2018-2019 last June 4, 2018.

SP Member Victoriana Cabili, Chairman of the Committee on Education, Arts & Culture said the program was appropriated a total budget of P1,650,000 for 2018 but she proposed an additional P1M because of the newly implemented K-12 educational system.

The mountain barangay of Codcod in San Carlos City was hailed champion in the search for 2018 Most Environment Friendly Barangay by the City Environment Management Office (CEMO) last June 26, 2018.

Brgy. Codcod received P250,000 cash while other winners Brgy. One as second placer got P150,000 and Brgy. Buluangan, P100,000 as third placer.

Other participating barangays were also given cash incentives to help in the implementation of their various environmental programs particularly San Juan in Sipaway, Nataban and Guadalupe which were given P30,000 each while barangays Three, Two and Prosperidad for P20,000 each.

CEMO Supervising Environmental Management Specialist Engr. Loreto Sanchez said the search for most environment friendly barangay aimed at engaging the community thru every barangay to participate in the city government’s effort to initiate sustainable programs for environmental protection and conservation.

Right after the turn-over of the FishForever program management to the fisherfolks in Sipaway Island, RARE Philippines team came back to introduce OURFISH mobile application to the community for fish catch data reporting last May 19-20, 2018.

Rare Senior Manager for Visayas cluster Rizaller Amolo led the team together with Rare Senior Managers in Arlington headquarters George Stoyle and Courtney Cox.

Amolo said the application would help determine the catch for the kind of fish, quantity, when and where said catch was made including earnings for it.

Said team made a visit to Sipaway Island to meet the fishing community and the wet market for the fish vendors.

RARE Philippines Visits Fisherfolks

San Carlos City received the check worth P9.6M from National Nutrition Council-Reg. 6 for the Dietary Supplement Program for Pregnant Women, 1st One Thousand days last Apr. 26, 2018.

Nona Tad-y, Regional Nutrition Program Coordinator handed over the check to Vice Mayor Renato Y. Gustilo which is good for 6 months project implementation for babies aged 0-24 months old as well as pregnant and breastfeeding mothers.

Tad-y pointed out that said fund was not a grant hence, liquidation of said amount should follow immediately so that budget for 2018 would also be released.

Other recipients of same funds include the municipalities of La Carlota, Binalbagan and Hinobaan and the city of Cadiz.

Persons deprived of liberty (PDL) at the Bureau of Jail Management and Penology (BJMP) San Carlos City District Jail availed of free legal assistance and medical mission last June 20, 2018.

Legal advise including plea bargain deals were among those provided to PDLs thru Enhanced Justice on Wheels headed by Supreme Court Administrator Jose Midas Marquez together with a group of lawyers of the Integrated Bar of the Philippines, Neg. Occ. chapter led by Atty. Arnel Lapore.

The city government of San Carlos thru Executive Order No. 147, s 2018 created the San Carlos City Brgy. Health Worker (BHW) Registration & Accreditation Committee (RAC) including its guidelines last May 9, 2018.

City Mayor Gerardo P. Valmayor Jr said that they have seen the importance of responsibilities in the services provided by BHWs, hence it needs proper supervision in its registration and accreditation.

Tourist attractions are not just feast to the eyes but stories accompanying these captivating views have gained some reputation influenced by mystic tales of locals which eventually becharm tourists to personally experience and feel its mystifying existence, just like the so called “enchanting rock” in San Carlos City.

San Carlos City’s majestic views also have lots of stories attached to them. Some have haunting tales while others have chilling facts that reinforce ones curiosity to go after the strangest of things for a mind-boggling adventure.

Here, is a small city yet most of its grandeur emerge with hefty stories waiting to be told.

How It Came To BeThis bizarre object found on the mountain

barangay of Prosperidad particularly at So. Tubigon usually draws attention upon every stranger that passes the route to nearby Barangays - Quezon, Codcod and the adjacent Canlaon City.

A big rock or boulder taller than any vehicle plying said area is situated in the middle of the road separating the two lanes. This used to be part of a mountain range beside the previous small road that the government could not demolish during a road widening way back in the late 90’s.

Residents and construction workers who bear witness to the road construction and explosion of the mountain said that heavy equipment used in blasting the site broke down several times that the city government has decided to just leave that unyielding part alone. Thus, it got its name “Enchanting Rock” because it defied destruction and fought for its remaining life.

Residents near the area said that since it was part of the uninhabited mountain,

there must be a strong force or spiritual beings protecting it that would not want to leave and instead remain in that boulder which now grows plants on its surface, bravely standing on the middle of the road like a giant taking hold of its domain.

Respect to the Spirits of the Mountains

Word of mouth has purported a kind of enigma enticing to some. One is a resident of Brgy. Quezon

Melodina Barba who often passes by this “enchanting rock” said that every time they come near the area they always slow down and toot their horn to show respect to whatever creatures or spirits present in that certain spot. According to her, she could feel a kind of invisible force from the rock trying to pull passersby up that sometimes motorcycles just came sliding down.

She said sometimes, upon passing around that area especially during night time, she could feel goose bumps that she would not dare take a look at the other side where the boulder was located, afraid that she might see something scary.

Melodina’s son Jundell also said that he and his cousin Cristeven Caparida who would sometimes go out on a motorcycle ride would always try to be careful near the rock still, during night time because of the eerie stories they hear. Apparently, both heard that someone or something would make a hissing sound

from the rock trying to catch attention, eventually scaring people which could be the reason why some caught accidents at said area.

Mystifying MagnificenceIndeed, the strange boulder in the

middle of the road no matter how odd and disconcerting it could get, is no doubt a spectacular view worth seeing.

It is noteworthy that plants and wild ferns have grown all over its surface. Perhaps, reminding people that nature abounds anywhere and will not cease to create life in all possibilities.

So while feasting one’s eye on this beautiful sight, the mystery surrounding it could never be ignored. The Enchanted Rock’s magnificent beauty and mystifying reality would really leave tourists in a feat of bewilderment.

SPES 2nd Batch Holds Culmination

San Carlos City facilitated the three-day Youth Environmental Leadership Camp for more than 50 students from various schools in Negros Occidental province held in Sipaway Island, Apr 27-29, 2018.

Wensley Mayonila, Negros Youth for Environment (NYES) volunteer and University of St. La Salle student said that San Carlos City was chosen for said camp because of its strong support to environmental programs and Sipaway was the best place, safe enough for said camp’s activities including community immersion, research discussion, project implementation and disaster risk reduction training.

Said camp aimed at developing social responsibility among the youth about the ecosystem and environment protection as well as gaining knowledge and skills in dealing with calamity.

The Special Program for Employment of Students (SPES) held the SPES 2018 culmination with 260 student beneficiaries for the 2nd batch last May 24, 2018.

Public Employment Service Office (PESO) Manager Delia Camasura said they served a total of 475 students (215 first Batch) for this year and that they are happy being of service to these students who wished to go to college thru the SPES program with a compensation of P280 per day for 22 days of work rendered.

Four local boxers namely Joseph Agbay for kiddie category (11-12 yrs old), Jon Carlo Macuel and John Pangaral for school boys category (14-15 yrs old), and John Rey Abdon, Elite category (19-25 yrs old) won medals during the 2018 Panaad Boxing Tournament.

Agbay and Abdon bagged the gold medals, Macuel-silver and Pangaral-bronze after the matches held April 16-20.

On the other hand, San Carlos City Arnis team composed of Vince Jonathan Generoso, Judel Navarro, Renze Brylle Bacasmas, Ma. Beatriz Ramirez and Alpha Beth Joyce Ricafort bagged the bronze medal for various weight categories for Arnis Labanan during said Panaad on Apr 17-18, 2018.

Local Players Shine in 2018 Panaad Tournament

The city government of San Carlos, Virtual Workforce Professionals, Inc (VWPI) and the Department of Information & Communications Technology (DICT) joined forces to create job opportunities for the unemployed last April 11, 2018.

City Mayor Gerardo P. Valmayor Jr with DICT Director for Visayas cluster I Frederick Amores and VWPI CEO Founder Leif Brian Margallo inked the memorandum of agreement for services to be provided including Free Wi-Fi in various pilot areas of the city which include public plaza, hospital, schools among others.

Margallo said they will focus on the call center and virtual assistance services thru the Rural Impact Sourcing (RIS) which the city has already established.

Rescue Logistics Van Blessed

The newly purchased rescue logistics van of the City Disaster Risk Reduction Management Office was blessed by Rev. Fr. Edwin Laude last April 6, 2018.

Said vehicle worth P2,775,000 consists of rear mounted crane with a capacity of 2.9 tons, 15-meter boom, generator set, ladder mount, rescue compartment and other accessories.

San Carlos City’s newly constructed P16,273,200 City Sports Park was blessed and formally opened to the public last June 21, 2018.

The facility houses the City Sports Office, darts and badminton courts complete with comfort rooms.

Budget for said project was funded by the city government thru its 20 percent development fund of 2017.

Skills & Livelihood Development

The construction of the six-storey annex building of the city hall of San Carlos has already started under the City Engineering Department.

Construction of the building’s foundation started last year while concreting and steel fabrication for its basement that would serve as parking space started April 13, 2018.

Said building construction on multiple phases was projected to be finished in the next 9 years with an initial budget of P250M to be taken from the general fund of the city.

The newly finished Tennis Court Multi-Purpose Hall of San Carlos City was officially opened last Apr 27, 2018.

Said facility worth P10,170,000 budgeted by the city government and constructed by the city engineering department in two phases consists of 2 dormitories equipped with 14 double-deck beds each to accommodate 28 people. It also has gym space for work-outs, comfort rooms, bleachers for the audience and kitchen.

At least 40 tourism frontliners from San Carlos City and Municipalities of Calatrava, Don Salvador Benedicto and Toboso have underwent a three-day Food and Beverage Skills training under the Tourism Industry Skills program of the Department of Tourism (DOT)-Reg. VI from June 19-21, 2018.

Said workshop aimed at teaching best practices and appropriate handling of guests to participants including waiters, servers, kitchen staff and homestay owners while the Tourism Promotion and Cultural Development also taught PintaFlores dance, theater and festival management workshop among PintaFlores coordinators and reviewing guidelines and concepts of PintaFlores Festival in San Carlos to improve the quality of performance and festival showcase.

Tourism Frontliners Undergo Training Local Farmers Receive Various Tools

Mr. Lorenzo G. Rojo, an expert in the field of Food Service Industry was the resource speaker during the skills training at Carmel’s Inn & Restaurant last June 19-21, 2018 Farmers from different mountain barangays received knapsack sprayers and

tools from the Bottom Up Budgeting program of the government thru the City Agriculturist’s Office distributed from June 4-9, 2018.

Knapsack sprayers amounting to P500,000 and various tools including hoe, spade, rake and cane knife worth P400,000 were given to Barangays Nataban,Prosperidad, Quezon, Codcod, Rizal, Palampas, Punao, Bagonbon, Buluangan and Guadalupe.

Sangguniang Panlungsod Member Mari-Car Quisumbing said the BUB project was a big help to the farmers to improve their production and maximize income potential since the country depends so much on farm produce.

Building Resilient Communication System was taught by the National Telecommunication Commission (NTC), Reg. VI to140 participants from various amateur radio groups in San Carlos City including Brgy. Tanods last June 4, 2018.

Said activity was facilitated by the City Disaster Risk Reduction and Management Office (CDRRMO) to equip handheld or radio base operators the basic knowledge in handling efficient radio communication system especially during calamity.

Participants include Kabalikat Civicom, Coast Guard Auxiliary, San Carlos Rescue Unit, FCCI Fire Brigade, traffic enforcers, Recon Philippines, SAVER Rescue, CENARC and other individuals.

Orientation for Amateur Radio Groups Conducted

Farmers from Sitios Matiraa, Agbakanhan, Catiklan, Kamandagan, Agbalogo and Tangan of Brgy. Rizal or the MACKATA Integrated Social Forestry Association received a check worth P500,000 last May 31, 2018.

Said amount came from the Community Phase Dividend Program for livelihood of the Office of the Presidential Adviser on the Peace Process (OPAPP) funneled thru the Sustainable Livelihood Program (SLP) of the Department of Social Welfare and Development Office (DSWD).

MACKATA President Editha Purisima said they will use the money to repair the group’s cooperative store and for rice retailing business.

The city government held a 4-day bamboo enhancement seminar at Brgy. Palampas covered court among the members of the San Carlos Negros Bamboo Industry Association, Inc. based in Brgy. Palampas last May 15-18, 2018.

The activity was facilitated by the Cooperatives & Livelihood Development Office in coordination with the City Agriculturist’s Office with trainer William Saligue of Northern Negros State College of Science and Technology.

Saligue said the output-based training honed participants’ skills in carving and was able to produce various novelties including food basket and give-away items as souvenirs for tourists.

City Beefs Up Bamboo Industry

San Carlos City’s Public Employment Service Office (PESO) in coordination with the Technical Education and Skills Development Authority (TESDA) conducted a one-month Shielded Metal Arc Welding (SMAW) training which started Apr 21, 2018.

PESO Manager Delia Camasura said the training held at Motorpool, Brgy. Punao was participated by 20 out-of-school youth and unemployed residents budgeted by the city government at P537,000.

She added that after the training provided by Mark Lobiogo from TESDA-Regional Training Center in Talisay, participants have to undergo the first assessment for national certification 1 (NC1) from TESDA after which another assessment will follow for NC2.

2018 SECOND QUARTER ACTIVITIES

The Technical Education and Skills Development Authority (TESDA) of Negros Occidental Provincial Director Jimmicio Daoaten visited San Carlos City’s DOST Skills & Livelihood Training Center in Brgy. 3 last May 21, 2018.

Together with Daoaten were TESDA Specialist Engr. Pablo Cortez and Regional Training Center Administrator and Accreditation In-charge Babes Insular who observed the on-going 34-day training on welding and made some assessments on the equipment as well.

Daoaten said the local training center could be an accredited training center of the province run by the local government while Engr. Cortez suggested a few improvements with the machines and working areas for better output.

Said training in coordination with Northern Negros State College of Science and Technology (NONESCOST) Sagay and Department of Science and Techology (DOST)- Negros Occidental focused on safety hygiene and sanitation of products to be made which include the food delicacies of Sipaway Island- the local bread “salbaro”, coconut sweets “bukayo”, dried fish or “buwad” among others and packaging and labeling of said products.

Eulita Rodriguez, one of the participants thanked the city government for the opportunity given to them and added that it could help them improve and market their products well especially that the island is now frequented by tourists.

Persons deprived of liberty (PDL) were trained on Abaca Fiber Knotting last April 24-25, 2018 at SCC District JailAt least 22 persons deprived of liberty (PDL) of the Bureau of Jail Management &

Penology (BJMP) in San Carlos City were trained in abaca fiber knotting for two days at the BJMP compound last Apr 24-25, 2018.

Participating PDLs were experienced in making souvenir items and have already gone previous training on abaca.

John Rey Sanchez, Production Supervisor & Asst Designer of Cebu Interlace Weavers Corp who served as trainer said their company buys knotted fibers for P600 per kilo as materials for various products including bags, upholstery, curtains, placemats, garments, among others, hence, inmates already have a sure market for their products.

Three livelihood associations in San Carlos City received financial assistance from the Department of Labor & Employment (DOLE) thru the Bottom-up Budgeting (BUB) program for various livelihood projects last April 4, 2018.

The P1.5M worth of checks were distributed by Vice-Mayor Rene Gustilo to the San Carlos Pedicab Operators & Drivers Association (SCAPODA), Sipaway Island Transport Operators & Drivers (SITOD) and Rural Improvement Club (RIC)-Women’s Group at P500,000 each.
