Secretary Reid noted that the Head Start Notice of Award Letter for January 1,

2015, through December 31, 2015 was included in the board packet.

Reid informed board members that there was an article in the Reading Eagle on

January 5, 2015, naming Dr. John George as the Local Educator of the Year in

for 2014.

She also reported that the December PSBA Bulletin lists the PSBA Executive

Board for 2015. The BCIU had placed their votes at a previous meeting.

Officers are as follows: As president-elect, Bill LaCoff, Owen J. Roberts SD

(Chester Co.), automatically assumes the office of the president. Kathy K.

Swope, Lewisburg Area SD (Union Co.), was elected president-elect. Mark B.

Miller, Centennial SD (Bucks Co.), was elected vice president. Otto W. Voit III,

Muhlenberg SD (Berks Co.), was elected treasurer. Michael Faccinetto,

Bethlehem Area SD (Northampton Co.), was elected at-large representative

(east). David Hutchinson, State College Area SD (Centre Co.), was elected at-

large representative (central). Daniel O’Keefe, Northgate SD (Allegheny Co.),

was elected at-large representative (west). Dr. Richard Frerichs, Penn Manor SD

(Lancaster Co.), will assume the title of immediate past president in January

2015 when his term comes to an end.

Chair Quinter noted that there is a new Business Agent for PSSU. Tom Kertes

The William Penn Foundation has awarded the BCIU grant #195-14 to

enhance the ability of the Early Learning Investment Commission (ELIC)

to educate the business community, the public and policymakers about the

importance of early childhood education. (New)

2. Project Launch – Program 14-254

Office of Professional Development and Curriculum

1/1/15-9/30/15 $80,994

Project Launch, is a grant program of the federal Substance Abuse and

Mental Health Services Administration (SAMHSA) that seeks to promote

the wellness of young children birth to age eight. A grant has been

awarded to PA via Service Access Management, Inc. (SAM). We are

contracting with SAM for funding to support an Early Childhood Wellness

Expert for this project. (New)

Office of Business Services

7/1/15-6/30/16 $9,409,080

This budget is the general operating budget for the Berks County

Intermediate Unit (BCIU). The BCIU provides six mandated services

for the school districts of Berks County, along with providing support

services for all the programs at the Intermediate Unit.

2. Heinz Grant Early Learning Investment Commission Business

Partnerships – Program 14-251

Office of Professional Development and Curriculum

1/1/15-12/31/16

$220,208 The Heinz Endowments has awarded the BCIU grant #E0416 to

support the work of the Early Learning Investment Commission, a

business partnership aimed at sustaining the Commonwealth’s

investments in high quality early care and education. (Since 2012)

3. Title I – Nonpublic – Program 190 Office of Professional Development and Curriculum

7/1/14-6/30/15 $631,987

Funded by the federal government, the Title I program provides

supplemental educational services so that all children have a fair,

equal, and significant opportunity to obtain a high-quality education.

The Berks County Public School Districts may choose to contract with

the Berks County Intermediate Unit to provide these services to

eligible students attending nonpublic schools within Berks County.

(Since July 2009)

4. Project ELECT/Fatherhood Initiative (Education Leading

To Employment and Career Training) – Program 235 Office of Early Childhood and Student Services

7/1/14-6/30/15 $619,275

Funded by state, local, and federal monies through the Family Support Act

which is designed to enable families with dependent children to become

financially independent of public assistance, this budget helps ELECT

participants to complete high school and train for a job. Additionally, the

fatherhood initiative provides education resources to custodial and non-

custodial fathers under the age of 22 who are enrolled in middle school,

high school, or GED programs. (Since 1993)

1. Education of Homeless Children and Youth – Program 13-150 Office of Early Childhood and Student Services

7/1/13-9/30/14 $67,350

BCIU serves as the Region II coordinator for the administration of the

federally funded homeless education program. In addition to Berks County,

BCIU provides direct service to Schuylkill and Lebanon counties. BCIU

flows thru funding to Chester, Dauphin, and Lancaster counties and is

responsible for the oversight and supervision of the other county providers.

The grant is for a three-year period. (Since 1993) These budget transfers

were necessary to make year-end adjustments.

2. Head Start – Program 15-165 Office of Early Childhood and Student Services

1/1/15-12/31/15 $89,814

This program is funded primarily by federal dollars through the Department of

Health and Human Services, Administration for Children and Families, with

additional monies from Child and Adult Care Food Program. The program

provides education services to approximately 610 children in 18 school

districts. (Since 1971) These transfers are necessary due to revised projections.

3. Head Start Training and Technical Assistance – Program 15-175 Office of Early Childhood and Student Services

1/1/15-12/31/15 $1,102

Funded by federal dollars through the Department of Health and Human

Services, Administration for Children and Families, the Head Start Training

and Technical Assistance Program budget supports training in effective

parenting skills and other useful life skills. (Since 1985) These transfers are

necessary due to revised projections.

THE FOLLOWING TOOK PLACE PRIOR TO THE REGULAR BOARD MEETING,

DURING COMMITTEE-OF-THE-WHOLE:

Gail Porazzo, Early Intervention Assistant Program Administrator, introduced

Stephanie Pugh as Employee of the Month (EOM) for January 2015. Stephanie

is a speech and language pathologist in the early intervention program, working

at the CDC 16 classroom at the BCIU Education Centre. Mrs. Porazzo told

board members that Stephanie is an amazing therapist who is always on time,

ready to start the day, and up for any challenge that she may face helping

children to communicate. She is very knowledgeable about the different areas of

speech therapy and applies her skills to help children with difficulties make

progress. She goes above and beyond with different strategies, often searching

for ideas and activities for the children she works with.

Mrs. Porazzo congratulated Stephanie and thanked her for her contributions in

promoting a positive environment and exceeding expectations on a daily basis.

Dr. Hackman noted that January is School Director Recognition Month, an

opportunity to honor members of local boards of education for their commitment

to provide quality public education for Pennsylvania’s school children. She

thanked the board on behalf of BCIU administration and staff for their

outstanding service and dedication to our schools.
