There are some exciting new features this year! Beth McVitty-Deringer wrote a great article about Festival memories from days gone by, which is included in this edition of the Tree Town Talk newsletter. Visit our downtown area and see what is new with our local businesses. We are pleased to have rearranged some of the downtown parking areas. The idea and design is intended to gain as many parking spaces as possible for the available area. Please be considerate and leave the closest parking places available for short term parking for business customers. The new water service distribution loop in the Smith and Gage Street areas is complete. New control valves and fire hydrants were replaced and added and resi- dences were reconnected to the new water system. We are very pleased with the quality of work and the safety firstconsciousness of our contractor, R.A. Bores Excavating. With the support of Hardin County Regional Planning Director Mark Doll and the Hardin County Commissioners we were able to submit application for funding for the storm sewer project we have been talking about. The plan is designed from the engineering study completed late last year. We will be installing new and properly sized drain pipe, replacing outdated tile, reconnecting intersection catch basins for quicker surface drain, and correcting storm drains that may have been damaged during the sanitary and storm sewer split from the early 2000’s. This is the first of a multi-phase plan, and upon approval, we are excited to begin. As we move into summer projects remember to check with the Village Adminis- trator regarding building plans, additions, excavations, or tree removals/plantings. He will be happy to assist you with any zoning requirements or regulations, or help you get the answer to your question. This is a good time to address junk mo- tor vehicles, junk and trash, etc. so please take advantage of the fair weather and tidy up your property. Continued on page 2

Hello everyone! Once again it’s an exciting time of the year for all of our graduates. Thank you for your hard work and dedication as you complete this chapter and begin a new one. We also applaud the support of your parents and families, and our prayers are with you! We wish you all a great summer season. If your plans include leaving the area for any length of time please notify the Forest Police Dept. It’s a good idea to network with your neighbors also, but please avoid posting your absence on social media. We always welcome the spring and summer programs in the Village made possi-ble by the Forest-Jackson Public Library, Gormley Park, our Fire-EMS-Police departments, local churches, and summer sports programs. Take a walk around the Village and talk with friends or make new ones. Stop by Gormley Park and relax. This is YOUR community. And don’t forget to check out the Festival July 12-14, it’s coming soon. There are some exciting new features this year! Beth McVitty-Deringer wrote a great article about Festival memories from days gone by, which is included in this edition of the Tree Town Talk newsletter. Along with spring comes trimming and mowing. Sharpen those blades and help keep our neighborhoods looking neat. Every year we receive complaints about grass clippings in the street and sidewalks. It is dangerous for road traffic and it contributes to clogged catch basins and flooding during rain and melting events. We have talked about this a number of times and have posted it in a number of places. It is against the law and this year our police department will be issuing citations. As a farming community, we often experience heavier traffic through the Village. Be aware of busy intersections, bicycles and golf carts, and pedestrian traffic. Common courtesy can go a long way towards looking out for one another and practicing safe behavior. Also remember to show a little love to our farmers. They are handling expensive equipment, working long hours, and have a great responsibility. Show some consideration and cooperation in rural traffic areas. Among others our farmers work hard and are important to our community. The Forest Police Department is a critical component to our community. They promote small town living while keeping our community safe and secure. They understand that is what appeals to new businesses and growth. Police officers must be pre-pared for any situation, from a domestic call, a fist fight, or even a ‘shots fired’ situation. It could be a burglary. Our officers help distressed motorists in a number of ways. Businesses and establishments have often commented, it’s a relief to know there is an on duty officer nearby while they are working late. Anytime a motorist is stopped it could be for anything from drugs/gun running to a stolen or unsafe vehicle, a license or registration issue, or a speeding or impairment stop. It could be an Amber Alert. The Forest PD has often been complimented by the Sheriff’s Office, as well as our citizens, and people from neighboring communities. So please practice good judgment and make good decisions. If you are abiding by the law you won’t have any issues. He has facts and statistics and will be happy to speak with you. Remember this is an election year. In the Village there are two seats for Village Council and the position of Mayor, as well as 2 seats on the Riverdale School Board that will be on the ballot November 5. Petitions must be filed by 4pm August 7. Keep in mind our EMS and Fire Department are always recruiting. Remember, Council meetings are always scheduled at 7 pm on the second Thursday of each month. Quarterly Declaration Payment Schedule

April 15, 2019: 2018 - Tax returns are Due April 15, 2019: 2019-1st Quarter Declaration Payments Due June 15 2019: 2019-2nd Quarter Declaration Payments Due

September 15, 2019: 2019-3rd Quarter Declaration Payments Due December 15, 2019: 2019-4th Quarter Declaration Payments Due

Per ORC section 718.08

Any payment received after the due date is assessed a penalty of 15% of the payment amount, per ORC. Penalties and interest on returns and taxes due will be assessed according to

ORC and Village of Forest Codified Ordinance.

Village of Forest Income Tax, Becky Taylor

The Village has mandatory filing. Those residents over 18 years of age, except retired persons with no earned income, must file a tax return, even if no tax is due. Non residents do not have to file if all their tax liability has been withheld by their employer. Taxpayers will be granted an extension to file their return if they provide the income tax department with a written request or copy of their federal extension request by April 15, 2019. There will be a $25.00 per month penalty to anyone who does not file or pay by April 15, 2019. Interest will be charged monthly on tax not paid by April 15, 2019. Legal charges may be filed for failure to file/pay municipal income taxes. If you are unsure if you have any outstanding tax liability, you are encouraged to contact our office. Taxable income includes wages, salaries, commissions, tips, severance pay, vacation pay, sick pay, and sub pay. Contributions to deferred compensation plans, such as a 401K, must be included in wages to determine Forest taxable income. As a result, the distributions from these plans are not taxed. Residents should also include income from rental properties, business activities, or farm income. A loss from these activities cannot be combined with wages for the purpose of deduction losses. As a reminder- effective January 1, 2014, the credit for taxes paid to other municipalities has been rescinded, and is NOT available. Residents owing more than $200 in taxes are now required to set up declaration pay-ments for 2019. Residents on a payment plan will be required to make quarterly declaration payments, in ad-dition to their scheduled payments. Residents owing more than $200 in municipal taxes are now REQUIRED (ORC and Village Ordinance) to file and pay quarterly declaration payments, if employers do not offer courtesy withholdings. Penalties and interest are assessed according to ORC and Village Ordinance for late or unmade declaration payments. Nontaxable income includes interest, dividends, pensions, Social Security, Worker’s Compensation, unem-ployment benefits and other government aid, alimony, and child support. All residents and non-residents should file a return and pay tax on any profits from rental properties located in Forest or business activities or any work performed in Forest not withheld on.

Administrators Update By Wes Davis

Great news… the Phase 2 water system project was completed almost a month ahead of schedule. There are a few isolat-ed cosmetic items which will be resolved by village service employees in the near future. I am thrilled that we now have addressed two large portions of infrastructure upgrades to our water system. For the water systems upgrades encompass-ing both Phase 1 and Phase 2 the village received approximately $545,229 in grant monies. The village share of total costs was approximately $160,000. A Phase 3 upgrade to our water system addressing East Lima Street and Sandusky Street is tentatively being planned for 2021 or 2022. The Village appears to be in the final stages of securing funding to address storm water issues within our village. Phase 1 of a new storm water sewer system has been designed for improvements along Wells Road and South Patterson Street. I am planning to have the bid process begin this fall with a spring of 2020 construction date tentatively scheduled. Phase 2 of the Storm water sewer upgrades will be for Gormley Street and streets in the North East quadrant of our village. These two phases will benefit the entire village as we construct new storm sewers, provide some water volume relief to the old Simpson Ditch sewer, and maximize the efficiencies of the 1998 storm sewer that was installed along Dixon Street. The Simpson Ditch was installed in the late 1920’s when much of it was still on undeveloped land or farm acreage. Since its installation, the village has grown around and over the top of the original tile. The undersized tile will still be used but we will no longer be counted on as the main storm sewer providing drainage to village’s residents. The biggest excitement for this small town is just around the corner. "The Tree Town Festival"!! Those words will put a twinkle in every kids eyes, as well as some adults. Do you remember the excitement? The fun? Back in the day, it was basically a parade, food, games, and the prize giveaways at the ticket booth. The "Greasy Spoon" was in the center of the park, ran by the fire department, and it stood by the big electric pole, and sometimes it was in a huge puddle, depending on the weather. No tent, or building, just some 2x10's stacked on some 55 gallon drums, and a line for curly fries that extended back to the pond. There was no all-weather pavilion for the food line. There were 2 wooden struc-tures, and the window coverings, swung up and were latched on the roof eaves. I am pretty sure everyone in town hit their head on those things. One had a small kitchen at one end, and it was used to serve sandwiches, noodles, cakes, and pies. These items were made by the very best cooks in town, our Mothers, and Grandmothers. It all started off with a parade. There were many floats and bands. Kids would decorate their bikes with streamers and balloons, and the best bike always got a prize. At the park the hottest games in town were the "Big 6" wheel and the Bingo game, which was in the other wooden structure. There was a watermelon eating contest, a tug of war, fishing derby, we even had a ring toss, and you could toss a big ring on the neck of a goose and you got to take it home with you. There was a canoe joust and in the evening you could take a canoe and your sweetie for a ride on the pond. Kids would run through the park, lighting off Cherry Bombs, and Lady Fingers just to scare everyone. When I was a teen, my friends and I, would meet up at the cannons after dark, trying to get as far away as we could, from the adults. We would talk, tease, try to throw someone in the pond, steal kisses, and talk the older kids, into getting us all a couple of spiked sno cones from the VFW booth. Basically we were all trying to be cool, and to my sons, YES, your Mom was cool ,,, at one time. Things have changed over the years. The biggest game is now the "Let's Make a Deal" game. We have a Tree Town Idol contest, a Kids got Talent Competition, Cow Patty Bingo, and a Car Show, and many, many more games and entertainment. But there are many things that haven't changed. The best parade around, still kicks things off. The Greasy Spoon has moved, but the line for curly fries still strings through the park. The homemade noodles still draws a crowd, and no matter how hard you blow on that first bite, you still burn your tongue and go back for that second bite. The elders of the town, will sit on a bench, passing around their phones with pictures of their grandbabies and families. Talking about how high the corn is, how the tomato plants are doing, or what happened last weekend up town. Parents will be watching their kids perform or play in a competition. Teens will share fries and cotton candy with their friends, and still try to stay cool as they ask their parents, for just a little more money. The little ones will cry when it is time to leave for home, but before the lights go out and the vendors go home, everyone will find the very BEST SPOT to watch the fireworks. And just like that, "The Festival" will be over, for another year. The volunteers, who have worked so hard to get everything ready and in place, will gather their notes and start working on the details for next year. I hope you all visit the park for "The Fest". I hope you eat curly fries and burn your tongue on those wonderful noodles. I hope you enjoy the blessings of what this small community event brings to us all and may you never get to old for FIREWORKS !!!! Beth

CRITICAL NEED FOR ACTIVE MEMBERS

Jackson-Forest Fire & EMS has an urgent and critical need for active volunteers. The Fire & EMS Departments continue to recruit qualified individuals to serve the agency. You must be at least 18 years of age, have not been convicted of, plead guilty to, or had a judicial finding of guilt for any of the following: fraud or material deception, a felony, a misdemeanor involving moral turpitude, a violation of any federal, state, county or municipal narcotics law or any act committed in another state that if committed in Ohio, would constitute a violation.

Fire Department Fire Dept Applicants must pass a criminal background and driving record check and a Pre-Employment Physical and Drug Screen. Once appointed, members will need to complete the required minimum 36 hour volunteer (or advanced) firefighters training within one year, as well as, CPR/AED and First Aid Certification within three months of appointment. They will be expected to participate in agency training, meetings, responses and community service events. Fire Department Applications can be downloaded from our website: www.villageofforest.com Go to the Services tab in the left hand margin and scroll down to Fire. The application is there available for download/print. The class fees would be paid by the agency, provided the applicant sign a contract to be an active member for two (2) years after completion.

Emergency Medical Services (EMS) EMS Applicants must pass a criminal background and driving record check and a Pre-Employment Physical and Drug Screen. They will be required to complete the 180 hour Emergency Medical Technician Course. This course provides both didactic and psychomotor skills for the entry level EMT’s. Once applicants successfully complete the training, they must meet National Registry Standards with both written and skills testing prior to being able to obtain Ohio Dept of Public Safety Emergency Medical Technician Certification. EMS Applications can be downloaded from our website: www.villageofforest.com Go to the Services tab in the left hand margin and scroll down to EMS. The application is there available for download/print. The class fees would be paid by the agency, provided the applicant sign a contract to be an active member for two (2) years after completion. Village of Forest Police Department Donny Southward, Chief of Police

Safety First! Always! The mission of the Village of Forest Police Department is to provide a higher quality of life for all who reside in our town, all who use our roadways, patronize our businesses and visit our community. Our objective is to provide the maximum level of safety by actively working to save lives and reduce property damage/loss. The Police Department takes an active role in listen-ing to the concerns of our citizens by responding to their needs thru crime/traffic/safety initiatives. Examples of these initia-tives include traffic/speed control, regular residential/business patrols, installation of speed bumps, investigation of complaints, and cooperation with other law enforcement agencies– just to mention a few. Traffic control affects not only the expected issues of auto accident reduction and speed, but quality of life issues as well. Speed, distracted driving, theft, parking issues, drug possession, seat belts, and DUI enforcement are important issues of safety for our community. We will continue to serve and protect our Village with the same steadfast diligence as in the past. That being said, it is summertime and with that brings so much activity to our Village. Baseball/softball games, adults and chil-dren on bikes, pedestrians, and our annual Tree Town Festival. We ask that you SLOW DOWN, obey all traffic devices, be mindful and attentive to your surroundings and have a safe and wonderful summer!! Drive slow and be cautious!! Remember to be diligent and proactive in protecting your community. Report ANY suspicious activity to our Department. If you call the local number and it goes to the Hardin Co Sheriff Dept., please inform the dispatcher of your issue and they will dispatch one of our officers or a Sheriff Deputy to assist you. Also, be advised that County Road 26 from the village limits to County Road 215 will be closed from approximately 2pm July 13 until approximately midnight.

July 1, 2019 Dear Forest Area Residents/Business Owners: The Forest Community Improvement Corporation (Forest CIC) is a non-profit corporation organized to promote, encourage and facilitate the economic and civic development within the Village of Forest and surrounding area. It is only through continued growth and development that Forest will thrive and prosper. This is where you as a business owner or community member can help. Your membership and input are valuable and of the utmost importance in increasing the awareness of our mission and the ultimate continued success of our community. The Vision for The Forest Area Community Improvement Corporation is to provide local, state and industrial financial assis-tance for industrial growth. CIC offers incentives to new industries that want to become a part of the Forest community. Forest CIC membership is open to anyone interested in working together to make the Forest area the best place to live and work. Annual Memberships are available to individuals and non-profit organizations for $10, and Business Memberships are $25. However, members are always welcome to contribute more, if desired. Membership applications can also be found on our website: www.villageofforest.com under the C.I.C. tab, and at the Village of Forest municipal office, or from any C.I.C. Member. We are also beginning a fundraising initiative to install new “Welcome” signs to the Village. We have been working with Masterpiece Signs & Graphics to design new signs at the three main entrance points to our Village. We feel this would be a great enhancement to our Village and a way to welcome visitors to our community. All donations would be tax deductible, as the Forest Area CIC is a 501c tax exempt entity. The Recreation Board has numerous projects planned in Gormley Park and at the Ranger Sports Complex (the village soccer fields). The rain this spring has made it difficult to complete these projects but the following are all in the works. Several areas of concrete work have been postponed as well as some major repairs to the all weather pavilion. The pavilion is scheduled to have a new metal skin put on, as well as getting all new windows and doors. It will also be getting a handicap accessible entry way on the front. We received a grant from the Hardin County Community Foundation. The grant will assist in the funding to repair numerous trouble spots on the asphalt walking paths in Gormley Park. Thank you to the Hardin County Community Foundation for their generous donation. The “pit toilets” have been closed and are secured due to safety concerns. Portable toilets have been placed at the “pit toilet” building. Black top work is scheduled to be done around the pavilion at Ranger Sports Complex. Marked parking spots will be put in, including handicap parking. This will greatly improve the appearance around the building as well as make the building and restrooms more handicap friendly. The recreation board hired Matt Berger to do the mowing and trimming in both parks as well as help maintain and prepare

our baseball fields for the 100+ games that have and will be held there this spring and summer.

Members of the Recreation Board are: Loretta Perkins, Valerie Stephan, Pam Thames, Dustin Evans, Dennis Thacker, and

John Parthemore. We appreciate their time and dedication to these projects.

The Lincoln Highway is the first coast-to-coast route in America, beginning at Times Square in New York and ending 3,389 miles westward in Lincoln Park, San Francisco, passing through the North Central part of Ohio. 241 concrete markers were set by the Boy Scouts in 1928 throughout Ohio, some of which are still there today. The yard sale is an opportunity to learn the history of the road and notice the buildings that were once thriving businesses. Parts of the Lincoln Highway follow U.S. Route 30 through Ohio. The Village of Forest is proud to be a part of the original Lincoln Highway!
