Approved the purchase of a 5HP Concept 3 aerator with LED lights from Aquatic Environmental Consultants for $10,366 to replace the broken aerator in pond on Mineral Springs Circle.

Approved Etched In Stone advertising rate changes that begin with January 2018 newsletter. Changes include black/ white ad option and business cards option eliminated; the 5% discount to any half or full-page advertisement contract that exceeds six months or more only applies when contract is paid up-front and paid in-full; and the 2018 advertising rate increases are: classifed: $20 (resident and non-resident), ¼ page: $200, ½ Page: $350, full-page $700.

The action in lieu of a meeting was accepted which included: approved the language in the clubhouse rental agreement, Section III “Owner’s Responsibility,” that establishes new conditions and penalties for the infraction of helium balloons.

The action in lieu of a meeting was accepted which included: approved actions concerning four pending collection matters, as recommended by legal counsel.

Approved a fve-year extension to the Heritage Landscape contract with no cost increase except for a 3% increase for Cedarwood mowing in 2019, and the addition of the annual pond mowing maintenance for $2,892 annually.

Approved the 2018 budget and acknowledged the automatic increase in the Maximum General Assessment for Common Expenses for Residential Lots provided for in Article V, Section 5.4 (b) (1-2) of the Amended and Restated Declaration of Covenants, Conditions and Restrictions, and that such Maximum General Assessment in 2018 is $3,130.65. However, the Board determines to levy an annual General Assessment for Residential Lots in 2018 of $912.00 payable in monthly installments of $76.00. Further, the Board determines to levy the following monthly Limited Common Assessments for the period January 1-December 31, 2018, as provided for in Article V, Section 5.4 (b) of the Amended and Restated Declaration of Covenants, Conditions and Restrictions:

General assessment - $76.00; Townhouse assessment - $18.15 (total $94.15); Single Family Home assessment - $18.58 (total $94.58); Savannah Series assessment - $73.97 (total $149.97); Cedarwood assessment - $66.58 (total $142.58).

Awarded the HVAC maintenance contract for $1,700 at Nettle Mill Clubhouse and $1,020 at Stone Carver to J&D Mechanical Services.

MESSAGE FROM OUR TREASURER OCTOBER 17, 2017

Fellow Stone Ridge Residents and Association Members,

As we come to the end of our 14th year here in Stone Ridge it is time to review the budget and assessments. In preparation for fiscal year (FY) 2018 (Jan 1 – Dec 31) and in accordance with Article V, Section 5.4 and 5.7 of the Amended and Restated Declaration of Covenants, Conditions and Restrictions, your Association Board of Directors has approved the budget and set the assessments for next year. These assessments will be used to pay for the budgeted expenses of the Association and continue to be payable in twelve (12) equal monthly installments due on the 1st of each month beginning January 1, 2018.

The 2017 and the approved 2018 monthly assessments are as follows:

As seen in the chart above, the monthly assessments are reduced for everyone, the Condominiums and Single-Family and Townhomes. Please check your coupons and update your automatic assessment payments correctly.

The community continues to grow with 166 new houses and condos projected for construction in 2018. Capital projects scheduled for 2018 include improvements to the Event Lawn and Amphitheatre lighting and awning, an electronic message board at the corner of Stone Springs Blvd. and Millstream Drive, and Greenstone bathhouse improvements. Over the last 11 years the Board has made plans for these renovations and improvements by placing Capital Contributions from home resales as well as some surplus monies into our Capital Improvement Reserve Fund while continuing to fully fund the General Replacement Reserve. Money from these two funds cover costs of these projects next year. This continues to be an exciting time as Stone Ridge continues to improve existing amenities.

Reserve costs in the 2018 budget include stone repairs to the entrance fountain and stone retaining walls, replacement of some pool equipment, Greenstone Basketball court color coat, and replacement of wooden swings at Nettle Mill Clubhouse and the 43 Park. Also planned is the review of all tot lots for replacement in next couple years.

Every year we mention one of the most important fiduciary responsibilities of the Association is maintaining the Replacement Reserves. A full reserve analysis for FY 2015 was completed in 2014 to ensure all our capital assets were captured with the addition of the new Stone Carver office/pool and storm water management ponds. As of today, we are meeting all the recommended reserve requirements in the General Reserves and exceeding the requirements in the Townhomes and Savannah Reserves. Another full reserve study is planned next year for FY 2019 to capture the Nettle Mill Clubhouse renovation and Greenstone bathhouse improvements and new sections of houses.

We also completed several needed maintenance projects in 2017. Those projects included the Nettle Mill Clubhouse renovation, white coat and tile replacement at Nettle Mill Pool, the replacement of pond #3’s aerator fountain, well #2 pump which is part of the irrigation system, and seal coating of Association parking lots and scheduled townhouse sections.

Single Family and Townhome owners, you will receive your 2018 payment coupons in the mail from the financial services contractor SFMC, Inc. Please take a moment to review them for accuracy. Also, make sure you mail your payments so that they arrive on time and you avoid unnecessary late charges. Owners are encouraged to take advantage of the Direct Debit program offered by SFMC for automatic payment of your assessments. Please note: If you are current on the Direct Debit program offered by SFMC, your monthly payment is automatically adjusted. Direct Debit participants will not receive a coupon book for next year. If you have any questions about your account, payment status, or wish to set up Direct Debit, please call SFMC at 703-392-6006 extension 218 and speak directly with Shelby Collamer, our AP/AR Representative.

2018 STONE RIDGE BUDGET The Board of Directors adopted the 2018 Stone Ridge Operating Budget and assessment schedule at the October 2017 Board Meeting. Development of the annual budget began in June of this year and included meeting with committee representatives, analysis of all the various income and expense elements and review of the reserve study components.

Everyone’s assessments have been reduced for 2018. Here are a few of the reasons on why Stone Ridge could reduce everyone’s rates: (1) As new homes are sold in the community the cost of running the Association is spread out further per unit. (2) In 2016 Stone Ridge converted all the streetlights to LED’s. Cost savings in 2017 show reduced utility cost by $18,000 and maintenance cost by $15,000; these savings are reflected in the 2018 budget. (3) Stone Ridge also has several multi-year contracts with no or nominal increases next year. (4) This one is for Townhouses only, reimbursed homeowners for the unused winter related services that were budgeted for November 2016 through March 2017.

Coupon Books

All single family and townhome owners, who do not par ticipate in the Direct Debit program through SFMC, will receive new 2018 coupon books by mid-December. If you do not receive a coupon book by mid-December, please contact Shelby Collamer with SFMC at 703-392-6006 Ext. 218 to request a new book. You are still responsible for making your payments on time regardless of the receipt of a coupon book. All payments should be sent directly to:

Direct Debit Program

For single-family and townhome homeowners who participate in the direct debit program, this is your official notice of the new assessment rates effective January 1, 2018. At that time, the assessments automatically withdrawn from the

checking or savings account will change. Please adjust your personal fnancial records to refect the new assessment amount. Stone Ridge single-family and townhome homeowners who wish to enroll in the direct debit program can do so by contacting SFMC at 703-392-6006 ext. 218. Homeowners that have signed up for “direct debit” through Mutual of Omaha Bank will need to follow the Online billpay instructions.

Online Bill Paying Service

Owners who make monthly assessment payments using their own online bill paying services through their fnancial institution must notify the service of the new monthly rate effective January 1, 2018. Please note: You are responsible for any late fees that may accrue for not paying the correct rate.

Credit Card – Payment option offered by SFMC

Owners interested in paying by credit card are encouraged to contact SFMC at 703-392-6006 ext. 218 to discuss the options available. A convenience fee is charged for the use of credit cards.

The Activities Committee plans, advertises, and executes social activities that provide opportunities for enrichment to Stone Ridge residents.

COMMUNICATIONS COMMITTEE November 7, 2017 Meeting Highlights

Present: Chair Christie Nader (Fiddlehead Place), Paryank Kansara (Cypress Mill Terrace), Meredith Hannan (Cordgrass Circle), Marilyn Betsill (Fiddlehead Place), Director Mike Rhodes (Calcite Place), and Communications Coordinator Brandon Thomas.

Members received updated information regarding the development of a mobile app and the possibility of integrating it with an updated srnet.cc. Discussion followed regarding MokoApp’s proposal and what options our current platform provider could offer. Further research from current provider planned for next meeting.

Chair Nader shared her recent visit with the communications committee from South Riding regarding information on their website and what is open to the general public and what documents are password protected. Discussion continued regarding what community documents should remain password protected.

Members received updated information regarding the Open House/Real Estate Tours at Heritage Hunt Golf and Country Club. Promotional packet from Heritage Hunt was

shared and discussion ensued about how to make an event at Stone Ridge unique, family friendly, to stand out from other communities.

Other preliminary discussions involved refurbishing or removing Van Metre marketing signs throughout the community and the proposed installation of a permanent monument sign located at the corner of Stone Springs Boulevard and Millstream Drive; this sign is part of the county comprehensive sign package and features an LED signboard.

Next meeting is Tuesday, December 5, 2017 at 7 pm in the Association Offce Conference Room.

The Communications Committee advises and assists the Board of Directors in planning and administering the communications needs of the Association.

The meetings are held the frst Tuesday of every month at 7 pm in the Stone Carver Conference Room. Meetings are open to all Stone Ridge Residents.

October 25, 2017 Meeting Highlights.

The meeting was called to order at 6:36 pm by Jeff Messinger (San Juan Terrace). Committee members Freddy Zambrano (Cinnabar Square), Dalia Tadjerouni, were in attendance in the Conference Room. Also in attendance were Jason Burns (Siltstone Square) and Julie Loy, Covenants Administrator.

Five (5) violation hearings were conducted; monetary charges were assessed to all properties.

November 8, 2017 Meeting Highlights

The meeting was called to order at 6:37 pm by Jeff Messinger (San Juan Terrace). Committee member Freddy Zambrano (Cinnabar Square) and Dalia Tadjerouni were in attendance in the Conference Room. Also in attendance was Jason Burns (Siltstone Square), Julie Loy, Covenants Administrator.

Two (2) violation hearings were conducted; 1 was dismissed, 1 monetary charges were assessed.

The Covenants Committee investigates and renders decisions on alleged violations of the Governing Documents as dictated by Article VII of the Amended & Restated Declaration of Covenants, Conditions and Restrictions.

Meetings are held the second Wednesday of the month November through January and the fourth Wednesday of the month for the remainder of the year in the Association Offce Conference Room at 6:30pm. Meetings are open to all Stone Ridge residents.

INCLEMENT WEATHER: Safety in your community is our primary concern. Roads and/ or areas which are deemed unsafe due to snow or ice will be suspended for collection. If suspension occurs, services will resume on the next regularly scheduled collection day.

HOLIDAY SAFETY As we enter the holiday season, I wanted to reach out to everyone in the community to highlight information about possible criminal activity and what we can do to limit crimes of opportunity. Loudoun County has the lowest crime rate in the DC Metropolitan area, but that does not immune us from those seeking to make an easy profit. As the holiday season approaches, and packages are sent to your homes, the Sheriff’s Office is asking for your assistance. There is an increase of package larcenies from door steps. By planning ahead, we can limit thefts from occurring. Listed below are alternative delivery methods:

■ Request that your package be delivered to the Post Offce

■ Utilize package delivery points (example: Amazon Locker)

■ Track your package and have someone home the day of delivery or

■ Request a friend to collect your package if you will not be at home

The Sheriff’s Office has joined a national campaign #9PMROUTINE. The focus is to include the securing of your vehicles and house, just as you would brush your teeth before bed. A major trend in the region is larcenies from vehicles, which can include people gaining access to your home by using your garage door opener. It is imperative to remove all valuables from your vehicle, lock it, maybe remove your garage door opener and lock your house up to include the door leading to the garage. If you happen to notice that someone gained entry to your vehicle and do not believe that anything of value was stolen, we still want you to report the incident to us. Usually, if one car was broken into, there will be several others in the area as well.

Loudoun County Sheriff’s Office provides many outlets to report a crime, suspicious incident and or leads to help us better serve you. You can report issues by going online to sheriff.loudoun.gov. There you will find an online feature to make your report. You can also call the non-emergency line 24/7at (703) 777-1021.

F~TNESS CENTER RUl[S FITNESS CENTER RULES 1. Fitness Center hours are 4:30 am to midnight, seven days a week. These hours are subject to change by the Stone Ridge Association and may be amended from time to time.

2. ONLY MEMBERS who purchase Fitness Center Key Cards have access to the Fitness Center. Members who are 18 years of age or older will be given the opportunity to purchase these cards, which are not transferable.

3. Persons under the age of 13 are not permitted to enter or use the Fitness Center. Members ages 13 through 17 may utilize the fitness facility only when accompanied by a parent, or legal guardian, or responsible person age 18 or older.

4. All Members who utilize the Fitness Center and exercise equipment, do so at their own risk. Members assume the full risk of loss and responsibility for damage to health from the use of the ftness facility. Members should consult a physician before using the Fitness Center.

5. It is the responsibility of all persons to follow instructions on how to properly use the equipment. The equipment is only to be used in accordance with manufacturer instructions.

6. Equipment must be wiped down after use with supplies that are provided. Members are responsible for disposing of all trash (i.e. water bottles, paper towel, etc.) properly. All weights and pieces of equipment must be returned to their proper places at completion of their use.

7. Appropriate workout attire is required at the Fitness Center. Only aerobic or court shoes shall be worn. If utilizing the Fitness Center after visiting the pool area, patron must be in appropriate dry clothing.

8. During workouts, only, clothing or personal articles may be stored in the facility.

9. Horseplay, profanity, disruptive conduct, and indiscreet behavior at the Fitness Center are strictly prohibited and are grounds for denial of use and suspension of privileges.

10. Television and all electronic devices should not be turned up so loud as to disturb other members. Users of such devices are required to use headphones.

11. Use of the ftness equipment should be limited to 20 minutes while others are waiting.

FIRST HALLOWEEN CELEBRATION OF AMBER SPRINGS CONDOMINIUMS It was a perfect night with a harvest moon, light wind, and crisp air to have a Halloween celebration!

Over sixty residents of the Amber Springs condominiums attended the event. Children and families represented a wide variety of characters with their costumes. The winners of costume contest were awarded gift cards. Several other names were drawn to win beautifully decorated pumpkins too!

A DJ played great music from the spooky tunes to everyone’s favorite songs. Adults and youngsters were dancing while others received uniquely crafted balloons from a balloon twister. Volunteers served hot dogs, chips and soft drinks. Cookies, apples, and raisins were offered for desserts. Goodie bags with candies inside were also handed out.

5 CHRISTMAS MORNING DANGERS TO AVOID SUBMITTED BY STONESPRINGS HOSPITAL CENTER

The kids are up at 5 a.m. and guess what? Santa’s been there! Though you’ve barely got your eyes open, you’ll need to watch for the day’s 5 hidden hazards:

■ PLASTIC FILM – The packaging surrounding toys and household goods can be sharp on the edges and often diffcult to pry open. Avoid cuts by using scissors or cutters made especially for plastic – or better yet, remove gifts from the plastic before wrapping.

■ BUTTON BATTERIES – Making our list year-after-year are the small button batteries that power toys, decorations and electronics. In the mouth or once swallowed these batteries cause chemical burns. For young children, install batteries prior to gift giving and make sure battery covers are screwed on securely. Store extra batteries well out of reach. And never hold a battery between your lips while working on installation.

■ HOT DRINKS – Your coffee or the kids’ morning cocoa can burn in seconds – just as quick as fre. A sip or spill during the excitement of Santa requires a trip to the ER if the area blisters immediately or skin peels off. Avoid the risk by using water that has boiled then cooled, and serve beverages at the table.

■ SMALL STUFF Christmas morning traditions put small objects – all choking risks – into little hands. Look out for popcorn, nuts, candy, small parts from toys, decorative berries, and tree ornaments. Ribbon and cellophane too. Know the steps to sweep a child’s mouth of foreign objects and the steps to take for choking.

■ FLASH FIRES – Leaving the tree lights on all day and night is an obvious hazard. Check light strands and plugs daily during the season, water real trees, and keep candles and heaters away. A second fre risk is burning wrapping paper which can immediately ignite causing fash burns or smolder in sheets, drifting out of the freplace. Combat this one by tossing wrapping out in the trash instead.

Finally, while Christmas at home may be perfectly safe, be cautious when visiting others or staying at Grandma’s house where things may not be child proof and unfamiliar kitchens and baths pose risks for burns or cuts – even for adults.

Here’s hoping your holidays are merry and bright – but knowing that the ER at StoneSprings Hospital is just around the corner and always open – even on Christmas.

VET CENTER COMMUNITY ACCESS CENTER COMING TO LOUDOUN

Congresswoman Barbara Comstock and Loudoun County Supervisor Tony Buffngton announced that a U.S. Department of Veterans Affairs “Vet Center Community Access Center” will be opening in early 2018 in Loudoun

County. The facility will be in Leesburg and will serve Veterans as well as active duty military personnel and their families.

“The Leesburg Access Center will provide certifed counseling services for our Veterans, active duty military, and their families with mental health needs, and I am excited to see this much-needed facility come to Loudoun County,” Congresswoman Barbara Comstock said in the press release. “Currently, a Veteran would have to travel to either the VA Hospital in Martinsburg, West Virginia or a Vet Center in Alexandria to receive the same type of care that you will be able to fnd at the Leesburg Vet Center Access Center. This new facility will serve Veterans, active military, and their families in Loudoun County, Clarke County, and Western Fairfax County.

“The Vet Center staff strives to provide the best possible readjustment counseling services to our Veterans and Service member clients. It is an honor

and privilege to be able to do this for the Veteran community in Loudoun County.” Dr. Heather West, Vet Center Director.

This partnership with Loudoun County will allow veterans along with current military service members and their families, to have local access to Vet Center services without the inconvenience of traveling great distances or being burdened by excessive paperwork. Specifcally, the Vet Center offers a certifed counselor that helps veterans and their families with any and all mental health needs. This includes PTSD, marriage / family counseling, Military Sexual Trauma, Substance Abuse, Anxiety, and Depression. In addition, these counselors are skilled in assisting with socioeconomic issues that face the veteran community and can help in a multitude of areas to include navigating the Department of Veterans Affairs.

The Vet Center is a Federal Government program connected to the Department of Veterans Affairs; however, it is its own entity and does not report to VA Medical Centers. The Vet Center and its Access Centers are located within the communities. Its mission focuses on veteran needs, being integrated with the community, and being a frst-rate counseling service tailored to veterans issues.
