Official Minutes of MARION COUNTY BOARD OF COUNTY COMMISSIONERS November 24, 2015 The Marion County Board of County Commissioners met in a workshop session at 9: 10 a.m. on Tuesday, November 24, 2015 in Commission chambers at the Marion County Governmental Complex located in Ocala, Florida. Upon roll call the following members were present: Chairman Kathy Bryant, District 2; Vice-Chairman Carl Zalak, District 4; Commissioner David Moore, District 1; Commissioner Stan McClain, District 3; and Commissioner Earl Arnett, District 5. Also present were County Attorney Matthew G. Minter and Interim County Administrator Mounir Bouyounes. The meeting opened with invocation by Chairman Bryant and the Pledge of Allegiance to the Flag of our Country. Contracts & Agreements/County Administration - The Deputy Clerk received a 1 page Agenda. Vice Presidents Mark Morien and Karl Nollberger, GovHR USA, Illinois, distributed a 115 page handout entitled, "Marion County Florida County Administrator Recruitment Portfolio" . Mr. Morien thanked the Board of County Commissioners (BCC) for the opportunity to assist Marion County in the recruitment and selection process for the County Administrator position. He noted the firm had a successful outreach effort yielding 54 resumes from 18 states, including 21 applications from Florida. Enclosed in the handout are the GovHR USA recommendations of those candidates it believes are most suited to the position. Mr. Morien commented on previous instructions from the Board that the firm ensure that those applicants who previously applied through County staffs in-house search are not brought back for another interview. He referred to Candidate No. 8, noting that although the candidate did apply previously, after speaking with the Candidate the firm did include him in their matrix. Mr. Morien stated it is up to the Board to determine whether or not to discuss his application. Mr. Nollberger advised that today's objectives are to review and discuss the 12 recommended candidates, including their telephone interviews, Google searches, reference checks, qualities and traits. After the Board has the opportunity. to discuss all candidates, it needs to narrow the list down to the top 5 or 6 choices who will be invited for personal interviews. He advised that interview dates and times have been set, with the first round of interviews to begin on Monday, December 14, 2015 at 8:00 a.m. and the second round to begin on Tuesday, December 16, 2015 at 1: 00 p.m. Mr. Nollberger advised that a more formal and thorough criminal/education background check will only be performed on the finalist candidates due to the costs involved per candidate. Mr. Nollberger referred to Candidate No.1 and provided a brief overview of the candidate's telephone interview, Google/background search, reference checks, unique skills, qualities and traits. Commissioner McClain noted the candidate previously served as a long term member of a City Council and questioned what City this was in. Mr. Nollberger stated he did not know. Book U, Page 1187

BOARD OF COUNTY COMMISSIONERS

November 24, 2015

The Marion County Board of County Commissioners met in a workshop session at 9: 10 a.m. on Tuesday, November 24, 2015 in Commission chambers at the Marion County Governmental Complex located in Ocala, Florida.

Upon roll call the following members were present: Chairman Kathy Bryant, District 2; Vice-Chairman Carl Zalak, District 4; Commissioner David Moore, District 1; Commissioner Stan McClain, District 3; and Commissioner Earl Arnett, District 5. Also present were County Attorney Matthew G. Minter and Interim County Administrator Mounir Bouyounes.

The meeting opened with invocation by Chairman Bryant and the Pledge of Allegiance to the Flag of our Country.

Contracts & Agreements/County Administration - The Deputy Clerk received a 1 page Agenda.

Vice Presidents Mark Morien and Karl Nollberger, GovHR USA, Illinois, distributed a 115 page handout entitled, "Marion County Florida County Administrator Recruitment Portfolio" .

In to Commissioner Moore, Mr. Morien advised that Candidate No.2 been in his current position 10 years and has accomplished his far that and is now looking new challenges.

General discussion ensued. It was the general consensus to move forward with the presentation. Commissioner Moore out at 10:23 a.m. Mr. Morien provided a brief overview of the . candidate's telephone interview,

In response to Commissioner Moore, IVIr. Nollberger stated the candidate is willing to be progressive and innovative in order to integrate government operations to provide better efficiency.

Mr. Nollberger referred to Candidate No.1 0 and provided a brief overview of the candidate's telephone interview, Google/background search, reference checks, unique skills, qualities and traits.

Mr. Nollberger referred to Candidate No. 11 and provided a brief overview of the candidate's telephone interview, Google/background search, reference checks, unique skills, qualities and traits.

In response to Commissioner Zalak, Mr. Nollberger stated the candidate has applied for positions in other counties.

Mr. Nollberger referred to Candidate No. 12, who is listed as a Candidate of Interest because this applicant is local to Marion County. He provided a brief overview of the candidate's telephone interview, Google/background search, unique skills, qualities and traits. He stated the firm did not perform reference checks since the candidate is local, noting County staff can perform those if the BCC chooses to move forward with this candidate.

Commissioner Moore noted the candidate did not list any college degrees, which is part of the minimum job requirements for the County Administrator position.

Mr. Nollberger advised that the next step is for the BCC to discuss and rank the applicants.

General discussion ensued . It was the general consensus of the Board to select Candidate Nos. 1, 3, 5 and 11

to be invited to interview for the County Administrator positions. Mr. Nollberger requested the BCC select 2 alternate candidates. It was the general consensus of the Board to select candidate Nos. 8 and 6 as alternates to be interviewed in the event that none of the top 4 candidates are chosen.
