RESIDENTS OF CONTINUING CARE RETIREMENT COMMUNITIESDo you approve amending the Constitution to allow eligible veterans to receive the value of theveterans' property tax deduction if they reside in a continuing care retirement community? Thededuction shall be provided to a continuing care retirement community, which shall pass the value ofthe deduction on to the eligible veterans who live there.
INTERPRETIVE STATEMENTThis amendment would allow eligible veterans who live in continuing care retirement communities toreceive the value of the $250 property tax deduction currently granted to veterans who reside in aprivate residence. This amendment would give the veterans' property tax deduction to continuing careretirement communities on behalf of eligible veterans. The total amount of the deduction given to acontinuing care retirement community would be based on the number of eligible veterans who livethere. The community would be required to pass the value of the deduction on to each eligible veteran.Deductions would not be paid to continuing care retirement communities that are property tax-exempt. An eligible veteran who receives the value of a deduction through a continuing care retirementcommunity cannot receive a veterans' property tax deduction on any other home he or she owns or inwhich a spouse lives. Eligible veterans must be New Jersey residents. They must have served in themilitary in time of war, or other emergency. They must be honorably discharged.

RESIDENTS OF CONTINUING CARE RETIREMENT COMMUNITIESDo you approve amending the Constitution to allow eligible veterans to receive the value of theveterans' property tax deduction if they reside in a continuing care retirement community? Thededuction shall be provided to a continuing care retirement community, which shall pass the value ofthe deduction on to the eligible veterans who live there.
INTERPRETIVE STATEMENTThis amendment would allow eligible veterans who live in continuing care retirement communities toreceive the value of the $250 property tax deduction currently granted to veterans who reside in aprivate residence. This amendment would give the veterans' property tax deduction to continuing careretirement communities on behalf of eligible veterans. The total amount of the deduction given to acontinuing care retirement community would be based on the number of eligible veterans who livethere. The community would be required to pass the value of the deduction on to each eligible veteran.Deductions would not be paid to continuing care retirement communities that are property tax-exempt. An eligible veteran who receives the value of a deduction through a continuing care retirementcommunity cannot receive a veterans' property tax deduction on any other home he or she owns or inwhich a spouse lives. Eligible veterans must be New Jersey residents. They must have served in themilitary in time of war, or other emergency. They must be honorably discharged.

RESIDENTS OF CONTINUING CARE RETIREMENT COMMUNITIESDo you approve amending the Constitution to allow eligible veterans to receive the value of theveterans' property tax deduction if they reside in a continuing care retirement community? Thededuction shall be provided to a continuing care retirement community, which shall pass the value ofthe deduction on to the eligible veterans who live there.
INTERPRETIVE STATEMENTThis amendment would allow eligible veterans who live in continuing care retirement communities toreceive the value of the $250 property tax deduction currently granted to veterans who reside in aprivate residence. This amendment would give the veterans' property tax deduction to continuing careretirement communities on behalf of eligible veterans. The total amount of the deduction given to acontinuing care retirement community would be based on the number of eligible veterans who livethere. The community would be required to pass the value of the deduction on to each eligible veteran.Deductions would not be paid to continuing care retirement communities that are property tax-exempt. An eligible veteran who receives the value of a deduction through a continuing care retirementcommunity cannot receive a veterans' property tax deduction on any other home he or she owns or inwhich a spouse lives. Thededuction shall be provided to a continuing care retirement community, which shall pass the value ofthe deduction on to the eligible veterans who live there.
INTERPRETIVE STATEMENTThis amendment would allow eligible veterans who live in continuing care retirement communities toreceive the value of the $250 property tax deduction currently granted to veterans who reside in aprivate residence. This amendment would give the veterans' property tax deduction to continuing careretirement communities on behalf of eligible veterans. The total amount of the deduction given to acontinuing care retirement community would be based on the number of eligible veterans who livethere. The community would be required to pass the value of the deduction on to each eligible veteran.Deductions would not be paid to continuing care retirement communities that are property tax-exempt. Thededuction shall be provided to a continuing care retirement community, which shall pass the value ofthe deduction on to the eligible veterans who live there.
INTERPRETIVE STATEMENTThis amendment would allow eligible veterans who live in continuing care retirement communities toreceive the value of the $250 property tax deduction currently granted to veterans who reside in aprivate residence. This amendment would give the veterans' property tax deduction to continuing careretirement communities on behalf of eligible veterans. The total amount of the deduction given to acontinuing care retirement community would be based on the number of eligible veterans who livethere. The community would be required to pass the value of the deduction on to each eligible veteran.Deductions would not be paid to continuing care retirement communities that are property tax-exempt. An eligible veteran who receives the value of a deduction through a continuing care retirementcommunity cannot receive a veterans' property tax deduction on any other home he or she owns or inwhich a spouse lives. Eligible veterans must be New Jersey residents. They must have served in themilitary in time of war, or other emergency. They must be honorably discharged.
BOROUGH OF NORTH CALDWELLREFERENDUM QUESTION
Shall the Borough of North Caldwell establish an Open Space Trust Fund which will be funded in thefollowing manner for the following purposes: A. An Open Space Trust Fund shall be funded through the collection of local property taxes in an
amount of $0.015 per one hundred ($100.00) dollars of assessed value per year for a period not toexceed 15 years, unless a proposition extending the same is approved by the voters.
B. These funds shall be designated for the acquisition costs incurred, restoration and preservation ofthe entirety of the 17 acres of Borough-owned land at 400 Mountain Avenue, Block 606, Lot 1 (a.k. a. Walker's Property and Pond) as open space and to restore Walker's Pond and keep said land inits natural state and/or for recreational use and/or prevent the sale of five (5) one-acre building lotson the site.
INTERPRETIVE STATEMENTThis referendum will indicate to the Mayor and Council of the Borough of North Caldwell thesentiment of the voters concerning the creation of an Open Space Trust Fund for the use of preservingthe entirety of the 17 acres of land at 400 Mountain Avenue, Block 606, Lot 1 (a.k.a. Walker's Propertyand Pond). This fund would collect a special municipal tax, the proceeds of which would be used solelyfor the preservation of open space in the Borough for purposes of preservation, restoration, recreation,conservation, farmland preservation, or historic preservation following a public hearing. The tax wouldbe collected for 15 years, and then expire, unless extended by approval of such a proposition by publicvote. The owner of a house assessed at $673,000 (the Borough's average) would pay an additional taxof approximately $101.00 per year, for a period of 15 years. The total amount the tax would yield eachyear, depending on the total valuation of all homes in the Borough, would be approximately$242,871.62. Presently, the Walker Property has been subdivided creating five (5) one-acre singlefamily lots fronting on Meadow Lane. It can be anticipated that the sale of these five (5) lots couldgenerate funds to be used to restore the Walker's Pond and Property, and to pay off indebtednessincurred in the acquisition of the Walker Property. Creation of an Open Space Trust Fund would raisefunds to be used for these purposes at Walker's Pond and Property potentially without the sale of thefive (5) lots. If the fund is not approved and created, the acquisition cost and cost of restoration of theWalker Property will be borne by municipal bonding, municipal operating funds, and/or the sale of thefive (5) one-acre lots.

TOWNSHIP OF VERONAPROPOSITION
Shall the Township Council of the Township of Verona, County of Essex adopt anOrdinance establishing a "Municipal Open Space, Recreation, and Farmland andHistoric Preservation Trust Fund" to be funded through the imposition andcollection of a tax not to exceed two (2) cents per ONE HUNDRED DOLLARS($100.00) of assessed valuation for the purposes of (a) acquisition of lands forrecreation and conservation purposes; (b) development of lands acquired forrecreation and conservation purposes; (c) maintenance of lands acquired forrecreation and conservation purposes; (d) historic preservation of historic properties,structures, facilities, sites, areas or objects and acquisition of such properties,structures, facilities, sites, areas or objects for historic preservation purposes; and (e)payment of debt service on indebtedness issued or incurred by the Township ofVerona for any of these purposes?
EXPLANATORY STATEMENTA "yes" vote for this proposition means that you do want the Township of Verona totake the necessary steps to establish a Municipal Open Space, Recreation andFarmland and Historic Preservation Trust Fund that shall be used to acquire lands forrecreation and conservation purposes. The Trust Fund can also be used to develop ormaintain lands that are acquired for recreation and conservation purposes or used forthe acquisition or historic preservation of historic properties, structures, facilities,sites, areas or objects located within the Township of Verona. The Trust Fund canalso be used to make payments on bonds issued to acquire lands for these purposes.The tax, if authorized at the full two (2) cents per One Hundred Dollars ($100.00) ofassessed valuation will result in the annual increase in the municipal portion of thereal property taxes assessed on a home with an assessment of $429,576.00, theTownship average assessment, of $85.92 and based upon the current assessedvaluations of property within the Township, would raise approximately $418,665.00annually.
TOWNSHIP OF VERONA BOARD OF EDUCATIONPROPOSAL NO. 1
The Board of Education of the Township of Verona in the Countyof Essex, New Jersey is authorized: ( a) to undertake renovations,alterations and improvements at Verona High School, H.B.Whitehorne Middle School, Forest Avenue Elementary School,F.N. Brown Elementary School, Brookdale Avenue ElementarySchool and Laning Avenue Elementary School, including fixtures,furnishings, equipment, site work and related work; (b) toappropriate $22,273,701 for such purposes; and ( c) to issue bondsof the school district for such purposes in the principal amount of$22,273,701. The final eligible costs of the projects approved bythe Commissioner of Education are $22,273,701 (with $8,436,060allocated to Verona High School, $6,327,347 allocated to H.B.Whitehorne Middle School, $1,530,503 allocated to Forest AvenueElementary School, $2,620,797 allocated to F.N. BrownElementary School, $1,334,553 allocated to Brookdale AvenueElementary School and $2,024,441 allocated to Laning AvenueElementary School). The proposed improvements include $0 forschool facility construction elements in addition to the facilitiesefficiency standards developed by the Commissioner of Educationor not otherwise eligible for State support pursuant to N.J.S.A.18A:7G-5(g). The State debt service aid percentage will equal 40%of the annual debt service due with respect to the final eligible costsof the projects. The Board of Education is authorized to transferfunds among the projects approved at this special election.

1 To vote on a Public Question, press the button P under the word “YES” or “NO”. A green “X” will appearnext to your selection.
2 To vote for a candidate, press the button P under the person’s name. A green “X” will appear next to yourselection.
3 To change a selection, press the button P again. The green “X” will disappear and you may make a newselection.
4 Starting at the left of the face of the machine, press the appropriate number of buttons P for each office onthe ballot. The machine will not permit you to vote for more than the legal number of candidates for anyoffice.
5 If you wish to cast a write-in vote, go to the PERSONAL CHOICE row and press the button below “WriteIn” in the same column as the office you wish to write-in. Using the alphabetical keyboard below, enter thename of the person of your choice, one letter at a time. To make a space between the first and middle nameor initial and last name, use the arrow pointing to the right on the keyboard. To make a correction, use thearrow pointing to the left. The name you enter will appear in the display to the left of the keyboard. Prior topressing enter for a write-in vote, be sure you have verified the spelling of the person’s name and you haveselected the correct office. Your choice is recorded and removed from the display.WARNING: If instructions for a write-in vote are not followed exactly, then you have an improperly castwrite-in vote, which will be void and not counted.
6 After ALL selections have been made, press the RED CAST VOTE BUTTON i located at the bottomright. This electronically records all of your votes.
7 Part the curtains and exit the voting booth.

STATE PUBLIC QUESTIONCONSTITUTIONAL AMENDMENT TO GIVE CERTAIN VETERANS' BENEFITS TO
RESIDENTS OF CONTINUING CARE RETIREMENT COMMUNITIESDo you approve amending the Constitution to allow eligible veterans to receive the value of theveterans' property tax deduction if they reside in a continuing care retirement community? Thededuction shall be provided to a continuing care retirement community, which shall pass the value ofthe deduction on to the eligible veterans who live there.
INTERPRETIVE STATEMENTThis amendment would allow eligible veterans who live in continuing care retirement communities toreceive the value of the $250 property tax deduction currently granted to veterans who reside in aprivate residence. This amendment would give the veterans' property tax deduction to continuing careretirement communities on behalf of eligible veterans. The total amount of the deduction given to acontinuing care retirement community would be based on the number of eligible veterans who livethere. The community would be required to pass the value of the deduction on to each eligible veteran.Deductions would not be paid to continuing care retirement communities that are property tax-exempt. An eligible veteran who receives the value of a deduction through a continuing care retirementcommunity cannot receive a veterans' property tax deduction on any other home he or she owns or inwhich a spouse lives. Eligible veterans must be New Jersey residents. They must have served in themilitary in time of war, or other emergency. They must be honorably discharged.
