REPORT The new Seville Provincial Government was to be housed in the existing barracks -a two-storey, 18th-century structure- and a new building to be constructed on the empty land behind the barracks. The barracks are constructed on strict neoclassical principles with a rectangular floor plan and a large central courtyard. Their main façade is almost parallel to a large road running around what used to be the medieval city walls. The central courtyard leads back to the area where the rest of the project was to be located. The two buildings, which form a new courtyard with the enclosure wall to the street and the pre-existing building, house the administrative representation activities and the administration. Courtyards and atriums make up a sequence of open spaces. These are situated under another sequence of stone lintels lying across the glazed panels of the offices. A certain structural hermeticism informs the entire project, since the real structural mechanisms are hidden behind tihs system of stone facing, which looks deceptively load bearing. Despite the diversity of window openings (vertical in the outer façades and curtain walls inside), the materials employed - stone, metal and glazed support structures of nearly the same colour- give the new building a sense of one-ness. Different as it is from the old barracks, it aspires to be a mute, elegant complement to the neoclassical building next to it.
