Introduction 1. These instructions apply to all Candidates attending IOT and SOIT courses at Royal Air Force College (RAFC) Cranwell. Specific course instructions are found in the Annexes at the end of this document. All candidates, irrespective of nationality, qualifications, former military rank and terms of service, have the same status, and are treated in the same manner except for pay and Mess charges. 2. In the event of any difficulties arising or any changes to travel arrangements candidates should contact the Officer and Aircrew Cadet Training Unit (OACTU) Duty Officer on 07976 683184. Candidates requiring a rail warrant at short notice should contact their nearest Armed Forces Careers Office (AFCO). Arrival 3. All Candidates are to arrive at the MGR at RAFC Cranwell between 1230hrs and 1400hrs on their allocated day of arrival: a. Specialist Officer Initial Training (SOIT) Course Candidates will then be directed

to report to College Hall Officers Mess (CHOM) at 1400hrs and wait in the Longcroft Room where the Directing Staff (DS) will meet them.

b. Initial Officer Training (IOT) Course Candidates will be directed to report to No1

Mess where the DS will meet them. Candidates who are travelling by rail to RAFC Cranwell are to arrive at Grantham on their allocated day of arrival. Service transport will be available to meet trains to convey Candidates from Grantham Station. A timetable for transport is attached at Annex A. For Candidates travelling by road, a map of the area is included at Annex B and a map of RAFC Cranwell is at Annex C. 4. Candidates are permitted to use private vehicles to travel to RAF Cranwell. Mileage allowance may be claimed for the journey. All air, ferry and rail warrants should be booked via AFCO’s where possible to ensure no personal financial impact is incurred. Any unused issued rail warrants must be surrendered to DS, upon arrival to RAFC Cranwell. Private vehicles are to be registered at the MGR before reporting to the Mess. Candidates intending to retain a private vehicle at RAFC Cranwell are required to be in possession of the following documents:

a. Vehicle Registration Document.

b. Valid Certificate of Insurance.

c. Current Driving Licence. d. Current MOT Test Certificate (if applicable).

5. Candidates will be required to produce the following documents on arrival:

a. National Insurance Card.

b. Any vaccination or inoculation records held, even if not current.

c. National Health Service Medical Card (Form FP 4 (Comp)). d. Birth Certificate. e. If applicable, Royal Navy, Royal Marines or Regular Army discharge paper.

f. If applicable, certificate of release from apprentice or articled clerk contract. g. Form P45. Candidates not in receipt of a P45 must complete and bring a New Starter Checklist as per the following link: https://www.gov.uk/government/publications/paye-starter-checklist

h. Full bank account details, indicating the computer account number (if appropriate), sort code and address. Pay and allowances cannot be credited until this information is produced. Officers are not paid in cash and must open a bank account before arrival at RAFC Cranwell as there will be no opportunity whilst on course to do so. i. If applicable, deed polls (or certified true copy), marriage certificates, court orders, divorce decree for self or spouse, death certificate for previous spouse and birth certificate(s) for children who are normally resident in the household.

j. A proof of mortgage certificate or rental agreement and council tax bill for those single personnel eligible to reclaim accommodation charges.

k. Details of PPL, Certificate of Flying Scholarship or Special Flying Award, and any other relevant documentation relating to previous flying experience (applicants in the Flying (Pilot) Branch only).

Documents listed at Paras 5a, b, c, d, g and i will not be required from ex-airmen/airwomen, university cadet entrants and ex-medical or dental sponsored entrants. However, these personnel will require a JPA printout showing their currency for the RAF Annual Fitness Test. International Candidates are not required to provide the above documentation. However, a UK bank account is considered essential and arrangements to open such an account can be made once Candidates have arrived. Civil Offences 6. It is RAF policy not to accept for training, any candidate still awaiting the outcome of a civil offence. Candidates who do not reveal outstanding cases will be returned home to await the outcome of the hearing. Any candidate who is accused of committing a civil offence after

attendance at OASC, or who is still awaiting the outcome of civil proceedings when due to report for training, should notify the matter to OASC at the earliest opportunity. Accommodation 7. Officer training courses are residential and all Candidates are required to live in the appropriate Mess for the duration and will be issued keys to accommodation on arrival. Bathroom facilities are shared with other members of the Course. There are laundry facilities throughout the block and Candidates will be expected to keep rooms and bathroom facilities to inspection standard at all times as rooms will be regularly inspected by the DS. Computer accounts and access to the internet (approved sites only) will be arranged during the first week of the Course. Candidates should note that mobile phone reception is relatively poor throughout RAFC Cranwell. In accordance with current regulations, Joint Service Publication 464 Pt 1, Chapter 3, Section 1, current serving military personnel may relocate their families if they have a posting length greater than 6 months and they have completed phase 1 training, including Candidates transferring from other services. Candidates should carefully consider the implications of moving dependants to an area away from current support networks and the potential for another move following their course at RAFC Cranwell. Candidates with Service Family Accommodation are not permitted home during the working week which can lead to additional frustrations for dependants. Candidates are to contact RAFC Cranwell Station Community Support Office (SSCO) in the first instance; RAFC Cranwell 01400 267787, military network 95751 7787 for further advice and support. 9. Insurance. During the Familiarisation Visit (FV) and whilst on course Candidates will be issued with a wide range of items of uniform. It is advisable to insure this kit, both service and civilian, against theft, loss or damage, with a firm that specialises in military policies; additional details will be provided on the FV and during the course. 10. Serving Personnel. Serving personnel are to bring with them the full scale of uniform, including physical education clothing, Multi Terrain Pattern (MTP) items and holdall. In addition, serving personnel are to ensure their clothing has been exchanged as appropriate and that the expected standards of dress will be met. Free issue will only be made at RAFC Cranwell if an RAF Form 1383 is issued (by leaving parent unit). One week before graduation, serving personnel will be expected to return their Airman’s No 1 uniform, cap, coveralls, safety boots and specialist clothing. Any items not returned will incur a charge upon clearance from RAFC Cranwell. 11. Sponsored Candidates. Sponsored Candidates will have received a No1 Service Dress (SD) uniform and SD Hat, together with other items of uniform, on appointment to a commission. University Bursars are issued a clothing scale in accordance with the Air Publication 830 Volume 3 Scale C719 (Female)/C720 (Male). An individual’s parent unit is responsible for maintaining kit at this level or issuing an RAF Form 1383 Deficiency Form. Clothing stores at RAFC Cranwell will only issue those items required to bring kit up to the full entitled scale or covered by a Deficiency Form. It should be noted that during the FV, deficiencies/exchanges as detailed will not be addressed. 12. International Candidates. International Candidates are advised to bring all items of service dress, excluding combat clothing, with them. A beret, with suitable national force badge, will be required. All other items of combat clothing will be issued on either loan or repayment from national government sources. 13. No 1 Service Dress. UK entrants receive a free issue of No 1 SD uniform and hat. International Candidates are advised to bring ceremonial dress with them, or make arrangements to have it made in the UK. 14. No 5 Mess Dress Uniform. All RAF candidates receive a free issue of No 5 Mess Dress uniform. International Candidates are advised to bring evening uniform with them, if applicable, or make arrangements to have it made in the UK. 15. Combat Uniform. For much of the course, including all field exercises, Candidates will be attired in combat clothing and expected to cover considerable distances wearing heavy-duty service-issue boots. 16. Footwear. All Candidates will receive a pair of high liability combat boots and standard issue shoes. Instruction on how to wear service footwear will be given during their FV. It is imperative that candidates wear these boots regularly prior to starting their course as instructed to avoid foot problems during the course. 17. Chemical, Biological and Radiological Nuclear (CBRN) Individual Protective Equipment (IPE). As on any posting or detachment, serving airmen are to bring their CBRN IPE with them. All other Candidates, including International Candidates, will be issued with the required items during the arrival procedures.

18. Sports Clothing. Candidates will be issued with service sports clothing to be worn during lessons and organised sport. For outdoor training in cold weather, candidates are permitted to wear dark coloured base layers. Dress for Adventurous Training and will be issued to all personnel. Candidates will require goggles, dark swimming trunks (male) or a dark one-piece swimming costume and cap (female). Candidates will be issued with one pair of training shoes but are strongly advised to bring a second pair for use indoors (plain design with non-marking soles). This advice also applies to International Candidates. Candidates should bring with them any other sporting items/clothing for sports they may wish to participate in whilst at RAFC Cranwell. Examples are football/rugby boots, athletics spikes, mouth guards, boxing gloves and astro-turf shoes. 19. Hair. Female Candidates with long, or shoulder length hair are required to wear their hair up and off the collar whilst in uniform. Female Candidates are advised to bring black or hair-coloured hairnets, grips and clips to style hair in an appropriate fashion. Hair put in a ‘pony-tail’ is not acceptable and must be fashioned into a bun. 20. Facial Hair. Male officers are expected to arrive at RAFC Cranwell clean-shaven and with neatly trimmed hair. Hair should be off the collar, with sideburns restricted to above the centre line of the ear. Upon commencement of Term 2 candidates may grow a full beard in line with Air Publication 3392 Volume 4 Leaflet 1105. Civilian Dress 21. Candidates will need civilian clothing for use in the Mess during the evenings and at weekends. Candidates will be instructed on the standards of dress required in an Officers' Mess during the FV. The list of clothing at Annex D contains all the elements of civilian clothing required. Conservative attire will be more appropriate for use in the Mess and Candidates are to plan accordingly. International Candidates should also follow these guidelines. 22. Miscellaneous Personal Effects. A list of useful items to bring to RAFC Cranwell is included in Annex D. Opportunities for Candidates to get to the bank or do any shopping during the Course are limited and thus Candidates should plan accordingly. 23. Wearing of Spectacles. Candidates who wear spectacles or contact lenses are strongly advised to make adequate insurance provision to cover damage and should consider it prudent to keep a spare pair as some forms of service involve a risk of damage. Photo-chromatic spectacles are not permitted unless specified by a doctor's certificate. 24. Prior to arriving for the FV, candidates who require corrective eyewear are strongly encouraged to visit the opticians to obtain an up to date prescription. Annex H details guidance for the optician as well as the form to be completed. 25. Candidates are requested to bring the completed form to the FV and hand to their DS. The purpose of this process is that it will allow RAFC Cranwell’s medical centre to expedite the order for a pair of defence spectacles, and one pair of corrective lenses for the General Service Respirator which will be utilised during the candidate’s training and wider career.

Fitness 26. The course is physically demanding. The programme includes daily physical education sessions which are designed to develop mental and physical robustness, prepare Candidates for the arduous training serials ahead and give them the foundations for a lifelong positive attitude to fitness. The fitter Candidates are before arrival the more likely they are to be able to manage the physical and mental challenges of the course and the less likely to suffer injuries. Additionally, a Candidate’s standard of fitness on arrival is seen as a strong reflection of their personal motivation. During the course Candidates will be expected to cover long distances at a fast pace, carrying personal combat kit and various items of exercise equipment of differing weights and sizes. Fitness will be routinely tested to ensure that Candidates are adequately prepared for the training. Individuals who fail to perform satisfactorily may have their entry date deferred, their offer of service withdrawn or a recommendation made that they do not progress to the next stage of training. 27. Sickle Cell Trait (SCT). It is the RAF’s intent to introduce blood tests for Phase 1 (Ph1) trainees, regular and reserve, entering training wef 1 April 2020, testing for SCT. If the test produces a negative result for SCT, it is the RAF’s intention for all Ph1 trainees to be permitted to undertake RAFFT to best effort: those identified with SCT will be required to undertake a bespoke conditioning programme prior to being considered eligible to undertake the RAFFT to best effort standard. 28. Fitness Assessments. There are two different types of fitness assessment used at OACTU; the RAF Fitness Test (RAFFT) which includes a multi-stage fitness test (MSFT), press ups and sit ups and the RAF Swimming Test. The required standards for both tests are at Annex E. The Physical Training Instructors have exacting standards and Candidates are advised to be meticulous about form as well as reaching the quantity or level required.

a. FV Fitness Test (FVFT). The FVFT is based on the RAFFT and therefore employs the same elements, methodology and pass criteria. Candidates are only required to meet the minimum required standard for the FVFT based on age and gender and are not required to complete the test to maximum effort. However, Candidates are strongly advised to develop their fitness beyond the minimum standard required to allow for nerves on the day and to reduce the risk of injury during the course. Candidates who fail to meet the minimum standard required to pass the b. FVFT Candidates will, where possible, be offered the opportunity to retake the test at a later date. If a Candidate still fails to meet the minimum standard required, they are likely to be referred back to OASC with the recommendation that their Provisional Offer of Service is withdrawn.

c. Entry Fitness Test (EFT). The EFT takes place in the first week of the course and is also based on the RAFFT. Candidates must demonstrate a commitment to striving for excellence by completing the test to maximum effort1 with the requirement to meet the minimum standard for the EFT based on age and gender. Candidates who fail to meet the minimum standard required to pass the EFT will be offered a medical assessment and then, where possible, will be given an opportunity to retake the test at a later date. Candidates who still fail to meet the minimum standard required are likely to be either transferred to a holding flight to undergo a period of remedial fitness with

the intention of re-joining the following course subject to availability of places or recommended for withdrawal from training.

d. RAF Swimming Test. Candidates are required to undertake a swimming test during the course which entails a 50 meter swim and climb out of the pool unaided dressed in coveralls. Some branches will be required to complete a 100m swim, tread water for 3 minutes and climb out of the pool unaided. Candidates are strongly advised to develop their swimming ability prior to starting the course if they are not strong swimmers as the programme involves regular physical training sessions in the pool.

e. RAFFT. Candidates will be required to pass the RAFFT at the end of the course. Candidates are required to demonstrate a commitment to striving for excellence by completing the test to maximum effort2; at the very least they are required to meet the minimum required standard for the RAFFT based on age and gender. If Candidates fail to meet the minimum standard required to pass the RAFFT they are likely to be transferred to a holding flight to undergo a period of remedial fitness with the intention of re-joining the following course subject to availability of places. Candidates who continue to fail fitness assessments will be recommended for withdrawal from training.

29. Improving Fitness. There are many ways to become fit, but the simplest of all is to run; running increases aerobic capacity and stamina. The course consists of a range of physically diverse elements therefore being of a good general fitness level is recommended. Candidates should seek medical advice prior to embarking on a training regime and to build fitness progressively, particularly if they have not been exercising regularly. More information on preparing physically for the course is contained in the fitness booklet issued by OASC. 30. Clothing and Footwear. Candidates will need a pair of well-fitting, general purpose, training shoes. A high quality running bra is essential for females. During the course Candidates will primarily wear service issue fitness kit. There will be time during the latter parts of the course for Candidates to train in their own time and thus personal fitness clothing can be worn for such occasions. Sports Facilities 31. The sports facilities at the RAFC College are excellent; besides extensive playing fields, there is a swimming pool, an athletics stadium, a riding centre, 2 well-equipped gymnasia, a sports hall and numerous outdoor sports pitches. Familiarisation Visit 32. All RAF Candidates will be expected to attend a FV prior to starting training. The timings of available FV will be confirmed by OASC. Given the amount of kit issued on the FV, Candidates are advised to bring a large holdall in addition to a smaller bag appropriate for sports clothing. The visit encompasses a number of activities, including:

a. Tailor measurement for No 1, 2 and 5 uniforms.

b. Issue of socks and boots to ensure Candidates are given sufficient time to ‘break them in’ prior to commencing training.

c. Completion of the MSFT and the minimum number of press-ups and sit-ups in order to pass.

d. Issue of leaflets to study prior to attending training.

Social Activities 33. Candidates will participate in a variety of social activities during the course. These will range from an informal ‘Meet and Greet’ through to the more formal cocktail party; all leading up to the Graduation Dining-In Night and the Graduation Luncheon and Ball. Candidates can expect to pay a monthly Mess Bill in the order of between £70 and £100. If necessary, Candidates may request deferment of payment of their first Mess Bill until the first salary payment is received from the RAF. 34. Full details of the Graduation procedures will be issued nearer the day but Candidates are forewarned that the following rules will apply:

a. Children under the age of 5 cannot attend the Graduation Parade. b. Children under the age of 16 cannot attend the Pre-Lunch Reception or Graduation Lunch.

b. Candidates will only normally be permitted to invite 2 guests to the Graduation Parade, the subsequent Church Service and Lunch, depending on the size of the course. The Graduation ball will also be limited in the number of guests that can be invited.

Vaccinations 35. Policy. The RAF operates a Primary Immunisation Schedule therefore on a number of occasions during officer training all Candidates who are Direct Entrants to the RAF will be required to attend the Regional Health Centre to undergo tests and inoculations against known preventable infectious diseases. 36. Right of Refusal. All personnel have the right to refuse to undergo immunization but for the following reasons, the Primary Immunisation Schedule is accepted as sound medical practice:

a. In the RAF large numbers of people live and work in close proximity. These conditions make for easy spreading and difficult eradication of infectious diseases once they have been introduced into the community. b. All members of the RAF must have the capability to travel worldwide and may be required to serve in countries where disease is endemic. Refusal of immunisation does

not release a serviceman from their duty to serve overseas, and might entail compulsory immunisation by the authorities of the receiving country. c. An unprotected person who is refused by a country’s Immunisation Authority and who is then required to be immunised immediately and report for surveillance or be placed in quarantine pending the expiry of the incubation period of a disease, will have to finance personally the cost of these procedures and also the cost of treatment should they contract the disease.

Personnel who refuse any or all immunisation will be required to sign a certificate of refusal. The details of this refusal will be entered on the individual’s medical and personal records. 37. Certification. Candidates who have had immunisation procedures performed recently and can produce certificates to verify this, need not undergo immunisation. If a certificate for an immunisation that has already been performed cannot be produced, Candidates will be regarded as being unprotected and will be requested to undergo immunisation. General Information 38. Candidates should not bring a television due to lack of space in the first phases of training. A Television Licence is required for any device used for television or on an online television service. PCs are provided in all accommodation and teaching rooms. Candidates can bring their own devices for personal use should they wish. 39. There are 2 military tailors at RAFC Cranwell. Candidates will visit one of the tailors (MOD Contract) during the initial kitting phase of training for the issue of Nos 1 and 5 uniforms. There is also a barber on station for use by Candidates. 40. The nearest bank facilities are in Sleaford which is 5 miles away. The nearest cash-point facilities are in the MGR which is free from charge. 41. Candidates should be dentally fit on arrival. SOIT Specific Instructions 42. Raincoat or waterproof jacket.

Dark, conventional-style lounge suit. Evening wear and for some functions in the Mess. Jacket required as minimum in the evenings.

Collared long sleeve tailored shirts (conservative colours). If worn with a tie, shirts should be lighter than the tie.

Mess clothing – polo shirts, jumpers, tailored trousers (conservative style).

Fitness Test Standards 1. RAFFT. The FVFT and EFT are based on the RAFFT which includes an MSFT – a series of 20m shuttle runs following a recorded soundtrack of beeps – and one minute of both press ups and sit ups. The RAFFT is used for testing fitness before, during and at the end of the course and is the same test that will be used to measure fitness throughout an individual’s RAF career. For the FVFT Candidates are not permitted to perform to a maximum effort, but rather to demonstrate that they are fit enough to meet the minimum standard required according to age and gender. Once the minimum standard has been reached in all elements, the test will stop. Candidates are required to perform to their maximum effort for all subsequent RAFFTs3 to demonstrate progression and commitment to striving for excellence. Candidates are to be meticulous about form as well as reaching the quantity or level required as the Physical Training Instructors (PTIs) have exacting standards:

a. Press Up Technique. In both tests the press ups are to be done with hands facing forward in a comfortable position, feet no more than 30 cms apart and hands and feet both either on or off the mat. A repetition is to lower until upper arms are parallel to the floor and return to full extension. b. Sit Up Technique. The sit ups are to be done with the ankles supported by another person. Hands are clenched adjacent to the ears, starting with the shoulders on the floor and sitting up to touch elbows to the knees and back down.

2. The following table defines the minimum acceptable standard to pass the test:

RAFFT Standards (MSFT/Press Up/Sit Up). The RAF’s minimum standard is indicated by the Green zone.

OFF CDT A N OTHER MTh BA (ANTHONY) – CHAPLAIN Aged 44 and married Other was born in Sheffield, the youngest of 3 children. After attending the local comprehensive school he studied Economic History at the University of Sussex. Other has worked in a number of different fields from carpet cleaning to blind manufacture, fast food manager to tax collector and latterly as a Prison Officer at HMP High Down and Coldingly where he was seconded to the Surrey Probation Service before training for Ordination at St John’s College Nottingham. He served his title Curacy at New Milton in Hampshire, obtained the Living to the Parish of Lightwater in 2005. Other has undertaken on-going professional training through the Diocesan programme of Continuing Ministerial Development and is currently working towards a Doctorate through Archbishops Examination in Theology at Lambeth Palace. He is married to Michelle and has 2 grown up children, one of whom is adopted. Other enjoys rock-climbing, cricket, walking, caravanning, rearing rare-breed pigs and spending time with his family.

OFF CDT B J BLOGGS BSc (BENJAMIN) - PMRAFNS Aged 26 and single, Bloggs was born in Grimsby, where he spent the majority of his youth. While in Grimsby and following the normal pathway of education Bloggs began taking an interest in nursing having spent time working for a local cancer charity. At the age of 21 he attended Sheffield Hallam University, where he progressed and passed his degree to complete his adult nursing education. Upon qualification he gained his first post as a surgical nurse within a private hospital based in Doncaster. While in this post he was motivated to increase his personal skills and professional development and soon aimed for higher aspirations. He successfully applied for an ITU staff nurse position which aiding him to further his goals in increasing his levels of nursing care. Following nearly 3 years working within critical care and completing his ITU specialist degree Bloggs saw an opportunity to develop his nursing skills and increase the medical care he could provide by joining the PMRAFNS with the role of MERT being of great interest. His hobbies include rock climbing, fell walking and surfing.

OFF CDT A B SEA BMedSci BMBS (ANTHONY) - MEDICAL Aged 25 and single, Sea was born in Huddersfield, Yorkshire. His first contact with the RAF was during the lower Sixth Form, when he was awarded a Sixth Form Bursary following successful attendance at the OASC. He then went on to read Medicine at the University of Nottingham, graduating with a BMedSci (Hons) degree in 2007 and BMBS in 2009. Whilst at university he was a member of East Midland’s Universities Air Squadron, giving him an enjoyable 5 years of time at RAF Cranwell; as well as bases at home and overseas. Particular highlights included completing the Elementary Flying Training Syllabus, 2 months at The Princess Mary’s RAF Hospital (TPMH) in Akrotiri and dog sledding in Jåmtland, northern Sweden. In 2006 he was appointed to a medical cadetship and following graduation he was posted to the Royal Centre for Defence Medicine (RCDM) at the University Hospitals Birmingham (Selly Oak and Queen Elizabeth Hospitals). After 2 years of Foundation Training in Birmingham; working in the Emergency Department and Intensive Care Unit as well as general wards, he spent a short time holding at RAF Valley before commencing Phase 1 training on SOIT 19.

Guidance for the Ophthalmic Optician and FMed 79 1. Please complete part 2 of the FMed 79 with as much details as possible.

2. We require the following information;

a. The prescription for distance and or near vision for each eye.

b. The displacement measurements if applicable.

c. The interpupillary distance in millimetres is required in all cases. This is so we can order frames for the individual from our central contracted supplier.

d. Whether single vision or bifocal lenses are required

3. Please stamp and sign the FMED 79 and return to the patient.
