Consideration: Action/Information Date: January 5, 2016 1. APPROVE SINGLE PLAN FOR STUDENT ACHIEVEMENT 2015-2016 Approve the Single Plan for Student Achievement (SPSA) for Barton and Kettering Elementary Schools; Tincher K-8 School; and Avalon K-12 School. Each of the plans has been reviewed by Equity, Access, and College & Career Readiness staff for compliance. Each plan contains the components of effective planning based on student needs, assessment data, use of staff, parent involvement, and allocation of resources. Each schools’ approved SPSA for the 2015-2016 school year will also serve as an interim plan until the following school year’s SPSA is revised and approved. The funding for all programs and personnel outlined in these SPSAs is reflective of the current fiscal year only. 2. APPROVE PROPOSAL FOR THE SMARTER LUNCHROOMS MOVEMENT GRANT Approve the proposal for the 2015 Team Nutrition Smarter Lunchrooms Movement (SLM) of California program. The proposal seeks to implement SLM strategies in two schools- Roosevelt and Robinson, link implementation with classroom nutrition education, participate in project workshops, ensure that frontline staff receive training, and evaluate student selection of targeted foods. Subject: Adoption of K-12 and CDC/Head Start Tentative Agreements, Teachers Association of Long Beach (“TALB”) Enclosures: None __________________________________________________________________________________ CATEGORY: New Business Reason for Board Consideration: Action Date: January 5, 2016 BACKGROUND The Long Beach Unified School District (“District”) and the Teachers Association of Long Beach (“TALB”) recently concluded negotiations for Collective Bargaining Agreements covering both the K-12 Unit and the CDC/Head Start Unit. TALB informed the District on December 16, 2015 that their membership had ratified the Tentative Agreements providing for the modification of the K-12 and CDC/Head Start contracts through June 30, 2018. Ratification resulted in revisions to the K-12 and CDC/Head Start bargaining unit contracts, including a 5% increase in all salary schedules for bargaining unit members, retroactive to July 1, 2015. In addition, changes were made to health and welfare for PPO plans with participation in the National Formulary effective July 1, 2016. Other modifications included updating CDC/Head Start teacher evaluation language and evaluation forms, salary schedule placement, maternity and paternity leave for child bonding, excluding Open House and Back to School night from the waiver process, National Board certification, and the District technology guidelines. Two joint District/TALB committees will also be formed to review the electronic grading and communication systems and review the language for the reestablishment of a Peer Assistance and Review Program. In compliance with collective bargaining agreement public disclosure requirements of Government Code, Section 3547.5, the “Public Disclosure of Collective Bargaining Agreement” forms for TALB K-12 Unit and CDC/Head Start Unit have been displayed for public review since December 14, 2015. These forms have also been reviewed by the Los Angeles County Office of Education according to compliance with AB1200 (Chapter 1213/1991), Government Code 3547.5 and CCR, Title V, Section 15449. In addition, health and welfare plan modifications, including changes made for PPO plans with participation in the National Formulary effective July 1, 2016, in alignment with the modifications listed in the TALB Tentative Agreement dated December 3, 2015.
