CHAPTER – 1WHOLESALE PRICE INDEX – A BRIEF

[BASE YEAR: 2004-05]

WPI & ITS USE

The Changes in prices, both absolute and relative, influence a wide range of economic activities, and a constant watch on prices becomes necessary for the operation of regulation of current economic policies as well as for the purposes of planning and policy formulation. The changes in prices over a period of time can be gauged by the statistical device of index number of prices. The price index can be either at the wholesale level or at the level of the retail end of the marketing channel. The Wholesale Price Index is important, as it helps in understanding the movement of prices relating to bulk transactions of purchases, usually for further sale. The wholesale price index is widely used by Government, banks, industry and business circles. In view of the importance of prices for the health of the economy, in terms of growth and distribution, the monetary policy of the RBI is often guided by the need to keeping prices within prudent limits. Similarly, the movement of WPI serves as an important determinant, in formulation of trade, fiscal and other economic policies by the Government of India.

NODAL OFFICE FOR COMPILATION OF WPI

The Office of the Economic Adviser in the Department of Industrial Policy and Promotion, Ministry of Commerce and Industry is responsible for compiling WPI and releasing it every week. The Office published for the first time, the index number of wholesale prices, with ‘base week’ ended August 19, 1939=100, from the week commencing January 10, 1942. Since 1947 the index has been published regularly on weekly basis. The WPI series was revised from time to time with new bases viz 1948-49, 1952-53, 1961-62, 1970-71, 1981-82, 1993-94 and 2004-05.

COMMODITY BASKET

The current series has been launched on 14th September, 2010 by shifting earlier base year 1993-94 to 2004-05. The current series is based on 5482 quotations covering 676 items. The commodity basket has been classified into three major groups, viz, Primary Articles, Fuel & Power and Manufactured Products and then further classified to groups. A comparative statement of weights, no. of items and no. of quotations between the current series (2004-05) and old series (1993-94) is given for the major groups and groups in the table below:

DATA SOURCES

Major data sources for current series of WPI are:

DATA COLLECTION NSSO is helping in collection of Statistics of price data from

organized manufacturing sector. Price information is received online and through other means such

as post, telephone, fax, e-mail etc. For, on-line data submission, password is supplied to each data

source/units. Those units/sources, which have lost/misplaced the password, they may contact Wholesale Price Division via email/phone as given in these guidelines.

DISSEMINATION

Since October 2009, frequency of release of WPI has been changed from weekly to monthly for ‘All Commodities’ and ‘Mfg. Products’. Further, from third week of January, 2012, weekly release of index for Primary and Fuel & Power has been discontinued as per decision taken by the Cabinet Committee on Economic Affairs.

Monthly WPI is released on 14th of the month (on next working day if 14th is Holiday).

Office follows simultaneous release system to all users

PROCEDURE FOR ESTIMATION FOR NON-RESPONSE AND DATA SUBSTITUTION

As the series grow older, many of the items in the basket tend to disappear from the market, or item specification may change or the source agency may no longer manufacture the item.

a) If the source agency stops manufacturing and the item is still available in the market, then efforts are made to locate and fix another representative source producing item with matching specification.

b) In case no suitable substitute is available, the weight of the item is imputed to similar other item or among other items of the sub-group/group. The criterion for imputation is that the price

movement of the outgoing item and the item to which weight is imputed is similar. Imputation of weight is not a long-term solution and ultimately replacement has to be effected.

c) In case item with different specifications need to be taken in the basket as a substitute then the new price and old price is linked by splicing.

In WPI the substitution is effected from the date final indices are compiled. The effective date and the splicing ratio are documented properlyREVISION IN THE BASE YEAR OF WPI

Overtime economies undergo structural changes. This is truer in the contemporary Indian context. Under the current liberalized environment, changes in the economy are taking place at a fast pace. Product and their specifications, both in terms of quality and packaging, are changing even faster. It has, therefore, become increasingly difficult to obtain the price information of selected products for a fixed number of quotations over a longer period of time. Also, a number of products, which were very important in terms of the market share at one point of time, become obsolete in a short span of time and their places get occupied by altogether different items.An implicit disadvantage of Laspeyre’s formula, the methodology used for compiling the WPI, is that the indices with fixed weighting diagram fail to capture the dynamic changes in product mix and structure of the economy over time. It has, therefore, been the practice to revise the weighting diagram and the series of WPI based on the recommendations of a Working Group appointed by the Government, roughly once every decade. Ever since the introduction of the WPI on a regular basis, seven revisions have taken place introducing the new base years, viz., 1948-49, 1952-53, 1961-62, 1970-71, 1981-82, 1993-94 and 2004-05.

ROLE OF NSSO IN COLLECTION OF WPI PRICE DATA

"National Sample Survey Office (NSSO) has been authorised to supervise collection of monthly wholesale price data along with excise-duty and trade discount for select items with appropriate specifications from factories surveyed for Annual Survey of Industries under Collection of Statistics Act 2008, on behalf of DIPP (Department of Industrial Policy & Promotion).

OBJECTIVES

Continuous flow of price data from pre-defined sources Standardization of specification and unit of measurement Maintaining quality standards Immediate information regarding closure of factory /

stoppage of production of items Assistance in substituting the source agency as and when

required

DUTIES OF NSSO OFFICIALS

NSSO officials will visit the factories once in a month and persuade them to send price information regularly. NSSO officials are also expected to remain in touch with field units over phone, email, fax, sms to ensure smooth transmission of data.

They will explain the detailed procedure for sending price data online. They will also check and correct data in cases when the factory concerned sends average price or average sales value.

Investigators will ensure that price data has been transmitted to DIPP through online portal and collect a print out of the information sheet as confirmation.

If internet facility is not available in the factory or is out of order, then the field investigator himself/herself will port the data online by using the log in ID and password given to them. Alternatively, price data will be sent through email at [email protected] or by fax or post. The investigator will also collect a copy of the information sheet which may be sent to DIPP on demand.

Facility has already been extended to all the sub-regional offices of NSSO (FOD) for checking online (using master code supplied by DIPP) the detailed information regarding of price data supplied by the factories coming under their jurisdiction.

The investigators will keep a track of status of response of the factories allotted to them and take necessary actions for timely submission of price data by the non-respondent units.

Investigators will also take care of the quality of price data being furnished by the factories keeping in view the definitions and consistency with past data. In particular, the price of the commodity with appropriate specification should be taken. In case no specification is given, the specification of the commodity with highest sales/ production would be adopted and recorded as the relevant specification and the same should consistently be used for reporting of prices in future. Similarly, there should NOT be any change in the unit of reporting, say for instance, from price per kg to price per piece.

Investigators are required to report four prices in respect of four weeks of the month against every quotation. In case there is no change in the price over the month it should be reported with remark. This needs to be reflected appropriately in the monthly progress report.

Care should be taken to see that basic price including excise duty (basic price being the price of bulk sale at the first stage of transaction, usually factory gate price) is reported and NOT average prices.

If a unit has turned into a 100% export oriented unit, normally the unit will be substituted by a comparable unit. However, if the unit continues to cater to domestic market, howsoever, small the proportion might be, wholesale price for the item sold in the Domestic Tariff Area (DTA) has to be collected.

For customized commodities, like Lift, for example, for which there is no defined ‘unit’ collect price of latest product manufactured along with the capacity ( Kgs in the case of lift) and or volume ( litres for eg) where applicable. In case of customised product, if there is change in specification or unit, the unit in which the price data is being expressed or the change in specification, etc. must be mentioned in the remark column at the time of price data submission

Weekly price data would be sent by the factories once in every month to Deputy Economic Adviser, Office of the Economic Adviser, Department of Industrial Policy & Promotion, Udyog Bhawan, Maulana Azad Road, New Delhi – 110011 by post, or through Fax: 011-23063335 and email [email protected] in the following format:

DEFINITIONS / CLARIFICATIONS

Specifications : Specification of the item should remain constant throughout the life span of the series. Efforts should be made to furnish price information for the same specification of the item for which information has already been supplied before. If there is a change in specification, it should be intimated clearly. For items for which there is no extant specification investigators should ensure that the firm

also indicates the specification of the product whose price they are reporting.

Unit: Unit of the item for which price is being furnished should also remain same. For example, if the price has been given per MT in the past, it should be given per MT only throughout the period.

Basic price: The basic price is the amount receivable by the producer from the purchaser for a unit of a good or service produced as output minus any tax payable on that unit as a consequence of its production or sale. It excludes any transport charges invoiced separately by the producer.

TASKS ON PRIORITY

Checking the list of factories and intimating DIPP immediately if there is any wrong entry [State / District / Name of Factory / Address / SRO / RO / ZO etc.]

Verifying at the factory whether specifications and units are correctly mentioned for which price is being supplied.

Insist the factory to supply detailed information on contact person, phone numbers etc. for which provision is there in online system

SUBSTITUTION OF FACTORIES:

If any factory is found closed or it has stopped producing the selected item, then the investigator will intimate DIPP the same in the following format:INTIMATION OF CLOSURE OF FACTORY / STOPPAGE OF PRODUCTION OF ITEM

GUIDELINES FOR ONLINE TRANSMISSION OF PRICE DATA THROUGH WEBSITE

Steps to enter data through web site

Open the website of Office of the Economic Adviser Click on the link ‘Factory Login for Online Submission of Weekly

Price data for WPI’ as shown in the picture below.

When clicked on the link shown in the picture above, a new window as shown below will open up.

Choose the State/UT to which your factory belongs from the drop down box under the heading ‘Select State/UT’.

Once the State is chosen, the user name in drop down box in the screen would display the list of all the factories selected for supplying price data in the chosen State.

Please type the first letter of the name of your factory. The user name in drop down box would display the names of all the factories starting with that letter.

Please select the name of your factory in the user name drop down box.

Please type the password provided to you by the Office of the Economic Adviser. After entering the password please enter captcha verification code and press the login button.

After pressing the login button price supplier will be able to see menu options like submit price data, update details, view previous data and logout.

Submit Price Data: Data entry form will be displayed as default page after login or can be accessed using corresponding menu option. This form has two parts. First part includes information regarding your factory (which is displayed automatically). The e-mail address of the price supplier is required to get acknowledgement of data receipt from the Office of the Economic Adviser (see Annexure II for furnishing/updating the e-mail address in the ‘e-mail’ box).

In the second part, boxes for entering Basic Price, Central Excise Duty & Cess (always in percentage per unit), Trade discount (always in absolute value, i.e. rupees per unit) and effective ‘From Date’ & ‘To Date’ are displayed in a row. Here you can enter data. System fills the current date in the ‘to date’ field, which can be changed. The boxes relating to commodity/specifications and unit are automatically filled up based on the records available in the Office of the Economic Adviser about the factory. To incorporate any change in the commodity/specification and unit, please contact the Office of the Economic Adviser (see annexure II for contact

details). Also, change in unit or specification of the product must be mentioned in the remark column at the time of data submission.

Data Submission Instructions: 1. Back log data older than DD-MON-YYYY cannot be submitted. 2. Future dates not allowed in Effective From Date and To Date Fields. 3. Zero (i.e. 0) can be entered in Basic Price Field to report COMMODITY NOT PRODUCED DURING MONTH.

Office of the Economic Adviser is neither allowing entering backlog data prior to date specified in instruction number 1 not allowing submitting futuristic data. Another option is given to price supplier to report no production of specified commodity in a particular month by entering 0 basic price.

After providing the necessary price and other information press

‘Submit Data’ button. Please Note that you can submit data at a time for single change. For next change, you need to repeat steps again with effective dates.

When submit button is pressed, data is transmitted directly to the data base of the Office of the Economic Adviser. Simultaneously, data reaches the Office of The Economic Adviser through e-mail ([email protected]) as well. A copy of the same will reach the e-mail addresses of the data supplier and NSSO provided the e-mail address is furnished (please see annexure II for furnishing/updating e-mail address of factory).

As soon as the data is transmitted to the data base of the Office of the Economic Adviser, the following screen indicating the

successful transmission of data would appear. Please click on box ‘Click here to generate Text file and save it on your computer’ appearing on the screen below to see/ save a copy of the data transmitted. You can log out without seeing/saving the data transmitted, by clicking on the box ‘Logout’ appearing on the screen below.

When you click on the link “Data Submitted. Click Here To Save As Text file (.TXT)”, a text file will be downloaded in your computer having data submitted by you. The Text file containing the information sent by you can be opened and seen by clicking on the text file.

Update Details: Please choose menu option “Update Details” to furnish/update information relating to address of unit/telephone no/ contact person. Procedure for furnishing/updating the information is similar to email updation process discussed in Annexure II.

View Previous Data: In order to view data by price supplier submitted till date since 01st Sep’2014, click on “View Previous Data” menu option. Data submitted by price supplier will be displayed in chronological order as shown below:

Annexure II

Email Address Furnishing/ Updating screen :

If the data supplier wishes to furnish/update the e-mail address, it is possible by clicking at the menu option “Update Details” at the top and fill email address in corresponding textbox to get acknowledgement thru e-mail’ (refer to the picture on page no. 13) in the data entry form. The following screen will appear.

Provide the email address in the box and click ‘Update Factory Details. The following confirmation message will appear showing ‘Details updated successfully’.

CHAPTER - 4

ONLINE CHECKING OF PRICE INFORMATION BY SRO/RO/ZO

Checking of WPI price information by SRO/RO/ZO

NSSO SROs/ROs/ZOs may view the price information supplied by/from factory.

To provide such facility, internet based software has been developed.

To access this software, SRO/RO/ZO requires internet browser. Each SRO/RO/ZO has been provided with a password to access the

application.

Functionalities provided to Regional Offices (ROs)

Open the website of Office of the Economic Adviser. Enter the website and you will find the page with a link ‘Regional Office Login’. It is shown below in the picture:

This interface will display following form to login:

Now RO will have to choose its region and key in the password provided by NSSO, HQ.

After password validation, following screen is displayed.

Set Active SRO: In order to choose a particular factory, RO needs to set corresponding SRO of factory as active. Then in list of factories under all menu will display only factories that are under that particular SRO. Click on “Set Active SRO” menu option, following screen will come:

Choose desired SRO from drop-down list and click on “SET ACTIVE SRO” button. Following confirmation screen will come:

Enter WPI Data : In order to submit WPI data for a particular factor under Active SRO, click on menu option “Enter WPI Data” and following screen will come:

Choose the desired factory and click on “SELECT FACTORY” button. Data entry screen similar to Factory data entry screen will be displayed. Rest of the procedure is same as data submission by factory as mentioned on page no. 13

View WPI Data: In order to see data submitted for a particular factory by price supplier/Sro/Ro/Zo in chronological order, click on option “View WPI Data”. This is similar to “View Previous Data” menu option of factory as explained on page no 14.

View Factory Details: This option can be used to see complete details of the factory as shown below:

Update Factory Details: This is similar to “Update Details” menu option of factory as explained on page no 14.

Functionalities provided to Zonal Offices (ZOs)ZO needs to access the application thru their own username and password. Rest of the functionality is similar to functionality of RO.
