I. SCOPE OF SERVICES
A. The contractor shall furnish and deliver of office/ classroom furniture in
accordance with the specifications, terms and conditions set forth herein.
B. The order resulting from this solicitation will be a firm-fixed price type of
purchase order.
C. The price listed below shall include all labor, materials, insurance, overhead,
delivery charges, profit, and transportation necessary to deliver the required
items to Belgrade, Serbia to an address which will be provided to the awardee.
The price shall not include VAT (PDV).
D. Offers must be valid for 90 calendar days.
E. Offerors may quote USD or EUR but payment will be made in RSD if
awarded to a Serbian company, or in the contracted currency if awarded to a
non-Serbian company at the median rate of exchange of the National Bank of
Serbia on the day of the preparation of the payment voucher.

DESCRIPTION/SPECIFICATIONS/WORK STATEMENT
I. GENERAL
The item to be purchased through this purchase order is furniture. The office/
classroom furniture must meet or exceed the specifications in paragraph II below.
New furniture ONLY, NO used furniture will be accepted. The furniture must be
covered by the manufacturer's warranty.
II. SPECIFICATIONS
The U.S. Embassy Belgrade requires office/ classroom furniture which must meet or
exceed the following specifications:
I ARMCHAIRS AND CHAIRS
I.1. Amphitheatre chair
Chair dimensions are 90 cm (height) x62cm, (width with both armrests)
x7cm (depth with end points), with axial spacing in a row - 55cm. The back
and seat ergonomically designed. The base of the backrest and seat is a
steel structure filled with injection-moulded polyurethane foam of
controlled specific weight and strength (min. 55 kg / m2) and a minimum
thickness of 8 cm. The construction of the backrest is made of steel pipes
25x25x1.5mm and solid steel dimensions 25x25mm. The connections of
the backrests for the side support pillars are via steel bent profiles that
allow different angles for placing the backrests. On the sides of the seat are
firmly welded brackets that allow the seat to rotate and silently open and
close. The supporting pillars are made of steel pipes, dimensions 70x30x2
mm, on which the supports of the seat return mechanism, the backrest
connection and the floor connection foot are welded. The chairs are
connected in a row over the vertical pillars, with a steel structure that rests
on the floor. All elements of the metal construction are externally protected
by plastic coating.
Armrests stylistically and ergonomically designed, made of solid beech and
attached to the sides. The width of the armrest is 7cm. Beneath the armrest
is a wooden shaped box covered with sponge and fabric. By lifting the
wooden part of the armrest, an ergonomically shaped writing board
measuring 23x29x1.8 cm opens, which is assembled into a box of armrests.
Upholstery: high quality fabric, fabric color chosen by the investor. Fabric
abrasion resistance> 100,000 rpm; the raw material composition of the
fabric is 100% polyester; weight is min 350g / m².

Note: The chair must have a certificate from an authorized institution in
accordance with the standard SRPS EN 12727: 2017. The chair is
upholstered in a quality fabric that has abrasion resistance according to EN
ISO 12947-1; 12947-2. All bidders must submit a certificate for chairs with
a lifting mechanism issued by an accredited institution.
All bidders must submit a sample of the armchair that corresponds to the
required description.

I.2. Office work chairs.
Approximate dimensions of the armchair (WxLxH) 65x71x93 (102). Stem /
star of metal construction with wooden cladding. The central pillar is a
metal construction covered with plastic in which the gas shock absorber is
placed as a chair lift. The armrests are wooden, stained in the tone of the
user's choice and lacquered. The shell is coated with sponge and
upholstered with fabric of the user's choice. Upholstery: high quality fabric,
fabric color chosen by the investor. The raw material composition of the
fabric is 100% polyester; weight is min 350g / m². Structural load up to 120
kg. Design as in the picture.
I.3. Conference chair for meeting room.
The stand / star is chrome plated. The central pillar is of metal construction
covered with plastic, in which a gas shock absorber is placed as a chair lift.
Armrests: chrome. The shell is coated with a sponge and upholstered with
leather. Approximate dimensions 60x70x105 (113). One chair has a higher
back (for the chair).

I.4. Office work chair
Work chair for the head of the department. The stand / star is chrome plated.
The central pillar is of metal construction in which the gas shock absorber is
placed as a chair lift. Armrests: chrome-plated on the parts upholstered and
covered with leather. The shaped shell is coated with a sponge and
upholstered with leather. Approximate dimensions of the armchair

I.5. Club armchair
Procurement and delivery of club armchairs. The armchair is of wooden
construction, completely covered with sponge and upholstered with leather
in the color and pattern of the user's choice. The legs of the armchair are
made of metal. Approximate dimensions of the armchair (WxLxH)
68x64x70 cm.

I.6. School chair with wheels
Procurement and delivery of a chair for the classroom with wheels. The
stem / star is a metal construction finished with chrome plating. The central
pillar is a metal construction covered with plastic in which the gas shock
absorber is placed as a chair lift. Chrome ring. The seat and back are made
of pressed lacquered plywood, stained in the tone of the user's choice. Chair
dimensions (WxLxH) 38x38x50-62? cm.

I.7. School chair
Procurement and delivery of a classroom chair. The frame is of metal
construction finished with plastic coating. The seat and back are made of
pressed lacquered plywood, stained in the tone of the user's choice. Chair

II.1 School Desk
Manufacture of school desks, dimensions W135xL40xH75 cm
Construction of steel box profiles, dimensions 30x30 mm, plastic coating
finishing in the color of the user's choice. Plywood tabletop d = 24 mm,
edged with abs strip, wood decor of the user's choice.
II.2. Classroom Lecture Desk
Classroom lecture desk manufacture, dimension W80XD160XH75 cm.
The substructure is made of steel pipes minimum 45x45 mm. Finishing by
plastic coating. Table plate 24 mm thick edged abs 2 mm thick. Accessories
for the chair mask metal. In addition to the classroom lecture desk, plastic
cover for the conductor socket, horizontal socket bracket, spiral vertical
cable tray.

II.3. School Computer Desks
Manufacture of school desks for computers, dimensions
W135xL80xH75cm. Construction of steel box profiles measuring 30x30
mm, finishing of plastic coatings in the color of the user's choice. A hidden
metal box is provided in addition to the tables - a cable carrier on the lower
side of the board. In addition to the two tables provide a spiral cable tray as
well. Plywood tabletop d = 24 mm, edged with abs strip, wood decor of the
user's choice.

II.4. Lecture desk in IT classroom
Manufacture, delivery, and installation of the lecture desk for the analytical
cabinet. Dimension W80 x L160 x H75 cm.
The substructure is made of steel pipes at least 45x45 mm, plastic coating.
Table plate 24 mm thick edged abs 2 mm thick. Accessories for the chair:
metal mask, plastic cover for the socket, horizontal socket bracket, spiral
vertical cable bracket.
II.5. Amphitheatre lecture desk
Manufacture, delivery, and installation of the amphitheater lecture desk.
The chair has overall dimensions W70xL390xH (75 + 10) cm. It consists of
three segments of dimensions: W70xL130xH (75 + 10) cm. Plywood board
and pages, decor of the user's choice. Plate thickness 24mm. Provide
openings and plastic boxes for cables on the worktop.
II.6. Amphitheatre podium
Manufacture, delivery, and installation of a podium, dimensions
70x70x120cm made of 18mm thick plywood in the decor of the user's
choice. The top plate is slightly inclined with the stopper towards the
speaker. There are 3 shelves inside the podium that can be moved. The
sides are edged with 2 mm thick ABS tape.
III OFFICE FURNITURE
III.1. Office desk
Manufacture, delivery, and installation of workbenches; dimensions are
80x140x75cm (4 pcs), and 80x160x75cm (1 pc) made of plywood d =
36mm, in a tone chosen by the Investor, all edged with 2mm ABS tape.
The tables with metal construction (4 legs) are finished with plastic
coatings in the tone of the user's choice. Along the tables provide a
perforated metal parapet (35x130x2).
III.2. Chest of drawers
Manufacture and delivery of a chest of drawers with 3 drawers, dimensions
45x45x54cm. The cassettes are made of plywood d = 18mm and the top
plate d = 36mm, with a locking lock. All edged with d = 2mm ABS tape.

III.3. File cabinet
Registry storage cabinet with two doors and three shelves -
W90xH146xL42 cm. The body and fronts are made of refined plywood
board d = 18mm, class E1. Upper and lower plate d = 24mm. The fronts are
edged ABS d = 2mm, the bodies are PVC edged = 0.5mm. The back is
HDF. Decor of the user's choice. The closet has a lock with two keys, and
handles.
III.4. File cabinet - upgrade
File cabinet upgrade for file storing with two doors and one shelf -
W90xH72xL42 cm. The body and fronts are made of refined plywood
board d = 18mm, class E1. Top and bottom plate 24 mm. The fronts are
edged ABS d = 2mm, the bodies are edged with PVC = 0.5mm. The back is
HDF. Decor of the user's choice. The closet has a lock with two keys, and
handles.
III.5. Club Table
Club table L45xH50cm, metal constructions, upper plate (rounded) made
of pressed stained plywood, lacquered in the tone of the user's choice.
III.6. Conference Table
Manufacture, delivery, and installation of a conference desk with a metal
construction, chrome finish with a worktop made of plywood in a wooden
frame, design of the user's choice. The dimensions of the desk are
W120xL360xH75cm. Design like the one in the picture. III.7 Office desk with inserted stand
Manufacture, delivery, and installation: WORKTABLE, dimensions
W80xL140xH75cm.
The substructure is made of steel pipes at least 45x45 mm. Tabletop made
of refined plywood, thickness 36mm, E1 quality. edged with 2mm thick
ABS tape. Leg partition made of refined 18 mm thick plywood, decor of
the user's choice. Table accessories: plastic cover for conductor socket,
horizontal socket holder.
INSERTED STAND dimensions W45 x L160 x H56.3 cm
The body and fronts are made of refined chipboard 18 mm thick, E1
quality, decor of the user's choice.
36mm thick board edged with 2mm thick ABS. The fronts are edged with
2mm thick ABS, and the body with 0.5mm thick PVC. The box consists of
3 drawers, an open part (for storage with one shelf) and one closed part (for
storage). The back is made of plywood. Burial handles, feet plastic or
metal.
- INSERTED STAND with 3 drawers - W45 x L45 x H54 cm with wheels.
The body and fronts are made of refined chipboard 18 mm thick, E1
quality, decor of the user's choice.
36 mm thick stand board edged with 2 mm thick ABS. The fronts are edged
with 2mm thick ABS, and the body with 0.5mm thick PVC. The back is
made of plywood.
Burial handles. Drawers with a lock and two keys.

III.8. Club table
Manufacture of club tables- measure 45x45x50cm made of plywood, plate
thickness 36mm, in the decor of the user's choice, on a metal substructure.
III. WARRANTY TERMS
The equipment shall be free from defects in material and workmanship and have a 1-
year manufacturer’s warranty.
IV. DELIVERY LOCATION AND TIME
A. The contractor shall deliver the equipment to the following address:
Belgrade metropolitan area, Serbia.
The exact address will be provided to the vendor after award.
B. The contractor shall deliver the equipment no later than 45 calendar days after date
of contract award.
C. The delivery time may be changed only if authorized by the Contracting Officer in
writing, provided that a late delivery discount is given to the Government.
D. Any contractor personnel involved with the delivery of the items shall comply
with standard U.S. Embassy regulations for receiving supplies. Prior notice to the
Government of at least 5 working days is required.
E. Delivery shall be made between the hours of 09:00 and 15:00 on regular
workdays, Monday through Friday.
V. QUALITY ASSURANCE AND SURVEILLANCE PLAN (QASP)
This plan provides an effective method to promote satisfactory contractor
performance. The QASP provides a method for the Contracting Officer's
Representative (COR) to monitor Contractor performance, advise the Contractor of
unsatisfactory performance, and notify the Contracting Officer of continued
unsatisfactory performance. The Contractor, not the Government, is responsible for
management and quality control to meet the terms of the contract. The role of the
Government is to monitor quality to ensure that contract standards are achieved.

1. SURVEILLANCE. The COR will receive and document all complaints from
Government personnel regarding the services provided. If appropriate, the COR will
send the complaints to the Contractor for corrective action.
2. STANDARD. The performance standard is that the Government receives no
more than one (1) [Note to Contracting Officer: Insert other number if desired]
customer complaint per month. The COR shall notify the Contracting Officer of the
complaints so that the Contracting Officer may take appropriate action to enforce the
inspection clause (FAR 52.212.4, Contract Terms and Conditions-Commercial Items
(May 2001), if any of the services exceed the standard.
3. PROCEDURES.
(a) If any Government personnel observe unacceptable services, either incomplete
work or required services not being performed they should immediately contact
the COR.
(b) The COR will complete appropriate documentation to record the complaint.
(c) If the COR determines the complaint is invalid, the COR will advise the
complainant. The COR will retain the annotated copy of the written complaint for
his/her files.
(d) If the COR determines the complaint is valid, the COR will inform the
Contractor and give the Contractor additional time to correct the defect, if
additional time is available. The COR shall determine how much time is
reasonable.
(e) The COR shall, as a minimum, orally notify the Contractor of any valid
complaints.
(f) If the Contractor disagrees with the complaint after investigation of the site
and challenges the validity of the complaint, the Contractor will notify the COR.
The COR will review the matter to determine the validity of the complaint.
(g) The COR will consider complaints as resolved unless notified otherwise by the
complainant.
(h) Repeat customer complaints are not permitted for any services. If a repeat
customer complaint is received for the same deficiency during the service period,
the COR will contact the Contracting Officer for appropriate action under the
Inspection clause.

1.5.1. TEHNIČKI OPIS ARHITEKTURE PROJEKTA ZA IZVOĐENJE adaptacije dela nastavne zgrade / DEPARTMAN KRIMINALISTIKE u kompleksu Kriminalističko - policijskog univerziteta u Ul. Cara Dušana 196, Beograd - Zemun, na KP 10387 KO Zemun 01. Lokacija Predmet ovog projekta je adaptacija dela nastavne zgrade / DEPARTMANA KRIMINALISTIKE Kriminalističko - policijskog univerziteta (KPU) koja se nalazi u Ul. Cara Dušana 196 u Zemunu. Predmetni objekat se nalazi na KP 10387 KO Zemun, u okviru kompleksa Kriminalističko - policijskog univerziteta. Na situacionom planu, predmetni objekat je označen kao Objekat 3. Na parceli se nalaze još četiri objekta koji nisu predmet ovog projekta (Objekat 1 – studentska zgrada, Objekat 2 – upravna zgrada, Objekat 4 – restoran i Objekat 5 – amfiteatar). 02. Postojeće stanje Predmetni objekat je slobodnostojeći, spratnosti Po+P+1+Pk. Etaže od podruma do 1.sprata su povezane sa dva stepeništa od kojih je jedno reprezentativno i nalazi se u centalnom holu. Dok se drugo nalazi u desnom krilu objekta (gledano sa spoljašnje, ulazne fasade ka ulici). Potkrovlje je povezano internim stepeništem smeštenim u centralnom holu. U funkcionalnom smislu, objekat je nastavni, namenjen za smeštaj prostorija namenjenih nastavi (učionice, amfiteatri) i pratećim prostorijama vezanim za tu namenu. Na prvom spratu predmetnog dela objekta / DEPARTMANA KRIMINALISTIKE se nalaze: hol sa centralnim stepeništem, hodnik, kabinet za prodekana nastave, kancelarija za sastanke, sanitarni čvor sa dva toaleta, jednim za zaposlene i jednim za učenike, dve učionice, klub, tri kancelarije i amfiteatar. U konstruktivnom smislu, objekat je nezavisna celina. Objekat je zidan u masivnom sistemu gradnje sa nosećim zidovima od opeke. Sve etaže su povezane armirano-betonskim stepeništima. U oblikovnom smislu, objekat predstavlja klasičan primer arhitekture školsko-obrazovnih ustanova sa velikim zastakljenim površinama i obradom fasade u fasadnom malteru. Fasadni otvori su zastakljeni termoizolacionim staklom u ramu od PVC, aluminijumskih ili metalnih profila. Krovni pokrivač je crep. Od instalacija, u objektu su izvedene i nalaze se u funkciji instalacije vodovoda i kanalizacije, elektroinstalacije i mašinske instalacije. 03. Novoprojektovano stanje Predmet ovog projekta je adaptacija dela nastavne zgrade, DEPARTMANA KRIMINALISTIKE, na 1. spratu, koji obuhvata centralni hol sa stepeništem i levo krilo zgrade u odnosu na ulaz u objekat sa ulice (severni deo objekta). Predviđenim radovima se ne menja namena niti spratnost objekta. Projektom je predviđeno zadržavanje postojeće funkcionalne organizacije prostora na svim etažama. Na prvom spratu predmetnog dela objekta / DEPARTMANA KRIMINALISTIKE se nalaze: hol sa centralnim stepeništem, hodnik, kabinet za prodekana nastave, kancelarija za sastanke, sanitarni čvor sa dva toaleta, muškim i ženskim, analitički kabinet, učionica, tri kancelarije, soba za ispitivanje i amfiteatar. Prostorije su organizovane u skladu sa funkcijom i zahtevima Investitora. Projektom su predviđeni sledeći radovi na adaptaciji i tekućem održavanju:
PODOVI
- Vrši se oblaganje postojećih podova u hodnicima i centralnog stepeništa (čela i gazišta) od prizemlja do 1. sprata, učionice , analitičkog kabineta i dela poda amfiteatra, mikrocementnim podom koji se lije preko postojećeg poda u svemu prema zahtevima proizvođača. Voditi računa oko debljine nanešenog sloja da ne bi došlo do pucanja podne obloge.

U slučaju neravnina na postojećem podu, može se dodatno izravnati Olmo masom.
- Svi parketi u predmetnom prostoru se zadržavaju, kao i deo gledališta i platforma za katedru u amfiteatru, s tim da se vrši zamena i popravka oštećenih delova, parket se hobluje i lakira i postavljaju se nove lajsne.
- - Podovi u sanitarnim prostorijama su od granitne keramike koja se postavlja na lepak, na podlogu
prethodno premazanu hidroizolacionim premazom tipa Sika ili slično.
ZIDOVI
- Zidovi u centralnom holu se oblažu gipskartonskim pločama d=12.5mm, na potkonstrukciji 30mm, preko postojećih zidova. Gips kartonska obloga zidova je u cilju skrivanja vidnih cevnih instalacija i izravnanja zidnih površina.
- Zidovi u kancelarijama, sali za sastanke, učionici, analitičkom kabinetu, delu hodnika, i sobi za ispitivanje se po potrebi gletuju i boje završnom poludisperzivnom bojom.
- U sanitarnom čvoru se vrši reorganizacija u postojećem gabaritu, tako što se umesto dva toaleta
(za zaposlene i učenike) formiraju dva toaleta: muški i ženski. U sanitarnom čvoru se, posle radova na rušenju i demontaži, zida novi pregradni zid od vodootpornih gipskartonskih ploča. Pregrade između kabina su lake aluminijumske pregrade sa aluminijumskim vratima. Pregrade su visine 220cm, podignute 10cm od poda, radi lakšeg održavanja higijene. Zidovi su završno obloženi granitnom keramikom, celom visinom do spuštenog plafona, keramika je postavljena na lepku na prethodno izmalterisane zidove.
- REK i RO postavljeni su u centralnom holu i zatečeni su na licu mesta. Postavlja se potkonstrukcija
od horizontalnih i vertikalnih čeličnih profila 50x50mm, koja se oblaže oblogom od furniranog medijapana d=24mm, furniranog u teksturi hrasta, bajcovanog i lakiranog u svemu prema zahtevima proizvođača i premazanog vatrootpornim premazom za drvo i perforiranim radi cirkulacije vazduha. Obloga je lako pomerljiva, radi pristupa REK i RO ormanu, radi redovnog održavanja i servisiranja.
- Postojeća lamperija na zidova amfiteatra se skida, a umesto nje se postavlja drvena obloga od
iverice d=18mm, kantovane PVC trakom u teksturi po izboru Investitora, tipa San Remo. Iverica se kači na zid i plafon preko aluminijumske potkonstrukcije.
- U Sali za sastanke deo zida se oblaže ivericom d=18mm, kantovanom PVC trakom u teksturi po

PLAFONI
- Plafon duž celog centralnog hola (prostorija 1), je spušten u dve visine (3.15m i 2.70m), plafon se

- U sanitarnom čvoru se postavlja modularni spušteni plafon od gipskartonskih ploča 60x60cm, tipa Armstong).
- Plafoni u svim ostalim prostorijama su spušteni monolitni gipskartonski.
OSTALO
- Postojeća konstrukcija ograda od stepeništa se delimično zadržava i preko se postavljaju novi drveni gelenderi od medijapana d=18mm, furniranog u teksturi hrasta, bajcovanog i lakiranog u svemu prema zahtevima proizvođača i premazanog vatrootpornim premazom za drvo otpornosti prema požarnom riziku objekta.
- Vrata za ulazak u nastavni deo se pomeraju ka hodniku za 480 cm, nov zid se zida YTONG blokom
15cm i postavljaju se dvokrilna vrata sa kontrolom pristupa, koja se otvaraju u smeru evakuacije. Vrata iz centralnog hola, ka drugom delu zgrade koja nije predmet ovog projekta se takođe menjaju, i imaju kontrolu pristupa. Vrata su sa nadsvetlom 80cm, dvokrilna u svemu prema detalju.
- Ostala vrata u okviru predmetnog prostora se menjaju, novim drvenim vratima, otvori za vrata se
proširuju na visinu od 220cm, vrata na prostoriji 13 – učionica se pomeraju, formiranjem novog otvora u zidu, a stari se zaziđuje. Nadsvetla iznad kancelarija se zadržavaju, menjaju novim i prilagođavaju novoj visini vrata i spuštenog plafona..
- U centralnom holu postavlja se maska za radijator smeštena na naspramnom zidu od centralnog
stepeništa, na kom će biti postavljen znak KPU (Kriminalističko-policijskog univerziteta). - Na sve radijatore se postavljaju drvene maske od iverice d=18mm, kantovane PVC trakom u teksturi
po izboru Investitora, tipa San Remo. Maske su frontalno perforirane, a sa gornje strane je postavljena aluminijumska rešetka radi cirkulacije vazduha.
Jedan radijator u kupatilu se izmešta.
- Na prozore u prostoriji 3 – kancelarija za sastanke, 11 – amfiteatar, 12 – analitički kabinet i 13 – učionica postavljaju se blackout rolo zavese u kombinaciji sa draperima i trakastim zavesama u zavisnoti od prostorije.
- Hidrant u hodniku uz prostoriju 13 – analitički kabinet, se izmešta na upravni zid, radi širenja otvora za ulazak u hodnik, da bi se zadovoljili protivpožarni uslovi.
- U holu se postavljaju žardinjere za cveće, od plastificiranog Al lima, u svemu prema crtežu.
- Postojeći fasadni PVC se zadržava, s tim da se dodatno oprema magnetnim kontaktima, radi
uštede energije i ugradnje sistema da se u slučaju rada klima uređaja, prilikom otvaranja prozora klima isključuje. I to u prostorijama 02, 03, 07, 08, 09, 10, 11, 12 i 13.
Planirana adaptacija se vrši u postojećem gabaritu i volumenu objekta, tako da nema promena vezanih za urbanizam, niti dolazi do promene na fasadi objekta. Svi navedeni radovi će biti izvedeni bez intervencija na konstruktivnim elementima objekta. Planiranim radovima neće biti ugrožena konstruktivna stabilnost dela objekta, niti objekta u celini. Planiranim radovima se neće pogoršati upotrebljivost pojedinih delova zgrade, kao ni uslovi korišćenja zgrade u celini. Odgovorni projektant: Dragan Nikolić dipl. inž. arh. (1) The Comptroller General of the United States, or an authorized representative of
the Comptroller General, shall have access to and right to examine any of the Contractor’s
directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the
records, materials, and other evidence for examination, audit, or reproduction, until 3 years
after final payment under this contract or for any shorter period specified in FAR subpart 4.7,
Contractor Records Retention, of the other clauses of this contract. If this contract is
completely or partially terminated, the records relating to the work terminated shall be made
available for 3 years after any resulting final termination settlement. Records relating to
appeals under the disputes clause or to litigation or the settlement of claims arising under or
relating to this contract shall be made available until such appeals, litigation, or claims are
finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures
and practices, and other data, regardless of type and regardless of form. This does not require
the Contractor to create or maintain any record that the Contractor does not maintain in the

A. SUMMARY OF INSTRUCTIONS. Each offer must consist of the following:
A.1. SF-18. A completed solicitation, in which the SF-18 cover page (blocks 8, 11, and 13-
16 as appropriate), and the table in Section 1 has been filled out, and, a completed Section 5
(complete all sections highlighted in yellow).
A.2. Information demonstrating the offeror’s/quoter’s ability to perform, including:
(1) Evidence that the offeror/quoter operates an established business with a
permanent address and telephone listing (Serbian companies shall provide a copy of the
company’s registration certificate with the Serbian Business Registry - APR and a copy of the
Tax Identification Number issued by the Ministry of Finance - PIB);
(2) List of clients over the past 2 years, demonstrating prior experience with
relevant past performance information and references (provide dates of contracts, places of
performance, value of contracts, contact names, telephone and fax numbers and email
addresses). If the offeror has not performed comparable services in Serbia then the offeror
shall provide its international experience. Offerors are advised that the past performance
information requested above may be discussed with the client’s contact person. In addition,
the client’s contact person may be asked to comment on the offeror’s:
• Quality of services provided under the contract;
• Compliance with contract terms and conditions;
• Effectiveness of management;
• Willingness to cooperate with and assist the customer in routine matters, and when
confronted by unexpected difficulties; and
• Business integrity / business conduct.
The Government will use past performance information primarily to assess an offeror’s
capability to meet the solicitation performance requirements, including the relevance and
successful performance of the offeror’s work experience. The Government may also use this
data to evaluate the credibility of the offeror’s proposal. In addition, the Contracting Officer
may use past performance information in making a determination of responsibility.

SECTION 4 - EVALUATION FACTORS
Award will be made to the lowest priced, technically acceptable offer from an acceptable,
responsible quoter. Technically acceptable offers are all those which meet or exceed the
requirement as stated in Section 1, and are made by official dealers of the respective furniture
manufacturer in the Republic of Serbia.
The Government reserves the right to reject proposals that are unreasonably low or high in
price.
The lowest price will be determined by multiplying the offered prices times the quantities in
“Prices - Continuation of SF-18, Block 11”, and arriving at a grand total, including all
options, if any.
The Government will determine quoter acceptability will be determined by assessing the
quoter's compliance with the terms of the Solicitation (RFQ.)
The Government will determine quoter responsibility by analyzing whether the apparent
successful quoter complies with the requirements of FAR 9.1, including:
• adequate financial resources or the ability to obtain them;
• ability to comply with the required performance period, taking into consideration all
existing commercial and governmental business commitments;
• satisfactory record of integrity and business ethics;
• necessary organization, experience, and skills or the ability to obtain them;
• necessary equipment and facilities or the ability to obtain them; and
• be otherwise qualified and eligible to receive an award under applicable laws and
regulations.

52.225-17 EVALUATION OF FOREIGN CURRENCY OFFERS (FEB 2000)
If the Government receives offers in more than one currency, the Government will
evaluate offers by converting the foreign currency to United States currency using the
exchange rate used by the Embassy in effect as follows:
(a) For acquisitions conducted using sealed bidding procedures, on the date of bid
opening.
(b) For acquisitions conducted using negotiation procedures—
(1) On the date specified for receipt of offers, if award is based on initial
offers; otherwise
(2) On the date specified for receipt of proposal revisions.

52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS-COMMERCIAL
ITEMS (JUN 2020)
The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed
the annual representations and certification electronically in the System for Award
Management (SAM) accessed through https://www.sam.gov. If the Offeror has not completed
the annual representations and certifications electronically, the Offeror shall complete only
paragraphs (c) through (v)) of this provision.
(a) Definitions. As used in this provision—
“Covered telecommunications equipment or services” has the meaning provided in the
clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video
Surveillance Services or Equipment.
Economically disadvantaged women-owned small business (EDWOSB) concern means a
small business concern that is at least 51 percent directly and unconditionally owned by, and
the management and daily business operations of which are controlled by, one or more
women who are citizens of the United States and who are economically disadvantaged in
accordance with 13 CFR part 127. It automatically qualifies as a women-owned small
business eligible under the WOSB Program.
Forced or indentured child labor means all work or service—
(1) Exacted from any person under the age of 18 under the menace of any penalty for
its nonperformance and for which the worker does not offer himself voluntarily; or
(2) Performed by any person under the age of 18 pursuant to a contract the
enforcement of which can be accomplished by process or penalties.
Highest-level owner means the entity that owns or controls an immediate owner of the
offeror, or that owns or controls one or more entities that control an immediate owner of the
offeror. No entity owns or exercises control of the highest level owner.
Immediate owner means an entity, other than the offeror, that has direct control of the
offeror. Indicators of control include, but are not limited to, one or more of the following:
ownership or interlocking management, identity of interests among family members, shared
facilities and equipment, and the common use of employees.
Inverted domestic corporation, means a foreign incorporated entity that meets the
definition of an inverted domestic corporation under 6 U.S.C. 395(b), applied in accordance
with the rules and definitions of 6 U.S.C. 395(c).
Manufactured end product means any end product in product and service codes (PSCs)
1000-9999, except—
(1) PSC 5510, Lumber and Related Basic Wood Materials;

(10) PSC 9630, Additive Metal Materials.
Place of manufacture means the place where an end product is assembled out of
components, or otherwise made or processed from raw materials into the finished product that
is to be provided to the Government. If a product is disassembled and reassembled, the place
of reassembly is not the place of manufacture.
Predecessor means an entity that is replaced by a successor and includes any predecessors
of the predecessor.
Restricted business operations means business operations in Sudan that include power
production activities, mineral extraction activities, oil-related activities, or the production of
military equipment, as those terms are defined in the Sudan Accountability and Divestment
Act of 2007 (Pub. L. 110-174). Restricted business operations do not include business
operations that the person (as that term is defined in Section 2 of the Sudan Accountability
and Divestment Act of 2007) conducting the business can demonstrate—
(1) Are conducted under contract directly and exclusively with the regional
government of southern Sudan;
(2) Are conducted pursuant to specific authorization from the Office of Foreign Assets
Control in the Department of the Treasury, or are expressly exempted under Federal law from
the requirement to be conducted under such authorization;
(3) Consist of providing goods or services to marginalized populations of Sudan;
(4) Consist of providing goods or services to an internationally recognized
peacekeeping force or humanitarian organization;
(5) Consist of providing goods or services that are used only to promote health or
education; or

Sensitive technology—
(1) Means hardware, software, telecommunications equipment, or any other technology
that is to be used specifically—
(i) To restrict the free flow of unbiased information in Iran; or
(ii) To disrupt, monitor, or otherwise restrict speech of the people of Iran; and
(2) Does not include information or informational materials the export of which the
President does not have the authority to regulate or prohibit pursuant to section 203(b)(3)of
the International Emergency Economic Powers Act (50 U.S.C. 1702(b)(3)).
Service-disabled veteran-owned small business concern—
(1) Means a small business concern—
(i) Not less than 51 percent of which is owned by one or more service-disabled
veterans or, in the case of any publicly owned business, not less than 51 percent of the stock
of which is owned by one or more service-disabled veterans; and
(ii) The management and daily business operations of which are controlled by one
or more service-disabled veterans or, in the case of a service-disabled veteran with permanent
and severe disability, the spouse or permanent caregiver of such veteran.
(2) Service-disabled veteran means a veteran, as defined in 38 U.S.C. 101(2), with a
disability that is service connected, as defined in 38 U.S.C. 101(16).
Small business concern means a concern, including its affiliates, that is independently
owned and operated, not dominant in the field of operation in which it is bidding on
Government contracts, and qualified as a small business under the criteria in 13 CFR Part
121 and size standards in this solicitation.
Small disadvantaged business concern, consistent with13 CFR 124.1002, means a small
business concern under the size standard applicable to the acquisition, that—
(1) Is at least 51 percent unconditionally and directly owned (as defined at 13 CFR
124.105) by—
(i) One or more socially disadvantaged (as defined at13 CFR 124.103) and
economically disadvantaged (as defined at 13 CFR 124.104) individuals who are citizens of

$750,000 after taking into account the applicable exclusions set forth at 13 CFR124.104(c)(2);

Subsidiary means an entity in which more than 50 percent of the entity is owned—
(1) Directly by a parent corporation; or
(2) Through another subsidiary of a parent corporation
Successor means an entity that has replaced a predecessor by acquiring the assets and
carrying out the affairs of the predecessor under a new name (often through acquisition or
merger). The term “successor” does not include new offices/divisions of the same company or
a company that only changes its name. The extent of the responsibility of the successor for the
liabilities of the predecessor may vary, depending on State law and specific circumstances.
Veteran-owned small business concern means a small business concern—
(1) Not less than 51 percent of which is owned by one or more veterans (as defined at
38 U.S.C. 101(2)) or, in the case of any publicly owned business, not less than 51 percent of
the stock of which is owned by one or more veterans; and
(2) The management and daily business operations of which are controlled by one or
more veterans.
Women-owned small business (WOSB) concern eligible under the WOSB Program (in
accordance with 13 CFR part 127), means a small business concern that is at least 51 percent
directly and unconditionally owned by, and the management and daily business operations of
which are controlled by, one or more women who are citizens of the United States.

(ii) Examples.
(A) The taxpayer has received a statutory notice of deficiency, under I.R.C. §6212, which
entitles the taxpayer to seek Tax Court review of a proposed tax deficiency. This is not a
delinquent tax because it is not a final tax liability. Should the taxpayer seek Tax Court
review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal
rights.
(B) The IRS has filed a notice of Federal tax lien with respect to an assessed tax
liability, and the taxpayer has been issued a notice under I.R.C. §6320 entitling the taxpayer to
request a hearing with the IRS Office of Appeals contesting the lien filing, and to further
appeal to the Tax Court if the IRS determines to sustain the lien filing. In the course of the
hearing, the taxpayer is entitled to contest the underlying tax liability because the taxpayer has
had no prior opportunity to contest the liability. This is not a delinquent tax because it is not a
final tax liability. Should the taxpayer seek tax court review, this will not be a final tax
liability until the taxpayer has exercised all judicial appeal rights.

(C) The taxpayer has entered into an installment agreement pursuant to I.R.C.
§6159. The taxpayer is making timely payments and is in full compliance with the agreement
terms. The taxpayer is not delinquent because the taxpayer is not currently required to make
full payment.
(D) The taxpayer has filed for bankruptcy protection. The taxpayer is not
delinquent because enforced collection action is stayed under 11 U.S.C. §362 (the Bankruptcy
Code).
(i) Certification Regarding Knowledge of Child Labor for Listed End Products (Executive
Order 13126). [The Contracting Officer must list in paragraph (i)(1) any end products being
acquired under this solicitation that are included in the List of Products Requiring Contractor

(3) If paragraph (k)(1) or (k)(2) of this clause applies–
(i) If the offeror does not certify to the conditions in paragraph (k)(1) or (k)(2) and
the Contracting Officer did not attach a Service Contract Labor Standards wage determination
to the solicitation, the offeror shall notify the Contracting Officer as soon as possible; and
