Voter Bill of Rights

You have the following rights:

1. The right to vote if you are a registered voter. You are eligible to vote if you are: - a U.S. citizen living in California - not currently in state or federal prison or on parole for the conviction of a felony - at least 18 years old - not currently found mentally incompetent to vote by a court - registered where you currently live

2. The right to vote if you are a registered voter even if your name is not on the list. You will vote using a provisional ballot. Your vote will be counted if elections officials determine that you are eligible to vote.

3. The right to vote if you are still in line when the polls close. 4. The right to cast a secret ballot without anyone bothering you or telling you how to vote.

5. The right to get a new ballot if you have made a mistake, if you have not already cast your ballot. You can: Ask an elections official at a polling place for a new ballot, Exchange your vote-by-mail ballot for a new one at an elections office, or at your polling place, or Vote using a provisional ballot.

6. The right to get help casting your ballot from anyone you choose, except from your employer or union representative.

7. The right to drop off your completed vote-by-mail ballot at any polling place in California.

8. The right to get election materials in a language other than English if enough people in your voting precinct speak that language.

9. The right to ask questions to elections officials about election procedures and watch the election process. If the person you ask cannot answer your questions, they must send you to the right person for an answer. If you are disruptive, they can stop answering you.

10. The right to report any illegal or fraudulent election activity to an elections official or the Secretary of State’s office.

Additional voting options

Early voting - No need to rush on Election Day to get to your polling place. - No need to worry about sending your Vote By Mail ballot on time. The Registrar-Recorder/County Clerk is offering early voting at specified locationsleading up to the June 5, 2018 Statewide Direct Primary Election.

Beginning May 7th, any voter who would like to vote early can visit theDepartment’s Headquarters located at 12400 Imperial Highway in Norwalk to request and cast a ballot.

The Department will also offer additional early voting sites on the weekend before Election Day on June 2nd and June 3rd at several convenient locations throughout Los Angeles County.

For additional information on the early voting program, including a listing of locations, dates and hours of operation, please visit lavote.net.

Vote By Mail ballot drop-off locationsThe Registrar-Recorder/County Clerk is providing Vote By Mail drop-off locations for the June 5, 2018 Statewide Direct Primary Election.

Beginning May 8th, any voter who receives a Vote By Mail ballot may drop offtheir voted ballot at one of many convenient locations throughout Los Angeles County.

Before you drop off your VBM ballot make sure:

1) Your ballot is securely placed inside the Vote by Mail envelope.

2) You sign the back of the Vote by Mail envelope.

For details on the program and a listing of ballot drop-off locations, please visit lavote.net.

Voter-Nominated and Nonpartisan OfficesAll voters, regardless of the party preference they disclosed upon registration, or refusal to disclose a party preference, may vote for any candidate for a voter-nominated or nonpartisan office. The party preference, if any, designated by a candidate for a voter-nominated office is selected by the candidate and is shown for the information of the voters only. It does not imply that the candidate is nominated or endorsed by the party or that the party approves of the candidate. The party preference, if any, of a candidate for a nonpartisan office does not appear on the ballot.

Write-in Candidates A voter is entitled to cast a vote for a qualified write-in candidate for any voter-nominated or nonpartisan office. The list of qualified write-in candidates is posted at lavote.net 11 days prior to election day. The list is also available at the polling places.

Candidate Order The order in which candidates’ names appear on the ballot is determined by a random drawing of the 26 letters of the alphabet. Additionally, candidates for federal, most state and some local offices change positions, or “rotate.” This prevents a specific candidate’s name from always appearing first, or last, on all ballots.

CITY ATTORNEY’S IMPARTIAL ANALYSIS OF MEASURE P AMENDING CITY CHARTER RELATING TO THE DATE OF THE

GENERAL MUNICIPAL ELECTION The California Voter Participation Rights Act’s purpose is to increase voter participation in local elections by holding them at the same time as statewide elections such as a statewide primary, if holding an election on a statewide election date has previously resulted in a voter turnout for a regularly scheduled election that “is at least 25% less than the average voter turnout within that political subdivision for the previous four statewide general elections.” In the last four April municipal elections, Glendale’s voter turnout has been approximately 22% on the average. To comply with this state mandate, the City Council unanimously placed this Measure on the ballot to amend the city charter relating to the date of the municipal elections. If approved, beginning in 2020, the regular municipal election date will change from April of odd-numbered years to coincide with statewide primary elections, currently scheduled for March. Additionally, this Measure removes obsolete sections of the Charter relating to the Glendale Unified School District. A “no” vote would mean that the general municipal election date for city officials will remain in April of odd-numbered years, which could subject the City to a potential legal challenge under the California Voter Participation Rights Act. A “yes” vote would mean that the City Charter would be in compliance with state law and the new election date for city officials, starting in 2020, will coincide with statewide primary elections of even-numbered years.

ARGUMENT IN FAVOR OF MEASURE P Vote YES on Measure P for Glendale Municipal Election Date Change to Statewide Primary Election of even numbered years. The California Voter Participation Rights Act prohibits any cities, school districts and community college districts from holding an election other than on a statewide election date if voter turnout is at least 25% less than the average voter turnout than previous 4 statewide general elections. Glendale’s voter participation rates fall within this range and meet the criteria for the mandated change. To comply with State law, the Glendale City Council unanimously proposed this ballot measure to ask voters to change our City Charter and move election dates from odd-number to even-number years by consolidating with Statewide Primary elections starting March 2020. This shift will result in a one-time term extension of only 11 months for all of the currently elected Councilmembers, the City Clerk and City Treasurer. With the passage of Measure P, the City, Glendale Unified School District (GUSD), and Glendale Community College District (GCCD) will all be on the same election cycle. Many other cities have made or are making similar changes and this initiative would only ensure that our City Charter is in compliance with State law. Voting “YES” on Measure P will save the city millions of dollars in election costs in the future, it will place municipal ballot in front of voters at the same time they consider statewide candidates/measures, and is intended to increase voter participation for municipal elections.
