3. Adoption of the preliminary draft agenda for the September part-session (9 to 12 September

2013 in Strasbourg) – Scheduling of key debates in plenary

The Conference of Presidents

- noted the following documents:

a letter dated 3 July 2013 from Mr LEHNE, Chair of the Conference of Committee

Chairs, submitting a recommendation on the agenda of the Plenary part-session

(Monday 9 to Thursday 12 September 2013 in Strasbourg) (PE 512.488/CPG and

annexes);

a letter dated 3 July 2013 from Mr LEHNE, Chair of the Conference of Committee

Chairs, with an overview of all legislative files currently under negotiation in first,

early second or second reading (PE 512.489/CPG and annex).

- took note of the preliminary draft agenda for the September part-session (9 to 12

September 2013 in Strasbourg), in the light of notes drafted by DG Presidency setting

out the various options, distributed after the preparatory meetings of 2 and 3 July 2013

with the Secretaries-General of the political groups, and adopted the proposal contained

in those notes with the following modifications:

Tuesday 10 September 2013

- heard the President underline the high political importance of the reports

GIEGOLD on "European Banking Authority and prudential supervision of credit

institutions" and THYSSEN on "Specific tasks for the European Central Bank

concerning policies relating to the prudential supervision of credit institutions",

recall that a debate on these reports already took place and that Parliament's Rules

of Procedure do not provide for a second debate in such cases and suggest,

therefore, to have a debate on the wider subject of the Banking Union, instead,

which would allow for Parliament to debate the political issues covered by both

reports;

- heard Mr DAUL, Chair of the EPP Group, Mr SWOBODA, Chair of the S&D

Group, Mr VERHOFSTADT, Chair of the ALDE Group and Mr COHN-

BENDIT, Co-Chair of the GREENS/EFA Group supporting the President's

intention to have a debate;

- decided to add to the agenda for Tuesday morning a new item on the State of

negotiations on the European Banking Union, the details of which would be

finalised by the political groups ahead of the next meeting of the Conference of

Presidents.

4. Communications of the President

4.1 Debriefing on the Youth Employment Summit

The Conference of Presidents

- heard the President inform the meeting that on 3 July 2013, at the invitation of Mrs

MERKEL, Chancellor of Germany, he had attended the Youth Employment Summit in

Berlin, together with Mr BARROSO, President of the European Commission, Mr VAN

ROMPUY, President of the European Council and other EU heads of state and

government, note that this was an event of such importance that it justified his absence

from the presentation of the Sakharov prize to Guillermo Farinas on that day; further

heard the President note that there seemed to be a growing acceptance of the role of the

European Parliament in providing democratic legitimacy for European action;

- heard the President report that a follow-up conference would take place in November

2013 in Paris;

- held an exchange of views with the participation of Mr DAUL, Chair of the EPP Group,

Mr SWOBODA, Chair of the S&D Group, Mr COHN-BENDIT, Co-Chair of the

Greens/EFA Group, Mr CALLANAN, Chair of the ECR Group, Ms ZIMMER, Chair of

the GUE/NGL Group, Mr SPERONI, Co-Chair of the EFD Group;

- welcomed the participation of the Parliament, represented by the President, in this

event, noting its political importance and the growing acceptance of Parliament's role in

this area

4.2 Follow-up to problems encountered by a group of Members regarding a visit to Morocco

The Conference of Presidents

- heard the President recall that, in contacts with the President of the Moroccan

Parliament, he had made a formal complaint about the treatment of the Members

concerned and suggest that in the future, Members visiting that country should inform

him beforehand, in order to allow the authorities of the country concerned and the EU-

representations in that country to be informed of the presence of Members, in the

expectation that they would benefit from the usual diplomatic protection;

- heard Mr BROK, Chair of the AFET committee recall that, by letter of 11 April 2013,

the AFET committee had informed the Conference of Presidents of its intention to send

a fact finding mission to Morocco, and additionally that that the Chair of the Foreign

Affairs Committee of the Moroccan Parliament had been at an AFET meeting for a

discussion on this subject;

- held an exchange of views with the participation of Mr SWOBODA, Chair of the S&D

Group, Mr COHN-BENDIT, Co-Chair of the Greens/EFA Group, Ms ZIMMER, Chair

of the GUE/NGL Group;

- noted the actions outlined above.

4.3 Invitations to address the Plenary

The Conference of Presidents

- heard the President report that he had invited Mr Macky SALL, President of Senegal,

to address the Plenary: on 9 October 2013, and Mr Milos ZEMAN, President of the

Czech Republic, to do so on 19 November 2013.

4a. United States spying

The Conference of Presidents

- noted the following documents:

a letter dated 3 July 2013 from Mr LÓPEZ AGUILAR, Chair of the Committee

on Civil Liberties, Justice and Home Affairs, on the

above-mentioned subject (PE 512.503/CPG and annex);

a letter dated 3 July 2013 from Mr LEHNE, Chair of the Conference of

Committee Chairs on the above-mentioned subject (PE 512.502/CPG);

Press statement dated 29 June 2013 by President SCHULZ on the alleged

bugging of EU office by the US authorities PE 512.497/CPG).

- heard the President note reports of a meeting between Mrs MERKEL, Chancellor of

Germany, Mr HOLLANDE, President of France, Mr BARROSO, President of the

Eurropean Commission, and Mr VAN ROMPUY , President of the European Council

on allegations of US spying activities and the possible consequences, in particular for

the start of negotiations of the Transatlantic Trade and Investment Partnership

Agreement (TTIP);

- heard the President note the proposal to establish working groups to look at data

protection, with the EU delegation to be headed by Commissioners MALMSTRÖM and

REDING, and express the view that it was essential that these working groups make

significant progress in parallel to the TTIP negotiations;

- heard Mr LÓPEZ AGUILAR, Chair of the Committee on Civil Liberties, Justice and

Home Affairs (LIBE), present the suggestions of the coordinators of the LIBE

committee on how to proceed, with the aim of providing a speedy and thorough reaction

from the European Parliament. Three possible options had been considered: a temporary

committee under Rule 184, a committee of inquiry under Rule 185, and an inquiry

within the framework of the LIBE committee resulting in an own-initiative report under

Rule 48, out of quota. The last option was proposed, with the intention of having a

report ready for plenary before the end of this year. In this context, the LIBE committee

was open to full cooperation with all committees with a legitimate interest in the

subject;

- held an exchange of views with the participation of Mr DAUL, Chair of the EPP Group,

Mr SWOBODA, Chair of the S&D Group, Mr VERHOFSTADT, Chair of the ALDE

Group, Mr COHN-BENDIT, Co-Chair of the Greens/EFA Group, Mr CALLANAN,

Chair of the ECR Group, Ms ZIMMER, Chair of the GUE/NGL Group; Mr SPERONI,

Co-Chair of the EFD Group, Mr LEHNE, Chair of the Conference of Committee Chairs

and Mr BROK, Chair of the Committee on Foreign Affairs (AFET);

- decided to authorise the drawing up of an own-initiative report by LIBE out of quota as

proposed, allowing for all relevant committees to be able to contribute to the works; in

particular the AFET, Committee on International Trade and the Committee on Industry;

- outlined Parliament's position that there needed to be strict parallelism between the talks

on the TTIP agreement and the establishment of working groups on data security, and

stressed that this official line of the European Parliament, which will also be set out in a

resolution, should unequivocally be followed in Parliament's contacts with the US

counterparts;

- underlined that official contacts with the US counterparts should go ahead as planned

and authorised.

5. Parliament's representation outside of the EU - Exchange of views with Mr CASHMAN, Chair

of the Conference of Delegation Chairs

The Conference of Presidents

- noted the following documents:

extracts from the minutes of the meetings of the Conference of Presidents of

10 January 2013 and 6 February 2013;

a letter dated 3 April 2013 from Mr SCHULZ, President of the European

Parliament to Mr CASHMAN, Chair of the Conference of Delegation Chairs, on

the activities of inter-parliamentary delegations (PE 508.873/CPG);

a letter dated 16 April 2013, from Mr CASHMAN, Chair of the Conference of

Delegation Chairs, on future revision of implementing provisions governing the

work of delegations (PE 508.874/CPG);

a letter dated 26 June 2013, from Mr BROK, Chair of the Committee on Foreign

Affairs, on the use of the EU logo on documents established by informal working

groups (PE 512.479/CPG and annex)

- heard Mr CASHMAN, Chair of the Conference of Delegation Chairs, introduce the

subject by referring to the proposals for reform agreed in the Conference of Delegation

Chairs and set out in his letter of 3 April 2013, highlighting inter alia the desire to

restore the "one in - one out" rule, and greater flexibility with travel dates to

accommodate the timetable of counterparts; further heard him note that cooperation

between the permanent delegations and the Committee on Foreign Affairs (AFET) had

been working well; heard him conclude his introductory remarks by stressing that

work should continue to achieve a comprehensive overhaul of the existing

arrangements for travel;

- held an exchange of views with Mr DAUL, Chair of the EPP Group, Mr SWOBODA,

Chair of the S&D Group, Mr VERHOFSTADT, Chair of the ALDE Group, Mr

COHN-BENDIT, Co-Chair of the Greens/EFA Group, Mr CALLANAN, Chair of the

ECR Group, Ms ZIMMER, Chair of the GUE/NGL Group; Mr SPERONI, Co-Chair

of the EFD Group and Mr BROK, Chair of the AFET Committee;

- agreed that a reflection on the revision of the provisions on travel for parliamentary

committees and standing inter-parliamentary delegations was desirable in order to

have a new set of rules ready for the start of the next legislature, and recalled that, as a

general rule, Members participating in a delegation mission should participate actively

in the entire official programme.

competence by the Committee on Industry, Research and Energy (ITRE) and a request

for association under Rule 50 by the Committee on Civil Liberties, Justice and Home

Affairs (LIBE) on the legislative report of the Committee on Internal Market and

Consumer Protection (IMCO):

"Proposal for a Directive of the European Parliament and of the Council concerning

measures to ensure a high common level of network and information security across the

Union"

- noted the following documents:

a letter dated 21 May 2013 from Ms ASHTON, Vice-President of the European

Commission/High-Representative, on the above-mentioned subject

a letter dated 2 July 20132 from Mr BROK, Chair of the Committee on Foreign

Affairs, on the above-mentioned subject (PE 512.499/CPG);

- noted the letter of 21 May 2013 from Ms ASHTON, High Representative/Vice-

President of the European Commission, inviting Members of the European Parliament

to participate in the launch of the EU-Myanmar Task Force in Myanmar planned for 14

to 15 November 2013 and the letter of 2 July 2013 from Mr BROK, Chair of the

Committee on Foreign Affairs, suggesting that five Members participate in the EU-

Myanmar Task Force, to be appointed by the political groups drawing from the

Committee on Foreign Affairs, the Committee on Development and the relevant

Delegation;

- decided that Parliament should send a small delegation to the meeting in question,

composed of at most five Members, to be nominated by the political groups in

accordance with previous practice, on the understanding that interpretation into one

language only will be provided.

13. Request from the Democracy Support and Elections Coordination Group to co-organise a

Conference on the role and functioning of political groups in Tunisia from 26 to 27 August 2013

The Conference of Presidents, without debate,

- took note of a letter dated 18 June 2013 from Mr BROK and Ms JOLY, Co-Chairs of

the Democracy Support and Election Coordination Group (DEG) (PE 512.424/CPG,

annexes and financial statement) requesting authorisation to convene a Conference on

the role and functioning of political groups in Tunisia, from 26 to 27 August 2013, and

to send a delegation of a maximum of eight Members to this event;

- noted that this conference should be co-organised with the Constituent National

Assembly (ANC) and the UN Development Program (UNDP) Country Office in

Tunisia and that the European Parliament should be represented by Mr GAHLER on

behalf of the DEG and one MEP per political group;

- authorised this request.

Members to participate in a seminar "Open Parliament - transparency of parliamentary activities"

in Skopje, FYR Macedonia, from 23 to 24 September 2013

The Conference of Presidents, without debate,

- took note a letter dated 25 June 2013 from Mr BROK and Ms JOLY, Co-Chairs of the

Democracy Support and Election Coordination Group (DEG) (PE 512.443/CPG,

annexes and financial statement) requesting authorisation for up to five Members,

chosen from the relevant committees and delegations dealing with the Western Balkans

countries and Turkey, to travel from 23 to 25 September 2013 to the seminar "Open

Parliament - transparency of parliamentary activities", taking place in Skopje (former

Yugoslav Republic of Macedonia) on 23 and 24 September 2013;

- recalled that, at its meeting on 7 March 2013, it authorised the above request, at that

time the seminar being scheduled to take place on 25 and 26 April 2013, and which was

later postponed for lack of participants;

- reconfirmed its authorisation for the new date, on the understanding that the delegation

would be nominated by the political groups.

15. Inter-parliamentary cooperation in the context of the implementation of article 13 of the Treaty

on Stability, Coordination, and Governance (TSCG) - Nomination of the European Parliament

delegation to the Conference to be held in Vilnius, Lithuania, from 16 to 18 October 2013

The Conference of Presidents, without debate,

- took note of Conclusions from the EU Speakers Conference, held in Nicosia on 21-23

April 2013 (PE 508.881/CPG) and financial statement;

- noted that Article 13 of the TSCG provides for the organisation of a Conference of

representatives of the European Parliament and national Parliaments in order to discuss

issues covered by the TSCG;

- noted that the EU Speakers Conference, held in Nicosia on 21-23 April 2013, decided

that the above Conference "shall meet twice a year and be coordinated with the

European Semester cycle" and that "in the first semester of each year, the Conference

shall be held in Brussels and will be co-hosted and co-presided over by the European

Parliament and the Parliament of the country holding the Presidency of the Council of

the European Union, while in the second semester, the Conference shall be held in, and

presided over by the country holding the six-monthly Council Presidency";

- decided that the Parliament's delegation to future meetings of the TSCG Conference

outside its own premises shall be composed of 16 Members, preferably to be drawn

from the ECON, EMPL and BUDG committees and in accordance with the rolling

d´Hondt system, taking due account of the non-attached Members; decided that the

delegation should be chaired by either one Vice-President with responsibility for

relations with national parliaments or the Chair of the ECON committee;

- authorised the sending of a 16-Member delegation, chaired by a Vice-President with

responsibility for relations with national parliaments, to the first meeting of the TSCG

Conference, to be held in Vilnius on 16-18 October 2013;

- decided to return to the organisation of the 2014 European Parliamentary Week at a

future meeting.

Committee delegations within the EU and the applicant countries

16. Request from the Committee on Development to send two Members to a High-Level Panel to be

organised in the framework of the 2013 edition of the European Development Days in Brussels

from 26 to 27 November 2013

The Conference of Presidents, without debate,

- took note of a letter dated 17 June 2013 from Ms JOLY, Chair of the committee

concerned, on the above-mentioned subject (PE 512.442/CPG and financial

statement) requesting authorisation to:

send a two-Member delegation to participate in the 2013 European

Development Days (2013 EDDs) to be held in Brussels from 26 to 27

November 2013 and in the High Level Panel (HLP) organised on behalf of

the European Parliament at the EDDs on the topic of "Food Security and

Food Justice";

cover the obligatory fee of Euro 3.000, required by the European

Commission for each participating organisation holding a HLP, to be used

for offsetting the energy consumption at the conference venue (heating,

lightning, equipment transport etc.);

- noted that during the 2013 EDDs, the European Parliament would organise a High

Level Panel (HLP) and that the European Commission was expecting each

participating institution/organisation to contribute to the carbon offsetting of the

forum; noted that the related costs linked to its HLP would amount to € 3 000;

further noted that the issue of carbon offsetting fell within the specific competence of

the Bureau;

- endorsed the request from the DEVE Committee to send a two-Member delegation

to the 2013 EDDs, counted towards the committee's quota;

- referred the matter to the Bureau for a final decision.

- took note of a letter dated 18 June 2013 from Mr GALLAGHER, Chair of the

Delegation for relations with Switzerland and Norway and to the EU-Iceland Joint

Parliamentary Committee and the European Economic Area (EEA) Joint Parliamentary

Committee (SINEEA) (PE 512.422/CPG and financial statement) requesting permission

to participate at the meeting of the Standing Committee of Parliamentarians of the Arctic

Region (SCPAR), in Murmansk, Russia, from 17 to 21 September 2013 (partly

coinciding with days reserved for the activities of the committees);

- noted that four meetings of SCPAR were included in the annual Programme of

Delegation Activities for 2013, as approved by the Conference of Presidents on

31 January 2013; at that juncture, however, precise venues and dates were not known;

- recalled that the rules in force governing the work of delegations provide in Article 6(1)

that exceptional authorisation may be granted for missions taking place outside the

weeks set aside for external parliamentary activities, when this is imposed by the

calendar of activities of Parliament's counterparts from a third country or a non-

Community international organisation;

- authorised, by way of exception, the SINEEA Chair's participation in the SCPAR

meeting in Murmansk, while underlining that the delegation's overall quota for travel

must be respected and that no interpretation costs would be covered.
