Community & Protective Services Committee (CAPS) - February 26, 2007 (Administration seeking approval of the Homeownership Component of the Canada- Ontario New Affordable Housing Program)

BACKGROUND

Subsequent to the completion of the Springbank Drive Road Widening Project, and having determined that no municipal need existed to maintain the acquired properties, Municipal Council directed the Civic Administration to report back at a future meeting of the Board of Control as to what opportunities there might be to utilize the subject properties which were acquired as part of the Springbank Drive Road Widening Project and potentially integrate them into an Affordable Home Ownership Initiative.

Municipal Council, at its session held on March 5, 2007, resolved that on the recommendation of the General Manager of Planning and Development and with the concurrence of the Council Housing Leadership Committee, the following actions with respect to the Homeownership Component of the Canada-Ontario New Affordable Housing Program BE APPROVED:

a) the City of London enter into an Administration Agreement with the Province for delivery of the Homeownership component; it being noted that this program does not include municipal funding other than the resources required to administer the program and that the possibility of future municipal funding will be reviewed on an annual basis;

the City of London partner with the City of St. Thomas for delivery of the Homeownership component;

the maximum Household Income Limit be established at $50,000; it being noted that the maximum limit will be reviewed on an annual basis;

the maximum Market Home Value be established at $120,000; it being noted that the maximum Value will be reviewed on an annual basis; and

an RFP be issued for a delivery agent to:

advertiselpromote the program; create and undertake training sessions for the eligible purchasers; screen applications for program requirements and eligibility; screenlinspect units for suitability; ensure security agreements are registered on title; and design and execute a mortgage agreement with each approved

At its meeting on February 15, 2007, the Council Housing Leadership Committee discussed the potential future uses of the City owned houses acquired as a result of the Springbank Drive Road Widening Project located on Springbank Drive. The Director of Municipal Housing advised the Committee that five of the properties as listed in Table A are recommended for inclusion in the Canada-Ontario Affordable Housing Program with the Realty Services Division coordinating the sales as per the approved program.

In 2002, Municipal Council directed the Civic Administration to acquire as part of the Springbank Drive Road Widening Project a number of properties in their entirety to reduce the potential costs to the City of only acquiring a portion of the overall property and thus exposing the City to larger injurious affection claims. This resulted in the acquisition of the eleven subject properties contained in this report.

The Springbank Drive Road Widening Project has now been completed. Realty Services Division has liaised with other Civic Departments to determine that no municipal need exists for the City to maintain the subject properties.

Preparation for Sale

Appraisals have been completed by an independent appraisal firm to establish current market values after basic repairs were made to the dwellings by the City to upgrade them to a habitable state.

Condition of Buildinas

The properties which are improved with buildings consist of single detached dwellings. The City of London through the Realty Services Division has conducted some minor repairs and improvements to each property to a standard which would not require extensive work to occupy.

Sources of Financina for the Purchase of Properties

The source of financing for the purchase of these properties was funded through Capital Project # TS1480 Springbank Drive Road Widening Project. It was originally anticipated and budgeted that the sale proceeds for these properties was to be applied to the Capital Project account that funded their purchase.

Not all of the subject lands acquired for the Springbank Drive Road Widening Project are considered to represent an ideal affordable housing opportunity. Certain properties, for reasons of the existing land use (vacant land) andlor the condition of the structure have been separated and are not recommended to form part of the proposed Housing Program as shown in Table B.
