Report of the Mission Treasurer for the Year 1927

The year has passed without any great financial emergencies of a disturbing nature. We much appreciate the cooperative attitude of the men on the field who are carrying heavy burdens in order to conserve every fund possible under self-supporting conditions.

During the first part of the year, we thoroughly enjoyed tlie privilege of assisting in various ways the refugee missionaries from China. We feel that our common interests have been greatly aug­mented by those activities.

The total of the oyer draft for the year is P5,127.78. To under­stand this, we go back to the figures of the year 1926 carried to 1927 and find that there was an overdraft of P21,837.75 of which P15,788.50 was paid by the sale of the Dagupan and Agno lot properties. That left a balance of P6,049.25 to be paid by the 1927 income from rents of mission properties. The actual income, however, on such prop­erties was only P3,046.42, and various gifts which came from America amounted to P528.21, leaving a balance of P3,574.62.

You will be interested to know some of the items which caused us to carry over the present overdraft. The 1927 Budget was pla,nned to carry only the first quarter support of C. C. Herrmann, but we were required to pay P1,975.00 more than what was on the budget; excess interest on loans, P1,862.14; legal expense in excess by P1,496.18 of which P1,029.00 was caused by the Fajardo case; conference travel was P559.85 excessive, and mission expense, P503.98, P330.00 of which was for a new safe. Other items of lesser amounts made the total overdrafts on the budget's account of P8,082.86.

But there was a s:a.ving of P1,010.35 on H. J. Riley's field and home salaries which were paid by the Home Mission Board in Amer­ica; designated permanent fund income was P1,016.00; adjustment fund, P500.00; saving on the insurance account, P440.16. Gifts which came from America as stated amounted to P528.21. There was a sav­ing of P281.00 on Dr.· E. S. Lyons' home salary. These credits dimin­ished the overdraft on the budget account to P3,810.46.

Additional amounts to create overdrafts were made by the ship­ment of Otto H. Houser's household effects-P440.25 and of C. C. Herrmann's household effects, P98.61; Central Students' Church re­pairs cost P1,209.45. The total of overdrafts created by items not on the budget was P1,748.32. Deducting certain rent incomes, ,we have a tota) overdraft from 1927 to be carried by the 1928 budget of P5,127.78.

The Mission Board has directed us not to pay general running accounts from the sale of properties, but to apply s:ame to diminish interest-paying accounts. We have been advised by the Mission Board that our appropriations from America will be the same as last year P38,000.00. In making the re-distribution for 1928, we find that aside from the overdraft of P5,127. 78 which has to be covered to carry on the work, there .still has to be raised from outside sources a total of at least P19,951. 78.

Certain items should receive the attention of all pastors and preachers. If the retired local preachers are to receive any support, the Central Domestic Mission Fund must receive attention. It is suggested that all birthday gifts in all churches be applied to that fund and sent regularly to the Mission Treasurer.

Under the rules local preachers cannot receive help for medical attention or support from the Conference Claimants' fund. There­fore, other provisions must be made for the assistance of those local preachers who must receive medical attention.
