CHAPTER – I I.INTRODUCTION:
M/s.Harish Granites, Prop: Sri B.D.Nandagopal has filed an
application for Q.L. for Black Granites over an extent of 1.500 hects. in
survey No:1406 of Vavithota (V) Puthalapattu(M), Chittoor District, to the
Assistant Director of mines and Geology, Chittoor.
The Director of Mines and Geology, Andhra Pradesh has granted Q.L.
vide proceedings No.36500/R5-1/2006,dated:14-11-2007 & 27-11-2007
of DM&G, Hyd. and the Quarry lease deed has executed and Sanction is
accorded to M/s. Harish Granites, Prop: Sri B.D.Nanagopal, to commence
the Quarrying operations for extraction of Black Granites over an extent
of 1.500 hects, in survey No:1406 of Vavithota (V)
Puthalapattu(M),Chittoor District vide proceedings No. 3905/Q/2006,
dt:12-12-2007 by the ADM&G, Chittoor for a period of twenty years from
12-12-2007 to 11-12-2027, subject to the provisions, Rules and
Regulations of A.P.M.M.C Rules,1966 and subject to the satisfactions of
Granites Conservations and Development Rules 1999 and also subject to
the condition of FORM-G prescribed under A.P.M.M.C Rules,1966 and to
the additional specified in Appendix enclosed to the Lease Deed.
Further The Director of Mines and Geology, Andhra Pradesh has
accorded permission to transfer Q.L. held by M/s.Harish Granites, Prop:
Sri B.D.Nandagopal in favor of M/s Sun rock Enterprises Partner: Sri
P.Govindan vide proceedings No.9758/R5-1/2008,dated:12-03-2010 &
06-12-2010 of DM&G, Hyd. and the Quarry lease deed has been executed
vide proceedings No. 1002/Q2/2010, dt:07-01-2011 by the ADM&G,
Chittoor and Sanction is accorded to M/s Sun rock Enterprises
Partner: Sri P.Govindan, to commence the Quarrying operations for
extraction of Black Granites over an extent of 1.500 hects, in survey
No:1406 of Vavithota (V) Puthalapattu(M),Chittoor District for the
unexpired portion of lease period i.e. up to 11-12-2027. 5
Later on The Director of Mines and Geology, Andhra Pradesh has
accorded permission to transfer Q.L. held by M/s Sun rock Enterprises
Partner: Sri P.Govindan in favor of Sri. E. Devarajulu vide proceedings
No.44170/R5-1/2011,dated:31-05-2012 & 31-01-2013 of DM&G, Hyd.
and the Quarry lease deed has been executed vide proceedings No.
6684/TQL/2011, dt:27-02-2013 by the ADM&G, Chittoor and Sanction is
accorded to Sri. E. Devarajulu, to commence the Quarrying operations
for extraction of Black Granites over an extent of 1.500 hects, in survey
No:1406 of Vavithota (V) Puthalapattu(M),Chittoor District for the
unexpired portion of lease period i.e. up to 11-12-2027.
The Assistant Director of Mines & Geology, Chittoor asked the
applicant to submit the Mining plan vide proceedings No. 6684/TQL/2011,
dt:27-02-2013 by the ADM&G, Chittoor.
The submission of Mining plan is apre requisite for grant of Quarry
lease as per Rule 12(5) (a) (1) of A.P.M.M.C.1966 & G.C.D.R.1999.The
proposed mining plan covers a scientific and systematic assessment of the
deposit which indicates the details of conservation of the deposit and
protection of environment in and around the mining area. The survey
comprises of Topographical Survey, Large Scale Mapping with contours.
This survey enables the applicant to take up the exploration of Black
Granites in a systematic manner and plan for future expansion
programme.
The mining Plan was submitted and approved under the Rule 22(4A)
of M.C. Rule, 1960 read with G.O.Ms. No:232, Dt: 18-04-2001, G.O.Ms.
No:113, dt:08-11-2010 of Ind & Com, Department, and under Rule 17 of
G.C.D.R. 1999. By Zonal Joint Director of Mines & Geology, Kadapa vide
Letter No: 6544/MP-CTR/2011 Dt: 02-12-2011. Annexure-V.
Now we are submitting 1st mining Scheme for the period of 2017-18
to 2021-22 for approval because of mining plan period of 5 years was
completed.

Vavithota (V) Puthalapattu (M),Chittoor District, Andhra Pradesh State.
b)Details of Area :
The area fells in semi arid zone of peninsular India. The aridity is
characterized by medium annual precipitation of 907.8 mm normal and 1061.8
mm in 2010-11 wind velocity is 16 km per hour. Temperature fluctuations are
seasonal vary from 17.6 to 41.6 in 2009.

This area is located 2.0km.N-E of Bommasamudram(V),Irala (M), Chittoor
District.
3.INFRASTRUCTURE:
The applied area is located at 2.0km towards SE of
Bommasamudram Village. Cart road is leading from the village to the Q.L
area. The village is on road side which is connecting Kanipakam to
Thimmespalli. The Q L area has good accessibility to the Highway of
Chittoor to tirupati at about 5.0km connecting at Agraharam cross. Water

is available at the nearby site in Agricultural Bore Wells from Q.L.area
from Q.L. area. Power connections are available up to Bommasamudram
(V) Irala Mandal, Chittoor Dist.Tele communication facility is available at
Bommasamudram (V), which is at a distance of about 2.0 km all cell
networks can functions in the site area. The nearest railway station is at
Chittoor which is about 15.0 km.Nearest port facilities are at blocks is not
available at the Quarry site. High school is present in the Kanipakam
village, Degree level Educational facilities' exist at Chittoor.Hospital facility
(PHC) is available at Kanipakam village which is 5.0km.from the quarry
site.

The mining Plan was approved under the Rule 22(4A) of M.C. Rule,

1.3 Date of Commencement operation :- Mining lease was granted in the year 07-01-2012 and mining
operation was started by the lessee in the year 04-02-2012.
1.4 A review of Compliance of Salient features of Mining Plan.
i) Exploration :-
No Exploration was Proposed in approved mining Plan no exploration
was carried out during previous Plan period.
ii) Mine Development :-
In approval mining Plan it was Proposed to mine Black Granite by
manual open cast method. The mine was continued from East side QL
area at higher levels working pit after leaving 7.5mts Buffer Zone along
the boundary line. The Black Granite production will be obtained from this
pit of sheet rock by excavating two benchs of 6mt each one after the
other from the higher levels to lower levels. It is expected that the mine
will be operated for 250 days in a year. The working will be started from
East side of the Pit with one bench will be advanced towards East in every
year as shown in Scheme and section of Plate-5.
iii) Exploitation :- Rate of production expected in fully developed mine
as per mining Plan is around 1000m3 of Black Granite per year.
However the Black Granite is being excavated with the help of
digging tools as per Proposals, made in approved Mining Plan. Now the
production is being obtained from working pit by developing with two
bench of 6 Mts. During the last five years (2012-13 to 2016-2017) about
453.201 m3 Black Granite was excavated from this quarry on an average
of 90.640 m3 per year. Due to local & personal problems and recession in
market the production was not produced as mentioned in approved Mining
Plan. However it indicates that the production of Black Granite is produced
i.e., 90.640 m3 per year on average in the approved Mining Plan period.

IV) Waste Management: In approved Mining Plan about 17496m3 of
mineral waste generation was anticipated. The mineral waste was
Proposed to stock on West side Lease Area
The waste generation during last 10 years 4570.852m3 of mineral
waste has been obtained from mine workings. As per the Proposal
Proposed in mining Plan the waste is of being dumped on North West side
of the lease area.
V) Afforestation: - In AMP it is Proposed avenue plantation in 40mts in
South side of QL area. About 33 Saplings consisting of Neem, Subabul are
planted per year over an area of 20 m x 6m at 3m grid interval.
VI Mine Reclamation:- There was no Proposal in approval MP for
reclamation of the pit formed by mining during first five years.
No reclamation of the pit was carried out during last 5 years
because the Black Granite is continuing further depths from pit bottom
and it has to be excavated in coming years.
VII) Control Dust, Noise and Ground Vibration:-
No specific measures were Proposed for suppression of dust, noise
and for ground vibration because the mining activity was Proposed on
small scale by manual method.
Since the mining activity is being carried out by manual method
without any drilling and blasting no noise, ground vibration and dust
generation are found in this area.
PART – II
PARTNEROSAL UNDER SCHEME OF MINING FOR NEXT FIVE YEARS CHAPTER - 2
2.0. Exploration and Reserves:-

2.1. Reserves Estimated in the approved Mining Plan with grade: In
approved M.P. the geological Reserves of minerals were estimated. In this
area the granite is exposed to surface with a height varying from 20 to 24
m from the surface and from the bottom of the working pit. Geological
Reserves are arrived by cross sectional area method, with reference to
surface Geological Plan and Geological cross sections (Plate No.III & IV).
In this area the Geological Reserves arrived with respect to the exposure
of granite in the working pit and at surface. The reserves falling above this
level is considered as proved ones since the Granite is massive body in
this area as observed in adjacent quarries. The reserves falling in buffer
zone are considered as Possible Granite resources. This kind of reserves
will be quarried out later with mutual consent of neighbor mine owners
and permission of concerned officers. Therefore, the reserves blocked in
mines safety slope or ultimate pit limit are not calculated separately in this
chapter.
In this area 10% recovery is experienced, therefore at this rate of
recovery. Total proved reserves excluding the reserves blocked in buffer
zone and ultimate pit limit are considered as mineral reserves. The details
of Geological Reserves as given in AMP are given below Table- 2.

2.2 Depletion of Reserves during the period of Mining Plan :-
During last 5 years about 8616 m3 Black Granite, was excavated from this
lease area. Total recovery from this Quarry for the last 5 years is 77544
m3.

2.3 Revised Reserves estimation (with basis & parameters
considered) during the Scheme period : In AMP the proved reserves
were estimated up to 16m height from bottom of working pit as proved
reserves only. In AMP 10% recovery from this Quarry. Now they are
getting the average recovery up to 10% only. It may be vary in depth. At
present workings have been reached up to 340 MRL. Basing on the
production of adjacent Quarries the proved reserves are calculated by
taking care the mineral themselves up to average up to 10mts below the
lowest contour of deposit in balance area, in the probable and possible
reserves are calculated by taking 5 mts thickness for each category. The
reserves are recalculated by multiplying the cross sectional area with
influence distance of the sections.
Last 5 Years Production details indicate Black Granite 20% recovery
from this Quarry.

table.

The latest market uses of the Black Granite given in Mining Plan are
furnished below:-
(1) Rough Blocks, (2) Slabs, (3) Panels,(4) Tiles, (5) Monuments,
(6)Other fancy and decorative items like pen stand, (7) Flower vases,
(8)Table tops –Teapots and others, (9) High precision products like
surface plates for engineering applications.
2-4: Year wise Exploration Proposed to be carried out during the ensuring
five-year period. Location of Trial pit or Bore Holes to be depicted on
Geological Scheme:-
The estimated Reserves of Black Granite is sufficient for this lease
period. So no further exploration is Proposed for this Scheme period.
Chapter – 3
3.0 Mining:-
It is Proposed to mine Black Granite by manual open cast method.
The mining will be continued at higher levels on East side of the existing
working Pit after leaving buffer zone along the boundary line. The mining
activity is being carried out by drilling and blasting. The workings are
carried out in two benches from East of working Pit. So it is Proposed to
rise average about 1011 m3 of Black Granite per year in the next five year
Scheme of mining period. The year wise production details are given in
Annexure – A and year wise workings are shown in Scheme of section
Plate No.-4
3.1. Year wise granite production for next five years

a) Year wise Development : There is a vertical and free face is available in
depth of the working pit. So that in East of the working pit area is selected to
work for next five years production. It is envisaged to produce average 10113m of salable granite blocks in each year. To raise this target production about
4573 3m of rock mass has to be mined. The site inspection reveals that the East
side of the existing working pit is suitable for development during next 5 years
programme. Most of this area is covered by the sheet rock from top to bottom
of the pit. Year wise quarry development schedule is described below and year
wise production and waste generation details are given in table No.3.
1 year: During first year operations it is Proposed to develop East side of the
existing working pit in leaving safe distance by covering the existing face into
two bench of 6 m height. The bench will be oriented in NS directions of working
pit and obtained about 1003 3m of granite blocks and 9023 3m of waste granite in
this year.
2nd year: During second year operations it is Proposed to develop towards East
side of 1st year workings leaving safe distance by covering the existing face into
two bench of 6m height. The bench will be oriented in NS directions and obtained
about 1010 3m of granite blocks and 9088 3m of waste granite in this year.
3rd year: During third year operations it is Proposed to develop towards East
of 2nd year workings in middle portion of old pit leaving safe distance by
covering the existing face into two bench of 6m height. The bench will be
oriented in NS directions and obtained about 1024 3m of granite blocks and 92183m of waste granite in this year.
4th year: During forth year operations it is Proposed to develop towards East
side of 3rd year workings leaving safe distance by covering the existing face into
two bench of 6m height. The bench will be oriented in NS directions and obtained
about 1019 3m of granite blocks and 9169 3m of waste granite in this year.
5th year: During fifth year operations it is Proposed to develop towards East
side of 4th year workings leaving safe distance by covering the existing face into
two bench of 6m height. The bench will be oriented in NS directions and obtained
about 1001 3m of granite blocks and 9007 3m of waste granite in this year.

During this five years operations average total rock mass of 10112 3m will
be excavated and 1011 3m of granite blocks will be recoverable from this rock
mass and remaining material average of about 9101 3m will go as mineral waste.
Any change in the Proposed method of mining Drilling Blasting and
Development of Machinery if so give details :

In approved M.P it was Proposed to be carried out the mining of Black
Granite with the help of digging tools like excavator, tippers, compressors
and jackhammers are used. The Drilling and Blasting is required to quarry
the Black Granite. There is no over burden available in Proposed mining
area. The blast holes will be drilled to maximum depths of 1.5mts
depending on the bench height, by keeping burden and spacing at 3mts &
1.6-2m respectively, with the help of Jackhammer. Each hole of drilled
and blasted will be charged with 400-500 grams of explosives.
3.4 Precaution to be observed During drilling & Blasting:-
The lessee has Proposed to go for a M & S type portable magazine
to store explosives required for blasting. Blasting at shallow holes will not
cause much vibration and damage.

4.0 Disposal of mine waste and Separate staking of Sub-Grade
mineral (S) :-
4.1 Nature of waste and its rate of yearly generation:-
There is no topsoil in Proposed mining area for next five years. So there
will not be any soil excavation in this Scheme of mining period. During this
Scheme period 45506m3 of mineral waste, consisting of weathered

material will be generated during next five years. The year wise waste
generation details are given in annexure - A.
There is a stock yard Proposed in South West side of lease area near to
site services with a size of 65m length and 25 m width to keep the
production material.
4.2 Selection of Dumping Site:-
During this Scheme period the Mineral waste which is going to be
generated from the mining will be stocked on SW side of QL area in over a
length at 65 mts, width of 25 mts and to a height upto 15mts.
The Proposed dump location is shown in Plate-5.
4.3 Method of Dumping and maximum Height and spread of Dumping: During the Plan period the waste materials is being dumped on
North side of the QL area. It is Proposed to stock the waste adjacent in to
old dump on South West side over an extent of 1987 M2 as shown Plate-
5. 4.4 Precautions for confinement of dumps to prevent pollution
of surface water bodies/ Courses:-
Around the Dump a retaining wall will be constructed with the help of
waste rock to prevent the water pollution and erosion of Dumps.
4.5 Arrangement of separate staking of Sub- Grade Minerals:-
The low-grade Black Granite will be stock in the Stock Yard temporarily
and this will be sold to the user industries later. Stock Yard is Proposed in
NE side of QL area with a size of 30m length and 20m width to keep the
production material which is marked in Plate-5 &6.
CHAPTER – 5
5.0 Use of Mineral:-
5.1 Black Granite is used after cutting and polishing as flooring material
and table purpose and wall tiles.
The latest market analysis of the Black Granite given in Mining Plan
is furnished below:-
(1) Rough Blocks, (2) Slabs, (3) Panels,(4) Tiles, (5) Monuments,
(6)Other fancy and Decorative items like pen stand, (7) Flower vases, 16
(8)Table tops –Teapots and others, (9) High precision products like
surface plates for engineering application.
CHAPTER – 6
Employment Potential:-
Since there is a change in the production obtained during last 5 Years and
for next 5 year it is Proposed to increasing manpower.
The applicant will appoint following employees at this mine
a. Mines Manager, Diploma in Mining – with second class Mines Manager
Certificate.
b. Blaster cum Mate : SSC with blaster certificate holder
c. Excavator operator : 1 Nos.
d. Compressor operator : 1 Nos.
e. Tipper operators : 2 Nos.
f. Drillers : 4 Nos.
g. Helpers : 6 Nos.
h. Cutters : 4 Nos.
i. Watchman : 1 No.

It was Proposed about 937m2 area on North Eastern side will be planted during 5 years@ 45mts/ per year at about 33 Plants and 3 mts interval in two roes.
As per Proposals made in AMP, the plantation work was not carried out in 5 years period.
About 25 mts length and 7.5mts
width of buffer zone in North side
will be planted per year in 75
plants at 3 mts grid interval.
Neem, Subabul and Teak plants
are Proposed in plantation.
5. Quality of
Mine water

interference

CHAPTER – 8
8-0 Conceptual Mining Scheme :-
During the next five years i.e. after this Scheme period the
production will be obtained by advancing the East of the working pit
towards EW over a length of 60mts and in East-West 40m width and 6m
depth. During last 5 years at the lease period, the benches of 2nd five
years pit will be worked out. In this 5 years period the one bench of the 18
first five-year pit will be advanced towards West over a length 60mts and
to a width of 40 mts. In this 5 years lease period 45506m3 of mineral
waste will be stocked on SW side of QL area over a length of about 65 M
and width of 25m to a height up to 15mts. During 5 years about 150mts
length of North side buffer zone will be planted. At the end of the life of
the mine the waste will be used for reclamation of pit. But there will not
be any reclamation in this lease period.
8.1- Time frame of completion of mineral exploration programme in lease
area. Give broad description identifying potential areas to be covered in
the given time frame:-
No exploration in Proposal for this Scheme period.
8-2- Weather ultimate pit limit has been determined on surface geological
Scheme.
The ultimate pit limit for the lease period is marked on conceptual
Scheme of Plate –6.
8-3- Weather the site for disposal of waste rock and un-saleable or has
been examined for adequacy of land and suitability of long term use in the
event of continuation of mining activity.
The mineral waste will be stocked on SW side of QL area over a
length of about 65M and width of 25m to a height up to 15 mts. The
waste is being dumped after 5 years in non-mineralized zones of the QL
area.
8-4- Whether back filling of the pit after recovery of mineral up to techno
economically feasible depth. If so describe the broad features of
Proposals:-
In this Scheme period no back filling is Proposed because the
bottom Black Granite has to be recovered.
8-5 Post mining land use Envisaged: - If the end of the life of the
mine part of the pit will be reclamated with the waste generations from
mining and balance pit will be used for rainwater harvesting.
IX CERTIFICATE :-
It is certified that the above mentioned action will be taken in mine
closure Scheme. It is also certified that the said closure Scheme complies

all stationary rules regulations, orders made by the Central or State
Government, Stationary Organization, Court etc. have been taken into
consideration and when ever any specific permission is required the lessee
will approach the concerned authorities. All the measures Proposed in this
closure Scheme will be implemented in a time bound as Proposed.
