DECEMBER 2019 11 10 Staff Reports Eastvale – Jurupa Communi- ty Services District (JCSD) has completed the refinancing of over 20 million dollars for five Community Facilities Districts (CFDs) also known as Mel- lo-Roos. Many newer communities, such as Eastvale, require the construction of infrastructure including parks and public fa- cilities, streetlights, and con- nections to water and sewer systems. CFDs, also known as Mello-Roos, levy special prop- erty taxes paid by homeowners for the construction of such in- frastructure. The refinancing of the existing CFD bonds does not extend the original repay- ment terms but instead lowers existing tax obligations. “Refinancing existing debt whenever there is an opportuni- ty to save money is one example of JCSD’s ongoing commitment to ratepayers,” stated General Manager Chris Berch. “Finance staff continuously looks for new methods to safeguard JCSD’s finances and provide the best possible value to our customers. In this instance, the reduction in the annual tax bill will range from $130 to $348 per parcel for these specific CFDs.” These CFDs will have a re- duced special tax levy begin- ning with the 2020-21 property tax bills. JCSD was founded in 1956, the Jurupa Community Services District is a public governmental agency which provides services and programs to the cities of Ju- rupa Valley and Eastvale. It is governed by five elected repre- sentatives (Board of Directors) from both cities. Serving over 137,000 people in a 40-square- mile area, JCSD provides a variety of community services and programs including water, sewer, street lights, frontage landscape maintenance, graffiti abatement, and parks and rec- reation services. Staff Reports Eastvale – Earlier this month, deputies received information about a threat made to the local high school that appeared to be non-credible according to the Riverside County Sheriff’s De- partment (RSO), Jurupa Valley Station. Deputies received informa- tion about the threat that was a “snap shot” picture of the threat which circulated on so- cial media. The post indicated the threat would take place on Wednesday Dec 11, 2019, at Eleanor Roosevelt High School in Eastvale (ERHS). Deputies investigated, which led to identifying and locating a male juvenile. It was deter- mined that there was no cred- ible threat, but the investigation is ongoing and there were ad- ditional deputies in the area of ERHS as a precaution. A reason for the threat wasn’t indicated and if there were ad- ditional conspirers was not known until the investigation is complete or if a danger occurs. No other arrests were made. The RSO urges parents and guardians to educate their youth about making threats of violence. The incident began in the after- noon Dec. 6th, when deputies were called to an assault call in a home in the 1700 block of Hillside Ave- nue in Norco. The victim claimed the former tenant, Otto, had en- tered the property to steal a car, an RSO statement said. Otto allegedly choked and struck the 83 year old former landlord. Otto then fled the scene in his own vehicle but was spotted in front of the Norco Sheriff’s station on Hamner Avenue. When at- tempting to detain him, Otto then fled but soon crashed his car sev- eral blocks away near Hamner and First Street. He was arrested and treated at a local hospital be- fore being booked on suspicion of attempted murder, disobeying a court order, assault, cruelty to a dependent adult and burglary. He bail was set at $1 million. The landlord was treated at the scene. No one else was injured in the collision, the news release said. Otto has previous convictions for false imprisonment of an elder, criminal threats, violating a court order to prevent domestic violence, violating a stay-away order (twice) and inflicting corporal injury (twice), according to Superior Court re- cords. Eastvale – Jurupa Communi-ty Services District (JCSD) has completed the refinancing of over 20 million dollars for five Community Facilities Districts (CFDs) also known as Mel-lo-Roos.

Many newer communities, such as Eastvale, require the construction of infrastructure including parks and public fa-cilities, streetlights, and con-nections to water and sewer systems. CFDs, also known as Mello-Roos, levy special prop-erty taxes paid by homeowners for the construction of such in-frastructure. The refinancing of the existing CFD bonds does not extend the original repay-ment terms but instead lowers existing tax obligations.

Eastvale - The Automobile Club of Southern California has opened a new branch in Eastvale to help serve growing membership in San Bernardino and Riverside counties. The 6,392-square-foot office is lo-cated at 12423 Limonite Ave, Suite 580 and will serve 49,000 Auto Club members living and

working in the area.The new branch offers in-

Inland Empire – Last month, several crime incidents took place in Eastvale and Norco. The incidents are listed below, courtesy of the Riverside Coun-ty Sheriff’s Department.

INCIDENT: Stolen Vehicle/Arrest

WHEN: November 27, 2019WHERE: 1600 Block Indus-

trial Avenue, NorcoOn Wednesday, November

27, 2019, deputies from the Riv-erside County Sheriff’s Depart-ment-Norco Station conducted a vehicle check of a 1985 Jam-boree Motorhome parked on the street in the above area. A records check revealed the ve-hicle was reported stolen from the City of Corona.

A male and female were lo-cated asleep inside the motor-home. Both were detained for questioning. The male, Daniel Jacquemain, 34 years-old and resident of Norco, was arrested for being in possession of a sto-len vehicle and for committing a crime while out on bail. The fe-male was released at the scene

pending further investigation as to her involvement.

Jacquemain was booked into the Robert Presley Deten-tion Center for the above listed charges and is being held on $300,000 bail.

INCIDENT: Marijuana Indoor Cultivation Warrants

Members of the Jurupa Val-ley Station’s Special Enforce-ment Teams (SET) represent-ing the cities of Jurupa Valley and Eastvale have been ag-gressively targeting illegal in-door marijuana grows through-out the cities of Eastvale and Jurupa Valley in 2019.

On November 18, at 8:00 AM, members from the Juru-pa Valley station’s SET con-ducted marijuana eradication search warrants at the direction of Sheriff Chad Bianco. They served three residential search

warrants within the cities of Eastvale and Jurupa Valley.

Deputies recovered a to-tal amount of 2,632 marijuana plants. The estimated com-bined full harvest street value was $4,140,000. Also, a com-bined theft of electrical utili-ties from the residences worth $102,237. Jurupa Valley and Eastvale Cities Code Enforce-ment were summoned to the locations and they conducted their own separate investiga-tions into various building code violations.

Limonite Avenue is the notorious street that connects The City of

Eastvale and The City of Jurupa Valley together. This street was

previously known for its horrific traffic congestion that made it difficult

to get across, or even onto the freeway in a decent amount of time.

Through teamwork and a common goal, the bridge has successfully been

widened from four total lanes to eight. The new design also features a

pedestrian and bicyclist lane that will allow residents to successfully

cross the interchange safely.

We were extremely honored to celebrate this accomplishment with

many community leaders, colleagues, and residents!

The Christmas season gives us many things to believe in; things that give us hope. There is the jolly fellow in the chim-ney, gravity-defying reindeer, spying elves, and the hope that this year’s dinner with the in-laws will be different. Some of these can let us down. And keeping up the hopes of others can be a draining holiday tradi-tion.

What happens when the hope and the belief are gone? Bitterness happens. It seems the bitterness of kids who no longer believe in Santa is only

outdone by the bitterness of adults who no longer have any-thing to believe in – even belief in themselves.

When the sparkly lights of the holidays no longer lighten the darkness of our days, we need something more than a Jolly Elf to believe in. We need the real Christmas. Real hope. The birth of Jesus was prophe-sied some 700 years before in the words of Isaiah (9:2): “The people walking in darkness have seen a great light; on those living in the land of deep darkness a light has dawned.”

The real joy of Christmas is discovering something we don’t

time of the census, right after Mary had conceived, the antic-ipation of the Messiah coming to earth was at an all time high. After all, word of the Messiah coming to save His people had been shared about for genera-tions. When Jesus was born, he was wrapped in swaddling cloths and laid in a manger. Hope was born on Christmas day. A baby that would bring salvation to the world because the cradle pointed to the Cross. This is where Jesus would die for all mankind. He was not a victim of circumstances. In the garden when He was arrested, Jesus told Peter that He could call upon legions of angels to help. The Cross was His mis-sion and He gave Himself will-ingly. God’s gift of salvation is

an exclama-tion point. John’s Gos-pel says “For God so loved the world that He “gave” His only Son, so that whoever believes in Him will have eternal life” (John 3:16). No earthly gift could ever equal the gift of Jesus Christ coming to earth to die for our sins and offering us the gift of salvation. Heaven came to earth so that you would have the hope of Heaven (Ephesians 2:8).

How do I raise my kids in a world I know of that no longer exists? I’ve raised four kids, in a world that I knew. Years lat-er I’m blessed with two autistic boys. It’s different being in the autism world, though now it’s also a world where electronic devices cell phones, PCs, IPAD tablets and so on are out there. Screen time takes the place of friendships, playing outside, social interaction, mealtime (if it was allowed). The choice of some kids these days would be to play online rather than spend quality time with family. The addiction is real, and it’s not easy to say get off electronics without tears and a breakdown. Some kids’ minds (like my old-est) gaming is all he thinks about, and actual real playtime turns into acting/playing out

computer games. We live in a busy world, and it seems like I’m non-stop these days. I have caught myself many times, say-ing, “Here go on the IPAD for a few minutes, so I can get some-thing done.” That easy way out just stole from family time and may have stolen some cuddle time too. We all know when it comes to electronics, it’s never only a few minutes. I had no idea on how to raise kids in the autism world and even less of an idea of how to raise them in the electronic world. I still want that life for my kids to play outside, having friends over, talking on the phone, waiting for snail mail. Who knows if what I am doing is right in these worlds that are unfamiliar to me. I pray that my boys grow up to be awesome adults and say one day, “I had a great childhood, thanks mom.” As I
