• Goal is to reduce fatalities and serious injuries

• Emphasizes spending on all public roads

Targets locations with histories of fatal and serious injury crashes

SYSTEMIC


Systemic approach uses low-cost countermeasures that can be widely implemented to reduce fatalities

and serious injuries

• Each application (except systemic bicycle or pedestrian) must treat at least one fatal or severe injury crash

• 2014-2018 data

• Project ranking and selection based on cost effectiveness (benefit-cost ratio)

• All applications require a 7.78% local match

• Recommended minimum project size to optimize federal delivery – $500,000.

• Within each Region, funding will be split (51%/49%) for local and state projects.

• Updated and additional countermeasure crash reduction factors.

• New resources for crash data investigation and countermeasure selection.

• More thorough application QA/QC procedures to make sure the right projects move forward.

• One-on-one workshops available for local agencies and tribes to get additional training and support.

• Consultants are still available to assist with data analysis, diagnosis, countermeasure selection, and preparing applications.

• ODOT has three delivery options for federally funded, Local Public Agency (LPA) projects:

> (1) Fund exchange through State Funded Local Projects program (SFLP) per program guidelines (this option will likely be very limited this cycle due to limited budget);

> (2) Utilize the Certification Program by becoming certified to deliver federal-aid projects or working with a Certified LPA to deliver the project on their behalf; or

> (3) When options 1 and 2 are unavailable, ODOT will directly deliver the project for the LPA using consultants hired and managed by ODOT

• All project applications should assume Federalized delivery

• Type (i.e.: rear-end, pedestrian, fixed object, etc.)

• Location (i.e.: intersection, curve, segment, etc.)
