As Prime Minister, I have devoted myself to looking for ways of advancing all Kenyans. National food security has been a major concern, and I have made determined efforts to seek means of combating climate change and protecting our environment.

Besides leading the push for a new Constitution, I have alsospearheaded progressive foreign relations that are bringinginvestment to Kenya in many fields, most recently in the vitalarea of power-generation. I have negotiated many projects andinvestments that will create jobs as we industrialise.

Trade and business will be liberalised and expanded, with theaim of improving the lives of all Kenyans. That is MY promise toYOU .

Ensure full implementation of the newConstitution.

Ensure the country is self-sufficient in foodproduction.

Ensure people have access to employment andare productively engaged.

Ensure that all Kenyans have access to cleanwater, that their environment is adequatelyprotected, and that measures are in place toshield all Kenyans from the effects of climatechange.

Ensure the promotion of industrial, trade andinfrastructural development.

Ensure the full application of the rule of lawand an end to corruption and impunity.

Ensure that all historical injustices, includingland injustices, are ended and the governmentprovides social protection for everyone.

Ensure we promote national unity, creating asociety where people are treated equally,regardless of race, tribe, gender or religion,thus ending artificial divisions among our people.

reform the Kenya Industrial Estates so that itestablishes industrial and enterprise developmentincubation centres in each county, to offer peopleskills that will help them get jobs

implement establishment criteria for investors so thatthey include employment opportunities

give banks and financial institutions incentives tofinance industrialisation, thus creating jobs

review all labour market policies to facilitate growthin employment

prioritise development in sectors that facilitateemployment growth

focus education and training systems to be moreresponsive to the needs of national and globaleconomies

position Kenya as the next natural top destinationfor global-outsourcing jobs.

FRIENDS! This is my message to every single one of mycountrymen and women. I speak to YOU personally:

When I launched my presidential bid in 2007, I said we must invest heavily in one, two, three things: 1, Infrastructure! 2, Infrastructure! 3,Infrastructure! We have seen the result in, for example, road-building, accelerated growth through ICT, and irrigation projects. We have made a hard-wonstart. The new ODM Government will extend this work across the whole nation.

As I launch my bid to be your President in Kenyas 11th Parliament, I want to tell you that, as the new ODM Government continues with its infrastructureobjectives, we shall again invest heavily in one, two, three things and this investment will be for the primary purpose of creating wealth andsharing funds equitably across the entire country. We shall invest in:

expand the social safety-net programmes that wehave already begun to implement

ensure everyone has access to the quality educationand healthcare they need

revamp the criminal justice system

reform the police force by improving police conditionsand finally ending the forces colonial legacy as abrutalising agency. The police force will become apro-people national agency of assistance andsecurity.

In addition to our job-creation programme, ODMwill initiate other means to close the gapbetween haves and have-nots, as well asrevolutionising social security. WE SHALL :

Though we are moving, our economyremains far below what it should be.

When we talk of social insecurity, and poor anddesperate people turn to petty crime to survive,we know it is as a result of poverty .

When we talk of corruption and poor policing,muggings, and extortion by criminal gangs, we

know it is as a result of poverty .

When we talk of border insecurity,cattle-rustling, attacks on neighbours, and landclashes, we know it is as a result of poverty .

When we talk of poor health and education,poor local production and food-insufficiency, weknow it is as a result of poverty .

I know that every one of the ills in our country has its roots in POVERTY.
