CII National Quality Summit sets the nation’s Quality agenda
55 speakers, national & international, address over
650 delegates
The CII National Quality Summit, 18-20 November,
Bangalore organized by the CII Institute of Quality with
this year’s theme “Business for Livelihood: Different
Industries, Similar Future Challenges” was a delight for
quality professionals from across the country. Over 55
national and international speakers addressed over
650 delegates on varied subjects covering innovation,
leadership, sustainability, knowledge management,
services, customer relationships, integrating quality
with social responsibility, quality in Public Services,
process excellence, future of manufacturing, quality
and HR, creating world class organizations and quality
in everyday life. Besides the felicitation of the two Prize
winners of the CII-EXIM Bank Award for Business
Excellence, the Award winner of the CII National Award
for Food Safety and the other 42 commendations and
recognition certificates and the felicitation of Award
assessors, the Summit also had a special session on
harmonizing the materialisitic and spiritual worlds.
The Special Plenary was addressed by a scintillating keynote speech by Mr Narendra
Modi, Chief Minister, Government of Gujarat, and a special address by Mr Murugesh
Nirani, Minister of Large & Medium Industries, Govt. of Karnataka.
Mr Narendra Modi, Chief Minister, Government of Gujarat delivering the Keynote
Address enumerated several cornerstones for a qualitative improvement in India. While
one needed to compare with the world benchmark to establish quality levels, he advised
against the “advertisement driven society” as a marketing strategy instead of investing in
“Summit Quotes”

A section of the delegates who attended the CII National Quality Summit
R&D to improve product quality. Detailing the two by-products of Quality as credibility and
confidence, he advised that quality should emanate from competition. Citing the example
of the reported failure of Ayurvedic products due to poor packaging, he opined that quality
improvements must keep the requirements of the common man as the basis for
improvements. Citing example of the various public programmes on education conducted
by his government especially for the girl child, he drew an analogy of how some of the
actions taken were result outcomes taking precedence over result outputs. He strongly
emphasized that the “chalega” attitude will no longer work for India. He added that time
management and the extensive use of technology was imperative in bringing in about a
substantive change in the quality of life. By improving the quality of public delivery system
in his state, his government had managed to achieve 100% funds delivery to beneficiaries
of several state schemes. Administrative costs and efficiency had been significantly
improved with the use of video-conferencing facilities.
The Special Plenary was also the forum to recognize the winners of the CII-EXIM Bank
Award for Business Excellence 2010 programme. Prize was given to Crompton Greaves
Limited and The Tinplate Co. of India Ltd. and the CII National Award for Food Safety
to Perfetti VanMelle (India) Pvt Ltd.

Highlighting the USP’s of Karnataka as an
investment destination, he appealed to “all
those industrialists gathered here to seriously
consider starting industries and putting their
investments in Karnataka. The Department of
Industries and Commerce is always open to
receive you and extend all possible help.”
Appreciating the aspects of Quality in industry,
and in fact, any walk of life, which cannot be
over emphasized in today’s times, he evinced
happiness that CII had put together the 3-day
event to attract so many industry captains,
domain experts, senior quality and strategic
planning professionals from across the nation
and abroad to provide major networking
opportunities.

Summit complimented CII for being able to
organize large number of events nationally to
draw attention on issue of national importance.
While defining Brand India as a summation of
India’s history, social architecture, its growing
soft power, innovation and skill sets and its
value as a growing market, he also related the
positive reports of the Economist and Morgan
Stanley relating to India’s positive economic
growth. He however qualified President
Obama’s “emerging India” comment during his
recent visit. Though India had the demographic advantage and it’s democratic

a great gap in what he called “Bharat” and
“India” and concluded by saying that
“sustenance of economic growth cannot be
without inclusive growth.”
Earlier, speaking during the Opening Plenary
in his address India: An Emerging Brand in
the World, Mr. K N Shenoy, Chairman, CII
Institute of Quality reiterated the commitment
of CII Institute of Quality to build a Quality
India. “The continuing challenge for us at the
Summit is to apply the ‘Quality’ dimension to creating a more equal India, a better
governed India and a competitive India. An India not only seen as having a rich heritage,
but also as a global leader to reckon with.” Recommending the adoption by underlining
the importance of the “Excellence Model Framework to build a robust organization for
sustainable growth and profitability”, he said that it was an instrument of building world-
class organizations.

a convincing acknowledgement of the enormous progress India and Indian Industry had
made and the recognition of President Obama that “India has already emerged” and that
she is a regional power in the Asian continent. “All this is made possible by various
sectors of Industries in India equipping themselves with latest technologies available

around the world and imbibing quality tools and techniques to achieve higher degrees of
excellence.” Citing Gujarat as case study, he said that Gujarat “has the most
industrialized and the fastest growing economy in the country.”
Addressing the National Quality Summit, Mr T C A Ranganathan, Chairman & Managing
Director, EXIM Bank of India said that they were proud to be associated with CII in the
administration of the CII-EXIM Bank Award for Business Excellence which due to its
stringency had only produced 7 Award winners till date. He said that the need of the hour
was the increased investment in R&D, Process controls and Quality for India Inc’s
sustained success. “Quality is something that can be seen”, he said and asked CII to
spread the message to India Inc that EXIM Bank was willing to help in these areas.

The Session on Innovation: Transforming
the Business with People, Process &
Technology delved at length on Business
Transformations through People, Process and
Technology. With Prof S Sadagopan, Director,
IIIT-B as the Session Chairman, the speakers
who spoke included Mr Ajay Nanavati, Managing Director, 3M India, Mr Aroon Raman,
Managing Director, Raman Fibre Science, Mr Gopichand Katragadda, Head, GE
Energy Engineering India Pvt Ltd and Mr Ramesh Ramanathan, Co-founder
Janaagraha.
The Session on Leadership Territory deliberated on how it was leadership as the engine
that generates systematically better business decisions. Prof Narendar Pani, National
Institute of Advanced Studies chaired the session where the speakers include Mr
Ashwani Kumar Datt, Chairman & Managing Director, Bharat Electronics Ltd, Mr Bijou
Kurien, CEO, Reliance Lifestyle ,Mr Mark Basham, Managing Director (Asia Pacific),
BSI Group and Mr N Krishnakumar, Managing Director & CEO, MindTree Ltd .
The Session on Sustainability focused on how manufacturers can build the culture,
processes and best practices necessary to make sustainability a success. Mr M R
Jaishankar, Chairman & Managing Director, Brigade Group chaired this session, which
had Dr Rajiv Kumar, Head, Green Chemistry and Catalysis Innovation Center, Tata
Chemicals and Mr Sanjib Bezbaroa, VP-EHS & S, ITC Ltd as speakers.
Process excellence could significantly help transform the business by aligning and
creating harmony amongst all parts of the business process was the central theme of the
Session Services 2010 and Beyond which was chaired by Mr M Lakshminarayan,
CEO, Harman International Pvt Ltd. It included speakers like Mr Richard Rekhy, COO,
Advisory Services, KPMG India, Mr Tathagat Varma, Senior Director-Business
Operations, Yahoo India, Mr Rajashekhar Metgud, Executive Vice-Present-Business
Process Improvement, Vodafone India and Mr. Matthew Barney, Director, Infosys
Leadership Institute.
In the Session Deepening Customer Relationships: How to Make Customers a
Central Part of your Business Model, Mr N Sivasailam, IAS, Managing Director,
Bangalore Metro Rail Corporation Ltd. moderated as the Session Chairman and dealt at
length issues relating to building customer relationships. Speakers included Mr Vikram
Sud, Chief Operating Officer, Kotak Mahindra Bank, Mr Marcel Hungerbüehler,
President, Bangalore International Airport Ltd, Mr Vishal Bali, CEO, Fortis Hospitals, Mr
Venu Madhav, COO, Coffee Day and Mr Jayesh Chakravarthi, Sr Vice President &
Country Head – IT, Fidelity Business Services India Pvt Ltd.
Mr Jatin Sheth, India Services Partner Lead, and Microsoft India speaking on Emerging
Technologies: A Walk in the Cloud in the Session Knowledge Management: Cloud
Computing, which was chaired by Mr N Krishnakumar, Managing Director & CEO,
MindTree Ltd, introduced the audience to the developing concept of Cloud computing as
a futuristic business tool.
“Process Excellence is the key driver to make India a force to reckon” said Mr Gautam
Maini, Managing Director, Maini Precision Products Pvt. Ltd chairing the Session
Process Excellence in Manufacturing said that every organization needs to have a
properly mapped PE in place to excel in their business. Others who spoke included Mr S
R Subramanian, CEO, L&T Komatsu, Mr C H Prahallad, Vice President –CQ &
Operational Excellence, ABB Ltd and Mr Soumitra Bhattacharya, Bosch Ltd.
“The Culture of Quality in Public services is still being defined” said Mr Gaurav Gupta,
IAS, Managing Director, and KSRTC chairing the Session Creating Cultures of Quality
in Public Services. The others who also spoke included Mr Ashoke Joshi, Chairman of
Sreenivasan Services Trust and Ms Shukla Bose, Founder & CEO, Parikrama Humanity
Foundation.
The Session Next Gen: Integrating Quality and Social Responsibility was chaired by
Mr S Viswanathan, Managing Director, John Fowler (India) Pvt. Ltd. where the
discussions centered on how a seriously pursued CSR project could not only help bring
the desired results through active campaign on a particular aspect, but in the process, it
could improve the image and brand loyalty for the company. Others who spoke included
Ms Lara Balsara from Madison Communication, Mr Ganesh Narayan, Joint Managing
Director, C. Krishniah Chetty & Sons and Mr Udai Pawar, Entrepreneur.
Swami Nikhileswarananda, Head, Vadodara Centre of Ramakrishna Mission in the
Valedictory Session Harmonizing the Materialistic and Spiritual Worlds spoke on the
harmonization of the Materialistic and Spiritual at the macro and micro levels to make the
world prosper. Speaking in this session, Mr K N Shenoy, Chairman, CII Institute of
Quality said that though countries were measured through GDP growth, they should
actually be measured in how well it had progressed on GNH (Gross National Happiness)
which he felt could be easily achieved.
Mr Geoffrey Rose, Chief Executive Officer, Scoll Methods, UK speaking on Excellence in
Project Management in the Session Manufacturing 2010 and beyond: the Economic
Context spoke on the various facets of the Excellence in Project Management in UK’s
Project in Control Environments (PRINCE) and highlighted the need for the provision of a
Risk Budget. He also elaborated the various constituents of the PRINCE project which
was based on the EFQM Model.
Mr S Chandrasekhar, Vice Chairman, CII Karnataka & Managing Director, Bhoruka
Power as the Chairman of the Session HR Strategies: Where should Quality and HR
meet to Create a World Class Organisation outlined the demographic advantage that
India would experience by 2020 over the other industrial countries, lamented that despite
the knowledge of the English language, the lack of innovation and corruption were
deterrents to its encashment. Others who spoke included Ms Hamsanandhi Seshan,
Delivery Excellence Leader, IBM India and Mr Sudheesh Venkatesh, Fr. HR Head,
TESCO Hindustan Service Centre.
Mr Harish Bijoor, Brand-Specialist & CEO, Harish Bijoor Consults Inc chairing the
Session Quality in all Walks of Life drove home the point that Q.Next must align to the
aspirations of Gen.Next. Other panelists included Mr Dinesh Gundu Rao, Member of
Legislative Assembly, Karnataka, Ms Bindu Hari, Principal TISB, Rev Fr Thomas
Mathew, Vice Chancellor, Christ University, Mr Ananda Rao, ITC Royal Gardenia and
Mr Praveen Sood, IPS, Additional Commissioner of Police (Traffic), Bangalore each of
them narrating innovative improvements that they had brought about in their respective
areas of work.

CII IQ, during February to June 2010, as a part of the
‘Excellence Model 2010 Revision Roll-out Plan’
conducted a series of interactive webinars to familiarise
Assessors, Trainers, Award Applicant Organisations,
Business Excellence Co-ordinators and other interested
users on the revisions to the Model.
Over 700 practicising professionals of Excellence
participated in the webinars and raised several questions
and sought clarifications. The faculty responded to these
questions during the webinar sessions itself. However,
due to the paucity of time, some of them could not be
responded or clarified in detail at that time.
This publication is a compilation of all questions raised
and the responses on a whole range of issues.

CII Institute of Quality launches Healthcare Excellence Award
The healthcare sector in
India has registered a
growth of 9.3 per cent
between 2000-2009,
comparable to the
sectoral growth rate of
other emerging
economies such as
China, Brazil and
Mexico. The growth in
the sector would be
driven by healthcare
facilities, private and
public sectors, medical
diagnostic and pathlabs
and the medical
insurance sector. It is
expected that
diagnostics would
contribute US$ 2.5
billion to the healthcare
industry by 2012.
According to McKinsey’s report in 2009, Indian healthcare market is expected to continue
growing at a projected rate of 10 to 12 per cent per annum, with average household

Who Can Apply?
All healthcare providers operating in India and
overseas units of Indian Companies are
eligible to apply for the Award. This includes
for-profit and non-profit, public, private and
government organizations. The applicant must
be an active healthcare provider at least for the
past 3 years. Eligibility is intended to be as
open as possible. The scope of eligibility
includes hospitals, long-term care facilities,
diagnostic centres including laboratories,
healthcare practitioner clinics, organisations
providing domiciliary care and dialysis centres.
Organisations that do not provide health
services directly to persons, such as NGOs
providing social services, health insurance
companies are not eligible to apply for the
Award.
consumption expected to increase by more than 7 per cent per annum
with the annual healthcare expenditure is projected to grow at 10 per
cent per annum.
Hence, medical tourism in India has emerged as the fastest growing
segment of the tourism industry despite the global economic downturn.
High cost and long waiting period of specialised treatment in the
developed countries, particularly the USA and UK, has been forcing
patients from such regions to look for alternative and cost-effective
destinations to get their treatments done. The Indian medical tourism
industry is presently at a nascent stage, but has an enormous potential
for future growth and development.
To leverage this opportunity, every healthcare provider needs to imbibe
the concepts of quality care in its patient treatment. Although the quality
consciousness in healthcare industry is relatively new to India, it is taking
its roots as we now have many ISO certified hospitals while some
hospitals, to attract overseas patients, even have JCI Accreditation.
Every country has its own system of ensuring qualitative healthcare offerings.
Within India, NABH (National Accreditation Board for
Hospital & Healthcare Providers, a constituent board
of the Quality Council of India) launched national
accreditation systems about five years ago. Lately,
there is mounting consciousness to provide quality
healthcare to meet community aspirations, both
among private and government healthcare providers
transcending mere accreditation. Continuous quality
improvement should be an integral constituent of the
management system to provide quality healthcare at
an affordable cost to the patients. Ironically, it still
remains a dichotomy that while manufacturing
industries practise Business Excellence; it is yet to
percolate down to the healthcare industry.
CII Institute of Quality (CII-IQ) has taken initiatives to
develop a Healthcare Excellence Model to drive
productivity, effectiveness and progress towards
strategic goals in a healthcare organization. The CII
Healthcare Excellence Model, based on universally

Quality Award and the SPRING, Singapore, is the first initiative in India to meet the
specific needs of the sector.
The CII Award for Healthcare Excellence encourages healthcare organizations to
strengthen their management systems, practices and capabilities to ensure the improved
clinical outcome, safety, well-being and satisfaction of the patients and customers for
enhancing and sustaining their competitiveness to become world-class organizations. The
Award is established to promote the awareness of healthcare excellence as an
increasingly important element in competitiveness. Not only does the award recognize
excellent healthcare organizations, the model also increases the understanding of the
elements critical for healthcare excellence. To accomplish this, the Award promotes
information sharing of successful performance strategies and the benefits derived from

Speaking on the importance of tools
such as TPM, Mr Ranjan said that

contribute to national manufacturing growth. He said that the Indian manufacturing sector
contribution to overall GDP was only 15%, whereas, it was 40% in Thailand; 34% in China and

28% in Malaysia. “We need to increase the Manufacturing GDP share to 25% in order to
achieve a double digit national GDP growth” he said. Adding that as 50% of the workforce
in India was in the manufacturing sector, enhancing its share in GDP would result in creation of
more jobs in the manufacturing sector.
Speaking about the Government to Tamil Nadu’s initiatives on manufacturing, Mr Ranjan said that
the Government has formed the State Manufacturing Competitiveness Council (SMCC) on the
lines of National Manufacturing Competitiveness Council chaired by Dr M K Stalin, Deputy Chief
Minister and Co-chaired by Mr Venu Srinivasan, Chairman, TVS Motor Company. The SMCC
would work with industry associations like CII to bring in best practices in the manufacturing sector
to enhance its global competitiveness, he added. He also said that the Government of Tamil
Nadu was proposing a Business Facilitation Act in the State to speed up industrial approvals
through single window system. Mr Ranjan further added that the Government had, with industry
participation, launched a Skills Mission in the State to provide skills training to 1 lakh youth. 15
industry sectors had been identified in the State which required skilled manpower, he said.

Ltd in his welcome address said that CII has pioneered, piloted and championed the
implementation of various Management philosophies and practices such as ISO 9000, Total
Quality Management (TQM), Total Productive Maintenance (TPM), Lean Management, Six Sigma,
etc. Mr Ashok said that TPM had supported Indian Industry in their journey of competitiveness,
especially the Manufacturing Sector. Speaking on the Indian Manufacturing sector, Mr Ashok said
that according to CII, the single point agenda for the development of the manufacturing sector
should be creation of 100 million jobs by 2025. This would entail the sector contributing 25% to the
GDP (from the present 16%), which in turn would require a long term average growth of 11-12%
per annum. While it sounded eminently possible, very few countries in the world have been able to
sustain such growth rates over the long term, he pointed out.
He quoted from the recently released CII-BCG report on manufacturing, which had made various
recommendations for taking the manufacturing to the ‘Next Growth Orbit’. Among the key
recommendations were the need for focus on export led growth; balancing scale versus depth;
favourable labour policy & regulations and significant improvements in the situation on transaction
costs, etc. He further added that manufacturing in India was growing and the growth rate in the
domestic front was 6.8% and in the industrial front it was 5.6%. The BCG report on manufacturing
rolls out the regulatory mechanism for labour which has helped people in the sector hugely, he
concluded.

Foundry Division in his address highlighted the role TPM Club had played over the years and also
the achievements of Indian companies which had adopted TPM as an integral part of their
business strategy.

13th National Summit on Quality in Education
‘Quality education should not result in mere delivery of knowledge but also in the
development of skill sets’ Dr Kakodkar
Knowledge multiplies when open and shared seems to have become an old adage with
the enactment of Intellectual Property Law, says Dr. Anil Kakodkar former Chairman of the
Atomic Commission of India at the National summit on Quality in education in Mumbai on
22- 23 October, 2010. This summit was organized in partnership with the Department of
School Education and the Department of Higher Education, Government of Maharashtra
with the theme ‘Quality Education: Innovations for Inclusiveness’. Delivering his
keynote address he also emphasized that good, Quality education should not result in
mere delivery of knowledge but also in the development of skill sets. It is very important to
prepare the students for putting their knowledge gained in classrooms for facing
challenges in life. He also called for increased investment in the field of education.
Praising the School Cluster movement initiated
by CII-IQ in various states wherein member
schools meet to share best practices and learn
from each other, he also suggested a similar
clustering where students from neighboring
schools could get together and practice and
share skill sets. He called for the support of
NGOs and other corporate organisations in the
promotion of this venture. This he believes will
certainly improve employability. Dr Kakodkar’s

In the session on Inclusiveness in
Education: yesterday today and
tomorrow, Prof. Anita Rampal said
that assessment of children should
be about progress. The best research
shows that the competitive
assessment measures social
advantage, and not the learning. She
said we need to change the
architecture of classroom for
inclusiveness which includes seating
arrangements teaching
methodologies, learning styles, alone.
They should sit in to promote
interactions and do away with words
like slow learners, tracking and
streaming students. She advocated
mix abilities groups in schools. According to Prof. H A Ranganath Director, NAAC, quality
and inclusiveness is not mere compliance but beyond, which could be termed excellence
and is intrinsic in nature at individual and institutional level.

How technology can be leveraged to reach every student in the classroom and and every
nook & corner of the country through V Sat virtual classroom, were shared by Mr Tarun J
Mathur Vice President, NIIT Ltd and Mr. Rajiv Kumar from Everonn Education Ltd
respectively.
In the session learning from other sectors Corporate giant Tata Steel shared their journey
for inclusiveness in all areas of society and their commitment towards the upliftment of the
marginalized sectors, whereas the NGO Pardada Pardadi Educational society shared their
model of inclusiveness to educate the girl child.
Dr Fawziya, Director- Special Education, Ministry of Education, Sultanate of Oman shared
her country’s initiative and experiences with the audience through examples.
Prof. Lata Pillai, Pro Vice Chancellor Indira Gandhi National Open University presentation
highlighted how formalization of delivery of non formal education has resulted in increased
literacy rate in the country. IGNOU is also ‘The People’s University’ in the truest sense of
the word, by identifying the requirements and designing & offering programmes for every
aspect of life which can add value to the community. The Government, alumni as well the
staff of any institution is stakeholders therein. The presentation by Mr V Munian was
unique in the sense that it showcased the efforts and initiatives of the Corporation of
Chennai to bring about a change in its schools as well the benefits of the clustering of
these schools. Learning from one another’s experiences and best practices is key in the
journey towards excellence. This journey was conceived and delivered by CII-IQ, with the
Kuruvila Jacob Memorial educational Trust.
Mahatma Gandhi once said, 'educate one man, you educate one person, but educate a
woman and you educate a whole civilisation'. A University which believes in this maxim i.e.
Avinashilingam Deemed University for Women showcased their initiatives in empowering
today’s women spearheaded by a strong and resilient woman. Why shouldn’t children with
disability be able to play in public parks and use the facilities like other normal children?
This burning question is what made a parent create awareness and a movement which
has garnered enough support from other volunteers to create disabled friendly parks.
Breaking barriers through play and becoming truly inclusive is the aim of this Kilikili Trust,
Bangalore.
The grand finale came from Mr. Anand Kumar from Bihar who runs the Super 30 Institute
for IIT aspirants which specializes in coaching students from the economically weaker
sections and achieved 100% admission for all the 30 students for 3 consecutive years. In
his presentation he also emphasized on the need to improve the quality of primary
education which is the key to producing better citizens of tomorrow. His presentation
reflected that the economically marginalized community is also capable of producing
engineers of high caliber- this was what propelled this man from Bihar to come up with an
institution which has trained/ mentored without charging any fee and sent all its 30
students into IIT through the IIT-JEE Social inclusion at its best.
Over 200 delegates across country participated in this summit. The two day summit
emphasized the need and innovations for inclusiveness when the education sector is
growing rapidly. The learning has been that ‘Inclusion is not a single movement; it is made
up of many strong currents of belief, many different local struggles and myriad forms.
Marginalization in education is the product of a toxic mixture of inherited disadvantage,
deeply ingrained social processes, unfair economic arrangements and bad policies. There
is no single formula or blueprint for overcoming marginalization in education. This summit
was an attempt to get the models/ frameworks innovated by various stakeholders to share
and learn from each other and adapt it their respective environment.’

participants across different parts of

Topics lectured covered Role of TQM, Policy deployment, Quality Assurance, Problem
solving, Task Achievement for breakthrough all using the “Seven Management Tools of
QC”.The program was focused on the use of Affinity diagrams, Relationship & Tree diagrams
to devise solutions for problems.
The program started on Sept 21st with the
inaugural by the Consul General for India in
Osaka .The program had an element of Factory
visits to M/s Kobelco Construction Machinery,
Mitsubishi Heavy industries, JFE Steel
Corporation to appreciate the TQM practices.
Question & Answer sessions with the companies
helped participants to appreciate Japanese work
methods, practices and deployment issues as a
learning back home.
This was followed by a visit to the Mazda automobile Museum. The visit tour was rounded off
with a visit to the Hiroshima Peace Museum which was the site of the Atomic bombing.
The Practical sessions following the theory
sessions were focused on practical
problems that participants had carried with
them to enable them to use the concepts
taught so as to come out with solutions that
could be implemented in their respective
companies.
All participants were required to make a final
presentation using the concepts learnt on
the critical issues facing their respective
companies which was evaluated by three
sensei and critical comments given to further the understanding.
CII IQ is committed to enhance the usage of these tools in the Indian Industry by various
delivery mechanisms so as to popularize the use of these tools.

There are 3 important issues which are been shared by most of the studies in the country are

been the Quality of Faculty in the country. CII IQ’s constant endeavour has been to ‘Help
Industry Build a Competitive India’. Realising the need for improving the Quality of the key
input to the Industry, viz., the human resource, It has been providing training and counselling
services imparting Quality at the grass-root levels, starting from the faculty .The St Joseph’s
Evening College has initiated Faculty Development Programme series for its staff and
requested for CII IQ’s support.
After understanding the College environment & it challenges CII IQ developed a two day
module for SJEC titled Education Excellence Programme with the focus on ‘Enhancing the
effectiveness of Teaching learning process for excellence’ on 12 -13 November, 2010 at
the college campus.
The session covered various topics like Quality, Principles & application in Education,
Excellence in Higher Education: NAAC frameworks, Teaching learning and evaluation,
Educational processes: need mapping & improvement, Mapping, Measurement &
Improvement, Integration of processes for excellence for SJEC specific environment.

operators who form the major chunk of road users. The voluntary code was prepared for the
benefit of the Industry users and awareness is being created for the same in many forums.

Motor Transport Congress was of the opinion
that if the Commissioner of Transport,
Commissioner of Corporation and
Commissioner of Police (3Cs) work in
tandem, road accidents can be dramatically
reduced by several notches. He said that it is
high time now to focus on driver training as
72.3 percent of the accidents occur due to
drivers’ negligence. He suggested that
government and NGOs should open
specialized driver training schools in
Bangalore so that the drivers understand the
various risks resulting from the increasing traffic density in and around Bangalore. He also
recommended that more sign boards be erected as a safety precaution to warn drivers of the
impending dangers along the road. He stressed the point that due to lack of parking bays along
the highways, drivers continue to be on the wheels for long hours without stop, which disturb
their concentration resulting in accidents.
Mr. Bhaskar Rao, IPS, Commissioner for Transport
Department & Road Safety, Government of Karnataka
said that safety aspect should begin from the individual.
He said “we have spoken and spent so much time and
money on Road Safety, we always go and tell others to
be cautious but we need to act first before telling others
to do something”. Pointing out the poor road conditions
he said that it contributes to accidents in many ways.
He said “Road accidents cost us Rs. 68,000 Cr every
year which is 3% of our GDP and the best of the drivers
can get involved in the accidents if infrastructure is
poor”. Citing an example of his recent visit to Europe
Mr. Rao said that road barriers have been placed on
highways which absorbs impact and pushes the vehicle back on road. He said that similar
infrastructure setup should also be incorporated on Indian highways so as to reduce accidents
on these high speed zones.
Mr. M S Goudar, IFS, Member Secretary, Karnataka State Pollution Control Board said that
close to 40 percent of the Karnataka vehicles were in Bangalore alone. Stressing the dangers
caused by pollutants in the form of suspended particles on the human body, he said that
technological and policy intervention is the need of the hour to tackle this issue. Suggesting a
solution, Mr. Goudar said that the concept of ‘Clean fuel’ (CNG run vehicles, Hybrid vehicles,
Low sulphur content in Diesel) should be adopted on a fast track so as to keep pollution to
permissible levels.
Mr. Rajesh Ganesh, Head Supply Chain, Shell India Markets Pvt Ltd briefing the audience on
the importance of road safety within Shell, also encouraged the transporting community to take
up aspect of Road safety in the real sense.
Mr. Tony Joseph, Project Manager, Safe Fleets, Shell India Markets Pvt. Ltd. spoke about the
Road Safety Initiative and how CII, Shell and GRPS partnership was formed. He gave additional
insight on the Indian Road conditions and the vehicle density by saying that Road Safety was
the need of the hour. Giving out a brief on Driver Management, Vehicle Management, Journey
Management and Contractor Management, the 4 quadrants of Road Safety Management
System, he invited companies to join the initiative and create a mass movement.
Mr. A K Chaturvedi, Director - Technical, EQMS India Pvt. Ltd explaining the elements of
Voluntary Standard devised by CII-IQ and Shell India said that if Road Safety Management
framework is implemented in total, it can help reduce road accidents considerably.
Mr. Mukundan Iyer, Director - Distribution, Praxair India Pvt. Ltd spoke about his company’s
approach towards Road Safety by pointing out that Road safety is an ongoing process and no
single person can make a difference all by himself. He said that a cumulative effort involving
manufacturers, NGOs, government and users was paramount if accidents have to cease to the
bare minimum. He said, “Companies have to look at Road Safety as an important deliverable.
Drivers are the center of Road Safety and in Praxair we treat them just like any other employee
and we call them technician and not drivers. We have a fully AC room and dark rooms for their
rest. Praxair operate its movement by trucks which they own, we don’t contract vehicles. We
have our own workshops, engineering units etc to do the regular check of the vehicle.”
Mr. Vishal Dhaliwal, Vice President Facilities & Services, Accenture Services Pvt. Ltd felt that
complying with Voluntary Standard has helped them keep accidents rate at a very negligible
level. He said, “All our new contracts are required to comply with the standard required by Safe
Fleets. As we are the end user we need to commit our self first to Road Safety.”
Mr. S V Sivanaathan, Manager Health & Safety and Accreditation, representing TNT India said
that when it comes to appointing drivers they strictly follow international procedures as far as
selection, training and workshops are concerned. This helped TNT to keep accidents at bay.
Participants at the programme committed themselves to Road Safety by signing the Road Safety
Charter.

them. He cited some examples how they had distributed 10,200 note books to the nearby
government school children, distributed solar lamps to the villages of non-electrified villages and
donated cattle in some villages to help the villagers sustain their lives. The Road Safety
initiative, he said, they were taking by joining hands with CII, was yet another effort to contribute
to the society.

29 November, Erode
Yet another School Excellence Cluster programme was launched in Kongu National
Matriculation Higher Secondary School, Erode on 29th November 2010. Mr D
Venkateshwaran-Immediate Past Chairman, CII Erode Zone gave the special address and
Dr Senthilkumaran, Principal Counsellor, CII –Institute of Quality shared the road map with
the cluster members.

The Education team of CII Institute of Quality organised a one day school excellence
conclave along with the KIDEX 2010 event in Chennai Trade Centre on 20th November
2010. The theme was “Preparing Next Gen School Leadership”.

The first session was a panel discussion on “understanding stakeholders needs” followed
by eminent speaker’s views on “redefining classroom architecture in terms of curriculum,
technology and delivery of teaching learning process”.
Other session topics were: “Effective management of school resources” and “CII
Education Excellence Model” for management of institutions. 12 speakers and 170
delegates attended the conclave.

Developing New Machines and Products with least cost in short time
12 November, Chennai
Mr PM Janagiraman, Counsellore, TPM Club, CII-IQ conducted this programme which
was attended by 20 delegates from 12 organizations.
It is well known that the Development Management Pillar of TPM is the best tool for
bridging the “Unique Methodology” with the “TPM Experiences”. Each company has its
own unique way of developing a “New Product” or making / purchasing “New Equipment”.
During this process certain guidelines / methodologies / processes are followed which is
specific to them. While following the laid out procedure, it is usually observed that, the
excellent work done by the shop floor personnel in improving the processes / machines
are generally missed out. One of most important aspect in TPM is the utilization of the
huge amount of knowledge gained through the process of implementation of TPM on the
shop floor for the benefit of the organization in a very systematic manner. This enormous
knowledge, gained from successful implementation of activities under different pillars can
be put to use in the process of “New Product Development” or “New Equipment
Development. Participants who underwent this programme got a good overview of these
learnings.

Developing Equipment Competent Operator Step 4 Jishu Hozen (Autonomous
Maintenance)
9-10 September, Bangalore

which was attended by 30 delegates
from 11 organizations.
The participants gained knowledge which when implemented in their companies, would
lead to better machine utilization i.e., reduction of breakdowns and reduction of defects
due to the forced deterioration of the machine along with development of operators who
are equipment competent or quasi maintenance person. This would lead to the reduced
dependency of the maintenance personnel for smaller level of maintenance activities.
While operators are equipped to take care of the basic conditions of the machine,
maintenance personnel can now concentrate on the higher level of maintenance activities
such as TBM, CBM etc. Above all, when the operators start owning the activities, the
sustenance of the achieved results becomes easier.

Workshop on Producing Zero Defects through Statistical Techniques (Implementing
MSA and SPC on Production Shop)
29 – 30 September, New Delhi
The workshop addressed
different statistical methods
which could be used for
evaluating and analyzing
the capability of the
measurement systems as
well as controlling
manufacturing process
variations to achieve zero defects in mass production environment. Key areas covered in
the workshop included introduction of Basic Statistics – Normal Distribution, properties of
normal distributions, and the concept of Statistical Process Control for controlling process
variations, the concept of Zero Defect approach, Process capability and Measurement
Capability, significance of MSA studies, understand the interpretation of control charts in
monitoring the process performance and use of control chart for predicting the future likely
process rejection.
There were 20 participants from 7 companies. The workshop was conducted by Mr Vivek

Lead Auditor Course for ISO 22000
27 September – 1 October, Mumbai
CII-IQ in association with BSI Management Systems organized a 5-day Lead Auditor
Training for Food Safety Management System: ISO 22000: 2005 *IRCA Certified Course
(A17416).
The topic of food safety is receiving increasing attention from consumers, regulators and
the media. The management systems of organizations, producing or dealing with food
production, distribution or supply, need to be maintained and audited to provide
confidence of effective control. However, there are significant challenges to management
from a legal point of view that sometimes require issues of food safety to be dealt with in
specific terms. The Lead Auditor Course for Food Safety Management Systems: ISO
22000: 2005, therefore, had been developed to provide concentrated and comprehensive
training in this criteria and practice of auditing, applicable to food safety and food quality.
The faculty for the programme was from BSI. There were 8 participants from 6
organisations.
