It is imperative for Pakistan to

face the challenge of keeping

pace with rapid socio-political

and economic developments

around the world. Institutional

and systemic transformation can

play a leading role in creating an

environment of change and optimization of

resources. The role of civil services cannot be

over-emphasized in this context. The FPSC, as the

premier institution entrusted with the task of

recruiting the best to serve the nation in the civil

services has a special responsibility. We are

convinced that by strict adherence to merit and by

maintaining a certain standard, the FPSC can

contribute to effective service delivery to general

public.

It is a well considered policy of the

Commission that merit must not be compromised.

There are phases in our recruitment process,

when we fail to attract the very best in the civil

service. However, that in no way should mean

that the FPSC should settle for accepting below

the standard civil servants.

We are also proud to accept the

challenge of bringing about due reforms in the

civil service recruitments. The FPSC has,

therefore, initiated a process of reforms in line

with the systems in other leading countries of the

world. We are not only updating the subject

contents but also reviewing the list of subjects

with a view to facing the demands of modern

times. Our objective shall be to provide level

playing field to all candidates with a view to

promoting fair competition.

We shall greatly appreciate cooperation

and support of all stakeholders in our quest for

reforms and improvements in this task of

social change and bolstering standard.

Commission, called on President of Pakistan

Mr. Mamnoon Hussain on 28th November 2013 at

Aiwan-e-Sadr Islamabad. He briefed the President

about the functions and performance of the

Commission. The President appreciated the role

being played by the FPSC and strongly supported its

policy of strict adherence to merit in the recruitment of

officers for the Federal Government.

Visit of MD Pakistan Post Foundation to FPSC The Managing Director of Pakistan Post

Foundation visited FPSC Headquarter on 25th

November, 2013. The Secretary and senior officers

of FPSC attended the meeting. Various agenda

items relating to mutual cooperation and exploring

possibility of collaboration to offer efficient, cost

effective customized and need based solutions

between the two organizations were discussed in

detail. The participants expressed the hope that

mutual cooperation shall continue in future also.

Visit of a Group of Students from NUST to FPSC

A group of students under the supervision of their

teacher Ms Nazia Malik from National University of

Science & Technology (NUST) Islamabad visited

FPSC on 23rd December 2013 and held a meeting

with the team of FPSC headed by Mr. Naguib Ullah

Malik, Member FPSC. The Member welcomed the

visiting team and expressed that the meeting will

prove a better forum for exchange of views and

sharing of experiences with future intending

candidates. DG (Research) briefed the visiting team

on salient features of the recruitment system of

FPSC with special focus on initiatives taken by the

Commission for Online recruitments for CSS and

General Recruitment to ex-cadre posts. The spokes

person of the students presented a brief on their

research study pertaining to proposed reforms for

recruitment system for CSS Examination with a

special focus on the Online recruitment system. The

participants appreciated the role being played by

FPSC for the cause of transparent selection of

qualified and talented youth for good governance in

civil services.

Meeting of Subject Specialists for revision of syllabi for CSS Competitive Examination In pursuance of initiatives taken by the FPSC to

improve the syllabi for CSS Competitive

Examination in collaboration with Higher Education

Commission, a meeting of experts in different

disciplines was arranged on 16th December, 2013 at

HEC Regional Centre Lahore, to review the syllabi

and suggested readings for optional subjects

included in CSS Competitive Examination. Mr.

Naguib Ullah Malik, Member FPSC presided over

the meeting. He welcomed the participants from

HEC and subject specialists from various

educational institutions. He emphasized the need for

revision of the present syllabi for CSS Competitive

Examination that was reviewed almost 30 years

back. The contents of subjects included in CSS

Competitive Examination need to be revised and

updated while adding latest course contents of

relevant disciplines. The Executive Director of HEC,

Prof. Dr. Mukhtar Ahmad also joined the meeting

through a video conference system and endorsed

efforts and inputs by the participants for their

deliberations on the National task for improvement

of future civil services. HEC representatives offered

valuable suggestions to achieve the desired

objectives. The participants appreciated the steps

being taken by the FPSC to improve the syllabi for

CSS Competitive Examination and discussed

various aspects of the agenda items. It was decided

that contents of the subjects and suggested

readings be updated by the experts and sent to the

FPSC. The participants desired that such useful

interaction on this forum, relating to revision of

syllabi for CSS Competitive Examination, should be

continued in future also.

In compliance with order of the Supreme Court of

Pakistan in CPLA filed by FPSC against the Order

and the judgement of Balochistan High Court,

ii) Competitive Examination 2013

The Result of written part of the Competitive

Examiantion-2013 was announced on 20.11.2013.

Out of a total of 11,447 candidates who appeared,

238(2.09%) candidates qualified the said

examination.

iii) Competitive Examination 2014

A public notice inviting applications from the

intending candidates for CSS Competitive

Examination 2014 was published in all the daily

newspapers on 01.10.2013. It was also placed on

FPSC’s website mentioning that the application forms

will be available w.e.f. 01.10.2013 whereas the last

date for submission of application was 31.10.2013. In

all 24,637 applications were received. Centre-wise

Psychological Assessment of written qualified

candidates of CSS C.E-2013 (Phase-I) was

scheduled to be held w.e.f 13.12.2013 at HQ’s

Islamabad and Assessment report of 54 candidates

was processed to Viva Voce Board of the

Commission.

Recruitment Rules for Ex-Cadre Positions

The Commission approved recruitment rules for 17

fresh cases and 23 revised cases of various posts

referred by Ministries/Divisions which include

Defence, Education & Training, Housing and Works,

Ports and Shipping, Railways, GB Secretariat,

Poultry Production Division, Kashmir Affairs & Gilgit

Baltistan Division, Statistics Division, AJ&K Council,

Federal Board of Revenue, Marine Fisheries

Department (Karachi), GB Council Secretariat,

Planning & Development (GB) and Drug Control

under administration of (GB) . Recruitment Rules of

07 cases were in process during the period under

report.

General Recruitment for Ex-Cadre Positions The Commission processed following activities for

recruitment against ex-cadre positions in various

Ministries/Divisions/Departments during the 4th

quarter (October-December) 2013.

i. Advertisements The Commission released 02 consolidated

advertisements via press/ online services for 132

posts in BS-16 & above, which were requisitioned by

various Ministries/Divisions/ Departments, during the

4th quarter of 2013.

ii.Schemes and Syllabi for Professional/ Screening Tests

Test Schemes and Syllabi for 43 recruitment cases

against 132 posts were finalized during the 4th

quarter of the year by Curriculum & Research Wing.

After approval of the Commission, these were

placed on FPSC website for advance information of

the candidates.

iii. Conduct of Professional/Screening Tests

The Commission conducted Professional/Screening

Tests (Phase-VI /2013) for ex-cadre posts in BS-16

to BS-19 from December 29 to January 02, 2014, at

Islamabad, Karachi, Lahore, Peshawar, Quetta,

Multan, Sukkur, D.I Khan and Gilgit. Out of 22,113

applicants, 9524 (43%) candidates appeared in

these tests.

iv. Interviews conducted by the Commission for Ex-Cadre Positions

The Commission, during 4th quarter of 2013,

conducted interviews of 607 short listed candidates

against 238 posts and made recommendations of

169 candidates for various posts in BS-16 & above.

The FPSC reported failure to the requisitioning

Departments/Ministries on 69 cases, due to

insufficient response, etc. The main causes of failure

were non availability of eligible candidates from

specific region/quota and non qualification of

interview by the candidates. Statistics on various

iv) Alternate Nominations Occasionally, the principal nominees recommended

by the Commission for different position(s) do not join

for one reason or the other. The Commission on

receipt of such requests from concerned Ministries/

Divisions/ Departments recommended 14 alternate

nominees against recruitment in BS-16 to BS-18,

who were next on merit in waiting list, for different

recruitment cases.

Activities of IT in Recruitment System of FPSC

i) General Recruitment

The Commission received 21472 applications during

the period October-December 2013, in response to

consolidated advertisement Nos. 10 & 11 of 2013

which were processed by the I.T Wing of FPSC.

Summary bio-data of 725 candidates were produced

for conduct of interviews. Attendance Lists/ Sheets

and other required reports pertaining to 22113

candidates, called for Professional/ Screening Tests

Phase-VI of 2013, were also generated.

ii) Competitive Examination

Applications of 24,637 candidates received for CSS

Competitive Examination-2014 were processed.

Various reports regarding pre-examination outputs

for CSS-2014 were generated. Summary bio data

of 238 written qualified candidates of CSS

Competitive Examination 2013 were processed for

Viva Voce Board for interviews.

iii) Professional & Promotional Examination

Results of final passing out examination of various

groups/services were processed and mark sheets

pertaining to 92 candidates of FPO examinations,

150 candidates of SOPE-2012, were generated.

iv) Online Services

a. Online Applications for General Recruitment

In response to consolidated advertisement

No. 10 & 11/2013, total 21289 applications were

received online, whereas, 183 applications were

received on manual form.

b. Admission Certification Information

Facility to view online admission certificate

particulars, including roll no, date and time of the

test, centre detail etc. was provided for general

recruitment professional/ screening test Phase-VI

of 2013. Admission certificates of candidates

were placed online and candidates were provided

the facility to get print the same as well.

v) SMS Based Information Delivery System

During the period under report, 25757 SMS were

sent to the candidates on their cell phone numbers

regarding major events, including their schedule of

tests, interviews and personal hearings, etc.

vi) Website Management

FPSC’s website www.fpsc.gov.pk has been an

important Online service for information

dissemination to the general public as well as

candidates applying for various posts. All major

events relating to 107 press release/circulars, tender

notices, time table, admission certificates, challan

forms, scheme of syllabi of advertisement No.10 &

11 of general recruitment phase-VI/2013, interview

programmes, (notices/syllabus/application form) for

promotional examination for the post of Assistant

Director (Research), schedule of FPOE(40th CTP),

notification for grant of age relaxation to the

employees of strategic organizations , result of CE-

2013 (pass & fail), schedule of Psychological

Assessment of C.E-2013 for Islamabad, Lahore and

Multan centres, Annual Reports, Newsletters of

FPSC, list and addresses of information centres of

FPSC, advertisements, pre-selections, etc. FAQ’s

were duly uploaded on the FPSC website.

Redressal of Grievances of Candidates

Candidates aggrieved by the Commissions’

decisions have the right to make Representations/

Review Petitions to the Commission under Section

7(3) of the FPSC Ordinance 1977, besides having

recourse to other legal remedies. Appeals/Petitions

submitted by the candidates are mainly relating to

matters of Recruitment Cases, Competitive

Examination, SOPE and HR Cases, etc. which are

sub-judice at various Forums/Courts of Law. Detail

Commission were made during the period October-

Mr. Muhammad Rashid Assistant (BS-15) was promoted as Assistant Director Research (BS-17) and assumed charge of the said post on 11.09.2013.

Mr. Amjad Kamal, Assistant (BS-14) was promoted as Assistant Director (BS-17) and assumed charge of the said post on 14.11.2014

Mr. Muhammad Arshad, Stenotypist (BS-14) was appointed as Assistant Director (BS-17) and assumed charge of the said post on 13.12.2013

Appointment by Current/Additional Charge

Mr. Inam-Ul-Haq, Psychologist, (BS-18) was given Current Charge of the Senior Psychologist (BS-19) w.e.f. 13.12.2013.

Officers/Officials Retired/Left the Commission Mr. Mushtaq Ahmad Awan, Director (BS-19) retired on 10.11.2013 on having reached the age of superannuation.

Mr. Habib-ur-Rehman, System Analyst (BS-18) retired on 11.10.2013 on having

reached the age of superannuation.

Mr. Irfan Hyder, Assistant Director (BS-17) was relived on 17.11.2013 due to his selection

through CSS Examination 2012.
