Message from SADSAA

On behalf of the SADSAA Council it is my privilege and pleas-ure to welcome all the participating provinces and provincial an-glers to the Western Province Own Choice Tuna Inter Provincial 2016, as well as all the club teams and club anglers to the 48th Annual Cape Boat and Ski-Boat Club Invitational October Tour-nament 2016,The Council would like to thank Western Province and especially Cape Boat and their committee for all their ef-forts and forward planning to host this prestigious event. This tournament has given both upcoming provincial and club anglers through the years the opportunity to gain valuable experience in fishing for yellowfin tuna in South Africa’s premier tuna fish-ing ground on 10kg line. The South African yellowfin tuna re-cord has been broken four times off Cape point since November 2005. May all participants experience a memorable 3 days of fishing in the Cape waters with good weather, lots of fish and good camaraderie. To our skippers who year after year make their boats available for anglers to fish from, your generous contribution is highly appreciated by all. Message from WPDSAA

On behalf of the WPDSAA Exco and Council I would like to welcome the Provincial and Club teams to this the 2015 Annual October Inter Club Competition. We would like to express our gratitude to the Cape Boat & Ski Boat Club for giving the sport angler the opportunity to fish in the Cape waters. This tournament has become what I believe, one of the most long-established tournaments on the national fishing calendar, now in its 47th year, where the ultimate anglers of South Africa can congregate to test their skills, where true sportsmanship is put to trial, where reminis-cences are made. We commend the teams who have journeyed so far to participate in this tournament, deem yourself part of the renowned sport anglers of South Africa. It takes an enormous amount of preparation and coordination to organise tournaments of this nature and WPDSAA would like to thank the Cape Boat & Ski Boat Club and their tournament committee for their dedica-tion and hard work. It is a very well know fact that the members of this club are very passionate about this tournament and the fact that it is now in its 47th year is a testament to this enthusiasm and pride. Message from CBSC

Welcome to the 48th CBSC October Competition 2016 . On behalf of the Cape Boat and Ski-boat Club committee I wish to extend a hearty welcome to all skippers and anglers who will be participating in this, our 48th annual October comp. Especially our visiting clubs from upcountry who have traveled far to be with us. A hearty welcome also to the teams competing in the Rumbly Bay Inter Provincial. Thank you for the sacrifices and effort you have made to get here. I know that your experience at this comp will be enjoyable and memora-ble. Our tournament director, Jayson Gilham, and his team have worked tire-lessly over the last couple of months to ensure that you have a great time. His efforts have resulted in our competition being rated the top tuna tournament in Cape Town. Thank you, one and all. This year we have assembled a great deal of wonderful prizes, including R100 000 cash for the biggest tuna over 37kg. The sponsors have been very generous in these hard times and we really appre-ciate all the assistance they have provided. Their commitment has ensured that we can host an unparalleled comp. We are confident that you will enjoy this competition and are standing by to assist you wherever we can to make your stay with us most enjoyable. A major thank you must also go to our club manageress, Colleen, and her staff who will all be hard at work during this week to keep things running smoothly. 2016 TUNA INTERPROVINCIAL TOURNAMENT RULES ELIGIBILITY The Tournament will be THE 2016 WPDSAA TUNA INTER-PROVINCIAL TOURNAMENT and participants will consist of three team mem-bers who have been selected on merit by their respective Provincial Associations all of whom shall be members of the South African Deep Sea Angling Association. Provincial Associations may however, field more than one team provided the additional teams also meet all the criteria as stated above 2. ENTRY FEE AND REGISTRATION 2.1 Entry fees of R 6 500.00 (less applicable early registration sponsorship) per team must be in the hands of the Organisers on Registration. This fee includes the cost of breakfasts, lunch boxes and all Official functions. N.B. Boat fuel and oil are for the Teams own account the total cost of which will be tallied for all participating Teams over the tournament and then divided equally between the participating Teams. Each Team, at registration, will lodge a deposit of R 8 000.00 towards these costs and any surplus/shortfall of monies will be refunded/paid equally to/by all Teams after the last day of the Tournament. 2.2. Official Registration must be completed with the Registration Officer Derek Muller who will be on duty at the Cape Boat and Ski-Boat Club, on Tuesday, 25th OCTOBER 2016 from 14h00 3. BRIEFING AND BOAT DRAW 3.1 Briefing and Boat draw will take place at the Cape Boat and Ski-Boat Club on Tuesday, 25th October 2016 at 18H00 for 18H30. 3.2 There will be no discussion and/or deviation from any of the Rules 3.3 Attendance of all competitors is compulsory. 3.4 All participants will be correctly dressed in their step out uniforms consisting of ties, blazers etc. 4. BOATS AND SKIPPERS 4.1 Boats and Skippers will be provided by the WPDSAA and no other boats will be permitted in the Tournament. It is the intent of the WPDSAA to obtain the best boats and skippers. Only boats deemed suitable by the WPDSAA will be accepted. 4.2 Each boat will carry only one Skipper together with one angling Team. No guests are permitted on any Tournament boats. 5. TACKLE AND EQUIPMENT All tackle and gaffs shall conform to IGFA Rules as it applies to the nominated line class as stated in rule 5.1 below. 5.1 “Addendum to Tournament Rules

4.3 The Skipper of the boat will be bound by IGFA Rules except that he may not assist the Competitors in the making up of terminal tackle or the rigging of baits whilst at sea. He may assist with the Gaffing of fish, but only when expressly requested to do so by the Captain of the Team. 5. TACKLE AND EQUIPMENT All tackle and gaffs shall conform to IGFA Rules as it applies to the nominated line class as stated in rule 5.1 below 5.1 “Addendum to Tournament Rules – Fishing Line” All anglers to use only the fishing lines on the pre-approved list. All anglers are to stipulate their line brand on the weigh sheet. Random tests may take place and anglers are reminded that the responsibility for ensuring adherence to the line class of 10kg still lies with them. All line tests will take place on a “dry” basis. If an angler/team is found using a non-approved line he/they will be disqualified from the tournament. The Tour-nament Committee may add additional brands to the approved list provided they are satisfied as to the suitability of the product and have informed all participating teams prior to commencement of the tournament PRE-APPROVED LIST OF 10 kg class IGFA RATED LINES ALLOWED: Ande—Tournament monofilament, Stren, Double X, Triple Fish. Line will be available to pur-chase at the venue in limited quantities. 5.2 Heavier breaking strain line than the nominated line class as stated in Rule 5.1 above is permitted on the boat for the exclusive purpose of towing teasers or for utilization for leaders and traces. 5.3 A maximum of four rods per angler are allowed with no more than two (2) lines per angler in the water at any one time. 6. SCORING 6.1 Boat Skippers will at all time act as referee and will report any transgression in the rules to the organizers. 6.2 Points scoring for fish brought to the scales will be based on the SADSAA point scoring system applicable to the 10kg line class. 6.3 The Team with the highest number of points will be the winner. 6.4 Weighing will be to the nearest completed gram. 6.5 In the event of a tie the Team/Angler with the lesser number of individual qualify-ing fish will receive one (1) additional point. 6.6 The results of the Tournament will be decided over the actual number of days fished 6.7 Skippers positions over the Tournament will be calculated by using the SADSAA point scoring system. 6.8 When a standby boat which was not in the boat draw is activated to replace a tour-nament boat for whatever reason, it shall score position points from the day it is acti-vated only.

7. TOURNAMENT WEATHER COMMITTEE. 1 There will be separate weather committee consisting of:

The WP Tournaments officer or his Nominee, the Tournament Direc-tor, the CBSC Radio and Safety Officer, an elected Team Captain and an elected Skipper.

8. MIMIMUM SIZES AND LEGAL BAG 8.1 Minimum sizes for all the tuna species shall not be less than 10Kg. 10kg for Long fin and 20kg for Yellow fin and Bi 8.2 No Angler shall land more than 10 fish per day 9. BAIT 9.1 Only bait caught in the competition or bait supplied and/or sold by the organizers may be used. Teams and/or Skippers may not supply their own bait. BAIT MAY BE CARRIED OVER FOR USE THE FOLLOWING DAY. 10. FISHING SCHEDULE 10.1 Fishing will commence on Wednesday 26th October 2016 and the Tournament will continue to be fished until Saturday 29th October or until 3 days have been fished ,weather permitting. 10.1.1 Each day launching of Tournament boats shall commence from the club slip-way. pe Boat and Ski-Boat Club and at Simon’s Tow All boats will congregate immediately behind the Boat Rock on Day one for the Blessing of the Fleet at 07h00, thereafter they will commence to the fishing grounds. Launching will com-mence on each subsequent day of the competition and can depart from ‘Boat Rock’ in front of the clubhouse at 06h30. 06h30. 10.1.2 “LINES UP” time each day will be 15h00 15H00 15h00except for Sat Satur-day, the 31st October 2015 Sat which shall be 14h00 14H00. 10.1.3 The radio officer will call lines up daily. Any fish still being fought which were hooked prior to the lines up call must be reported immediately to the radio offi-cer or as soon as the skipper is able to make the call. All Skippers must conform to this call and they must specify the number of fish on board at this time. 10.1.4 One (1) hour EXTRA TIME will be allowed to fight the fish from the time of the lines up call. This call may be taken by the control boat of the day, Ski-boat mo-bile or the Radio and Safety Officer”. NO EXTRA TIME WILL BE GRANTED ON THE LAST DAY OF THE TOURNAMENT. 10.1.5 In the event of a weather decision being made, ten (10) minutes will be al-lowed to boat the fish or the line must be cut off. 10

11. WEIGH-IN AND JUDGING 11.1 The Official scales will be maintained each day from 15H00 at the weigh Sta-tion situated on the premises of CAPE BOAT AND SKI-BOAT CLUB when weigh-ing shall commence from 15H00 and all fish must be weighed on these scales as soon as practicable after the fish are put ashore. 11.2 All fish submitted for official weighing shall be weighed and judged only by the published Official Weigh master and the fish may have its stomach contents exam-ined for whatever purposes. 11.3 The Organizers shall fill in each Teams catch on a Catch Record Form furnished. This form must be signed by the Team Captain, Skipper and Weigh master at the weigh-in. 11.4 The angler shall be required to exhibit the bait (lures), rod, reel and any relevant tackle with which the fish was caught, to the Weigh master, if the Weigh master deems it necessary. Line samples may be taken and checked for breaking strength and leader lengths at any time, 11.5 Any PROTEST, concerning the validity of any catch shall be filed in writing by the protesting team and addressed to the adjudicating Committee and delivered to the Tournament Chairman within one hour, of the close of the scales, accompanied by a protest fee of R500 (Five Hundred Rand). 11.5.1 The decision of the majority of the Adjudicating Committee is final. 11.5.2 If the objection is upheld, the protest fee will be returned; if set aside, then the protest fee will be retained by the Organizers. 11.6 All Fish, on being weighed, will be marked by the Weigh master should he deem it necessary. 11.7 All fish caught in this tournament will become the property of Cape Boat and Ski-Boat Club. 12 PRIZE GIVING FUNCTION 12.1 The prize-giving Banquet will be held at the Clubhouse of CAPE BOAT AND SKI-BOAT CLUB on Saturday, the 29th OCTOBER 2016 at 19H00. 12.2 Attendance of all competitors is compulsory. 12.3 All participants will be correctly dressed in their step out uniforms consisting of ties, blazers etc. 13. NOTE: All anglers and skippers are to familiarise themselves with all the rules of the tour-nament and IGFA rules. DUTIES: 1 It is the duty of each team / angler to assist the skipper with the launching,

retrieving, refuelling and cleaning of the boat. 2, Each angler must assist to off-load his / her own fish and place it on the scale for weighing. 3. Anglers are reminded to have valid government fishing permits in their pos session. SKIPPERS: Each skipper must act as a referee and ensure that the rules are strictly observed. Only the registered anglers entered in the tournament may compete and be eligible for prizes. The non-angling deck-hand, on those boats which elected to have one aboard, will not be permitted to assist the anglers to fight or hook a fish in any way but will be allowed to tie knots & terminal tackle, cut and disperse chum, gaff fish if requested and stow rods that are not in use. Non-angling deck-hands may also set lines for the anglers or assist with the retriev-ing of slack lines from the water but should any fish be hooked whilst a line is being set or retrieved by the non-angling deck-hand, the rod may not be passed to one of the anglers and the fish must be disqualified as it will not be eligible to be scored or awarded any prize. Skippers must report any fish that they estimate the weight to be in contention for the bonanza prize, to the control boat as soon as it is boated. A catch report must also be given at specific times during the day as requested by control. Skippers to remind anglers to provide line and tackle samples of potential bonanza prize winning fish and to keep these safe until handed to the Weigh-Master. (See rule for terminal tackle above).

14 SKIPPERS 14.1 Skippers will adhere to Rules, radio reporting times and procedures as laid down by the Organisers. 14.2 No alcoholic beverages shall be consumed or be allowed on the Tournament boats during the Tournament whilst at sea. 15. INDEMNITY 15.1 All anglers will, prior to commencement of the Tournament, sign an Indemnity Form, which indemnifies the host Province, SADSAA, the Sponsors and any Person-nel involved in the Tournament or the organization thereof. CBSC 2016 TUNA INVITATIONAL RULES AND REGULATIONS

VENUE: The tournament will be fished from Rumbly Bay, Millers Point and from other WPDSAA affiliated clubs. DATES: The Fishing Dates will be: 26, 27, 28 and 29 October 2016 weather permitting. (Maximum of 3 days to be fished). Opening Function: Tuesday 25th October 2016 @18H00 for 18h30. Dress smart casual, club colours, and provincial colours. Closing Function: Saturday 29th October 2016 @19H00 for 19H30. Dress smart casual, club colours, and provincial colours. The entry fee will include: Opening and closing Functions. Breakfast, boat lunches and evening meals will be provided on the 26th, 27th, 28th and 29th (if fished) October 2016. Teams to make provision themselves for additional beverages, in addition to those included in the boat lunches. REGISTRATION: On arrival the captain of each team must register with the Tournament Treasurer, supply their full names, addresses and contact details and an undertaking to com-plete the tournaments statistics form, sign the indemnity form, supply the names of their local newspapers in their town and / or provinces. TEAMS: Each boat will carry one team which may consist of any number of anglers subject to maximum boat capacity, one or more of whom may skipper the boat on the condi-tion they are suitably licensed to do so. All persons on board the boat each day, including the skipper, must be registered as competition anglers and have paid the required entry fee for the tournament even if they do not fish on all competition days. Teams may also have 1 (one) non-angling deck-hand on board if they so wish for whom no entry fee is payable but will be part of the average boat score calcula-tion. BRIEFING: There will be a team captains and skippers meeting during the opening function to clarify rules and to elect a weather committee. The tackle used for any catch must also be transported to the weigh-in and available for inspec-tion by the weighmaster, if required. NB – Please note the rules as per “Terminal Tackle” be-low. The Official scales will be maintained each day from 15h00 to 19h00 (18h00 29th Oct) at the weigh station situated on the premises of CAPE BOAT AND SKI-BOAT CLUB where weigh-ing shall commence from 15h00 and all fish must be weighed on these scales as soon as practi-cable after the fish are put ashore. Any fish not weighed by close of scales at 19h00 (18h00 29th Oct) will not be scored, nor will they be eligible for any prizes. All fish submitted for official weighing shall be weighed and judged only by the authorised official Weigh Master and the fish may have its stomach contents examined for whatever pur-poses. The Weigh-Masters shall fill in each Teams catch on a Catch Record Form furnished. This form must be signed by the Team Captain, Skipper and Weigh-Master at the weigh-in. NB – Weighsheets not signed at the weigh-in will not be scored and fish recorded on weighsheets not signed at the weigh-in on the day caught will not be eligible for any prizes. All fish, on being weighed, will be marked by the Weigh-Master should he deem it necessary. All fish caught in this tournament remain the property of the angler and should be removed from the weighing area after the relevant teams catch has been recorded and taken to the tour-nament scientists for inspection or processing if required. Anglers are to provide any samples that the tournament scientists may require. Any potential bonanza prize winning fish are to be left at the weighing area until the scales have closed after which time the fish will be inspected to ascertain eligibility for the bonus prize by the Adjudicating Committee. TERMINAL TACKLE The angler shall be required to exhibit the rod, reel and full terminal tackle with which the fish was caught, to the Weigh-Master, if the Weigh-Master deems it necessary. Line samples may be taken and checked for breaking strength and leader lengths at any time. In addition, for all fish in contention for the bonanza prize, a line sample consisting of the entire terminal tackle plus at least 15 meters of line must be provided to the Weigh-Master (This will include the complete lure or hook connected to the trace, connected to the double line with a further 15m of line). It is the responsibility of the angler to remove the terminal tackle following landing any fish which may be eligible for the bonus prize. Skippers are to assist / remind anglers in this regard. Skippers are to retain the line samples during the day and hand to the Weigh-Master at the weigh-in. Each sample must be marked so as to clearly associate with the fish caught. OBJECTIONS: Any objection or protest must be lodged, immediately that it arises, with the control boat and/or Ski-boat Mobile and/or CBSC Tournament Director Jayson Gilham. The nature of the objec-tion or protest need not be mentioned. At the earliest opportunity on the day that the objection was lodged over the radio, it must be submitted in writing to the Tournament Director. Any OBJECTION or PROTEST, concerning the validity of any catch shall be filed in writing by the protesting team and addressed to the Adjudicating Committee and delivered to the Tour-nament Director within one hour of the close of the scales, accompanied by a protest fee of R500 (Five Hundred Rand). Any time extension will be at the discretion of the Adjudicating Committee. The decision of the majority of the Adjudicating Committee is final, with the CBSC Chairman holding a casting vote. If the objection is upheld, the protest fee will be returned; if set aside, then the protest fee will be retained by the Organisers.

RODS: Each angler may take four (4) rods on board, but may only have two (2) lines in the water at any time. No short sticks or poles may be taken on board except for a pole with an attachment for keeping birds away whilst baiting. BAIT: Teams may supply their own bait. Bait will be for sale by the official bait supplier of the Tour-nament Organizers. Teams are allowed to use bait caught at sea. Bait may be carried over from day to day. BOATS: Teams are expected to supply their own boats for the duration of the competition. For club teams who are based outside of Cape Town, the organisers will endeavour to arrange a local boat and skipper if requested to in good time before the tournament. This will be the boat the team will fish on for the duration of the Tournament. Any costs regarding chartering and fuel-ling of boats arranged will be for the team’s account and should be settled directly with the boat owner. The organisers will attempt to provide a standby boat in case of breakdowns of boats, but this cannot be guaranteed. Teams entering will not contribute a fuel deposit and will be responsible for their own re-fuelling, The organizers will assist with any logistics of obtain-ing fuel and re-fuelling of boats, wherever possible. MINIMUM WEIGHTS AND BAG LIMITS: The minimum weight for Yellowfin and Bigeye tuna is 15kg and Longfin tuna is 10kg. No angler may catch and retain more than 10 fish per day. Fish caught by one angler may not be allocated to another angler. Anglers are reminded to be in possession of valid angling permits. SCORING: The WPDSAA points scoring system for 37kg line class will apply. The tournament will be fished to SADSAA and IGFA rules (except where over-ridden by these club rules). Anglers and skippers must ensure their knowledge of the rules. Each angler may weigh in a maximum of 2 (two) Longfin tuna and 2 (two) other Tuna species per day, for a maximum of 4 fish per day. Team scores will be calculated on the total points scored per day divided by the number of persons on board, including skippers and deck-hands. WEIGHING: All fish must be weighed on the official scale and must be clearly marked and free of blood. Each fish must be individually marked, weighed and recorded against the name of the angler on the official weigh sheet. Any fish that cannot be allocated to an angler will be disqualified. The skipper and team captain must sign the official weigh sheet. Merit certificates for ratios of 5:1, 6:1, 7:1, 8:1, 9: 1 etc. will be issued. Due to allocation of daily prizes, the scale queue closes at 19h00 (18h00 29th Oct) unless otherwise decided by the club tournament officer to cater for special circumstances. Anglers on boats not based at Rumbly Bay and who will be transporting their fish to the weigh station are to notify the weighmaster as soon as possible on 021 786 1763 in order for the scales to be kept open until their arrival by 19h00 (18h00 29th Oct), or later if special circumstances exist. Skippers of these boats must ensure that they leave the fishing grounds before lines-up call if necessary in order to arrive at the scale queue before 19h00 (18h00 29th Oct). In order for the catches transported by road to qualify for any points or prizes, the skipper and angler concerned must be present to sign the weighsheet im-mediately after the fish have been weighed.

mass start in front of CBSC Club house from boat rock @ 07h00 AM. On competition day 2 and 3 departure time will be 06h30 AM daily in front of

CBSC. Boats launching from other clubs MAY NOT leave their respective harbours be-

fore the competition start times referred to in point 2 and 3 above, with the exception of Simonstown boats making their way to CBSC for timed departure.

Lines-up for the 26, 27, 28 October 2016 will be 15h00. For the 29th October 2016 it will be 14h00.

The control boat or club control will call or relay lines-up daily. Any fish still being fought, which were hooked prior to this call, must be reported to the control boat or club control immediately as soon as the skipper can make his call on the radio. All skippers must confirm lines-up after the call and they must specify the number of fish on board.

One (1) hour extra will be allowed for fighting fish, from the time of the lines-up call with the exception of 29th October 2016 where no extra time will be allowed and any fish not landed by lines-up call at 14h00 must be imme-diately be released by cutting the line.

In the event of an early lines-up call for reasons of safety at sea no extra time will be allowed.

No additional time will be allowed for late launching, mechanical failure, bad weather or for a medical casevac.

Catch reports must be made to the control boat or Ski-boat Mobile at 11h00 and 14h00, stating species, quantity and position.

Any fish which may potentially be in contention for the bonanza prize must be reported to the control boat or Ski-boat Mobile with an estimate of weight immediately on being brought on board the boat.

WEATHER: The weather committee will make a decision on the weather at 05h00 every day. They may decide to call the day’s fishing off or limit the area of fishing for any day if the weather conditions so require, or extend the weather call an hour later. A final weather call to be made 09h00 on each day. LINE CLASS: The tournament will be fished on open line class with a maximum of 37kg IGFA rated line. No other line class heavier than 37kg may be taken on board except as required for traces. The organisers will have a limited amount of IGFA rated T-Line available for sale to the anglers which will be pre-tested and not subject to line tests. Other line used by anglers may be subjected to random requests for line samples and leader lengths which may be taken at any time for testing and measur-ing by the Tournament Committee. Any lines breaking in excess of the line rating may be disallowed and any fish caught on these lines may be disqualified. Once a potential bonanza prize winning fish has been brought on board, the angler must immediately strip the required Tack 14
