Historic FICAC Directors Meeting at theHouse of Lords

At the meeting held at the House of Lords on the kind invitation of Lord Lingfield, The Hon. Arnold Foote, President of the World Federation of Consuls discussed in detail the work of the Federation. Also present was Mr. Guy Horridge, Chief Executive Officer of CVQO and at that meeting Lord Lingfield congratulated the World Federation of Consuls on the excellent work being done internationally and honoured FICAC by offering to host a directors meeting of FICACat the House of Lords.

This was a great honour given to us by Lord Lingfield and the date of November 3rd 2015 was set.

President Arnold Foote then said on behalf of the directors and the members of the World

Federation of Consuls I would like to place on record our sincere thanks and appreciation for this invitation to have high tea with The Lord Lingfield at the House of Lords on the 14th October 2014 and the courtesies extended to my wife Patricia and myself.

The meeting at the House of Lords was most enjoyable and informative. It was a great honour and privilege for my wife and I to meet with you there. The meeting was very enjoyable and most appreciated. Your kind tour of the House of Lords will never be forgotten and demonstrates your in depth knowledge of one of the most significant buildings in the world.

Dear Honorable Colleagues,

The Government of Turkey and I are delighted that the 11th FICAC World Congress of Consuls will take place on November 18-22, 2015, in Istanbul, Turkey. Istanbul, located on two continents, is the country’s economic, cultural and historical center and is a unique crossroads between east and west.

The theme of our conference “BRIDGING THE WORLD” appropriately reflects the global imperative to overcome the unprecedented political, social and economic challenges that all countries in the world, now face.

Finding mechanisms to improve dialogue, economic opportunity, global equity, and human rights is only a first step towards assuring a better future for the world’s seven billion people. Improving and better disseminating knowledge to cope with our current global challenges are necessary concomitants for dealing with key issues such as poverty, growth, unemployment, health, education, social protection, human and women’s rights, climate change, immigration, and peace.

We, Honorary Consuls can contribute to building global solidarity and prosperity by working for the achievement of friendship and more equal rights, by fighting against racism and polarization, by using our influence to assist the international community in its efforts to promote higher levels of global peace, stability, and equality.

FICAC performs a key role in promoting international cooperation by fostering mutual understanding though the organization of meetings and events that provide Consuls from all around the world with the knowledge and

global practices to influence their constituencies for the betterment of mankind.

Thanks to the leadership of our president, The Honorable Dr. Arnold Foote FICAC has not only increased significantly the number of its members, but has also organized successful Regional Conferences and events on all the continents. As we move forward, it is incumbent upon us to focus on impact.

11:20am - 12:45am Visit Dolmabahçe Palace Dolmabahce Palace built in 19th century is one of the most glamorous palaces in the world. It was the administrative center of the late Ottoman Empire with the last of Ottoman Sultans was residing there. After the foundation of the Turkish Republic in Ankara, Mustafa Kemal Ataturk transferred all government functions to the youthful capital but on his visits to Istanbul Ataturk occupied only a small room at Dolmabahce Palace as his own. He stayed, welcomed his foreign guests and made a practical center for national, historical and language congress and for international conferences.

3:00pm - 4:00pm Visit Sabancı University’s Sakıp Sabancı Museum SSM Sabancı University’s Sakıp Sabancı Museum is located in Emirgan, at one of Istanbul’s oldest settlements on the Bosphorus. Prince Mehmed Ali Hasan of the Hidiv family of Egypt commissioned the Italian architect Edouard De Nari to build the villa, now the museum’s main building. After the mansion was purchased in 1951 by Sabancı family, it came to be known as “The Mansion with the Horse” Sakıp Sabancı’s rich collection of calligraphy and paintings. In 1998, together with its collection and furnishings, the mansion was bequeathed to Sabancı University by the Sabancı family to be transformed into a museum.

9:30am - 12:15am Departure to visit most famous “Grand Bazaar” (Kapalı Çarsı) The Grand Bazaar (Kapalıçarsı) in Istanbul is one of the largest covered markets in the world with 60 streets and 5,000 shops, and attracts between 250,000 and 400,000 visitors daily. It is well known for its jewellery, hand-painted ceramics, carpets, embroideries, spices and antique shops. Many of the stalls in the bazaar are grouped by type of goods, with special areas for leather, gold jewellery and the like. The

complex houses two mosques, four fountains, two hamams, and several cafés and restaurants. In the centre is the high domed hall of the Cevahir Bedesten, where the most valuable items and antiques were to be found in the past, and still are today, including furniture, copperware, amber prayer beads, inlaid weapons, icons, mother-of-pearl mirrors, water pipes, watches and clocks, candlesticks, old coins, and silver and gold jewellery set with coral and turquoise. A leisurely afternoon spent exploring the bazaar, sitting in one of the cafés and watching the crowds pass by, and bargaining for purchases is one of the best ways to recapture the romantic atmosphere of old Istanbul.

Crown Princess Margareta is the eldest daughter of Their Majesties King Michael I and Queen Anne of Romania. She was born in Lausanne, Switzerland on 26th March 1949 and was educated in Italy, England, Scotland and Geneva, where she completed the French Baccalaureate at a French High School. The Princess is married to HRH Prince Radu of Romania.

In 1974, she graduated from Edinburgh University with a Master of Arts (MA) Honours degree in Sociology, Political Science and Public International Law. Following university, Princess Margareta worked for a number of British universities, specialising in medical and public health policy. From 1977 to the late eighties, she joined the United Nations System, where she focused on developing health policy recommendations and preventive policy projects. She worked at WHO, UNFPA, FAO and the IFAD.

With the demise of the communist regime in 1989, Princess Margareta travelled to

Romania for the first time in January 1990 to devote herself to the plight of its people. Since then, the Crown Princess has been involved in a series of public, international and official events. In 1990, together with HM King Michael, she founded the Princess Margareta of Romania Foundation to help and support members of community in greatest need. The charity and its work has been her prime focus. In October 2000, Princess Margareta was honoured with a Congressional Certificate of Recognition for her invaluable service and support to the children of Romania.

HRH The Princess Margareta of Romania holds the Grand Cross of the Order of Carol I of Romania (1996), the Grand Cross of the Order of the Crown of Romania (2011), the French Legion d’Honneur (2009), the Dame Grand Cross of the Sovereign Order of Malta (2003) and the Grand Cross of the Royal Order of Saint Isabel in Portugal (2012).

Since June 2001, Princess Margareta and Prince Radu have lived in the Elisabeth Palace in Bucharest and the Royal Estate of Savarsin, Transylvania. Together, they undertake public engagements in Romania and abroad and are devoted to the reconciliation and modernization of the country.

In 2006, the Crown Princess received Best Individual Achievement Award at the Corporate Social Responsibility

Awards and on January 20th 2007, she received the award for “Woman of the Year for Social Responsibility and Involvement.” Crown Princess Margareta was granted Honorary Doctorates by the University in Pitesti (Romania) and the University of Agriculture in Timisoara (Romania).

Crown Princess Margareta is President of the Romanian Red Cross; President of “Association for Sustainable Development of Savarsin”; President of the “Royal Foundation of Hospitality Management”; Honorary President of the “Romanian Athletic Foundation”. Together with her husband, Princess Margarita is Patron of the National Competition “Queen Marie’s Fairy tales” and of the “Europafest International Music Festival”, organized by Jeunesse Musicales Romania. She is the Patron of “George Enescu Society” in London, of “Built Heritage Conservation Training Centre Banffy Castle” (Romania), of “Transylvania Fest” (Romania), of “Rosia Montana” Cultural Foundation, of “Mark Twain Theatre Festival for Children and Teenagers” (Bucharest), of “Sighisoara Medieval Festival”, of “We plant good deeds in Romania” Association (Kangaroo Contest), “Calea Victoriei” Festival, The Duke of Edinburgh’s International Award, Bulandra Theatre “Night Laboratory”.

Since June 2005, a Secondary School in Bucharest is named after her.

HRH Princess Dr. Nisreen Bint Prince Mohammed Bin King Faisal (I) Bin El-Sharif Hussein El-Hashemite’s origins combine history, religion, politics and education, since she is from the Hashemite Family; the Princess Nisreen is the granddaughter of King Faisal (I) Bin El-Sharif Hussein, the first King of Iraq and founder of the Modern State of Iraq, where the Iraqi Nation with all of its diversified ethnic origins and religions for the first time, in its history became united under the King’s leadership and his commitment to democratic values, implemented through education, tolerance, mutual respect, and upholding good relations between neighboring and other international countries.

Following in the steps of her ancestors, and vowing to preserve the traditions of her family; Princess Dr. Nisreen not only dedicated herself to serving mankind, but also is an internationally recognized medical doctor and scientist and winner of awards in the fields of science, arts,

In 2007, Princess Nisreen left her scientific career at Harvard Medical School, to which she was very committed, to devote herself to serving Science Technology & Medicine Education and Research in the world, throughout RASIT and its programs.

Currently, she is working on establishing an International Institute of Medicine and Public Health for Science and Innovation in the MENA Region. She also is working on serving the children and women of Iraq in particular and those in need of help in all aspects of their lives.

At present, Princess Dr Nisreen is the Executive Director of the Royal Academy of Science International Trust (RASIT), and President of the Women in Science International League.

Professor Gowher Rizvi Hon Prime Minister’s International Affairs Advisor (with rank and status of Cabinet Minister) Government of the People’s Republic of Bangladesh

Professor Gowher Rizvi is Advisor to the Prime Minister for International Affairs and Special Representative since April 2009. In a career nearly three decades, and spanning four continents, Professor Rizvi has combined academic appointments with positions in international organizations, not-for-profit institutions and the media. Prior to moving to Dhaka Rizvi held the offices of the Vice Provost for International Programs & Professor of Global Affairs at the University of Virginia. Earlier he was the director of the Ash Institute for Democratic Governance & Innovation at the John F. School of Government, Harvard University.

He has held a number of other positions in academic, nonprofit and international organizations including: Representative of the Ford Foundation for South Asia in Delhi & New York; Director, Asia Society New York; Fellow and Professor of International Relations, Nuffield College, Oxford; Pro-Director & Beit Fellow in Commonwealth Studies, Queen Elizabeth House, Oxford; Senior Lecturer, University of Warwick; Regional Director for Asia Pacific at Oxford Analytica; Lecturer in History, Balliol College, Oxford; and special Assistant to the UN High Commissioner for Afghanistan.

He has both taught and written on a range of subjects and has considerable hands-on experience in institutional management, international development and conflict resolution. His publications include: The State of Access. Success and Failure of Democracies to Create Equal Opportunities (Brookings Institution Press, Washington DC, 2008) [co-edited with Jorrit de Jong.]; Beyond Boundaries (Toronto, 1997) South Asia in a Changing International Order (New Delhi,1993); South Asian Insecurity and the Great Powers (London,1986); Bangladesh: the Struggle for the Restoration of Democracy (London,1986); Perspectives on Imperialism and Decolonization (London,1984); and Lord Linlithgow and India (London,1978). He is the founder-

editor of Contemporary South Asia.

Three themes run through all his endeavors: a concern for social justice, a keen interest in institution building and a deep commitment to quality higher education. In the last two decade he has been involved in the setting up of a large number of new foundations, institutions and capacity-building programs. As the Representative of the Ford Foundation in Delhi, he explicitly shifted the focus of the Foundation toward the historically disadvantaged sections of the society namely women, the tribal population and the Dalits--the so-called untouchables. Many of the new institutions set up by the Foundation were aimed at the empowerment of these groups. As a teacher and educationist he has deep interest in quality education and research.

Gowher Rizvi was born in Kishoreganj, Bangladesh. He obtained a ‘double first’ in BA Honors and MA from the University of Dhaka before going to Oxford as a Rhodes Scholar, where he obtained his D.Phil. He is married to Agnese Barolo, a native of Piedmont, Italy. They have one daughter, Maya, who is a post-graduate student at Oxford; and they live in Dhaka. He and his family are vegetarian and volunteer for animal welfare organizations.

Dr. Ishmael was born in St. Lucia, lived in Germany as a child, returning to St. Lucia for her high school education, leaving again for University and the start of a career that would take her around the world. Dr. Ishmael graduated from the University of the West Indies, Mona, Jamaica in 1974 with a Bachelor of Arts Degree (Honors), Economics and Geography, and went on to attend University in New York City, achieving a Masters Degree in Urban Planning in 1978. In May 1988 she was conferred a Doctoral Degree from the University of Pennsylvania, (PENN) Philadelphia in Development Economics & Planning. She was awarded the Order of Merit of the Kingdom of Spain in March 2010 in recognition of her work in deepening ties between the Organization of Eastern Caribbean States (OECS) and the Kingdom of Spain. She was also the Recipient of the Medal of Merit of the Commonwealth of Puerto Rico in May 2005 in recognition of her work in deepening relations between the Commonwealth of Puerto Rico and the OECS counties.

In February 2014, Dr. Ishmael was appointed Ambassador of the Eastern Caribbean States Missions to the Kingdom of Belgium and the European Union. In that capacity she represents the Eastern Caribbean countries of St Vincent & the Grenadines, St Lucia, Dominica and St Kitts & Nevis. From May 2003 – December 2013, Dr. Ishmael was the Director General of the OECS - an intergovernmental, international organization established by Treaty in 1981 comprising nine Member States. Under her leadership the OECS drafted and ratified a new Treaty on June 18, 2010 to establish the OECS Economic Union and associated new institutions. From August 1997 to May 2003, Dr Ishmael was the Director of the United Nations Economic

Commission for Latin America and the Caribbean (UN ECLAC) Regional Headquarters for the Caribbean. Dr. Ishmael provided overall leadership to the Organization servicing 23 countries in Central and South America and in the insular Caribbean. Before joining ECLAC Dr Ishmael was the Executive Director of Leadership for Environment and Development (LEAD) International, an International Organization founded in 1991, in New York City by the Rockefeller Foundation to pursue changes in development policies and attitudes worldwide, in pursuit of sustainable development at the global level. Her work took her to Africa, South and Central America, Mexico, the Soviet Union, China, Japan, Thailand and Africa.

Prior to this Dr. Ishmael worked as an Urban Planner for the City of New York. She was also the Principal of the international consultancy firm: Development Planning Services, providing services and policy advice to Governments and multilateral organizations in various parts of the world. She lectured at the University of the West Indies, Cave Hill Campus, Barbados and has published widely on Sustainable Development issues and has undertaken numerous engagements as a speaker on the challenges facing the development of Small island Developing States in multilateral and geopolitical Think Tank forums around the world.

Dr. Ishmael is the mother of two adult sons.

Mr. Trevor Michael Rajah is heading the Terrorism Prevention Branch of the United Nations Office on Drugs and Crime (UNODC) as of June 2014.

Prior to joining UNODC, Mr. Rajah was the Executive Head of the United Nations Compensation Commission (UNCC) based in Geneva. The Commission is a subsidiary body of the Security Council and established by the Security Council in 1991 to process claims and pay compensation for losses resulting from Iraq’s invasion and occupation of Kuwait. Mr. Rajah previously worked for the UNCC (1998-2002) on the construction and engineering claims.

Before rejoining the UNCC as Executive Head, Mr. Rajah was a Chief of Section for the New York-based United Nations Counter-Terrorism Committee Executive Directorate (CTED)-another subsidiary body of the Security Council. CTED assists in the monitoring of States’ compliance with Security Council

Resolutions on terrorism. At CTED, Mr. Rajah also previously held the post of Senior Legal Officer and Coordinator of the Legal and Law Enforcement Working Group. He represented CTED in numerous international fora. Before working at the United Nations, Mr. Rajah was a divisional legal manager in the financial services industry. He has also practiced law in Canada and Zimbabwe.

Mr. Rajah holds a Bachelor of Laws (LLB) from the University of Zimbabwe and a Masters in Law (LLM) from the University of London, where he was a Foreign and Commonwealth Scholar. Mr. Rajah is admitted as a solicitor in England and Wales; as a barrister and solicitor in Ontario, Canada; and as an attorney in Zimbabwe. He is also a Member of the Chartered Institute of Arbitrators, UK. He co-editied a book, “Designing Compensation After Upheaval: Insights from the Experience of the United Nations Compensation Commission” published by Oxford University Press.

Irving Fourcand is the Director of the International Affairs and Protocol Division at Miami International Airport, where he oversees programs to serve the needs of traveling diplomats and other dignitaries. MIA’s Protocol Division serves as departmental liaison for the Consular Corps of Miami, the U.S. Secret Service, the U.S. Department of State, the Florida State Department, the U.S. Air Force, the U.S. Southern Command, and the White House Protocol office, among many others. This office holds the distinction of being the first and only protocol and diplomatic liaison office operating at any airport in the nation, including Washington, D.C. The office performs an average of 7,000 diplomatic movements per year including the arrivals and departures of hundreds of presidential delegations.

In 1993, Mr. Fourcand was appointed Aviation Coordinator for the first Summit of the Americas, held in Miami in December 1994. He was responsible for the coordination of all details and logistics pertaining to the arrival, reception and departures of 34 heads of state from the Americas. The success of this event brought forth the creation of a number of international business initiatives, such as the Free Trade Area of the Americas (FTAA) and other major world events. Since then, his office

has provided strong collaborative efforts and support to all other nations of the Americas who have held the subsequent summits. He was also responsible for the creation of the International Sister Airport Program for Miami Dade Aviation Department

Mr. Fourcand’s current responsibilities encompass the formulation of agenda for international aviation visitors at MIA. Mr. Fourcand. He represents MDAD on several task forces and committees, such as the Sister Cities International program, whose objectives and goals are to promote stronger collaboration and goodwill between our community and our foreign trade partners, and to develop trade and cultural opportunities between Miami-Dade County and other nations.

Mr. Fourcand earned a Bachelor of Science degree in Architecture from Florida International University in 1981. He also obtained a Baccalaureate degree in International Studies from the Ecole Blaise Pascal in Paris, France. On December 5, 2014, Mr. Fourcand was named Knight of the National Order of Merritt of France by Mr. Francois Hollande, President of the French Republic. He speaks and writes with fluency in French, English, Spanish, Haitian Creole and Italian.
