RUTH JOHNSON - MICHIGAN SECRETAR Y OF STATE The Ruth Rep ort   Dear Frie nds, We will be working with the Michigan State Police, prosecu- tors and state and industry leaders to crack down on auto insurance fraud.   All honest M ichigan drivers are paying for cheaters who try to “game” the system with fraudulent insurance. Worse yet are the criminals who prey on unsuspect- ing drivers, selling them bad insurance that won’t protect them if they are in a crash. The total cost to taxpayers? About $220 million a year. Unfortunately, the problem is rampant and criminals are surprisingly sophisti- cated. For example, one of them even set up a phony “help” desk to verify insurance when our clerks called to check whether the certificate was valid.  A one-day sampling by our office found more than 16 percent of all insurance certificates were invalid or fraudulent.
