CONSIDERATION OF RESOLUTIONS

1. CURRICULUM, ASSESSMENT, INSTRUCTION & PROFESSIONAL DEVELOPMENT

a. Proposal for World Language Incentive Program Be it resolved, that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves the Proposal for World Language Incentive Program for the period October 2014 to June 2015 at a cost not to exceed $2,700.00. This program will provide a platform of student recognition for academic advancement in the learning of another language. It will be implemented in each individual school utilizing Rosetta Stone software. BE IT FURTHER RESOLVED; that the Trenton Board of Education, upon the direction of the Superintendent of Schools, directs administration to obtain a purchase order and have it provided to the vendor/consultant prior to receiving any goods or services from said vendor/consultant. b. Proposal for Franklin Elementary School Glee Club to Perform at Board Meeting on October 27 BE IT RESOLVED: that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves the Proposal for Franklin Elementary School Glee Club Performance at Board of Ed Meeting on October 27, 2014 at a cost not to exceed $100.00 for transportation. BE IT FURTHER RESOLVED; that the Trenton Board of Education, upon the direction of the Superintendent of Schools, directs administration to obtain a purchase order and have it provided to the vendor/consultant prior to receiving any goods or services from said vendor/consultant. c. Proposal for District Wide Marching Band Instructional Training, Preparation and Field Performance BE IT RESOLVED: that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves the Proposal for District Wide Marching Band Instructional Training, Preparation and Field Performance for Homecoming Day on Saturday, October 25, 2014 at a cost not to exceed $4,000.00. Students from the following schools will practice and rehearse an expressly designed Marching Band field show: Kilmer Middle School, Hedgepeth Williams Middle School, Dunn Middle School, Rivera Middle School, TCHS Main and TCHS West BE IT FURTHER RESOLVED; that the Trenton Board of Education, upon the direction of the Superintendent of Schools, directs administration to obtain a purchase order and have it provided to the vendor/consultant prior to receiving any goods or services from said vendor/consultant. Procedure for Conducting Research in the Trenton Public Schools BE IT RESOLVED: that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves the Procedure for Conducting Research in the Trenton Public Schools. The ultimate goal of the procedure is to ensure the interests of all internal stakeholders are protected while also promoting, when appropriate and aligned with the District goals, valuable research. (Attachment 1-D)

Resolution Recognizing the Month of October 2014 as National Principals Month Whereas, the National Association of Secondary School Principals and the National Association of Elementary School Principals have declared the month of October 2014 to be “ National Principals Month”; and Whereas principals are educational visionaries, instructional and assessment leaders, disciplinarians, community builders, budget analysts, facilities managers and administrators of legal and contractual obligations; and Whereas principals work collaboratively with teachers and parents to develop and implement a clear mission, high curriculum standards, and performance goals; and Whereas principals create school environments that facilitate great teaching and learning and continuous school improvement; and Whereas the vision, actions, and dedication of principals provide the mobilizing force behind any school reform effort; and Whereas principals play an important role in the education and growth of children in elementary, middle, and secondary schools in the City of Trenton; and Whereas principals are responsible for promoting education and working with parents and teachers to ensure that each child receives a thorough and efficient education and Whereas educational leaders face many challenges in educating our young people and it is through their perseverance and passion that Trenton is able to produce quality career readiness students and; Whereas we must continue to encourage and support and recognize those who have a positive impact on Trenton students and the Trenton School System; Be It Therefore Resolved; that the Trenton Board of Education does hereby proclaim the Month of October as Principals Month; the Week of October 19- 25th as Principals Week and October 24th, 2014 as Principal Day to Recognize our Principals for all they do to help our children learn and succeed.

f. Resolution Establishing TBOE Family & Community Engagement Parent University Whereas students achieve more when parents are involved in their child's education process regardless of their social economic status, ethnic or racial background, or the parent's educational level, and Whereas the National Center for school engagement points out that parent involvement is a major factor in helping students succeed in school and is a foundation for achievement in life, and Whereas children whose parents are involved in their education often earn higher grades and receive higher test scores, have fewer absences, demonstrate positive behavior and attitudes about school and are more likely to graduate and enroll in post secondary career and higher education options; now therefore BE IT RESOLVED: that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves the establishment of a District Wide Parent University from November 1, 2014 through June 30, 2015 at a cost not to exceed $50,000.00 as part of the department of Family and Community Engagement. The goal of the Parent University is to support parents in becoming more involved by facilitating training, information and assistance needed in becoming full partners in their children's education. The Parent University shall have course offerings in Academic Parental Support; Health and Wellness; Technology Skills for the 21st Century Parent; From Home to Careers- employ ability skills for parents; School and Community Resources; and How to be your child's best advocate. g. Resolution to Approve Mama Yoga’s Wellness Coaching as Part of the Parent University

Be it resolved, that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves the Proposal for Mama Yoga's Wellness Coaching as Part of the Parent University from November 1, 2014 through June 30, 2015 at a cost not to exceed $10,000.00. Parents

h. Resolution to Approve Partnership with Heal the Cities and Family & Community Engagement Be it Resolved, that the Trenton Board of Education upon the recommendation of the Superintendent of Schools approves the partnership with Heal the Cities to provide multimedia linkages to our parents, children, and community in alignment with the district curricula iniatives of STEM, PSI, and PMI, and in partnership with the FACE Department to create positive messaging and images that inform, educate, and encourage parental engagement and student achievement, at a cost not to exceed $28,000.00. BE IT FURTHER RESOLVED; that the Trenton Board of Education, upon the direction of the Superintendent of Schools, directs administration to obtain a purchase order and have it provided to the vendor/consultant prior to receiving any goods or services from said vendor/consultant. i. Resolution to Approve Darren Green as Workshop Facilitator for Family & Community Engagement Be it Resolved, that the Trenton Board of Education upon the recommendation of the Superintendent of Schools approves Darren Green to serve as a Workshop Facilitator for the period of November 1, 2014 through June 30, 2015 in providing parent workshops on a variety of topics to encourage, educate and engage parents as partners in their child's academic achievement, at a cost not to exceed $10,000.00. Through a partnership with the Special Parent Advocacy Group, special needs students will participate in educational, recreational and socialization exerpeinces designed to enhance academic and social skills while boosting self-esteem. All costs for the after school program will be funded by the Special Parent Advocacy Group.

y. Proposal for Achieve 3000 at Mott Elementary School Be it resolved, that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves the Proposal for Achieve 3000 at Mott Elementary School for the 2014-2015 school year at a cost not to exceed $10,785.00. The program provides web-based differentiated literacy instruction designed to reach Tier 1, 2 and 3 students, along with English Language Learners, special needs and gifted learners.

The program is conducted in partnership with Children’s Dental Health Foundation. Mobile Dentist team members will provide dental services including preventative measures such as dental exams, cleanings, flourides and sealants.

Resolution for Stroke Alert for School Aged Children Program Be it resolved, that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves the Resolution for the Stroke Alert for School Aged Children Program for the 2014-2015 school year at no cost to the Board. Capital Health will present the program to elementary and middle school students, who will gain knowledge of a stroke, be able to recognize the symptoms of a stroke in an adult and call 911.

Resolution to Approve Renewal of the Bloodborne Pathogens Exposure Control Plan Be it resolved, that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves the Resolution for Renewal of the Bloodborne Pathogens Exposure Control Plan for the 2014-2015 school year in accordance with OSHA Bloodborne Pathogens Standard, Title 29 Code of Federal Regulations 1910.1030.

hh. Resolution Approving Participation in the Wellness Afterschool Program Be it resolved, that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves the Resolution for Participation in the Wellness Afterschool Program for the period October 1, 2014 through June 30, 2015 at no cost to the Board. The program will be conducted by the Capital Health System at Hopewell and will be held at Monument Elementary School. Students will learn how to eat a healthier diet and increase their physical activity to reduce the risk of chronic illness.

Resolution to Extend Contract with the School of Nursing at The College of New Jersey Be it resolved, that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves the Resolution to Extend Contract with the School of Nursing at The College of New Jersey for the 2014-2015 school year at no cost to the Board. CONSIDERATION OF RESOLUTIONS (CONT’D)

3. FINANCE & FACILITIES

a. Appropriation Transfers – August 2014 WHEREAS, N.J.S.A. 18A requires that the Board of Education approve appropriation transfers; and;

WHEREAS, the Superintendent has authorized the budget adjusted to reflect the appropriation transfers;

NOW, THEREFORE BE IT RESOLVED, that the Trenton Board of Education, does ratify the transfers approved by the Superintendent of Schools. (Attachment 3-A)

b. A-148 Secretary’s Report – August 2014 WHEREAS, pursuant to N.J.S.A. 18A-17-9, the Secretary of the Board of Education shall report to the Board at each regular meeting but no more than once each month, the amount of total appropriations and the cash receipts of each account, and the amount for which warrants have been drawn against each account and the amount of orders and contractual obligations been drawn against each account and the amount of orders and contractual obligations incurred and chargeable against each account since the date of the last report; and

WHEREAS, the Commissioner has prescribed that such reporting take place on Form A-148;

WHEREAS, in compliance with N.J.A.C. 6A:23-2.11©3, the secretary has certified that, as of the date of the report(s) no budgetary line item account has obligations and payments (contractual orders) which in total exceed the amount appropriated by the district board of education; NOW, THEREFORE BE IT RESOLVED, that the Trenton Board of Education accepts the above referenced reports and certifications and orders that they be attached to and made part of the record of this meeting;

BE IT FURTHER RESOLVED, in compliance with N.J.A.C 6A:23-2.11©4, the Board of Education certifies that, after review of the secretary’s monthly financial reports for August 2014, and upon consultation with the appropriate district officials, to the best of its knowledge, no major account or fund has been over expended in violation of N.J.A.C. 6A:23-2.11(b), and that sufficient funds are available to meet the district’s financial obligations for the remainder of the fiscal year. (Attachment 3-B)

c. A-149 Treasurer’s Report – August 2014 WHEREAS, pursuant to N.J.S.A. 18A-17-31 et seq. boards of education are required to have the appointed position of Treasurer of School Monies; and

WHEREAS, the Treasurer shall serve in trust to receive and hold all school monies belonging to the district; and

WHEREAS, the Treasurer shall report to the Board of Education on a monthly basis on the Form A-149, which is prescribed by the Commissioner of Education;

NOW, THEREFORE BE IT RESOLVED, that the Trenton Board of Education, for the period ending August 31, 2014, upon the recommendation of the Superintendent of Schools, adopt the A-149 and cause it to become a part of the official minutes of this meeting. (Attachment 3-C)

WHEREAS, N.J.S.A. 18A:19.1 and N.J.S.A.18:6-31 provides for the Board of Education to authorize the payment of bills; and

WHEREAS, the Business Administrator/Board Secretary has reviewed the documentation supporting the attached lists of bills;

NOW, THEREFORE BE IT RESOLVED, that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, authorize and approve the payment of bills on the attached lists for the Monday, August 25, 2014 Board meeting in the amount of $27,755,752.89. (Attachment 3-E)

BE IT RESOLVED: that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves the Out of District Placements for October 2014 (Attachment 3-F)

g. Approval of [Aramark] Food Services Management Contract Addendum for 2014-2015

RESOLVED, that the Board President and Business Administrator are authorized and are directed to

execute said resolution on behalf of the Trenton Board of Education.

RESOLVED, that the Trenton Board of Education approves the Management Fee and Guarantees as per the addendum section;

B. MANAGEMENT FEE(S)/GUARANTEES

1) Payment to the FSMC:

a. The Local Education Agency shall reimburse ARAMARK for all Reimbursable Items (as defined in

Article II, Section B.11). In addition, LEA shall pay FSMC an allowance for its General and Administrative Expense of $0.1060 per meal served under the National School Lunch, Breakfast and After School Snacks Programs and for each Meal Equivalent served.

b. Local Education Agency shall pay to ARAMARK a management fee of $0.0265 per meal served under the National School Lunch, Breakfast and After School Snacks Programs, and for each Meal Equivalent served (the “Management Fee”).

c. The total of such Reimbursable Items, the allowance for ARAMARK’S General and Administrative

Expense, and the Management Fee shall be referred to as “LEA’ s Financial Obligation”. “General and Administrative Expense” means ARAMARK’S allowance for the financial reporting, legal, tax and audit services, and management oversight provided to client locations by ARAMARK at the regional and corporate levels.

d. The number of National School Lunch, School Breakfast, and After School Snack Program meals

served to children shall be determined by actual count. A “Meal Equivalent” provided by ARAMARK is determined by dividing the total of cash receipts, other than from sales of National School Lunch Program meals, School Breakfast Program meals, After School Snack Program meals, or Cash Equivalents, by the Equivalency Factor. The Equivalency Factor used to determine the number of Meal Equivalents served by ARAMARK shall be the amount of $1.00.

2) Financial Guarantee (Break Even):

a. Projected Break-Even Budget: ARAMARK estimates that LEA’ s Total Food Service Costs for the

Current Year shall not exceed Gross Receipts for the Current Year for those items of revenue and expense set forth in the mutually agreed upon Projected Food Service Budget attached hereto as Exhibit A.

b. Reimbursement: ARAMARK agrees to reimburse Local Education Agency for the amount, if any, by

which Local Education Agency’s actual Total Food Service Costs for the Current Year exceed Gross Receipts for the Current Year (“Local Education Agency Shortfall”)

r. Resolution Approving Conceptual Design for Trenton Central High School Whereas on January 26, 2014, the Trenton Board of Education approved construction of a new Trenton Central High School on the existing school site; and

Whereas on February 5, 2014, the Members of the New Jersey Schools Development Authority (NJSDA) approved a Preliminary Project Charter to fund construction of the New Trenton Central High School Project; and Whereas the Preliminary Project Charter approved by the Members of the NJSDA was based upon representations that the community desired the preservation of certain iconic elements and portions of the existing TCHS building which were thought to be structurally sound and suitable for reuse; and Whereas the NJSDA engaged a structural engineering firm to undertake a structural investigation of the existing Trenton Central High School facility which has raised concerns regarding the structural soundness of portions of the building sought to be retained as well as the proposed approach to preserve certain iconic elements of the existing building; and Whereas, based upon those structural findings and evaluation of alternative design concepts, the NJSDA has determined that preservation of portions of the existing TCHS facility may not resolve the structural issues and will add both time and expense to the project; and Whereas, based upon those structural findings, the NJSDA has concluded that a determination as to the feasibility of the preservation of portions of the existing TCHS facility will require additional structural investigations which will extend the project schedule, result in the demolition of interior finishes and construction sought to be preserved, and may result in a determination that such preservation is not feasible; and Whereas, in the event that such preservation is determined to be feasible, NJSDA will need to engage the services of a design consultant and engage in a design-bid-build procurement which, along with additional structural testing will extend the project schedule for at least an additional two years and will involve additional costs which will be borne by the approved project budget; and Whereas on October 14, 2014 Trenton Board of Education authorized the hiring of Clarke, Caton & Hintz to ensure preservation of important historical artifacts from TCHS; and Whereas the NJSDA has undertaken an evaluation of alternative design concepts for the new Trenton Central High School project and has found that an entirely new facility aligns with the January 26, 2014 Trenton Board of Education approval in providing a new TCHS facility that will provide the required maximum benefit for the students of Trenton in a more timely and cost-effective manner; and Whereas, in full recognition of the given information, the Board has carefully considered the following options: 1. Advancement of a project scope for the new Trenton Central High School project as follows: a. Demolition of the entire existing Trenton Central High School facility including previously identified

iconic elements, and b. Construction of an entirely new Trenton Central High School facility in the location of the existing

school. OR 2. Acceptance of additional time to the project schedule for the purpose of conducting further structural investigations pursuant to the preservation and reuse of certain portions of Wing A of the existing Trenton Central High School, understanding that result may be that the existing structure is unsafe and preservation is not feasible. Now therefore be it resolved that the Trenton Board of Education, after careful consideration, approves Option _________.
