Welcome President, Oceania Athletics Association

Greetings from Suva and a warm welcome to the Athletes, Officials, Team Managers and many other friends of Oceania Athletics Association. It is with much pleasure that we welcome you to Suva, Fiji. There is no doubt that these Championships are sure to bring plenty of excitement to Suva. This is the first time the Oceania Championships have been in Fiji, since the first edition, way back in 1990. This is by far and away Oceania’s biggest Area Championships, with over 600 athletes, from 22 Member Federations participating. We welcome our Sponsors of the Championships, without such support, these Championships wouldn’t be possible. The Local Organising Committee for these Championships has worked tirelessly to ensure the Championships are brought to fruition and are a huge success - we take this opportunity to thank each of the Members of the Local Organising Committee for their commitment. To each of our Team Athletes, Team Managers and Coaches we congratulate you on your selection to the 2017 Oceania Championships. We invite all athletes, team officials and technical officials to take this opportunity to enjoy Fiji and all it offers. Welcome President, Athletics Fiji

Bula On behalf of Athletics Fiji we would like to welcome you to Suva for the 2017 Oceania Athletics Area Championships. Last year we enjoyed a successful Melanesian Championships in Suva and this year we are looking forward to hosting the latest edition of the Area Championships. It is quite an event for Fiji given that the first ever Oceania Area Championships were held here in 1990, at the very same track in which I was one of the athletes competing for Fiji. We are delighted to see some of our Athletes from 1990 back here in 2017 competing and taking on management, coaching and technical official roles. Athletics is at the heart of most Fijians and to have an event of this magnitude here in Suva is testament to our desire to continue to make Athletics the number one individual sport in Fiji. We are very grateful to the International Association of Athletics Federations (IAAF), Oceania Athletics (OAA) and the International Athletics Foundation (IAF) for their continued support in our region. This year Athletics Fiji was awarded an IAF Grant which has allowed us to bring Pole Vault back to Fiji – the first time since the South Pacific Games in 2003, we offer our warmest thanks to the IAF for supporting our Grant Application. The continued support of the IAAF through the Oceania Area Association enables all Member Federations to compete at the Area Championships and to continue developing our sport in-country, thus continuing to make us the Number 1 Olympic Sport. We take this opportunity to congratulate all athletes on their selection to compete at these Championships, we trust that the competition is all that you expect and that your performances result in personal bests, national records and for some of you the elusive medals. General Information

SUVA, FIJI Fiji is located in the South Pacific, 3000 km (1875 miles) east of Australia and about 1930 km (1200 miles) south of the Equator. It comprises 322 islands. The two largest are the extinct volcanoes of Viti Levu and Vanua Levu. There is much of scenic and historic worth in Fiji, including its sugar cane and cocoa plantations. The capital, Suva, has many old shops and markets selling artefacts and handicrafts. Places of interest include the National Museum, situated in the lush surrounds of Thurston Gardens, and the old Parliament Buildings. Fiji laws require everyone arriving from overseas to declare all biosecurity risk goods including food, plant, plant products, used material and animal products to biosecurity officers at its borders. When arriving in Fiji you will be given a passenger arrival card. This is a legal document and required by law. It is important that you read and fill out this card carefully and truthfully. You must also state on this card any items that need to be declared. Airports Fiji has two international airports - Nadi, the principal gateway and Nausori near Suva the capital of Fiji. Nausori International Airport (Suva Airport) Approximate driving time is 30 minutes from the Athletes’ Village. Nadi International Airport Approximate driving time is 4 hours from the Athletes’ Village. Cash and Credit Cards Cash is generally used in smaller stores around Fiji. Larger shops, hotels and restaurants will accept most credit cards. Before purchasing, enquire with staff if your card will be accepted. Climate Fiji enjoys a mild tropical climate averaging 31 degrees Celsius during the summer months of November to April and 29 degrees Celsius during the winter months of May to October. Communication Telephone: IDD is available. Country code: 679. Outgoing code: 00. Mobile outlets (Digicel and Vodafone) are located at Nadi and Suva Airport international arrivals. You can purchase a prepaid SIM card for local and international calls and internet data. Internet Wi-Fi hotspots are available at Nadi and Nausori Airports. Access is via credit card payment.

Currency Fiji Dollar (FJD). Banks include ANZ, Bank of Baroda, Bank of South Pacific, BRED and Westpac. Open weekdays from 9.00am to 3.00pm, closed weekends. Selected branches open Saturdays. The bank at Nadi Airport arrivals terminal is open for all flights for foreign exchange, all other activities are restricted to normal banking hours. Currency is available in denominations of $5, $10, $20, $50. Coins: 5c, 10c, 20c, 50c $1 and $2. For those travelling into Suva, there are Money Exchange and Banks located in downtown Suva, as well as Damodar City. Money Exchange Western Union Money Exchange, BSP and Westpac are available at Sports City and Damodar City Shopping Centres located 5 minutes’ walk from ANZ Stadium and the Championship Village. Dress Dress is casual and informal throughout the islands. Light tropical attire such as short sleeve shirts, summer dresses, T-shirts, shorts and slacks for evenings. The wraparound sulu (sarong) is Fiji’s most distinctive form of dress. Modest dress is advised in towns and villages in respect of culture. Electricity The electrical current in Fiji is 240 volts. Fiji has three pin power outlets identical to Australia and New Zealand.

Emergency Numbers Police: 917 Fire and Ambulance: 911 Health Yellow fever and cholera vaccinations are only required if coming from an infected area as designated by the World Health Organisation. Hospitals are located in the major centres and there are health centres in rural areas. Water is generally safe to drink from taps at Hotels. Mains water is normally heavily chlorinated, and whilst relatively safe may cause mild abdominal upsets. Bottled water is available and is advised for the first few weeks of the stay. Milk is pasteurized and dairy products are safe for consumption. Local meat, poultry, seafood, fruit and vegetables are generally considered safe to eat. Fiji is free of major tropical diseases, including malaria. It has an effective, western-style medical system. Fresh water reticulated in Suva, Lautoka and the other major towns has been treated and is safe to drink. Hotels and resorts usually have a qualified nurse on the premises and a doctor on call. As in all travel it is recommended to take out a comprehensive health insurance. Other mosquito born viruses are present however appropriate clothing and repellent will assist in avoiding illness.

Allergies It is important that all food allergies are reported to the Village Mayor before athletes arrive at the Village. This will ensure that all procedures are in place to cater for the athletes’ needs. Language English is the official language of Fiji; however indigenous Fijians also speak iTaukei while Indo-Fijians speak Fiji Hindi. Tipping Tipping is not compulsory or customary in Fiji, however where you have received good service tipping is appreciated. Useful Fijian Words Bula - Hello Bula Vinaka – A warm Hello Ni sa moce (ni sa mothey) – Goodbye Vinaka – Thank you Kerekere - Please Mai Kana – Let’s eat Passports and Visa Requirements Passports must be valid for at least six months beyond the intended period of stay in Fiji and a return onward travel ticket is required. Entry visas are granted on arrival for visitors from eligible countries for a stay of up to four months. Time Zone – GMT +12 Fiji 1pm Auckland 1pm Sydney (2hours) 11am Religion A multi-racial, multicultural nation, Fiji is represented by major religions of the world. Visitors will see Christian churches, Mosques, Sikh and Hindu temples in the towns and the countryside. Many Fijians are of the Wesleyan persuasion, but all the other Christian denominations are represented. Visitors are welcome at Sunday worship throughout the Fiji Islands. Restaurants Several restaurants, bars and a food court are in downtown Suva as well as Sports City and Damodar City Shopping Centre catering for various types of cuisine all within 5 minutes’ walk from ANZ Stadium and the Athletes’ Village.

Damodar City Shopping Centre – Opposite University South Pacific (Athletes’ Village) Damodar City has a great Food Hall (upstairs) for those who like to eat ‘street food’ as well as several restaurants: Curry House – Indian Kyoto – Japanese **Chicken Express ** Mamacia - Mexican Shung Hing - Chinese Pizzia Mia – Italian Hungry Honchos – Burgers Bentley – Seafood **Bread Kitchen – sensational sausage rolls Pure Green – Smoothies Fat Burger – Burgers Gloria Jeans – Coffee ** Snowy House – Smoothies, sandwiches, cakes, coffee, dumplings OAA Picks ** Shopping/Business and shopping hours Handicraft, jewelry including traditional, souvenir, souvenir garments and other duty free items. Shopping hours are from 8.00a- 7.00 pm. Sunday and public holiday trading is also permitted. Shopping facilities Although many hotels and resorts have shopping on site, Nadi town is a popular shopping destination. Jewelry, cameras, high fidelity audio equipment, clothes handicrafts, artefacts, souvenir items, original artworks are among the many items on offer. Transport available Bus services provide transport from 5.30am to 11pm. Taxi and carrier services are 24 hours’ service. Rental cars are available, tour and boat transfers from the mainland to outer islands. For more information on Fiji visit the for Fijian Tourism website http://www.fiji.travel/au Oceania Athletics Association has arranged ground transfers for arrivals and departures into Fiji from both Nadi and Nausouri Airports. As the Athletes’ Village is within walking distance to the Stadium, no transport will be provided during the Championships.

You will be notified by one of the Village Mayors of your departure time from the Championship Village to the Airport once in Suva.

Security The security of personal belongings will be the responsibility of the individual. It is recommended that each team supervise their own areas and security of the competitor’s bags. Transport of Oversized Baggage Teams are responsible for the transportation of their equipment to the destination airport. Equipment can travel with the team via airline, but please note that Member Federations bringing large equipment (e.g. vaulting poles) should plan to arrive into Nadi International Airport. If you have large equipment please advise OAA to ensure airport transfer has provision to transport equipment. To ensure that equipment arrives in due time, please confirm with the airlines on each segment of your travel that oversized baggage will be accepted, transported and properly transferred. Entry Visas Nationals of all our Federations are NOT required to obtain visa before entering Fiji as visitors however, they need to ensure that the following conditions are met:

A passport that is valid for at least 6 months from date of entry into Fiji

On arrival into Fiji you will be required to complete an arrival card. This card should include your accommodation address and departure date and departure flight number. The Immigration Officer will leave a small blue slip in your passport – please do not dispose or lose this slip of paper.

Medical and Travel Insurance We remind you that all Member Federations are responsible for subscribing to an insurance policy that covers illness and/or injury to any member of their team travelling to and from competitions and during the event itself.

Written Questions Any enquiries concerning the Championships must be made in writing. These questions will be answered at the Technical Meeting. The forms on which the questions must be written on will be distributed upon your arrival in Fiji. These forms must be returned to the Organisational Delegates no later than 3 hours prior to the Technical Meeting. Orientation Visit for Team Leaders If required there will be a familiarization visit through ANZ Stadium prior to the Technical Meeting for the Team Leaders to familiarize the exact locations within the Stadium. Team Managers should organize with the Village Mayor. Official Start Practice Athletes shall be given the opportunity to have start practice with the starters whilst the Technical Meeting is on. Technical Information Centre (TIC) The main task of the Technical Information Centre is to ensure a smooth liaison between each Team and the Organising Committee, the Technical Delegate and the Competition Management of the Championships regarding technical matters. The Technical Information Centre will be located at ANZ Stadium. The TIC will be open during competition hours and two hours prior to competition and one hour after competition. When the TIC is not open please direct all enquires to the Organisational Delegates. The Technical Information Centre will be responsible for:

Pigeonholes will be located at the TIC. Each Federation will have a box with their country name on it. It is a requirement that Team Leaders inform all members of the contents of the information and notices in a timely manner. One Manager per team should be nominated to liaise with the TIC. This name will need to be provided at the Technical Meeting to the Organisational Delegates. Entries Each Federation may enter a maximum of three competitors in an individual event. Each Federation may enter one relay team in each of the contested relays.

No additional entries will be accepted at the Technical Meeting, except in exceptional circumstances. Federations may however, substitute athletes already entered in the events, where required. Accompanying all entries must be a copy of an athlete’s current passport. Uniforms

a. It is an Oceania Athletics Association requirement that all athletes, selected as part of a Federation team, must wear their official Federation uniform.

b. A photograph of each Federation’s competition uniform, front and back, must be submitted to the OAA Office prior to or when entries close.

c. All clothing worn by competitors must conform to the requirements of IAAF Rule 143.

Advertising These rules apply to the competition only. If Federations wish to display other advertising on clothing or bags, they must ensure that their athletes are aware that any unacceptable advertising will be taped in the Call Room before entering the arena. Advertising rules apply to the whole competition, which includes the medal presentation ceremony and any media interviews.

Competition Numbers

a. Competition numbers will be supplied by Oceania Athletics Association. b. Competition numbers will be given to Team Managers who will be responsible for issuing them to all

athletes from their Federation. c. The vest numbers issued to competitors for these Championships must be worn firmly attached with

no fewer than four pins so the entire number and sponsorship information can be easily read. No part of the number shall be folded under.

d. Athletes will be issued a total of 3 bibs. IMPORTANT – The first bib with the name will go on the front, the second bib with the name will go onto the athlete’s bag, and the bib with the number will go on the back of the athlete’s uniform.

e. Relay teams will be issued a Federation bib which will be placed at the front. f. The OAA will enforce IAAF Rule 143.8 which disqualifies an athlete from competing if he/she tampers

in any way with the competition number. If an athlete loses their number, or it is tampered with, it will be the Team Manager’s responsibility to replace them at a cost of FJD30 per set.

Confirmation of Entries

a. Confirmation of entries is the responsibility of Team Managers. b. The Local Organising Committee (LOC) will provide each Team Manager with a copy of their entries

upon arrival. c. Team Managers should check these entries and return with substitutions/deletions to the

Competition Manager within 24 hours of arrival. d. An updated list of competitors and events will be provided at the Technical Meeting. e. Confirmation of entries must be received at the Technical Information Centre (TIC) by noon on the

day prior to the conduct of the event. f. Team Managers must notify any late scratching to the Technical Information Centre (TIC) no later

than one hour before the scheduled starting time of each event. Where an athlete is injured during warm-up the TIC should be notified immediately.

g. After close of confirmation of each event, heat allocations and lane draws will then be conducted for those events requiring them. Draws for all events will be posted on the notice board outside the Technical Information Centre (TIC) as soon as they become available.

Results Services Results will be posted

on the noticeboard at the Track

and Live Results on the Oceania Athletics website: www.athletics-oceania.com If required, Team Managers may be provided with results at the end of each day and a complete set of results at the end of the Championships. Additional Heats and Elimination Rounds If additional heats or elimination rounds are required, all entrants for that event will be notified through their Team Manager.

Scratching An athlete shall be excluded from participation in all further events in the competition, including relays where:

a. a final confirmation was given that the athlete would start in an event but then failed to participate, so that it was not practicable to delete that name officially from the list of starters for the event.

b. he/she qualified in preliminaries or heats for further participation in an event, but then failed to participate further.

The provision of a medical certificate, endorsed by a medical officer appointed or approved by the OAA and /or Organising committee, may be accepted as sufficient reason to accept that the athlete became unable to compete after confirmation closed or after competing in a previous round but will be able to compete in further events on a subsequent day of the competition. (IAAF Rule 142.4 and notes (i) (ii). Call Room Procedures

a. All athletes are required to report to the Call Room prior to their event. b. Athletes will proceed to the start of their event from the Call Room accompanied by an official.

Athletes who proceed to the event site not having gone through the Call Room and, not accompanied by an official, may not be allowed to compete.

c. There will be one Call time. The times at which athletes should report to the Call Room prior to scheduled start time of their event are: Pole Vault 70 minutes Discus, Javelin, Hammer, High Jump 50 minutes Long Jump, Triple Jump, Shot Put 40 minutes Relays 25 minutes Track 20 minutes

d. This time allows for all Call Room procedures and movement to the competition site. The remainder of the time may be used to complete the warm-up at the competition site, if the site is not in use for another event.

e. If an athlete is already competing in another event at the designated call time, the Team Manager must notify the Call Room of this prior to the designated call time.

f. Confiscated items will not be taken off athletes in the Call Room. They may remain in your bag but not be used at the event site or until you have exited the Field of Play through Post Event Control.

g. All teams will be supplied with a Call Room schedule.

Starting Heights Starting heights and progressions will be confirmed at the Technical Meeting along with progressions.

Private Implements / Certification of Equipment a. Athletes who wish to use their own throwing implements during the Championships must lodge them

with the Technical Manager in the Equipment Room three (3) hours prior to the event starting. The implements will be impounded until after the event when athletes may collect them from the Technical Manager.

b. Personal implements lodged with the Local Organising Committee will be added to the pool of implements to be used in the competition and may be used by any athlete, not just the athlete who lodged it.

Starting Blocks Starting blocks must be used for all events up to and including 400m and only those supplied by the Local Organising Committee (LOC) may be used. Spikes The maximum spike length is 7mm for all events except high jump and javelin, which has a maximum spike length of 9mm. Relay Confirmations Relay confirmation sheets must be completed by the Team Manager and handed into the Technical Information Centre (TIC). The composition of the team and the running order shall be officially declared no later than one hour before the first published call for the first heat of each round of competition. Further alterations may be made on medical grounds only if verified by a medical officer appointed by the Local Organising Committee (LOC) until the final call for the particular heat/final in which the team is competing. (IAAF Rule 170.18) Relay –Medley Relay The medley relay team will consist of 4 athletes. The order of running will be 100m, 100m, 200m and 400m. The relay will start at the normal 4x100m start, first change (100m - to - 100m) at the 4x100m first change, second change (100m - to - 200m) at the 4x100m second change, 200m runner runs in lanes to the scratch line of the 4x100m third change (corresponds with 100m start line) then breaks from lanes and final exchange (200m - to - 400m) is in the 4x400m takeover zone for the final 2 exchanges for the 4x400m. The final runners line up in the same order as the start list, they will not be in lanes but "compressed". If any team is clearly in front, then if anyone changes order, that is allowed in accordance with Rule 170.20/ 170.21 (providing there is no jostling or obstruction), however it is likely that the final runners will stay in the start order. Medal Presentations Medal presentations will be made as soon as possible after the event.

All place getters are asked to assist with this procedure by going with an official at the completion of the event.

Team Managers are requested to assist in ensuring athletes are readily available and are wearing their approved team uniforms or team track suit. (IAAF Rule 143.1).

Protests and Appeals

Protests must be lodged initially with the Referee as per IAAF Rule 146 within 30 minutes of the announcement of the result.

Appeals to the Jury are to be made in writing on the appropriate appeal form which can be collected from the Technical Information Centre (TIC). The cost of an appeal will be FJD $100. Appeals can be

made by either the Athlete or the Team Manager and should be lodged in the Technical Information Centre.

At these Championships an approved team official may be present to assist an athlete whenever an athlete is being addressed or questioned by a Referee or Jury of Appeal.

A training timetable will be sent to all Federations prior to the Championships and posted at the Championship Village. Implements, equipment (hurdles, starting blocks) and relay batons will be available to athletes and coaches during training times. These can be obtained from the equipment room at the stadium and athletes/coaches using the equipment will be asked to leave their accreditation with the LOC personnel in charge.

Warm Up During Competition Warm up will be permitted on the Main Stadium at allocated times and at the direction of the Competition Director. Otherwise, warm up will be allowed on grass fields, located at the back of the main grandstand. Team Management Supervision Duty of Care during Training and Warm Up days remains with Team Managers/Coaches. Team Managers and Coaches will not be permitted onto the Field of Play during competition.

Accommodation - Athletes’ Village

University of the South Pacific Wi-Fi Wi-Fi will be available There is a hot-spot at the University Campus where connection signal is stronger. Wi-Fi login details will be given to Team Management on arrival into the Village. Rooms

Under no circumstances should athletes enter dormitories of the opposite gender Payment Accommodation is to be paid for the non-quota athletes by Team Management prior to arriving in Suva, unless prior arrangements have been made. All funds will be paid to the Executive Director. Damage to Property It will be the Team Manager’s responsibility to ensure that the athletes under his/her care do not cause damage to the rooms or University. Any damage caused by athletes will be paid for before departure by Team Managers or billed to the Federation. Athletes causing the damage will face the OAA Disciplinary Tribunal and accept the penalties (if any) given. Dining Hall The dining hall will be located at ANZ Stadium. This is a short walk from the Athletes’ Village. Times for each meal are:

Each Athlete and Team Official will be given a meal pass, which will be marked upon entry to the Dining Hall.

There are other dining options available, at your own cost, within walking distance of USP. There is also a supermarket within walking distance located at Damodar City Shopping Centre.

There is a Westpac ATM and Bank located on the campus at USP

There is an ANZ ATM located next to the entry of ANZ Stadium Washing: All dormitories have access to washing machines. Towels There are no towels provided at the Athletes’ Village. Anyone staying at USP will need to bring their own towel. Alcoholic Beverages Alcoholic beverages are prohibited in the Halls of Residence at USP. A breach of this rule could mean immediate eviction from campus accommodation.

Important to note Check out time – by 10.00am at the Halls front office. (ensure all USP property in room, lock room door and return room key) Team Manager, on behalf of room occupant, will be responsible to USP for the replacement cost of any missing or damaged University equipment & property including linen items and keys. A lost key will incur

FJD100 charge for a lock combination change. Under no circumstances should athletes enter dormitories of the opposite gender. Noise disturbances are prohibited in the bedrooms and anywhere in and around the Halls. USP is indemnified from any liability, claims, losses, damages or expenses in relation to your stay in the Halls of Residence. Security A 24-hour service is provided by USP Security- Contact Security HQ on 3232211 or visit personally (opposite Halls Office) if the need arises. Every individual need to take responsibility of his/her own personal belongings. Always lock room door when you leave, even if visiting the bathroom or nearby room and DO NOT leave shoes or clothes outside when you are not around to keep an eye on it OR valuable possessions in view of those passing by the room.

Opening and Closing Ceremonies Opening Ceremony will be conducted at ANZ Stadium on Wednesday 28th June. The Ceremony will be conducted from 2pm until 3.30pm prior to the commencement of events. There will be a Closing Ceremony Dinner on Saturday 1st of July to be held at ANZ Stadium. There will be NO dinner served at USP on this night. Athletes’ Activities and Seminars Tuesday 27th June ANZ Stadium concourse 9:00am until 11:00am and 1:00pm until 3:00pm

Oceania Athletics in conjunction with the Oceania Regional Anti-Doping Organization and Voices of the Athletes, are conducting athlete seminars on Tuesday 27th June. It is expected that all athletes will attend. Athletes will be given a passport, to get seminars marked off, and at the end of the sessions, the athletes will receive their Oceania Championships T-Shirt. Due to large numbers of athletes, Member Federations will be split into two groups to undertake the activities. Federations will be notified of which group they are in by Village Mayors. The following is an outline of some of the seminars and workshops that will be conducted.

Medical Procedures During the Championships, including training and warm-up, medical services will be available. These will include Physiotherapists, Doctors and St John’s Medical. Duty of Care The Duty of Care will remain with Team Management for the entire period of their stay in Suva. Availability of Ice Ice will be available at the Stadium for the athletes. Doping Control Drug testing may be undertaken at the Oceania Area Championships. The Local Organising Committee has provided an adequate facility in which the sampling and secure storage of samples can be conducted. Please ensure that your athletes understand the procedures. Make sure that someone responsible who knows the procedures attends the process with them. It is a very personal experience and if it is the first time that they are required to complete the procedure, they may find it very embarrassing. They have no choice in the matter, once asked by a member of the Drug Testing Agency.
