The Texas City incident in March 2005 was a watershed moment that prompted operators and regulators alike to undertake a total rethink on the issues around facilities siting. The explosion resulted in 15 deaths, 14 of which occurred in occupied buildings of a temporary nature.

Occupied buildings and facilities siting

Since Texas City, process plant operators around the world have performed facility siting studies to evaluate the hazards facing workers in permanent and portable occupied buildings. Better data and improved facility siting tools are now available to support process plant managers and safety personnel in evaluating the hazards and determining the risk to occupants. Extensive work has been carried out on the development of effective risk and consequence mitigation plans, including building relocations and upgrades.

In the USA, the American Petroleum Institute (API) has published new guidance, including RP 753 Management of Hazards Associated with Location of Process Plant Portable Buildings (June 2007) and RP 752 Management of Hazards Associated with Location of Process Plant Permanent Buildings (December 2009). API is also currently working on a document that will address tent structures. The UK’s Chemical Industries Association (CIA) has also reviewed its guidance on occupied buildings, publishing a new edition in October 2010. This activity takes place against the backdrop of increased focus on facility siting guidelines and requirements by international regulatory bodies. Today, there is a renewed need for plant owners and managers to deliver effective protection for personnel in occupied buildings. Major changes in the new edition of API RP 752 which impact owners and operators include:

– all buildings intended for occupancy must be included in a buildings siting evaluation

– generic occupant vulnerability information has been removed

– generic frequency of explosion information has been removed

– additional guidance is provided on the evaluation of fire and toxic hazards

Organized by IChemE, in conjunction with fire and

explosion prediction, prevention and mitigation specialists, BakerRisk, the workshop will address the implications of the new guidance and is a must attend event for all those involved with the design, construction or management of occupied buildings.

BakerRisk President, Quentin Baker will open the workshop with an overview of facility siting, examples of the hazards facing occupants, an assessment of the guidelines developed to assist in the building siting evaluation process, study execution issues and lessons learned from previous studies. An HSE speaker has been invited to present the UK regulator’s view, Yule Catto’s Ken Patterson will share his experiences from the review of the CIA guidance and Lyondell Basell’s Europe and Asia Process Safety Manager, Martin de Zeeuw, will provide an operator’s perspective on the application on the new API and CIA siting guidance. The programme also features an examination of blast and explosion effects on fixed and portable structures based on research testing and the evaluation of actual damage observed after explosion events and quantitative and qualitative predictive modeling to assess occupant vulnerability.
