They were disappointed that this was the case but are still supportive of the project.Lin and I chat regularly about the project. She has been instrumental in helping find absentee landowners.The Olsen’s have no concerns about the project.

I, Ron Galbraith, Met with Linda and Alastair Olsen on June 4th at 7 PM. I was there to take some pictures of a parcel of land that the Olsen’s own. We are thinking of having the Operations and Maintenance building in this area. Alistair rode with me. We talked about the increased volume of traffic in the area. He said he realized that there would be more people coming and going, especially during construction. I told him that through construction this would be home base for the crews, construction trailers and storage. We talked about the past use of the land. Although it is seeded to grass now, it has in the past been farmed. At this time Alistair and Lynn had no concerns about the project.

Rebecca, Mary Lou and I (Ron) had lunch with Calvin and Angela Lunseth, Gilbert Lunseth and George Schile after the County of Forty Mile Land Use Bylaw public hearing in Foremost on August 14th, 2019.Calvin, Gilbert and George each spoke in favor of the Rattlesnake Ridge Wind Power Project at the hearing.We had long discussions with Calvin on the design of the roads for the project as he wanted to see the roads engineered to be able to farm over them and not create ditches and small unfarmable areas. We were able to satisfy these concerns and he is happy that the project may move ahead. As are Angela, Gilbert and George.Calvin and Angela are the owners of Lunseth Farms Ltd.

I explained the definition of a wetland to him according to AEP and that we needed to route some roads in strange alignments sometimes. I, Ron Galbraith, called Buddy after speaking with his brother Ron on July 8th.We talked about the line locates happening for Geotech and the drilling that would take place next week.Buddy was concerned that his 120 foot sprayer would not fit between the road and a tower. I assured him with county setbacks this would not be an issue. He was happy to hear this and had no other concerns with the project.



I, Ron Galbraith, called Ron Simon, POA for Louis and Dorothy Simon, to let him know that there would be a line locator in the area this week to stake turbine locations and locate utilities. Ron asked that I text him the name of the company and the worker so he knew who was entering the land. I did so when the call ended. Ron also asked that I call his brother Lorne (Buddy) to inform him as well. Ron has no concerns about the project at this time.

July 10th 4:15-4:30pmRon and I drove up to see Lori to see if she had received her information package about the Project. She had not checked the mail yet. Lori seemed ok that she had no turbines on her land or close by, but was content that she would be receiving part of the Community Shared Benefit payment. RES had paid her for a potential met tower that was never installed so she felt good that we still made the payment. She told us that she would be selling the property to her daughter in the near future (next couple of years). We told her about the open house in Whitla on July 24th and showed her the wind turbine layout. She didn’t have very many questions and we small talked for a awhile.

He said that he had gotten the information.Ralph said that he was not in favor of renewable energy, that he thought it was not sustainable for the future. I mentioned to him that there were no subsidies for the project, and it was to be built with private funds. He said he understood that and shared some strong opinions about Warren Buffet, BHE and their agenda.We also talked about the POI and where his land was situated. Ralph said that there was not much he could do to stop the project. I told him that there was a process through the AUC that he could object. He said there wasn’t much point as others in the area want it. Ralph mentioned that he hoped that the substation would be safe for animals. I told him that the latest technologies would be used to be as safe as possible.I asked Ralph to be in touch if he had any other questions. Sherry has been concerned in the past that the project would encroach on recreational properties close to Rattlesnake Lake. After reviewing the map and knowing the project boundary, Sherry was relieved to see the turbines were not close to the lake.I asked Sherry about the Schlenker airstrip that she and her husband operate close to Medicine Hat. She was glad to hear we were thinking of the airspace and pilot safety. Sherry requested information packages for the 6 pilots that fly out of the airstrip. We had dropped an information package off on August 12th.I asked if he had a chance to review the package? He said he had and he was somewhat shocked that there was a wind farm planned. When I asked if he was advised of the wind farm when he bought the property a year ago he said neither the previous owner or the real estate agents had mentioned it. I told him we had been developing the project since 2016 and had advertised open houses and several mailouts. The original address we had from the title was incorrect. We got his new address tonight when we were there.Box 1401, Bow Island, T0K 0G0Wes had some questions about noise and the positions of the turbines. We explained that the AUC requires a detailed noise study which has been done and their residence is compliant with the model. He said that his wife Laurie was not as concerned as he was. We also got Wes’ cell phone number and told him we would let him know when the noise model was available on the Rattlesnake Ridge web site.

I, Ron Galbraith, called Wes Yeoman of Whitla, on August 26th, 2019 at 10:05 AM.We had previously spoken to Wes and told him when the noise model was available we would let him know as this was a concern of his. I directed him to the www.rattlesnakeridgewind.com website to have a look at the project documents. In that section are the models of single and two story homes. The Yeoman home is in the under 35 db. We talked about how loud 35 decibels would be, I related it to a quiet conversation. Wes said that at that level it would probably be not noticeable indoors. I agreed.Wes wondered if there would be a devaluation in his property value. I told him there was a report available from Ontario that show no significant devaluation. I committed to getting that report to him on August 27th, and delivered it same day.Wes said neither the realtor or the vendor had said anything about the wind farm. Wes asked if the previous owner of his property would have received compensation? I told him only the project participants received payments. However I told Wes that we felt the wind farm will be a benefit to all as we have made contributions to community endeavors in the past and would most likely continue. Also that the tax revenue from the project will help the county continue to provide services with little added cost. Wes thanked me for the call.

I spoke to The County of Forty Mile No. 8 (Nathan Ogden) at the County of Forty Mile regarding setback requirements from county road allowances. I also sent him a screenshot and email about a turbine we had identified as a possible issue. He said that the county would consider a relaxation of setback requests on a case by case basis. He said the council can’t give a definitive answer until they see the actual development permit application. He said that environmental constraints would be given reasonable consideration. Nathan also said if placement inside of a setback is just for economic reasons, chances are it may not be approved.We also talked about roads on quarter section lines and he said that unless there is an instrument on title there is no road setback. We discussed the Rattlesnake Ridge Wind Project located in the county at Whitla. This included the turbine layout, collector system design and the constraints encountered in the design. We talked about the project timeline for consultation, permitting and construction. The county had a couple asks of RES. One being that we generate reasonable photo simulations (we should supply a layout with the proposed vantage points for their review. The second being that they be included on a vendor list for construction of undeveloped county RoWs.At this time they had no other concerns. I indicated to them that our consultation process is on going and if they had any questions or concerns arise that they be in touch.

Today myself, Ron and Mary Lou attended the County of 40 Mile Council hearing on the rezoning application for the wind farm. 5 participating landowners attended and all spoke up in support of the project and of the RES-BHEC development team. Other than the local reporter the only other attendees were Diane Chute and Doug Zorn (with whom we had coffee with before the hearing). Diane is the lady I have previously mentioned, who lives just outside the NW corner of the Project area and has various concerns about wind energy. She spoke up and expressed some of her concerns relating to wildlife, health and a few other issues. I took notes and had an opportunity to respond to each concern. I told Council that we have on-going discussions with Diane and Doug and will be getting a wildlife expert and a health expert, both independent from the Project to answer their questions based upon their independent research and experience. Everyone seemed very happy we were taking this proactive approach.Diane expressed that she was not opposed to wind power and told Council that the RES-BHEC development team were doing a great job and working with her but she has many questions as this is very new to her and the area and she wants to understand the true impacts of this type of development. We will get the results of our application soon. Overall I believe it was a very successful event.

Please resubmit the project in the template format once those surveys are done and all other information is available. Hi Trevor,As I described on the phone, I apologize for scanning the submission too quickly and coming to the wrong conclusion that the submission was incomplete. I had read that two surveys were “to be submitted upon permit completion” and assumed that not all of the surveys were completed yet. I have taken another look and have found that all surveys have been done at least once, but more rounds may yet be complete. Again, I apologize for my mistake and since there has been no other submissions in the meantime, the project is in the same place in queue that it would have been had I accepted it previously. See below for tracking number. AEP – Wildlife Management (AEP-WM) has received your request for review of the proposed wind project as per the Alberta Utilities Commission (AUC) process described within AUC Rule 007. Upon a brief and precursory review of the submission template and associated files, all the required information appears to be included in the submission. It should be noted that AEP-WM only reviews complete submissions and our precursory review of the project does not guarantee all required information has been provided in the submitted material.AEP-WM is experiencing a large number of renewable energy submissions so we have implemented a tracking number system to help us identify the order in which the applications were submitted. The tracking number for Rattlesnake Ridge Wind Power Project by BHEC-RES Alberta LP is SSR2019-45W. Once the project has been reviewed it is likely that there will be questions that need to be answered before the referral report is completed. My name is Darren Davis, one of the planning and design technologists in the Southern Region where the Rattlesnake Ridge wind power project is located in Alberta.I have looked at the applications and just want to have a chat about a few things.If you follow this link: http://www.transportation.alberta.ca/projects/south_flash.html and then follow the highlighted lines from top to bottom on the picture Capture.jpgThis will be an link to the functional planning study for the highway 3 twinning project. Select the full detail arrow and at the bottom select the final alignment access plans. When you zoom into the section and RR 84 (the access for this portion of the project), you will see that the RR 84 will not be an access for the highway in the future as it does not meet our Access Management. If you would like to reconsider the access option at this point, please do so and then resubmit a finalized drawing. We will allow that access to be improved to Alberta Transportation Standards and the project may build the RR 84 to County standards with their permission, but with the understanding that it will be removed as part of the highway twinning project and access will need to be form a local road that is indicated. The picture Capture 2.jpg is for your reference of the location of the proposed T6 tower.If you would like to continue with the application, you will need to submit for construction drawings instead of the submitted DRAFT drawing.If you have any further questions, please call. As per our conversation on Monday afternoon, we will be proceeding with the application as is, with the understanding that in the long range plan the access from Hwy 3 to RR84 will be removed. We will have IFC drawings completed for the Project in March/April 2020 time frame and will submit them at that time to support our application. In a couple of weeks we will be submitting another Development application for directional drilling of our collector system under Hwy 3.

This application is specific to directional drilling of the Projects collector system under Hwy 3. The populated application form and figure 1 showing the proposed developments is attached for review. Please note there’s been an ownership name change from ‘Renewable Energy Systems Canada Inc., as agent for BHEC-RES Alberta L.P.’ to ‘Renewable Energy Systems (RES) Canada Inc., as representative for BHE Canada Rattlesnake G.P. Inc.’.

RES is entering a detailed design phase and would like to request your design standards for underground crossings of Provincial Highways as per the attached application. Do you have a document you could provide to inform their design?

In addition, thank you for clarifying that a roadside development application is not required for the directional drilling of the Projects collector system under Hwy 3. The Project is located in Alberta’s County of Forty Mile No. 8, approximately 30 kilometres (km) southwest of the City of Medicine Hat. The current layout consists of 28, 4.2 MW wind turbines. The Project has a 20 year power purchase agreement, proceeding with construction in August 2020 and a commence operations date (COD) of December 2021. Please find the attached turbine layout map and excel table identifying the 28 turbine locations and elevations for the Project. Rangeland Helicopters is the company that operates, maintains services for the HALO – Helicopter Air Lift Operation – which performs emergency rescue services to southern Alberta & Saskatchewan.Rangeland is a family company founded by Doug Little’s father and his sons are flight instructors and mechanics for their private and public aircrafts out of Medicine Hat. Doug is also a fulltime pilot for 30 years with Westjet.Our hour long conversation included the impact of windfarms being developed and operated in southern Alberta on aircraft operating in the same areas as wind turbines. In Doug’s opinion any trained pilot operating an aircraft should be able to maneuver their aircraft over and around wind turbine operations without problems. He said most aircraft would not be operating at heights low enough to come in contact with turbines. He also said he is somewhat familiar with regulations (NAV Can & Transport Canada) on design and permitting wind farm developments and these are sufficient to enable safety for both pilots and wind turbine operators. Doug has offered to assist BHEC-RES in any way possible during development and operations of RattleSnake Ridge Wind Farm including safety consultation, mapping, flight siting, inspecting land & powerlines or other means if requested.

Discussion with Enerfin Land Agent. He was very organised and came with a notebook full of questions. He asked if the RR project was on an abnormally aggressive timeline. I wasn’t able to comment on too much on that front other than details for environmental permitting, such as we’ve been working to collect data since 2016 and now that a turbine layout is determined, Golder submitted the AEP Environmental Submission and is working to submit the AUC application as quickly as possible. He wanted to know if RES would be amenable to having a transmission or collection line pass through their project area. I pulled in Ron and he advised that Rebecca would be the one to discuss this with but that it seemed like a feasible thing to negotiate. I later saw Enerfin talking with Rebecca. He wanted to know about how RES was able to collect the required wildlife data so quickly. I explained about how the earlier data was part of a larger study area for a separate project.

As you recall in October of 2016 Renewable Energy Systems(RES) conducted a tour of the RES Forty Mile wind power project which you or a representative attended. Since that tour date we have split the NE portion of that project in to a new smaller project that we call the Rattlesnake Ridge Wind project. As you may be aware, we, RES, were unsuccessful in the Government of Alberta RFPs. Despite this, we are currently moving forward with the Rattlesnake Ridge Wind project as we have a viable opportunity to commercialize the project. This will enable us to construct and operate the Rattlesnake Ridge Wind Project. We are working towards a commercial operations date of December 2021. The Project is located entirely on privately owned, cultivated land. There are a few parcels of Crown land scattered amongst the project but they will not be impacted by project infrastructure. We have spent a considerable amount of time designing the Project to avoid native prairie and Class 3 and above wetlands. Due to the nature of a wind farm, there will be some minor wetland impacts and we will be required to submit a Water Act Application.I want to assure you know that we have initiated the consultation process through the ACO and we will be sending an information package for your perusal in the near future. As representatives from your community have previously been involved in discussions about this project area, we thought it would be prudent to provide you with an informal project update. Hi Ira,I hope this correspondence finds you well.As you recall in October of 2016 Renewable Energy Systems(RES) conducted a tour of the RES Forty Mile wind power project which you or a representative attended. Since that tour date we have split the NE portion of that project in to a new smaller project that we call the Rattlesnake Ridge Wind project. As you may be aware, we, RES, were unsuccessful in the Government of Alberta RFPs. Despite this, we are currently moving forward with the Rattlesnake Ridge Wind project as we have a viable opportunity to commercialize the project. This will enable us to construct and operate the Rattlesnake Ridge Wind Project. We are working towards a commercial operations date of December 2021. The Project is located entirely on privately owned, cultivated land. There are a few parcels of Crown land scattered amongst the project but they will not be impacted by project infrastructure. We have spent a considerable amount of time designing the Project to avoid native prairie and Class 3 and above wetlands. Due to the nature of a wind farm, there will be some minor wetland impacts and we will be required to submit a Water Act Application.I want to assure you know that we have initiated the consultation process through the ACO and we will be sending an information package for your perusal in the near future. As representatives from your community have previously been involved in discussions about this project area, we thought it would be prudent to provide you with an informal project update. The project developer, Rebecca Crump, is here next week to meet with the County of Forty Mile officials the morning of the 10th. We would be available the afternoon of the 10th, a Wednesday or Thursday morning, the 11th. Also wondering if you would like to meet in Bow Island? We could have lunch and do a tour of the project. Hi Megan,Attached are the infrastructure shapefiles and all the project constraint shapes for your review prior to our meeting.A couple of items for you to be aware of. We are permitting the project with 28 – 4.2MW wind turbines, but keeping flexibility to remove 2 turbine locations and increasing the nameplate of the turbines to 4.5MW (all dependent on on-going discussions with manufacturer). Therefore the nameplate capacity of the Project would be between 117.0MW to 117.6MW.In the attached underground collection line file - I have overlaid the collection that would be required in 2 designs, the 28 and the 26 turbine layouts). So the impact that is shown will not be as large as what is depicted. The 2 turbines that would be removed are labeled differently, E1 and E2.I have also attached a clean map of the project components.Please let Ron and I know where it would be most convenient to meet on the afternoon of July 23rd.If you have any questions in the interim please feel free to give me a call.

I also told Doug it was my understanding that Marilyn had passed away in 2016. He said that was correct, she had passed and that his lawyers were working on removing the caveat from title. Rodney & Shirley Maier – Ref # 109 Property sold – new owners not known to them (Drath, Bernard and Winnie). Our mailing went to Pritchard law office and was returned to RES. Law office would not offer any information to us when we called.After many trials of wrong R Maiers phone numbers, we located Shirley who now lives in Newfoundland and is remarried. Rodney Maier passed away in 2001 and Shirley sold the property. She did not know the current owner but understood there was a shop on the property that since went bankrupt.Possible owner could have been JSE Welding who’s mail was also returned and we are currently searching for JSE building in Whitla we think could be said property that the Maiers owned is now vacant and run down. We will follow up search on current property owner with County of 40 Mile and update list as appropriate.
