This letter responds to your January 13, 2018 Freedom of Information Act (FOIA) request to the Office of Professional Responsibility (OPR) seeking closing memoranda of OPR's investigations with substantiated findings during calendar year 2017. OPR received your request on January 16, 2018. It has been assigned request number FIS-00040. Please refer to that number in any correspondence pertaining to this matter.

By letter dated January 23, 2018, QPR advised you that it would consult with another Department component regarding the 53 pages responsive to your request. That consultation is now complete, and I have determined 53 pages are appropriate for release with excisions made pursuant to Exemptions 3, 5, 6, and 7(C) of the FOIA, 5 U.S.C. §§ 552(b)(3), (b)(S), (b)(6), (b)(7)(C). Exemption 3 pertains to matters specifically exempted from release by statute, in this

· instance, Rule 6e, which pertains to grand jury information. Exemption 5 pertains to certain inter­and intra-agency communications protected by the deliberative process privilege. Exemption 6pertains to material the release of which would constitute a clearly unwarranted invasion of thepersonal privacy of third parties. Exemption 7(C) pertains to records or information compiled forlaw enforcement purposes the release of which could reasonably be expected to constitute anunwarranted invasion of the personal privacy of third parties.

For your information, Congress excluded three discrete categories of law enforcement and national security records from the requirements of the FOIA. See 5 U.S.C. § 552(c) (2006 & Supp. IV 2010). This response is limited to those records that are subject to the requirements of the FOIA. This is a standard notification that is given to all our requesters and should not be taken as an indication that excluded records do, or do not, exist.
