USAID Programs in the

New Independent States of the Former Soviet Union

Summary

This report is organized according to the twelve regional projects and one bilateral project currently active in the NIS. For each project, we have provided a general description, key project subcomponents, and a breakdown of activities under each subcomponent. We have·specified obligations and accrued expenditures for each regional project, each subcomponent, and each activity, including contractors and grantees, under these subcomponents by country. As of December 31, 1994, USAID has:

--programmed almost $3.7 billion in funds made available in FY 1992, FY 1993, FY 1994 and FY 1995; and

---obligated over $2.5 billion, of which nearly $1.2 billion has been expended.

The USAID Program

USAID's program in the NIS focuses on supporting systemic change in the New Independent States:

-transition to cpmpetitive, efficient, market-oriented economies in which the majority of market resources are privately owned and managed, and economic decisions are based primarily on individual choice.

-transition to transparent and accountable governance and empowerment of citizens through indigenous organizations and democratic political processes that ensure respect for human rights, fundamental freedoms and the rule of law.

--strengthened 9apacity to manage the human dimension of the transition to democracy and market economies through restructured social service systems and humanitarian assistance to the neediest sectors of the population during the transition period.

USAID channels assistance through twelve NIS-wide regional projects and one bilateral project. Nine projects focus on providing technical assistance and training to support restructuring in Russia in the following sectors: humanitarian assistance, energy, environment, health care, private sector, agribusiness, democratic pluralism, housing and economic and financial restructuring. In addition, USAID supports two other regional programs: the Eurasia Foundation, which supports small non-governmental efforts in private sector development, democracy building and media and communication; and a program to support Enterprise Funds.

PROJECT SUMMARY

PROJECT NAME: NIS SPECIAL INITIATIVES PROJECT NUMBER: 110-0001 OBLIGATIONS: $254,943,973 ACCRUED EXPENDITURES: $198,116,937 PROJECT DESCRIPTION: USAID's Special Initiatives Project launched the U.S. assistance program in the NIS in January, 1992 . . it supports the NIS transition toward participatory democracy and economic freedom ·by funding innovative ideas which deal with complex problems such as privatization of functions previously under state domain. Quick response capability is imperative. As the "special initiative" priority activities expand into broader, sectoral programs, they are transferred to separate, independent projects and are monitored together with other activities which wor1<

· towards meeting sectoral strategic objectives. Under the Special Initiatives Project, USAID focuses on four components: (1) Emergency Humanitarian Assistance; (2) Technical Support/ Program Development and Support; (3) Pilot Programs/Innovative Responses; and (4) Quick Response/ Cross Sectoral activities. These components and activities under them are summarized in the following tables. Development Assistance and International Disaster Assistance Funds are included in the project obligations and expenditures.

Obligations in this report are for FY 1992 through the first quarter of FY 1995. They are current as of December 31, 1994. Accrued expenditures are calculated on a quarterly basis and are current as of December 31, 1994.

PROJECT SUMMARY

PROJECT NAME: ENERGY EFFICIENCY & MARKET REFORM

PROJECT NUMBER: 110-0002 OBLIGATIONS: $247,053,208 ACCRUED EXPENDITURES: $153,985,432 PROJECT DESCRIPTION: Since project inception in January 1992, USAID's energy activities in the NIS have sought to improve the efficiency and performance of energy pr9duction and consumption, support energy sector privatization and market reform, and reduce safety risks of nuclear power plants. The project provides highly visible, high impact technical assistance while also supporting U.S. private sector opportunities in areas of U.S. comparative advantage. For example, newly installed high efficiency equipment for district heating systems in Russia, Kazakhstan, Kyrgyzstan, Ukraine, Belarus and Armenia has demonstrated technologies to cut energy loss from 15 to 30 percent or more in local heating systems. Emergency fire and operational safety procedures and regulations are being improved for Russia and Ukraine's Chernobyl-type nuclear power pla,nts through assistance from the Department of Energy and Nuclear Regulatory Commission. Energy pricing policy analysis, privatization support and assistance to improve production, delivery and use of gas and oil will optimize the returns from the NIS wealth of natural resources. Technical assistance provided in cooperation with the World Bank and EBRO is accelerating energy production loans from those institutions to Annenia and Russia. Under the Energy Efficiency and Market Reform Project, project components are: (1) Pricing and National Policy; (2) District Heating and Energy Efficiency; (3) Subsector Restructuring; (4) Nuclear Power Safety (5) Trade and International Markets; and (6) Program Design and Management Costs. Additional details on specific activities are summarized in the following tables.

PROJECT NA.ME: ENVIRONMENTAL POLICY AND TECHNOLOGY PROJECT NUMBER: 110-0003 OBLIGATIONS: $79,365,719 ACCRUED EXPENDITURES: $18,730,003 PROJECT DESCRIPTION: The project was authorized on February 4, 1993 to encourage environmentally sound approaches to the economic and social reforms in the NIS, promote specific environmental quality improvements, and encourage U.S. priv~te sector participation in the region's environmental management through four components: 1) the Environmental Policy and Institution Building component fosters sound environmental policy, strengthens key governmental environmental institutions, and helps develop the legal and regulatory framework to support the shift to market economies. Policies governing pollution control, pesticide use, ~crest management and protected areas management are included; 2) the Technology Cooperation for Environmental Improvement component promotes growth of an indigenous private sector in environmental management and develops a market or U.S. environmental

technology to generate improvements in environmental quality. Policy work to clarify environmental liabilities and responsibilities will promote privatization and foreign investment;

3) The Public Awareness and Environmental Accountability component works to enhance public awareness of environmental issues and democratic participation in environmental management particularly by strengthening local non-governmental organizations. Cooperating environmental management organizations will be strengthened in their ability to design and enforce new policies and standards; and 4) Program Design and Management Costs.

PROJECT NAME: HEAL TH CARE IMPROVEMENT PROJECT NUMBER: 110-0004 OBLIGATIONS: $93, 189;372 ACCRUED EXPENDITURES: $40,206,047 PROJECT DESCRIPTION: The Health Care Improvement Project was authorized in April 1992. To date the project has addressed three key problems: (1) declining quality of health care, and an anticipated increase in death rates from preventable and treatable diseases; (2) · collapse of the pharmaceutical and medical supply industry and resulting inability to manufacture medicines and medical supplies; (3) a financing system devoid of any incentives for efficiency and cost control. Under the Health Care Improvements Project, USAID focuses on five components: (1) Medical Partnerships that link U.S. hospitals and clinics in one-on-one relationships with relevant NIS health care institutions to facilitate transfer of American medical knowledge .and technology; (2) Reestablishing Vaccine and Pharmaceutical Production Capacity through targeted interventions to improve product and delivery of key vaccines, pharmaceuticals, and medical supplies; (3). Health Monitoring , to modify health information and statistical reporting systems; (4) Financing and Service Delivery Alternatives to increase the production of health care inputs and develop alternative systems for providing and financing health care; (5) Women's Health and Family Planning to support NIS-wide training and seminars in family planning/women's reproductive services and to develop the capacity of policy makers, program managers and clinicians to improve reproductive health; and (6) Program Design and Management.

The NIS Private Sector Initiatives project began in April 1992. The project aids the economic transformation of the NIS by supporting the privatization of state-owned enterprises, fostering the emergence of indigenous private businesses, and reducing the barriers to private investment and growth. USAID can facilitate the transfer of U.S: technology, business and management skills and capital to help privatize and reorient NIS enterprises. Project implementation to date has emphasized support for privatization, trade and investment and small business. Under privatization, emphasis is placed on activities which move government-owned assets and services into private ownership and development of an appropriate legal, regulatory and institutional framework for a favorable business environment. Assistance is also directed at the development of capital markets and post-privatization initiatives to contribute to the commercial viability of newly privatized firms. New business assistance programs focus on development of private small and medium-sized businesses in the NIS, joint ventures with U.S. firms, and investment support and leveraging activities required to support the functioning of a market economy.

. Th_e Food Systems Restructuring Project was authorized in May 1992. Its focus is on promoting effective and competitive agribusiness systems in the NIS. Significant agribusiness problems in the NIS include inefficient provision ·of inputs to agriculture, and obsolete technology for processing and distribution of products. After years of working in the NIS, many American agribusinesses have a clear understanding of these problems and have already established business ventures or have done considerable ground work to begin them. The quickest and most effective way to develop NIS agribusiness i~ to encourage greater involvement by U.S. private agribusiness companies with partners in thE;! NIS. USAID is working through U.S. agribusiness associations to support the involvement of their member companies and cooperatives in developing long-term business ventures. These associations will create essential eleme,nts of a private food system in the NIS. Under the Food Systems Restructuring Project, USAID focuses on five components: (1) Storage Systems; (2) Marketing Efficiency; (3) Agribusiness Partnerships, (4) Privatized Farm Support in Russia; and (5) Program Design and Management. In addition, USAID's Bureau for for Food and

PROJECT NAME: DEMOCRATIC PLURALISM INITIATIVES PROJECT NUMBER: 110-0007 OBLIGATIONS: ' $126,084,741 ACCRUED EXPENDITURES: $49,033,982 PROJECT DESCRIPTION: USAID's program in Democratic Reform began in April 1992. USAID assists NIS republics in their efforts to advance and consolidate gains toward democracy by helping to create democratic systems characterized by decentralized government with strong, capable local governments; pluralistic civil societies capable of exercising their rights and responsibilities; and increased respect for individual rights and the rule of law. To promote reform of political and social processes, U.S. technical assistance is supplied to help strengthen civic organizations and political parties. A special ~ocus on election assistance includes working through U.S. Non-Governmental Organizations to assist in developing election laws and materials, provide observers for elections, and train civic groups to organize and participate in the political process. To improve democratic governance and public administration, the project supports legislators and legislative staff exchanges and training and technical assistance to improve municipal government skills. Rule of law activities include assistance in drafting a range of legislation and new constitutions, training and exchanges in judicial systems and support for development of a jury trial system in · Russia, and training of judges, prosecuters to strengthen institutional capacity to combat crime. Independent media strengthening includes improving access to printing presses and

PROJECT NAME: HOUSING SECTOR REFORM PROJECT NUMBER: 110-0008 OBLIGATIONS: $217,205,801 ACCRUED EXPENDITURES: $37,501,300 PROJECT DESCRIPTIONS The NIS Housing Sector Reform project was launched in March, 1992. Its objective is to support the development of a market-oriented housing sector in the NIS. Housing activities can be grouped into four general areas and one special activity. The four general areas are: 1) legal and institutional reforms to create or amend existing land and property laws, landlord/tenant and condominium laws; housing finance and bank regulations; and urban planning regulations; (2) reduction of housing subsidies to move toward market-based rent and utility pricing, privatizing management and maintenance of multi-family rental units, and establishment of housing allowance programs for the poor; (3) promotion of private housing markets and ownership to increase private access to land by improving property valuation/tax assessment, developing a private real estate profession, and assisting in the formation of cooperative/condominium associations; (4) housing and urban finance-create pilot programs to promote development of commercial financing, market-based mortgage lending, and regulatory and finance regimes in public infrastructure. In each of these areas integrated long-term and short-term technical assistance and training is being provided to governments and private organizations. Assistance is being implemented at the republic and municipal government levels in Russia, Kazakhstan, Armenia and Ukraine, through the placement of nine long-term resident advisors in eight cities. Specific project activities vary according to the degree and pace of privatization the counterpart republic or city can successfully manage. The special activity referenced above is the Russian Officer Rese.ttlement Initiative under which the project finances the provision of housing for demobilized Russian officers and the provision of job-related trainina.

USAID-financed programs educate economic decision-makers, support institutions which provide access to timely, abundant and accurate information, and help develop the legal and policy environment to support open access to economic information. USAID assistance will help NIS republics develop strong financial sectors, which are essential for facilitating private sector development. Financial Sector Reform efforts will help modernize the banking systems and create stable regulatory environments through training and provision of technical advisors. Fiscal Reform efforts help establish modem tax expenditure management systems which support decentralization and privatization, and will help local governments determine whether and how to finance social services previously provided by state enterprises. Market environment reform activities support development of anti-monopoly laws and regulations, improvement in the capacity to teach modem economics, and development of a capacity to perform economic research and policy analyses.

PROJECT NAME: EURASIA FOUNDATION PROJECT NUMBER: 110-0010 OBLIGATIONS: $26,000,000 ACCRUED EXPENDITURES: $21,069,150 PROJECT DESCRIPTION: The Eurasia Foundation Project, authorized in April 1993, supports an independent, grant-giving foundation which utilizes public and private resources to foster the process of economic and political reform in the New Independent States (NIS) of the former Soviet Union. Key objectives in creating the Eurasia Foundation included the ability to reach a wide range of groups quickly with targeted assistance and to increase the numbers, as well as diversity, of groups receiving U.S. Government and private funds. The USAID grant to the Eurasia Foundation allows the Foundation to act as a free-standing, autonomous private foundation which focuses specifically on the needs of the NIS and whose leadership and resources are devoted to helping the NIS enter the free world as rapidly and productively as possible. It has the ability to respond in a flexible and dynamic fashion to needs and opportunities in the following three areas of concentration: (1) economic reform- activities that will lead to market economies based on private enterprise; (2) education and training-support educational programs aimed at constraints that limit the ability of the NIS to restructure their economies and develop businesses; and (3) democratic reform-support governmental and non-governmental efforts to establish the elements of a democratic society in the NIS. An important element of the Foundation's work is that the vast majority of grants that it awards are small, which provides the opportunity to respond to important needs that cannot easily be addressed by U.S. Government-funded programs. Rapid response is a hallmark of its ·support and the assistance it provides complements other USG-funded activities in the NIS. Approximately 45% of the Foundation grants are directed.toward economic reform; 40% to government/non-profit reform, and 15% toward media and communication activities.

PROJECT NAME: ENTERPRISE FUND PROJECT NUMBER: 110-0011 OBLIGATIONS: $214;000,000 ACCRUED EXPENDITURES: $37,336, 152 PROJECT DESCRIPTION: The Enterprise Fund Project, authorized in August 1993, provides for a Russian-American Enterprise Fund, a Fund for Large Enterprises in Russia, a Central-Asian Enterprise Fund, a Western NIS Enterprise Funds, and a grant to the European Bank for Reconstruction and Development. It provides support to nonprofit venture capital funds to meet the demands for · equity and loan capital of emerging small- and medium-scale business in the New Independent States, assist in the development of joint ventures, attract foreign investment, encourage U.S. private sector partnerships, and provide technical assistance to such businesses. The Funds have three important characteristics that set them apart from traditional USAID programs. The Boards of Directors of the Funds, selected by the White House with input from USAID and the State Department, and the management executives hired by the Board to run the Funds on a day-to-day basis are recruited from among top U.S. businesspersons and NIS experts. Host country persons of internationally recognized stature also sit on the Board. The Boards and management have maximum flexibility in the manner in which the funds are structured and in strategic and operating decisions. The Enterprise Funds are incorporated in the U.S. as non-profit corporations (they do not distribute dividends to members). Profits generated by the Enterprise Funds will be retained and reinvested in new projects, subject to the sunset and wind-down provisions detailed in the Grant Agreements.

It provides not only skills training, but also first-hand exposure to U.S. management techniques, institutional arrangements, free market economies and democratic principles. Current and future NIS leaders acquire specialized skills, practical experience and new attitudes needed to develop and support free enterprise and democratic governance. Secondly, the project builds sustainable U.S.-NIS linkages between professional associations to foster continuing education and linkages and between educational institutions to strengthen indigenous training capacities. The project is administered by USAID and USIA, and focuses on two components: Participant Training, and Educational Partnerships. USAID primarily administers programs providing short-term, highly focused demand-driven training which supports USAID's sectoral activities in NIS countries. Ideally, training is targeted at private and public sector NIS leaders who are.in positions to effect rapid change. Priority areas include business and public administration, public health administration, urban planning, environmental management, etc. USIA administers exchanges and longer-term training in broader, primarily liberal arts areas including political science, law, economics, education, etc. USIA also administers a local and regional government program specified in the legislation.

PROJECT NAME: RUSSIA ENERGY AND ENVIRONMENTAL COMMODITY IMPORT PROGRAM

PROJECT NUMBER: -118-0013 OBLIGATIONS: $90,000,000 ACCRUED EXPENDITURES: $0 PROJECT DESCRIPTION: The Russia Energy and Environmental Commodity Import_ Program, approved December 14, 1993, is a $90 million public sector grant program under the U.S. Tokyo G-7 initiative of 1993 to introduce to Russia U.S. equipment designed to improve the efficiency of energy use and improve environmental quality, primarily in the energy sector. The equipment and related services will be provided to public sector and privatizing entities. A small portion of the CIP will finance technical assistance for management of the program. Consistent with important U.S. foreign policy goals, an .underlying purpose of the CIP is to demonstrate immediate and visible support to the democratic and economic reform process underway in Russia. Significant benefits are expected from this program, including: introduction of U.S. technology and the potential stimulation of U.S. exports to Russia; more efficient production or reduction of energy waste and pollution; and equipment to improve the safety of coal miners; and strengthened monitoring capacity of Russia's environmental protection agencies. The Commission on International Aid and Technical Assistance of the Russian Federation (CIATA) is USAID's primary counterpart for the program. A Joint Russian-American Steering Committee composed of representatives from Russian Government agencies (Ministries of Fuels & Energy, Environment and Finance and the State Customs Committee) and representatives of USAID oversees implementation of the program. A Secretariat provides administrative, technical, and monitoring support for implementation of the CIP. Bums and Roe manages the program,

which will procure U.S. equipment to improve energy efficiency and meet environmental needs for a range of Russian entities. Bids from a variety of suppliers are currently being reviewed. Expenditures for Bums and Roe's management costs are included in project 110-0002, Energy Efficiency and Market Reform.

Obligations in this report are for FY 1994 through the first quarter of FY 1995. They are current · as of December 31, 1994. Accrued expenditures are calculated on a quarterly basis and

are current as of December 31, 1994.

PROJECT NUMBER: 156-0001 OBLIGATIONS: $10,000,000 ACCRUED EXPENDITURES: $10,000,000 PROJECT DESCRIPTION: . This project was announced by Former President Bush in 1990, and addessed the medical crisis in the former Soviet Union caused by critical shortages of basic medical supplies. The project supported efforts of private voluntary organizations to address basic health needs by facilitating the distribution of donated medicines and medical supplies to those groups in the NIS most vulnerable to illness and disease. Project HOPE was awarded a grant to implement the project. The project was completed in FY 1993.

PROJECT NUMBER: 155-0001 OBLIGATIONS: $9,909,162 ACCRUED EXPENDITURES: $9,868,360 PROJECT DESCRIPTION: Three cooperative agreements were awarded on September 26, 1991 under this project to · provide humanitarian relief, medical treatment, education, and vocational training for victims of the Armenian ·Earthquake of December 7, 1988. The cooperative agreements were with Project HOPE/Armenia Consortium, the World Rehabilitation Fund, Inc., and the Armenian General Benevolent Union/Armenian Relief Society of North America. This project was completed in Fiscal Year 1994.
