Section 3  The processing and administration for the welfare state shall be overseen by the Department of Work and Pensions Article II   Benefits for Immigrants Section 1  Immigrants to the Republic of Oceana will be ineligible for any benefits until either they are resident in Oceana for 5 years or are married to a legal citizen of Oceana for 2 years. Section 2  Exceptions to this are foreign nationals who are employed by a company registered in the Republic of Oceana, who will be entitled to housing benefits so long as they maintain employment. Article III   Job Seekers Allowance Section 1  The budget for Job Seekers Allowance (JSA) for FY12-13 is A8.5 billion Section 2  JSA may be granted to legal citizens of Oceana who are of the age of majority. Section 3 - The claimants National Insurance number will be required upon application. Section 4  The claimant must be currently out of employment. Section 5  The claimant is ineligible for JSA if they are currently receiving Disability benefits. Section 6  If successful the claimant will receive a monetary grant. This grant will ideally be equal to the poverty line. For FY12-13 claimants will receive A3,122 per annum. This will be paid on a monthly basis. Section 7  JSA will be granted for a period of 6 months. At the end of this time, the claimant must have provided evidence of seeking a job   i.e. evidence of job interviews or of job applications. Section 8  If the claimant has provided evidence of job seeking but are stil l unemployed then JSA

Summary/Abstract This bill sets provisions for a National Welfare state in Oceana, and sets the terms for entitlement

Article I – General Provisions

shall be renewed for a further 6 months. This process shall repeat until the claimant has attained

employment.

Section 9 – If the claimant fails to provide evidence at the end of the 6 months then a formal

warning from the DWP shall be issued to the claimant.

Section 10 – After a further 3 weeks if no evidence has been provided or no reason is given then the

DWP shall set up a mandatory job interview that the claimant must attend. The interview will be set

at least 3 weeks in advance and the claimant will receive no less than 2 reminders of the interview.If the claimant cannot attend the interview at the set time then they may request a reschedule to

within a week of the initial interview.

Section 11 – If the claimant fails to attend the interview then their JSA will be stopped within 2

months.

Section 12 – If the claimant attains employment then they must notify the DWP. Failure to do so

will incur a A1000 fine. The claimants JSA will stop 1 month after the start date of their job.

Article IV – Full Disability Benefits 

Section 1 – Full Disability benefits (FDb) may be claimed by a legal citizen of Oceana.

Section 2 – FDb may only be claimed by those who have a medically recognised disability which

prevents them from working.Section 3 – A valid doctor’s note is required to be presented to the DWP when applying for FDb.

Section 4 – Successful claimants will be eligible for a monetary grant equal to the poverty line +

10%. For FY12-13 claimants will receive A9,240 per annum. This will be paid on a monthly basis.

Section 5 – Claimants of FDb are ineligible for JSA.

Article V – Partial Disability Benefits 

Section 1 – Partial Disability Benefits (PDb) may be claimed by a legal citizen of Oceana.

Section 2 – PDb may only be claimed by individuals who have a medically recognised disability

which does not prevent them from working. The disabilities which the DWP consider in this

category will be updated annually and provided by the Oceana Health Service.Section 3 – A valid doctors note is required to be presented to the DWP when applying for PDb.

Section 4 – Successful claimants will be eligible for a monetary grant equal to the poverty line

subtract monetary income. Information regarding a claimants income is required upon application.

The monetary grant will be paid on a monthly basis.

Section 5 – If a claimants income situation changes they are required to inform the DWP within 6

months of the change. Failure to do so could incur a A1000 fine. Doctor’s fine? 

Section 6 – Claimants of PDb are ineligible for JSA.

Section 7- Appeals Process?

Article VI  – Housing Benefits 

Section 1 – Housing benefits (Hb) may be claimed by a legal citizen of Oceana.Section 2 – Claimants will be eligible for Hb if they have a personal income of A0 – A35,000.

Section 3 – Hb will be provided to help claimants cover the expense of their accommodation.

Section 4 – Successful claimants will be able to claim up to 100% of their rent up to a maximum of 

A2,900 p/a. The amount given will be decided based on the claimants income. A0 – A10,000 will

be eligible for 100%; A10,000 – A20,000 will be eligible for 80%; A20,000 – A-30,000 will be

eligible for 65% and A30,000 – A35,000 will be eligible for 55%.

Section 5 – If a claimants income changes and they change tax bracket they will no longer be

eligible for Hb and must inform the DWP within 6 months. Failure to do so will incur a A1000 fine.

Section 6 – If a claimant moves accommodation then they must inform the DWP within 6 months.

Failure to do so will incur a A1000 fine.

Article VII  – Child Benefits 

Section 1 – Child Benefits may be claimed by a legal citizen of Oceana.

Section 2 – Child benefits may only be claimed by the child's mother or legal guardian.

Section 3 – Claimants will receive A750 p/a per child. Proof of Guardianship must be provided

upon applying for child benefits.

Section 4 – A claimant may receive child benefits from the birth of the child until the child reaches

the age of majority or if the child becomes emancipated.

Article VIII – Family Benefits 

Section 1 – Family benefits may be claimed by a legal citizen of Oceana.

Section 2 –  Family benefits can only be claimed by those where the combined personal income of 

both persons is within A0 – A35,000

Section 3 – In order to qualify a couple must be married or have at least one child and live together.

Section 4 – Claimants are eligible to a monetary grant equal to A980 p/a. This will be split equally

between the partners.

Section 5 – Family benefits may be claimed for a maximum of 10 years without children or until the

first child reaches the age of majority.

Section 6 – If the couple splits then they are no longer eligible for Family benefits and must notify

the DWP within 6 months. Failure to do so will incur a A1000 fine each.
