• The CCJPA, through BART, its managing agency, is committed to carrying out the all of the Disadvantaged Business Enterprise (DBE) Requirements of 49 CFR Part 26, as amended

* BART Office of Civil Rights will be monitoring the overall Agreement for DBE participation per your DBE commitment goal, if any

DBE Program Still Applies

* DBE primes, including DBE JV partners, will not count towards the DBE commitment

* Monthly DBE reports will be due, if DBEs listed

* Substitutions of DBEs will require replacement with DBEs or good faith efforts

* DBEs, as listed on Exhibit 1, must perform a commercially useful function

Evaluation CriteriaProject Team Qualifications

25%

Qualifications and relevant experience of the Key Personnel relative to the Scope of Services.

Overall strength and approach of the Project Team, including any previous working relationships among the team members. Project Team’s approach and understanding of the project should be included in SOQ, including a draft project schedule.

Experience of the Firms

25%

Demonstrated experience and capability of the firms on similar environmental documentation and railroad engineering design projects for Class I freight/passenger rail operators, including projects performed directly for UPRR following their design standards. Experience in intermodal transit center design and planning, including busways and park-and-ride facilities should also be demonstrated.

Oral Presentation

Qualifications and experience of the Project Team.

Proposer’s approach to the Project and demonstrated technical knowledge of Project requirements.
