Thank you for showing interest in the Oakland County Homeownership Program. The Oakland County HOME Program is for people who are interested in owning a home but may not think they have the credit score or income to accomplish that goal. This program is federally funded and administered through the county which is designed exclusively to create affordable housing for low to moderate income households. Within the Oakland County HOME Program, all homes undergo extensive rehab to ensure the homes are maintenance-free for at least five years. This rehab work can consist of, but is not limited to: new roof, doors, flooring, kitchen appliances, updated plumbing and electrical, cabinetry, etc. In addition, Oakland County grants each approved applicant homebuyer’s assistance to help fill the financial gap between their mortgage loan and home purchase price. This packet includes all of the information you will need to get started with your application. Any questions about these forms can be directed to the CHN staff member whose contact information has been included within this packet.

Program Qualifications

All approved applicants must meet the following requirements:

1. Pre-approval letter from a lender of your choice.

a. It is recommended that you have a tri-merge credit score of at least 620.

b. If you are finding it difficult to secure a pre-approval, we can connect you with financial institutions that we have previously worked with.

2. Maximum household income is no greater that 80% area median income (see flyer for chart)

3. Must provided a minimum of 1% of personal funds at closing.

4. NO bankruptcies or foreclosures within the last two years.

5. Complete the MSHDA Homebuyer Education Class (offered at Community Housing Network Inc.).

Print out/fill out ALL application forms and complete with the appropriate information. Provide ALL requested and applicable documentation.

Homebuyer Education Class

As a nonprofit agency we provide MSHDA Homebuyer Education classes at a small registration fee of $50 per person. As a part of the Oakland County Homeownership (HOME) Program it is required that you take this homebuyer education class. Please contact Maddie Jaks, Housing Counseling Supervisor, to sign up for one of the classes. Her contact information is [email protected] or (248) 824-7392. You can sign up for this class before or after you submit your application. Please note, Oakland County cannot make a final decision on your application until the class has been completed.

Frequently Asked Questions

1. What is the Oakland County HOME Program?

a. Oakland County HOME Program is a federally funded program that is designed exclusively to assistance low to moderate income families and individuals become homeowners. This is an acquisition-rehab-resale program that provides a move-in ready home with brand new energy efficient kitchen appliances. Each home is completely rehabilitated to eliminate the hassle of the initial major maintenance cost. In addition, Oakland County provides a Homebuyer’s Assistance to approved applicants to allow for smaller monthly mortgage payments.

2. What is the County’s Homebuyer Assistance?

a. The Oakland County Homebuyer Assistance is a financial aid that works as closing cost assistance.

3. How much will the County grant me in Homebuyer Assistance?

a. Homebuyer Assistance is not a set amount. Assistance is based on need of the homebuyer.

i. On average Oakland County has granted approved homebuyer’s $8,500.

4. What are the terms of the Homebuyer Assistance?

a. This assistance is a deferred payment loan with 0% interest in the amount that makes the home affordable. This assistance is due and payable upon conversion of the property use and/or ownership and shall be secured by an Oakland County mortgage and note.

5. Do you have to get pre-approved for a mortgage with a certain mortgage lender?

a. No! Applicants may secure a mortgage loan with any financial institution that is willing to have Oakland County in second lien position.

6. “I don’t have a middle credit score of 620; can I still get pre-approved by a mortgage lender?”

a. Applicants may get pre-approved by any lender that is willing to work with their credit score. The 620 credit score is provided as a benchmark. Some lenders accept credit scores below 620.

7. Is CHN a mortgage lender?

a. Community Housing Network Inc. is not a lending institution and does not provide mortgages. We can provide you with a list of lender referrals.

8. How long does it take to get approved for the Oakland County HOME Program?

a. As soon as a complete application is submitted, it will take CHN roughly one week to review the materials. If the application meets the minimum requirements, CHN will submit documents to the county for final review. The county can take up to 30 days to review an application. Upon review,

the county will determine if the applicant is ready for homeownership.

9. How much do I need to contribute at closing?

a. It is suggested the applicants have roughly $1,500 for closing cost. After

the mortgage and homebuyer assistance is factored in at closing, the

homebuyer is responsible for any overages.

10. Can I use other federally funded down payment assistance with HOME funds?

a. Since Oakland County HOME Program is a federally funded program

through the Department of Housing and Urban Development (HUD),

applicants are not permitted to use other federally funded down payment

assistance. Having multiple federal assistance will over subsidized the

property and make the homebuyer ineligible.

Homebuying Timeline

Homebuyer begins searching for homes, submits Initial Screening form to CHN

CHN reviews Initial Screening, reports back to Homebuyer within 5 business days whether they are likely to qualify for our Homebuyer Program.

Homebuyer decides on a home, obtains pre-approval from a lender, and submits Full Application Package

CHN reviews Full Application Package, reports back to Homebuyer within 15 business days whether they qualify for our Homebuyer Program. CHN will not review application packages until ALL documentation is in order. This is a preliminary approval; final approval comes from Oakland County.

CHN submits Homebuyer’s documentation to Oakland County for program approval.

Oakland County reviews Homebuyer’s documentation and makes final determination of eligibility within 30 days.

Homebuyer and CHN enter into a purchase agreement for the home. Homebuyer’s offer to purchase should allow CHN 30-60 days to close. Note that Homebuyer’s documentation must be less than six (6) months old at time of closing.

CREDIT REPORT AUTHORIZATION AND PRIVACY DISCLOSURE FORM

I hereby authorize and instruct Community Housing Network, Inc. (CHN) to obtain and review my credit report. My credit report will be obtained from a credit-reporting agency chosen by CHN. I understand and agree that CHN intends to use the credit report for the sole purposes of evaluating my financial readiness to purchase a home, and assisting me to complete the purchase of a home. CHN is not acting as agent to any lending institution or representing an agent of any lending institution. CHN will not make any determination of credit worthiness as it relates to approval or denial of any loan I apply for. In addition, in connection with determining my ability to obtain a loan;

Policy – Intake – Sole Proprietor (BFS) Estimated Annual Income

During January, February and March most companies have not completed a Profit/Loss Statement as many of the bills for their expenditures have not been received and/or paid and they may not have received payment for the work they performed.

Therefore, to determine the Estimated Annual Business-for-Self Income during the first quarter each calendar year (January through March) we will use the current years Federal Income Tax Profit and Loss Statement, to determine their business-for-self earnings.

The applicant must complete the enclosed Business-for-Self affidavit, If the applicant has self employment earnings from April through December during the current calendar year.
