MINUTES

Annual Task Force Meeting – October 11, 2016 Time: 9:00 a.m. – City of Oak Park Council Chambers

I. WELCOME AND INTRODUCTIONS

Chairman David Evancoe called the meeting to order at 9:00 a.m. Mr. Evancoe thanked the City of Oak Park for hosting the meeting. Attendees then introduced themselves.

Mr. Eric Tungate, Oak Park City Manager welcomed the committee to the city and provided an overview on some of the positive changes occurring in Oak Park.

II. PUBLIC COMMENT

Mr. Evancoe asked if anyone present would like to make a public comment. No attendeesrequested to make a comment and Mr. Evancoe closed the public comment portion of themeeting.

III. APPROVAL OF MINUTES OF 10-13-2015 TASK FORCE MEETING

Mr. Evancoe referred the committee to the minutes from the October 13, 2015 Task Forcemeeting and asked if anyone had any additions, changes or deletions. No changes wererequested.

Motion by Mr. Derrick Schuller, supported by Mr. Harry Drinkwine, to approve the minutes ofthe October 13, 2015 Task Force meeting. Motion Carried.

IV. CHAIRPERSON’S REPORT

Mr. Evancoe announced the RCOC Strategic Planning process will be starting in the spring.

V. REPORT FROM SEMCOGMr. Stephen Brudzinski, SEMCOG representative, announced the Federal HighwayAdministration (FHWA) approval of the FY 2017-2020 Transportation Improvement Program(TIP).

Mr. Brudzinski mentioned that in late January there will be a Congestion Mitigation Air Quality(CMAQ) call for projects. There is no cap on the amount of funding awarded, but projects are

measured and prioritized by their cost benefits. SEMCOG will be sending a call for projects notice and welcomes all applications.

Mr. Brudzinski reminded the Task Force members of the upcoming FY 2016 TIP Survey, and the importance of documenting the actual costs for projects. He mentioned the 2045 Long Range Transportation Plan (LRTP) process will begin and it is important to have accurate costs reported on the TIP Survey.

VI. REPORT FROM MDOT

Mr. Mark Harbison, MDOT representative, announced that FHWA partially released obligationauthority until December 9th. He also announced MDOT is now processing all paperworkthrough Project Wise, MDOT’s project related document management program. ProjectWiseprovides agencies and people statewide access to information, and also provides the ability tomanage, find and share documents.

VII. FY 2017 PROJECT UPDATE

Members were asked to provide a progress report for their upcoming FY 2017 federal-aidprojects. The results are listed in the table below.

IX. PROJECT MODIFICATION REQUESTS

1. Mr. Clarence Goodlein, City Manager for the City of Wixom explained the request to modifytheir FY2019 West Road project application. Mr. Goodlein explained that the FAC awardedthe City of Wixom $854,144 in FY2019 at the February 9, 2016 meeting. Because the roadis in such poor condition, they would like to advance construct the project and need tostrategize the logistics of their engineering services. The City would like to utilize their cityengineering firm for preliminary and construction engineering; funding both is not permitted



when using federal funds. Mr. Goodlein explained that the City is requesting approval to remove CE as an expense from the original application, and pay for these services with local funds. The City is also requesting to change the federal/local share from 70%/30% to 80%/20%. This would reduce the total number of project points by one, however it does not affect the order of projects in the project list. The request if approved would lower the federal share of the project from $854,144.45 to $848,839.20. This reduces the total cost by about $5,000.

Motion by Mr. Bill Huotari, supported by Mr. Derrick Schueller to approve the request made by the City of Wixom. Motion Carried.

2. Mr. Huotari from the City of Troy explained the request to make modifications to Category Cfunding in FY2017. The City is requesting to add a Preliminary Engineering phase in FY2017for the Rochester from Barclay to Trinway project. The total amount of State Category Cfunding requested for this phase is $320,000, which will come from the $13,800,000currently programmed in FY2017 for the construction of John R from Long Lake to SouthBoulevard. This transfer of funds if approved would reduce the total State Category Camount programmed for the John R project to $13,480,000. The total amount of fundingprogrammed for all projects in FY2017 will not change.

Motion by Mr. Gary Piotrowicz, supported by Mr. Drinkwine to approve the request madeby the City of Troy to add a PE phase to FY2017 for the Rochester Road project. MotionCarried.

3. Mr. Mark Saksewski, from the City of Farmington Hills explained the request made by theCity to move funding for the ROW phase of the Orchard Lake from 13 Mile to 14 Mile projectfor $3,560,000 in FY2017 to FY2018, and to move $4,080,000 in FY2018 to FY2019.

Motion by Ms. Leigh Schultz, supported by Mr. Tom Trice to approve the request made bythe City of Farmington Hills to move the ROW phases for the Orchard Lake project back oneyear. Motion Carried.

X. PROJECT LIST ADJUSTMENTS Mr. Evancoe explained that due to the committee’s approval of requests made during agenda item IX, and due to the increase in targets, the project lists for FY2017 – FY2019 will need to be adjusted. He explained that projects will need to be transferred to ensure all funding is being utilized.

Motion by Mr. Huotari, supported by Ms. Schultz to approve the FY 2017 project list with the below changes. Motion Carried.

• Orchard Lake Road from 13 Mile to 14 Mile, ROW phase for $3,560,000 moved from2017 to 2018.

• Orchard Lake Road from 13 Mile to 14 Mile, ROW phase for $4,080,000 from 2018 to2019.

• 2018 to 2017 Evergreen Road from 11 Mile to Winchester for $418,674.• 2018 to 2017 Evergreen Road from 9 Mile to M-10 Freeway for $1,682,842.• 2018 to 2017 Napier Road from 9 Mile to 10 Mile for $2,000,000.

Motion by Mr. Drinkwine, supported by Ms. Schultz to approve the FY2018 project lists with the below changes. Motion Carried.

• Evergreen Road from Winchester to 12 Mile $629,056.• West Road from Beck to the City Limits for $848,839.



• 14 Mile and Main Street Intersection Project for $652,974.• NB Northwestern Hwy from W of Southfield to Lahser for $1,391,931.• 13 Mile from Drake to Farmington for $1,556,875.• Franklin Road from W of 11 Mile to Telegraph for $653,138.

With a remaining balance left in FY2019, the committee referred to the 2019 Call for Projects list. From this list the committee selected projects that were applied for but were not previously selected for funding

Motion by Mr. Piotrowicz, Supported by Mr. Tom Zoner, to fund the Maple and Middlebelt 4R project in FY2019 for $1,236,654. Motion Carried.

• SB Northwestern Hwy from NW of 9 Mile to Evergreen for $730,962.• Woodward Heights Blvd from Hilton to Pilgrim for $214,645.• S Milford Road from General Motors of S of Winding way for $375,166.

Motion by Mr. Zoner, supported by Mr. Huotari to approve the FY2019 project lists with the above changes. Motion Carried.

Updated Project Lists are attached as Appendix A to the minutes.

XI. FY 2020 CALL FOR PROJECTS

Mr. Evancoe asked the Task Force to issue a call for projects for FY 2020.

Motion by Ms. Schultz, supported by Mr. Huotari, to issue a call for 3R and 4R projects for FY2020. Motion Carried.

XII. RRR AND 4R PROJECT PRIORITY RATING PACKET WORKSHEETS

1. Mr. Evancoe explained that back in February the Funding Committee requested the 3R and4R forms be reviewed and updated. The Technical Committee met three times to reviewthe forms and recommend changes. Mr. Evancoe handed the discussion over to Mr.Stephen Dearing to go over the changes made to the 3R and 4R forms.

Mr. Steve Dearing explained that there has not been enough money in past years to fund allprojects submitted. He explained that when the committee started reviewing the forms, itwas agreed that some of the points were “give-me” points and some were not.

Mr. Dearing explained that giving points for a higher land use density didn’t relate topavement condition. To simplify this category an applicant gets one point if the project islocated within the urban boundary and zero points if is not.

Mr. Dearing also explained that the life cycle cost analysis should be based on work andmaterials put into the road and to keep Construction Engineering separate.

The forms were updated to focus more on awarding points based on the condition of thepavement and the cost effectiveness of improvements.

Motion by Mr. Huotari, supported by Mr. Paul Shumejko to approve the changes made tothe RRR and 4R forms. Motion Carried. Roll Call 13-0.

2. Mr. Evancoe explained that the technical committee was not able to come to a consensusrelating to local contribution points and deferred the decision to the funding committee.



Mr. Huotari explained that when the committee reviewed the forms they were trying to make a level playing field. It was agreed that having the ability to provide a higher local contribution has nothing to do with the technical worthiness of the project itself. Some agencies do not have the ability to get a point from this category because they are unable to provide a higher local contribution due to local fiscal constraints.

Ms. Schultz explained that some road projects in the City of Southfield, such as service drives never score well. Having the ability to gain a point for contributing a higher local match strengthens their application. Ms. Schultz stated that cities should have the ability to decide whether it is worth it to add higher match.

Mr. Thomas Blust stated the RCOC also has roads that do not score well, however are unable to provide a higher match. He also stated it is a mild form of environmental injustice. Less affluent communities cannot provide a higher local match, therefore are not awarded extra points.

Mr. Kevin Yee mentioned that providing a higher local match may save the committee money to spend on other roads.

Mr. Matthew Callahan stated that some applications score low until they add points for a higher local match. He also agreed that his community providing a higher local match frees up money for another community to use on another project.

Many members of the committee agreed there is no technical merit to this category. They indicated funding should be based on statistics and technical review, and not based on the ability of a community to provide a higher match.

Mr. Huotari stated that the City of Troy can buy points by electing to contribute a higher local match, but they do not. He also pointed out that there are no RCOC road projects on the FY2019 list yet the RCOC has 70% of the roads in the county.

Mr. Evancoe said the committee is very proud of having an objective point system and basing our decisions on engineering criteria. However, a local contribution is not objective criteria, and it is not related to engineering or pavement condition.

Mr. Dearing stated he does not represent just one community and he can see both sides. Allowing higher matches does get more miles done. On the other hand, there is an environmental injustice issue and it is difficult to balance if getting the extra points is important enough that we make sure we get those extra miles built. He suggested that if getting more miles of road done is important maybe changes should be made to the scale of points.

Mr. Piotrowicz mentioned that after reviewing past projects it was discovered that many were over obligated. Projects received more points for providing a larger local match, however the original funding amount applied for was less than the amount received. So it was debatable whether the extra match was ever paid.

Mr. Harbison suggested that the committee could consider capping funding amounts. MDOT currently funds all projects at 80/20 and that they can obligate up to 25% of the FAC approved amount.

Mr. Thomas Noechel, suggested that if a community decides to provide a higher local contribution then their federal funding should be capped at the amount applied for in the



application. By using extra local contribution points, you’ll only get the amount of federal aid the committee approves.

Motion by Mr. Rob Hayes, supported by Mr. Piotrowicz to keep local contribution points as is in the forms but to add a cap to the federal share for those projects. If the applicant gains extra points by providing a local match higher than 20%, the federal funding for that project will be capped at the amount approved by the FAC. Motion Carried. Roll Call 13 – 0.

XIII. FEBRUARY 2017 FUNDING COMMITTEE MEETING DATE AND LOCATION

Mr. Evancoe stated that the date for the February Funding Committee meeting will be TuesdayFebruary 7, 2017. Mr. Goodlein from the City of Wixom offered to host the meeting.

XIV. OTHER BUSINESS

Mr. Evancoe asked if there was any other business to be brought before the committee. Therewas no other business.

MEETING MINUTES

Funding Committee Meeting – May 16, 2017 at 9:00 AM Madison Heights Fire Department

I. WELCOME AND INTRODUCTIONS

Chairperson David Evancoe called the meeting to order at 9:00 AM. Mr. Evancoe thanked the City of Madison Heights for hosting the meeting. Attendees then introduced themselves.

II. PUBLIC COMMENT

Mr. Evancoe asked if anyone present would like to make a public comment on any items notalready on the agenda. No attendees requested to make a comment and Mr. Evancoe closedthe public comment portion of the meeting.

III. APPROVAL OF MINUTES FROM 2-7-2017 FUNDING COMMITTEE MEETING

Mr. Evancoe referred the committee to the minutes from the 2-7-2017 FAC FundingCommittee meeting (included in the agenda packet) and asked if anyone had any additions,changes or deletions. No changes were requested.

Motion by Jim Schafer, supported by William Houtari, to approve the minutes of the 2-7-2017 Federal Aid Funding Committee meeting. Motion Carried.

IV. REPORT FROM SEMCOG

Steve Brudzinski, SEMCOG, reported that a bill was passed to provide the remainder of theobligation authority to MDOT until the end of the fiscal year. Currently, the funding has notbeen passed down to MDOT, but will soon.

Mr. Brudzinski also announced that CMAQ award letters will be distributed soon.

V. REPORT FROM MDOT

Mark Harbison, reported that MDOT is currently out of obligation authority. He reiteratedSEMCOG’s report that a bill has been passed in the house, but funding has not been passeddown to MDOT yet. Currently projects are being advanced constructed. However, theyanticipate all projects will receive their funding once the obligation authority reaches MDOT.

Mr. Harbison also mentioned that there will be new RRR guidelines that will reflect FHWAguidance for design exceptions.

VI. CHAIRPERSON’S REPORT

Mr. Evancoe thanked all of the communities that have met with the Road Commission forOakland County (RCOC) for the strategic planning meetings. The RCOC believes themeetings have been productive and beneficial. RCOC staff will have a report available fordistribution shortly after all meetings have concluded.

VIII. RECLASSIFICATION REQUEST FROM THE CITY OF WIXOM

Tim Sikma, City of Wixom, gave an overview of the City’s request to reclassify Charms Roadfrom Wixom Road (minor arterial) west to Delphine Drive (local) from a local road to a majorcollector on the National Functional Classification (NFC) system.

Brian Mohr, SEMCOG mentioned his conversations with MDOT about this request. Thesegment of Charms Road included in the request does not provide the connectivity to theNFC system that would warrant the reclassification of the road as a major collector. WixomRoad is a minor arterial and Delphine Drive is a local road. Mohr suggested that Wixom maywant to amend their request. The first option for the City of Wixom would be to partner withRCOC to reclassify the City’s portion from Wixom Road to Delphine Drive and include RCOC’sportion from Delphine Drive to Wixom Road in the request. The second option would be toamend the request to reclassify the City’s portion of the road as a minor collector.

Mr. Sikma agreed the city would amend their request to reclassify their segment as a minorcollector.

Motion by Mr. Houtari, supported by Mr. Schafer, to recommend approval of Wixom’srequest to reclassify Charms Road from a local road to a Minor Collector on the NationalFunctional Classification system. Motion Carried.

IX. UPDATE TO 2018 – 2020 PROJECT LISTS

Mr. Evancoe explained that three requests to move projects have been submitted.

Paul O’Meara, City of Birmingham explained the city would like to postpone their Maple Roadproject from Bates Street to Woodward Avenue from FY2019 to FY2020.

Karen Mondora, City of Farmington Hills explained that more time is needed for the review ofthe Environmental Assessment on Orchard Lake Road from 13 Mile to 14 Mile. The City isrequesting the committee to approve the postponement of the first phase of right-of-wayfunding from FY2018 to FY2019 and postpone the second phase of right-of-way funding fromFY2019 to FY2020.

Mr. Evancoe explained the City of Farmington’s request to move funding for Freedom Roadfrom Gill to 9 Mile and from M-5 to Hillview Court from FY2019 to FY2020.

Mr. Evancoe opened the discussion for the committee to make adjustments to the projectlist.

X. PRESENTATION FROM RCOC ON CHANGING THE PROJECT SELECTION PROCESS

Mr. Piotrowicz presented to the committee the RCOC’s request to change the project selection process. He explained that the Road Commission currently has jurisdiction of 70% of the federal aid eligible (FAE) roads in the county, yet is only receiving an average of 37% of the funding over the past ten years. He also pointed out that in recent years, many roads that have been awarded federal funding have had low volumes, are not on the NHS, and are mostly collectors and minor arterials.

Mr. Piotrowicz made the recommendation for the Technical Committee to make major revisions to the 3R and 4R forms to place an emphasis on high volumes, higher classifications, multi-lanes and continuity.

Discussion ensued. The committee discussed that one problem is there is simply not enough funding. Another problem is the forms may provide more points for cost effectiveness, which does not help roads that carry high volumes, are multi-lane and higher functional classification to score higher.

The committee agreed that another issue with the forms is the inconsistencies of unit costs. Project cost estimates can vary widely by community. In addition to Mr. Piotrowicz recommendation, the Funding Committee agreed to include the standardization of unit costs in the 3R form applications in their request to the Technical Committee.

Ron Agacinski, from the Wayne County FAC explained that their project application forms include points for PASER, NFC and traffic counts.

MAY 16, 2017 - OAKLAND FAC - FUNDING COMMITTEE MEETING The Technical Committee was tasked with reviewing the current project selection process and how to incorporate a greater emphasis on higher volume, higher classification and poor condition roads.

Motion by Mr. Piotrowicz, supported by Mr. Chris Barnett to direct the technical committee to review and revise the 3R and 4R forms with the goal of funding roads that serve higher volumes, have higher functional classifications, have multiple lanes, provide continuity, promote county-wide mobility and freight movement. The technical committee should also look into standardizing unit costs in the form so all applicants are using the same figures. Roll Call Vote (12-0) Motion Passed.

New proposed forms were presented to the committee as well as a spreadsheet to show how the FY2020 applications would have ranked if they were given points based on the proposed form. The new form placed an emphasis on higher volumes, higher classifications and road condition. The projects at the top of the list ended up being mostly RCOC projects with a few from other cities.

It was recommended by the Technical Committee they look into a recommendation that would split the total STPU pot between the RCOC and CV based on federal aid eligible centerline miles or population.

The committee was presented with the results of using two formulas to calculate a potential funding split between the RCOC and the CV.

• The first formula would have given RCOC 60% of the funding based on a population sharefrom total federal aid eligible miles belonging to RCOC within each community.

• The second formula would give RCOC 69% of the funding based on total federal aid eligiblecenterline miles under RCOC’s jurisdiction.

The second formula was selected by the Technical Committee. There was discussion on how RCOC will select projects internally and if the CV would use the existing forms.

Motion by Steve Dearing, supported by Bill Huotari to recommend the Oakland FAC Task Force to approve the following:

“The technical committee recommends to the FAC that a new process be put in place whereby the road commission will be receiving generally 69% of all the Surface Transportation Program (STP) federal aid funding that is received within the Oakland FAC jurisdiction. The value of that is allowed to fluctuate year by year to fit the spending needs of both the RCOC and the communities. The RCOC will report back to the FAC what kind of method they are going to use to pick out projects that would be used under their set aside. And for the purposes of the Cities and Villages in the County, when the call for projects is issued we are going to be asking that they make application on the existing forms. After we have an opportunity to see how the forms work, there might be an opportunity to revise them in the future to better meet the needs of the Cities and Villages.”

If approved by the FAC Task Force, the Road Commission for Oakland County would receive 69% of the Surface Transportation Program (STP) Federal Aid Funding awarded to the Oakland FAC starting with the FY2021 call for projects. The RCOC will need to develop an internal selection process and present their annual list of projects to the committee for approval. The Cities and Villages in Oakland County will continue to use the existing RRR/4R forms when applying for project funding.


RCOC PROJECT SELECTION PROCESS

If RCOC is allocated 69% of the STPU awarded to Oakland County Federal Aid Committee RCOC will

follow the below internal project selection process.

1. On the average $500,000/year will be set aside for the urban to rural transfer.

2. On the average $2,000,000/year will be set aside for paving gravel roads.

3. The remainder of the funding will be distributed by prioritizing road projects based on the

following considerations:

MEASURABLE CONSIDERATIONS Safety Points will be based on the annual rankings provided by RCOC Safety Review

Committee. Classification Points are awarded based on National Functional Classification and National

Highway System. AADT Points will be awarded based on traffic counts. Truck Counts Points will be awarded based on truck traffic counts.

OTHER CONSIDERATIONS Corridor Continuity and Regional Significance

How does the project contribute to the corridor? Does it close any gaps between recently improved sections? Does this project contribute to a corridor improvement program? Is this project regionally significant?

Geographic Distribution

Will this project be a benefit to the community it is in? How does the geographic location of this project compare to others RCOC has programmed?

Public Input and the Strategic Plan

Has this project location been identified by the public or by the community as in need of improvement? Is this project identified in the Strategic Plan?

Inter-Agency Coordination

Will this project interfere with the construction of another agency's project? Will this project create a hard ship on drivers and their routes? Is this project located close to a detour for another project?

4. Projects submitted for STPU funding using the above prioritizing process will be 3R, 4R and/or

Intersection Improvements.

5. During the February Oakland FAC meeting, RCOC will provide the committee with a list of RCOC

prioritized projects for approval.
