Access To Capital Legislation
• H.R. 3606, Jumpstart Our Business Startups (JOBS) Act
– Increase small business SEC exemption from $5 million to $50 million.
– Raise the shareholder threshold for mandatory SEC registration from 500 to 1,000 shareholders.
– Enable “crowdfunding” by exempting small issues ($1 million/$2 million if audited financials
provided) from SEC registration requirements.
– Remove the prohibition against general solicitation or advertising if all purchasers of the securities are accredited investors.

– Collection of bills aimed to increase and strengthen small business participation in government contracting
