We are happy to announce that the National Anti-Poverty Commission Youth and Students Sector (NAPC-YS) is now accepting applications to be part of the NAPC Youth and Students Sectoral Assembly (NYSSA). The first assembly will be held this October 2014 in Metro Manila. Being part of the NYSSA enables you to take part in the process of selecting the Sectoral Council which will represent your issues and concerns on poverty-alleviation and at the same time ensure the implementation of the Social Reform Agenda (SRA). NYSSA members are also tasked to ensuring that young people’s stake is being heard in the government’s numerous programs and policies. As the outgoing Sectoral Representative for the Youth and Students in NAPC and in behalf of the Technical Working Committee, I would like to invite your organization to apply and to help fellow young people realize their goals and potentials as relevant stakeholders in the fight against poverty. WHAT IS THE NYSSA?

The National Youth and Students Sectoral Assembly (NYSSA) facilitates the formation of the National Youth and Students Sectoral Council (NYSSC) and the selection of nominees for the position of National Youth and Students Sectoral Representative (NYSSR).

In the exercise of its powers, the NYSSA has the following functions:a. Determine the composition, powers and functions of the NYSSA, such as the responsibility of coming up with a consensus on anti-poverty programs, including flagship programs and other issues affecting the sector and to assist the Sectoral Representative in the monitoring of the implementation of the flagship program at the local level.b. Set the qualifications required of each member of the NYSSC; c. Establish the process of electing the members of the NYSSC, including replacements in cases of vacancies;d. Elect the members of NYSSC which shall not be less than fifteen (15) nor more than twenty-five (25);e. Set the qualifications required of each nominee to the position of National Youth and Students Sectoral Representative (NYSSR);f. Establish the process of selecting the nominees to the position of NYSSR;g. Formulate and approve the Code of Ethics and Conduct and Transparency and accountability mechanisms among the NYSSC; and h. Convene whenever called upon by the NYSSC.

The outgoing NYSSC, serving as the Technical Working Committee (TWC), has adopted the following rules:

a. That, the NYSSA should be composed of at least 100 youth-led organizations; b. That, representatives must be composed of at least 40% women, upholding

progressive gender recognition; c. That, representatives must be duly authorized by the organization that they are

representing;d. That, representatives must not be a full-time and/or permanent or part-time or casual

employee, of any branch of government (executive, legislative or judiciary); e. That, in order to ensure geographical representation, 5 slots are reserved per region

and 15 slots to organizations with a national presence; f. That, in cases where the target number of representatives in the regional and the

national level is not reached, the TWC reserves the right to re-allocate slots; andg. That, “in absentia” representation will not be allowed.

Lodging, accommodation and travel for the conduct of the NYSSA will be fully provided for by NAPC.

HOW TO APPLY

Who can apply?

Youth-led1 organizations, networks, alliances or coalitions that are based in the Philippines and have been in existence for at least a year by October 1, 2014 is eligible to apply to be part of the National Anti-Poverty Commission Youth and Students Sectoral Assembly (NYSSA).

Who can represent?

Duly-authorized representatives can represent their respective organizations. Official representatives must be:

A bona-fide member of the organization they are representing; At least 15 years of age by October 1, 2014 and not more than 30 years of age by October

31, 2014; NOT an employee (full-time, part-time, or casual) of the national or local government or

of any government branch; and Of good standing have not been convicted of any criminal act.

Requirements

The following are required of each applicant-organization:

LETTER OF INTENT to apply for the NYSSA addressed to:MR. GIBBY GORRESSectoral Representative for the Youth and Students SectorNational Anti-Poverty Commission

Filled-out ORGANIZATIONAL PROFILE SHEET; Filled-out REPRESENTATIVE’S PROFILE SHEET; CERTIFICATE OF ACCREDITATION AND GOOD STANDING from any credible

institution stating at least one year of existence AND a good track record (NYC, LGU, SEC, DSWD, DILG, etc.);

BOARD RESOLUTION stating that the representative is duly-authorized; and One-page ORGANIZATIONAL PORTFOLIO, primer or flier that highlights the

organization’s successes, activities or programs.

Resolutions and certificates must be valid by the date of submission. INCOMPLETE APPLICATIONS WILL NOT BE ENTERTAINED.

There are two ways to apply:
