    A RESOLUTION ENDORSING THE WATERSHED CODE OF DAVAO CITY ORDINANCE TO

    LOCAL GOVERNMENT UNITS THROUGH THE DILG AND DENR WITH THE YOUTH AS MAIN

    PROPONENT FOR ENVIRONMENTAL AWARENESS

    WHEREAS, Presidential Decree 1007, Rule II, Section 29 states that the National Water ResourcesBoard, Department of Environment and Natural Resources, and other appropriate agencies involved inWatershed Management shall undertake watershed conservation, protection, and rehabilitation, andshall adopt appropriate soil and water conservation and protection measures to safeguard thehydrological integrity of watersheds and help sustain the protection of water for various purposes and

    uses;

    WHEREAS, Ordinance No. 0310-07, Series of 2007 otherwise known as the Watershed Code of Davao Cityfocuses on widening the effectiveness Watershed Protection, Conservation and Management, be localized in thecountry, in order to widen the effectiveness of watershed protection, conservation and management and itsimplementing rules and guidelines will be based on the watershed code of Davao,

    WHEREAS, Davao City has been awarded as the most outstanding water utility in Asia for threeconsecutive years (1996, 1997, 1998) and currently, it has been cited as cleanest and greenest in thePhilippines for highly urbanized category;

    WHEREAS, the Watershed Management Youth Council has been a finalist to Ten Accomplished YouthOrganizations for the year 2011;

    WHEREAS, the youth sector is one of the key implementing body of the code wherein the youthleaders in the community are empowered and taught about the implementing rules and regulations ofthe code through seeking technical expertise from different concerned agencies;

    WHEREAS, under the Watershed Multi-partite monitoring teams (WMMT) of the Code, a sector wouldbe formulated and that a member of the monitoring team and that they must undergo trainings in orderto be equipped with the proper tools and guidelines;

    WHEREAS, due to the passage of the Watershed Code in Davao City, the City Environment andNatural Resources office no longer provides and renews permits to existing quarry operations, therehas been no expansion on plantations, and identified plantations within the protected areas have

    already been phased out;

    WHEREAS, youth-oriented organizations and the Committee on Environment of the respective LocalGovernment Units that have adopted a Watershed Code should coordinate with the WatershedManagement Council on committee monitoring and evaluation through their sectoral representatives;

    NOW THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED by the Chairperson andmembers of the 9th NYP to approve the resolution endorsing the adoption of the watershed code ofDavao City ordinance to Local Government Units through the DILG and DENR with the youth as mainproponent for environmental awareness;

    RESOLVED FURTHER that the members of the youth WMMT shall conduct school-to-school and

    community Information, Education and Communication campaigns, and other activities that wouldmake the awareness on Watershed Code be spread locally;

    RESOLVED FURTHER that the DENR should identify the LGUs with existing watersheds and endorsethis resolution to those concerned;

    RESOLVED FURTHER, that the DILG should endorse the Watershed Code of Davao City to allidentified LGUs with watershed areas;
