Summary
The workshop was mainly an introduction to the Philippines Energy Sector,
particularly its upstream oil and gas industry. The presentations covered the overview
of the general geology of the case study area, legal framework, and current activities
with respect to resource assessment. The group discussions centered on strategies for
the resource estimate update and the experience of DOE in the PhilPRA (The
Philippine Petroleum Resource Assessment), and future plans of the case study with
inputs from all the CCOP Member Countries participating in the Philippines case
study.

Summary
The DOE presentations focused on the various works done in the Sulu Sea and
East Palawan Basins. GeoX exercises and discussions on volumetric calculation of the
petroleum resources of these basins were also carried out. Malaysia (PETRONAS)
presented the risking guidelines and play assessment methods used in Malaysia and
arranged group exercises in the method of compiling risk maps and ranging the value
of prospects.

Summary:
Summary
The DOE updated the participants of the various activities in the Philippine
upstream sector, resource inventory process, economic modeling using knowledge
learned from the expert visit and the natural gas industry. The Norwegian resource
persons presented how their government authorities conduct economic evaluations on
new areas, necessary prior to their licensing round and also their internal process of
evaluating and approving development plans while Korea and Vietnam resource
persons shared their experiences and strategies in evaluating exploration and
development areas. The group exercises and discussions provided an opportunity to
experience and understand economic and fiscal modeling using data from the case
study area as input with the simulation tool of the GeoX software.

Summary
The Norwegian resource persons from NPD presented Norway’s experiences
related to development and production technology, fiscal framework and economic
analysis – that can be applied to the case study. Participants from Vietnam, Indonesia,
Thailand, and Malaysia shared also their experiences on offshore marginal field
development highlighting their government’s strategies to improve the economy of
the marginal fields. Group exercises and discussions on technology solutions,
economics and the Philippine Malampaya oil-leg development issue were also
conducted.

Summary
The presentations and discussions covered subjects on petroleum legal and
fiscal frameworks, strategies for exploration and investment promotions, and
development of national competencies. These were highlighted with actual examples
and cases in Norway and from other petroleum producing countries in the world. In
addition, the CCOP Countries also presented their own strategies to stimulate
investments in upstream petroleum. Group discussions and sharing of experiences in
attracting investments and benchmarking of petroleum fiscal regimes, data
management, and licensing mechanisms were also accomplished during the workshop.

Summary
The visit was requested by the DOE to support their on-going preparation for
the 1st Philippine Petroleum Contracting Round (PCR1). The discussions and
exercises covered basic petroleum economy, elements in a fiscal regime, economic
modeling, and sensitivity modeling. The knowledge learned from the exercises was
very useful for DOE’s preparation of the PCR1.

Objectives: Regarding to the evaluation of the petroleum opportunities, most geoscientists spend most of their time considering reservoir rocks and trapping configurations. Today there is an awareness of the critical importance of the presence and recognition source rocks, which are non-reservoir rocks. The objectives of this lecture are: - To review the fundamental principles of petroleum geochemistry of source rocks and hydrocarbon generations, - To demonstrate the direct application of source rock geochemistry to prospect evaluation, and - To study using the database in Philippines to gain the knowledge of geochemistry.

Expected outcome/output It is understood that most petroleum geologists have been exposed to the petroleum geochemistry to some extent. But most the formal classes are however very academic. This lecture is planned to present the most important and practical aspects of petroleum geochemistry in application to the prospect evaluation. At the end of the course, the participants should be able to plan for data acquired and evaluate source rocks potentials and hydrocarbon prospectivity of the basin. The lecturer: Ms Supaporn Pisutha-Arnond Background of the lecturer Ms Supaporn Pisutha-Arnond is a senior geologist at PTT Exploration and Production Public Co. Ltd (PTTEP), Bangkok, Thailand. She obtained her BSc degree in Geology from Chulalongkorn University, Bangkok, Thailand in 1972. She served at Geological Survey of Thailand as a palaeontologist for many years. Her career in petroleum industry began when she joined Schlumberger S.A., Thailand in 1983 where she became Log Analyst specialized in shaly sand interpretation. After 3 years in Schlumberger S.A., Thailand she had worked with BP Development (Thailand Branch) for 7 years before being transferred to PTTEP. At PTTEP she was assigned to study on geochemistry. Summary
Ms. Supaporn Pisutha-Arnond, a senior geologist of PTTEP reviewed the
fundamental principles of petroleum geochemistry of source rocks and hydrocarbon
generations and demonstrated the direct application of source rock geochemistry to
prospect evaluation. She also presented how petroleum geochemistry studies have
helped her company in the evaluation of the prospects and plays. The discussions and
exercises used Philippine data and that helped the DOE technical staff, particularly
those members of the PPM Team, in their assessment of the potential of Sulu Sea
region, the case study area.

Summary
Dr. Beasley presented the market situation and opportunities in the region and
the reserves/production ratios of these markets. He also looked into the structural
reforms instituted in selected international markets to highlight the major issues, and
lessons learned from Europe, the USA, and Australia. Discussions on the current
status of the Trans-ASEAN Gas Pipeline, one of the major ASCOPE project having a
strong political support were also accomplished. Also discussed were some issues

The expert visit covered presentations of Norwegian experiences,
technologies on IOR and EOR- supported by video presentations, and group
discussions on specific issues and challenges faced by the DOE related to
reservoir management. In addition to the participants from DOE and PNOC,
other CCOP Member Countries sent their experts to learn and share their
experiences on reservoir management issues. The activity helped the
Philippine team in their assessment of the petroleum potential of the Sulu Sea
Region, the case study area, and also issues related to the Malampaya gas
field’s oil leg, the development of which has been a big challenge for the DOE.
ANNEX 28 Philippines Case Study Dissemination Seminar
The Dissemination Seminar of the PPM Philippine case study was conducted
at the Audiovisual Room of the Department of Energy on 12 May 2006. The seminar
is the final activity of the Philippine case study wherein the case study team reported
to the Philippine stakeholders the results and recommendations of the study. The
report also highlighted the knowledge learned from the Philippine case study and in
the Philippines’ participation in other PPM case studies in Indonesia, China and
Cambodia, and how these knowledge were given value.
In attendance were senior energy officials of the Philippines led by
Undersecretary Dr. Guillermo R. Balce and Assistant Secretary Mr Victor Emmanuel
Dato. Also present were Norwegian Ambassador HE Mr Ståle Torstein Risa,
Assistant Secretary Mr Jeremias L. Dolino of the Department of Environment and
Natural Resources and Permanent Representative of the Philippines to CCOP,
Director Ramon Alan V. Oca of the DOE- Energy Resources Development Bureau
and Deputy Permanent Representative of the Philippines to CCOP, CCOP Technical
Secretariat Director Mr Chen Shick Pei, and PPM Project Coordinator Mr Simplicio P.
Caluyong.
A document summarizing the Project was also prepared and distributed to the
officials present during the Seminar. The following are the summary of the results
and recommendations of the Philippine team:
1. Change in Fiscal System – Make amendments to the fiscal system
specifically to P.D. 87 by decrease in the minimum area of application and an
increase in the percentage of Filipino Participation Incentive Allowance
(FPIA) to attract more local companies to participate in the exploration
activities.
2. Exploration Risk - Exercise a thorough and comprehensive study of a frontier
basin to maximize the value of petroleum reserves.
3. Access to Data - The DOE shall give exploration companies liberal access to
the data especially for frontier areas although limitation shall be exercised for
classified information.
4. Digital Data - Convert, if possible, all of the existing petroleum related data in
digital format for easy access and use by exploration companies.
5. Progressive Incentives - Make modifications to the signature bonus by
classifying the basins according to their prospectivity and decrease the
percentage of relinquishment of the Service Contract area so that the
exploration companies can make a complete evaluation of their respective
areas especially in the frontier basins.
6. Contracting Round - The contracting round shall be carried out at least every
two years. The interval for each contracting round is necessary to give way
for the thorough evaluation of which area to offer and for the preparation of
the necessary materials for promotion. A post-bid round evaluation is
necessary to maximize the experiences encountered and to learn from mistakes
done so as to better prepare and conduct the succeeding contracting round.
7. Promotion - Prepare and disseminate the necessary promotional materials
such as brochures, posters, exhibits, and equivalent digital information on CDs
and official website whereby all of the needed geological and/or technical
background and administrative guidelines in a frontier basin are reflected
before the announcement of a contracting round.
