* The supplier shall be asked to submit clearance certificate from ST (Sales Tax) authorities along with final bill.

TDS on Works Contracts

a. 13.5% from contractor having TIN in Form - 3 (on the taxable turnover of the works contract)Exceptions :- If the contractor produces a certificate in Form-31, from the Sales Tax Authority that no deduction hasto be made or deduction of tax for a lower amount has to be made, then no tax shall be deducted or tax shall bededucted accordingly.

b. 5% on gross bill value for contractors opting for composition scheme having General Registration No. (GRN) inForm-% and the permission in Form - WC2. (On the Gross value of the works contract)"

11) Performance Bank Guarantee: PBG shall be furnished for 10% of the Total Order Value (including supplies,services & post warrantee annual maintenance contract) within 30 days of release of purchase order. Theperformance bank guarantee shall be valid upto the warranty period with an additional claim period of 03 months.Validity of this PBG shall be extended to cover the guarantee period in case actual warranty period goes beyondthe PBG validity.

All payments appearing at clause 12 below will be subject to receipt of the said PBG.

12) PAYMENT TERMS: As follows. Payment schedule for each system (Refinery/NRMT) shall be independent.

a) For Supplies:

i) 90% payment within 30 days from the date of receipt and acceptance of materials or 30 days of receipt ofinvoice, whichever is later.

ii) 10% within 30 days from the date of SAT. If SAT is delayed beyond 06 months from the date of last supply forreasons not attributable to vendor payment will be released on submission of a BG of equivalent amount valid tillsuccessful SAT.

b) For Services: 90% on successful completion of individual SOR service items against invoices certified by EIC.Remaining 10% after successful SAT against PBG for equivalent amount, valid during the entire warrantee period(12 months after SAT).

c) Post Warrantee Annual Maintenance: Pro rata basis (after completion of each visit) against certified invoice ofEIC. Security deposit @ 10% shall be deducted against each bill, to be released at the end of the contractualperiod.

Before start of the post warranty comprehensive AMC, a Bank Guarantee shall be furnished for a lump-sumamount of 4% of the total order value "or" the quoted value of the AMC (considering 02 years), whichever is higher.This BG shall be submitted at least before 45 days of expiry of the warranty. PBG shall be released after receipt ofthe BG for the AMC period. This BG shall be valid for the entire post warranty AMC period with an additional claimperiod of 03 months.

NOTE: No advance payment shall be made.

If Indian suppliers (offer in INR) insists for through bank payments their offer is liable for rejection.

In case of delay in execution of the order, NRL may at its option, recover from the vendor price reduction of 0.5% ofthe value of delayed goods per week of delay or part thereof subject to a maximum of 5% of the total order value ofgoods

CATALOGUES ETC.: Relevant catalogues/literatures/drawings for the offered items shall be enclosed with theoffer.

SSI UNIT: 'SSI' units shall enclose an authenticated SSI certificate.

STATUTORY/LEGAL REQUIREMENTS: IT IS MANDATORY ON THE PART OF THE VENDOR TO FURNISH ANUNDERTAKING TO CONFIRM THAT THEY HAVE BEEN FOLLOWING ALL LEGAL / STATUTORYREQUIREMENTS AT THEIR END. THIS UNDERTAKING MUST ACCOMPANY THE CHALLANS (IN CASE OFDIRECT SUPPLY / DESPATCH DOCUMENTS (IN CASE OF PAYMENT THROUGH BANK), AS THE CASE MAYBE, WITHOUT WHICH THE MATERIALS ARE LIABLE FOR REJECTION.

In case any of the document/information(s) furnished by a bidder are found to be false/forged, such bidder shallbe kept in holiday list apart from other penal actions as deemed fit by NRLOPENING OF TENDER: NRL RESERVES THE RIGHT TO DEFER THE DATE/TIME OF OPENING OF THEOFFER, WITHOUT ASSIGNING ANY REASON THEREOF.

16) OFFER FOR FOREIGN SUPPLIES IN FOREIGN CURRENCY:

(i) For foreign supplies with offer in foreign currency, prices shall be quoted on FOB basis. Charges for "certificateof country of origin" issued by the Local Chamber of Commerce shall be included in the offered price. NRL willarrange for overseas freight, customs clearance, Inland freight etc. Offered prices shall be loaded accordinglyduring evaluation.

Weight of such shipments (maximum if cannot be ascertained) shall be provided in the offer enabling calculation offreight, handling charges etc.

Foreign supplier's bid shall be compared considering bill selling foreign exchange rate as available from State Bankof India / their associated banks as on the date of priced bid opening.

Payment shall be made through an irrevocable letter of credit against submission of shipping documents (90%).Remaining 10% as per clause 12(a)(ii) above through wire transfer.

Bank charges, shall be to respective accounts.

(ii) For foreign services offered in foreign currency, if any: Income tax payable to Govt. of India & any other statutorytaxes shall be included while offering in foreign currency (Price break-up may be shown for clarity). However, thequoted price will be exclusive of Service Tax. Service Tax as applicable will be loaded by NRL.

Payment against services shall be made through direct wire transfer based on certification made for payment bythe EIC.

Bank charges, shall be to respective accounts.

Terms & conditions appearing in sl. nos. (7) to (15) above shall be applicable for clause 16 also. Any exceptionsdesired shall be clearly spelt out by bidder in their offer. Such exceptions, if any, are subject to NRL's acceptance.

17) SUBMISSION OF PRICES & DETAILS: Annexure-Tech-A enclosed shall be duly filled and signed and itsscanned copy should be uploaded in the "priced envelope". Details of all taxes/duties etc. additionally applicable onthe quoted price shall be clearly quoted in this document. The same format with prices represented by the word"QUOTED" shall be submitted with "technical envelope" (scanned copy).

This being a e-tender the "price template" in the e-tender portal is also required to be filled for the same itemsappearing in the "Annexure-Tech-A". Bidder to take due care to avoid differences of prices/rates/terms & conditionsbetween "Annexure-Tech-A" and "price template" in the e-tender portal.

ALL THE ITEMS UNDER THIS TENDER SHALL BE CONSIDERED FOR EVALUATION AND A SINGLESUCCESSFUL BIDDER ON OVERALL L1 BASIS WILL BE SELECTED FOR PLACEMENT OF ORDER.

NUMALIGARH REFINERY LIMITEDGeneral Purchase Conditions (Indigenous)

Definition:

'NRL' means 'Numaligarh Refinery Limited'

'Vendor' means a Person or Firm or Company, to whom the order is addressed, for supply of goods and/orservices.

Banker: Unless otherwise specified, NRL's banker at Numaligarh shall be: State Bank of India, NRL Complex, P.O.NR Project, Pin: 785699, Dist. Golaghat, Assam. Bank Code: 5377.

1. Price Basis

Prices are to be quoted on FOT NRL Site, Numaligarh basis (or, FOT NRL Guwahati/New Delhi/Calcutta basis, asthe case may be) showing break-up of taxes, duties, packing & forwarding, freight and transit insurance charges,(all in % age).

2. Firm Price

Quoted prices shall remain firm and fixed till complete execution of the order.

3. Payment Term

Unless otherwise specified/agreed, the payment term shall be "100% within 30 days of receipt and acceptance ofgoods."

4. Weights & Measurements

All weights and measurements recorded by NRL on receipt of materials shall be treated as final and binding.

5. Qty. Tolerance

For Steel Items, 0.5% qty. tolerance for Weigh Bridge scale variation or, std. rolling tolerance (as applicable) forsectional weight measurements shall be permissible.

6. Transportation

Unless otherwise agreed upon, transportation of goods upto the specified destination shall be in vendor's scope.

7. Despatch

Unless otherwise specified, all LR/RR etc. must be in the name of Numaligarh Refinery Limited and not 'Self'. Anydemurrage or wharfage paid by NRL to the carriers due to consignments being booked as 'Self' will be recoveredfrom the vendor. No consignment shall be booked on 'Said to Contain' basis. If so, it will be at vendor's ownresponsibility and risk.

8. Packing, Marking, Shipping & Documentation

All consignments must be securely and appropriately packed and should conform to Standard Material TransportRegulations. The vendor will be held liable for any damages to the goods due to insufficient or defective packing aswell as for corrosion due to insufficient protection.

Each package shall be clearly marked with indelible paint with the Purchase Order No., From (Name & Add.), To(Name & Add.), Destination, Item Net & Gross Weight, Case No. (Sl. No. of Total Cases) & Dimensions, and shallcontain copies of despatch documents and packing list.

Details given in the "Packing, Marking, Shipping and Documentation Specification for Indigenous Materials" -wherever enclosed with a Purchase Order, shall be strictly followed.

9. Test Certificate

Test certificate of representative samples conforming to PO specifications from the manufacturer/Govt. approvedlaboratory/NRL nominated agency must be furnished alongwith supplies.

In case of 3rd Party Inspection, the Inspection Reports must accompany all despatch documents as well assupplies.

10.Guarantee

Vendor shall guarantee NRL against any and all defects in design, workmanship of material and performance for aperiod of 12 months from the date of commissioning/installation or 24 months from the date of last despatch,whichever expires first. Should any defects develop during the guarantee period, it should be remedied promptlyfree of cost by the vendor and all expenses for transportation of goods necessitated for such repairs or replacementshall be borne by the vendor. The guarantee period for such repaired/replaced goods shall again be 12 monthsfrom the date of commissioning/installation.

11.Insurance Charges

Transit insurance shall be in NRL's scope only when specifically agreed upon. In such cases, vendor shall intimatedespatch details and value of goods in advance per fax for transit insurance coverage.

12.Bank Charges

Unless otherwise specified, in case of payment through bank, respective bank charges shall be to respectiveaccount.

13.Offer Validity

The vendor's offer shall be valid for acceptance for a period of 90 days from the final due date of the enquiry.

14.Taxes & Duties

In case of applicability of Excise Duty (ED), relevant ED paid challan-cum-invoice must accompany supplies. Forclaiming Sales Tax, particulars of Sales Tax registration certificate shall be furnished alongwith invoices.

Statutory variation in taxes & duties within the contractual delivery period shall be borne by NRL.

However, in case of delay on a/c of vendor, any new or additional taxes & duties imposed after the contractualdelivery date shall be borne by the vendor.

15.Delivery Period & Delayed Delivery

The delivery period quoted/agreed shall be strictly followed. Failing supplies in time, NRL reserves the right tocancel the order and take alternative procurement action solely at the risk and cost of the vendor.

16.Repeat Order

Repeat Order shall be acceptable to the vendor within 6 months from the date of the Basic Order at the sameprices, terms & conditions as that in the Basic Order.

17.Part Order

Part Order shall be acceptable to the vendor. However, the quantity mentioned in the enquiry documents for eachitem shall be ordered on one vendor. All applicable lumpsum charges, if any, shall be pro-rata on value basis.

18.Changes in Terms & Conditions

NRL reserves the right to make changes at any time in quantities of items ordered or in specification and drawings.If such changes cause an increase or decrease in the amount due or in the delivery period, an equitableadjustment shall be made. Any claim for adjustment under this provision must be assessed within 10 days from thedate when the changes are ordered.

19.Right of Rejection

NRL reserves the unfettered right to reject any or all offers without assigning any reasons thereof.

20.Arbitration

Any dispute whatsoever in any way arising out of or relating to a Purchase Order shall be referred to arbitration ofthe Chief Executive of Numaligarh Refinery Limited or, to the sole arbitration of some person nominated by him.There shall be no objection if the arbitrator so appointed happens to be an employee of NRL. The award of thearbitrator shall be final, conclusive and binding on all parties.

21.Jurisdiction

Any dispute relating to the purchase of goods between NRL and vendor shall be subject to the jurisdiction of aCourt of Law situated in the State of Assam.

22.Acceptance of Order

In the event of order being placed, the vendor shall acknowledge receipt and acceptance in toto to the PurchaseOrder by signing and returning the duplicate copy within 10 days from the date of the order, failing which, thePurchase Order shall be deemed to have been accepted by the vendor in toto.

23.Distribution of Documents

Invoices and other original despatch documents in case of direct payment and advance copies of despatchdocuments in case of thro' Bank payments, shall be sent to the Finance, Commercial & Materials Deptt. of NRLindividually.

24.Conflict among other Terms and Conditions

In case of conflict between these General Terms & Conditions and any other special or typed conditions agreed tofor a particular Purchase Order, the latter shall prevail to the extent applicable.

25.Non Assignment

The Purchase Order shall not be assigned by the vendor to any other party without prior written permission fromNRL.

26.Control Regulations

Vendor shall arrange for supply and despatch in strict conformity with the control regulations applicable and afterobtaining permits, if any, under the regulations in force from time to time.

27.Govt. Policy

The existing policy of the Government of India with regard to Purchase Preference to Public Sector Enterprisesshall be applicable.

This Questionnaire must be duly filled in and should be returned alongwith each copy of Unpriced-Bid. Clausesconfirmed hereunder should not be repeated in the Bid. TECHNICAL

1. Confirm acceptance of Technical Specifications including General/Technical notes and scope of supply as perthe 'Request for Quotation' (RFQ)

2. In case of deviations, confirm that same has been highlighted separately.

3. Confirm that data sheets/technical questionnaire duly filled in are attached wherever required.

4. Confirm that Spare Parts list wherever required, with itemwise prices have been submitted for 'MandatorySpares', 'Commissioning Spares' and 'Recommended Spares for 2 years normal operation'.

COMMERCIAL

1. It is noted that deviation to these terms and conditions shall lead to loading of prices or rejection of offer.

2. Indicate despatch point and mode of despatch of goods.

3. Confirm that quoted prices are based on FOR/FOT despatch point including Packing & Forwarding (P&F)charges.

4. If quoted on Ex-Works basis, indicate P&F charges (in terms of % age of Basic Price).

5. Indicate separately firm freight charges upto FOT destination point - NRL Site, Numaligarh, Dist. Golaghat,Assam (in terms of % age of Basic Price).

6. Indicate whether transit insurance is included or excluded from the quoted prices. If included, indicate %agerebate from the quoted prices for excluding the same.

7. It is noted that statutory variation in taxes and duties within the contractual delivery period shall be borne byNRL.

8. Indicate rate of Sales Tax payable extra:

i) CST without 'C' Form.

ii) CST with 'C' Form.

iii) Local Sales Tax (AGST).

9. Indicate present rate of Excise Duty (ED) applicable on the offered Items as well as Spares and specify whetherED is included or excluded from the quoted prices.

10.If there is any variation in ED at the time of supplies for non- statutory reasons, including turnover, confirm thatsame will be borne by you.

11.If ED is presently not applicable, confirm whether the same will be borne by you, in case it becomes leviablelater.

12.In case clause nos. 10 & 11 above, are not acceptable, please advise maximum possible rate of ED chargeableto NRL for the Items & Spares.

13.Confirm that in case of delay on your account, any new or additional taxes and duties imposed after thecontractual delivery period shall be to your account.

14.Confirm acceptance of the Price Reduction Schedule as specified in General Purchase Conditions (Indigenous)for delay in deliveries

15.Indicate firm Delivery Period - which will be counted from the date of placement of order. Date of LR/GR shall beconsidered as the delivery completion date.

16.Confirm acceptance of the relevant Payment Term specified in 'GPC (Indigenous)'/attached documents to the'RFQ'.

17.Confirm that quoted prices shall remain firm and fixed till complete execution of the order.

18.Confirm that Performance Bank Guarantee (if required as per enquiry documents) shall be furnished for 10% ofthe Total Order Value valid till the guarantee period of goods.

19.Confirm your acceptance to enter into an agreement with NRL for Annual Maintenance Contract (if specified inthe enquiry documents) for at least 3 years after expiry of the guarantee/warranty period of goods.

Confirm that AMC charges in terms of %age (if applicable) have been indicated separately in your Priced-Bid.

20.In case of IBR items, confirm that quoted prices are inclusive of IBR/all other testing charges required as per theenquiry documents. If excluded, please indicate the charges in %age of Basic Price only.

21.Confirm acceptance of Part Order. However, the quantity in the enquiry documents for each item shall beordered on one vendor. All applicable lumpsum charges, if any, shall be pro-rata on value basis.

22.Confirm acceptance of Repeat Order within 6 months from the date of the Basic Order at the same prices, terms& conditions as that in the Basic Order.

23.All other terms and conditions shall be as per NRL's 'General Purchase Conditions (Indigenous)' and otherdocuments attached with the RFQ. Confirm compliance.

24.All terms and conditions have been indicated in this format including an Annexure (if required) and shall not berepeated in the bid elsewhere. It is noted that terms and conditions indicated elsewhere shall be ignored. Confirmcompliance.

25.Confirm that the offer shall be valid for acceptance for a period of 90 days from the final due date of the enquiry.

NUMALIGARH REFINERY LIMITEDGeneral Purchase Conditions (Imports)

Definition:

NRL means 'Numaligarh Refinery Limited'

"Vendor" means a Person or Firm or Company, to whom the order is addressed, for supply of goods and/orservices.

NRL's banker at Numaligarh, Assam (India), shall be: State Bank of India, NRL Complex, P.O. NR Project, Pin:785699, Dist. Golaghat, Assam. Bank Code: 5377.

1. Price Basis:

Prices shall be quoted on FOB (FAS in case of USA) Port/Airport of Despatch,

The quoted prices must be inclusive of sea/air-worthy packing and forwarding charges, inland freight, loading,insurance and all taxes, duties, levies, bank charges, stamp duties etc. upto FOB Port/Airport of despatch.

Ocean/Air freight upto India, transit insurance, all taxes, duties, levies, bank charges, stamp duties etc. payable inIndia shall be borne by NRL.

2. Firm Price

The price quoted shall remain firm and fixed till complete execution of the order.

3. Payment Term

Unless otherwise agreed, the payment term shall be - 100% through irrevocable Letter of Credit against despatchdocuments through bank.

4. Performance Bank Guarantee (PBG)

PBG for 10% of Total Order Value (if required as per enquiry documents), shall be furnished as per proformaenclosed and shall be either through the branches of Indian Public Sector Banks operating in your country orcounter guaranteed by the branches of these banks in your country.

The PBG shall be furnished alongwith acceptance copy of the Purchase Order and shall be valid till expiry of theguarantee period. Letter of Credit shall be established only after receipt of the acceptance copy of the PurchaseOrder alongwith the PBG (if applicable).

5. Delivery Period & Delayed Delivery

The delivery period quoted/agreed shall be strictly followed. Failing supplies in time, NRL reserves the right tocancel the order and take alternative procurement action solely at the risk and cost of the vendor.

In case of delay in execution of the order, NRL may at its option, recover from the vendor a price reduction of 0.5%of the value of delayed goods per week of delay or part thereof subject to a maximum of 5% of the total order valueof goods.

6. Force Majeure

"Force Majeure" shall mean and be limited to the following: "War/Hostilities, Riot or Civil Commotion, Earthquake,Flood, Tempest, Lightning or other natural physical disaster, Strike or Lock-out (only those exceeding 10continuous days in duration) affecting the performance of the vendor's obligations, Restrictions imposed by theGovernment or other statutory bodies which prevents or delays the execution of the order.

7. Weights & Measurements

All weights and measurements recorded by NRL on receipt of materials shall be treated as final and binding.

8. Packing, Marking, Shipping & Documentation

All consignments must be securely and appropriately packed and should conform to Standard Material TransportRegulations. The vendor will be held liable for any damages to the goods due to insufficient or defective packing aswell as for corrosion due to insufficient protection.

Each package shall be clearly marked with indelible paint with the Purchase Order No., From (Name & Add.), To(Name & Add.), Port of Destination, Item Net & Gross Weight, Case No. (Sl. No. of Total Cases) & Dimensions,and shall contain copies of despatch documents and packing list.

Details given in the "Packing, Marking, Shipping and Documentation Specification for Imported Materials" -enclosed with a Purchase Order shall be strictly followed.

9. Inspection & Testing

The goods are to be inspected throughout the phases of production from raw material to finished product byvendor's own Works Inspector. Shipping documents in respect of each consignment should be accompanied by acertificate issued by Works Inspector indicating the tests conducted with results thereof as required under therelevant specifications as indicated in the Purchase Order.

In addition, NRL or NRL's authorised representative/agency shall have rights to thoroughly inspect and test thegoods at every stage of progress till such time as the inspector may deem fit and to reject any or all goods which donot conform to the specification of the Purchase Order and the inspector's decision on every question of intent andmeaning of specification shall be final and conclusive. The certificates issued by the said inspector to this effectshall form part of shipping documents and clearly indicate the tests conducted with the results thereof as requiredunder the relevant specifications.

10.Guarantee

Vendor shall guarantee NRL against any defects in design, workmanship of the supplied goods and performancefor a period of 12 months from the date of commissioning/installation or 24 months from the date of last despatch,whichever expires first. Should any defects develop during the guarantee period, it should be remedied promptlyfree of cost by the vendor and all expenses for transportation of goods necessitated for such repairs or replacementshall be borne by the vendor. The guarantee period for such repaired/replaced goods shall again be 12 monthsfrom the date of commissioning/installation.

11.Bill of Lading (BOL)/Airway Bill (AWB)

BOL/AWB shall be 'clean' made in favour of Numaligarh Refinery Limited or order of the bank (and not order ofshipper) and the notify column should indicate Numaligarh Refinery Limited, Numaligarh, Assam, India.

Immediately after shipment, two non-negotiable copies of BOL/AWB shall be air-mailed to 'The Shipping

Co-ordination Officer, Ministry of Shipping & Transport, New Delhi - 110001.'

12.Statutory Requirements

The following paragraph must be incorporated in the BOL/AWB and Invoices:

"The imports are covered under Indian EXPORT-IMPORT POLICY, 2009-2014. The items do not fall under theRESTRICTED ITEMS of the Policy and hence no import licence is required. The items being imported also do notfall under the NEGATIVE LIST OF IMPORTS of the policy."

13.Port/Airport Consignee

14.Ultimate Consignee

15.Shipping Documents

a) Negotiable BOL or AWB, as the case may be, evidencing shipment.b) Invoice for Shipment.c) Country of Origin Certificate from the Local Chamber of Commerce.d) Packing List.e) Certificate of Quality including Inspection Reports & Works Test Certificates.f) Shipping Release from Inspector or Quality Surveillance Agency nominated by NRL for the purpose ofInspection (if applicable).g) Certificate from the vendor certifying that in case of delay in delivery, price reduction for same have beenapplied in the invoices submitted for payment.

The vendor shall be responsible for making available to NRL the documents which are essential for arrangingCustoms Clearance in India. The vendor shall arrange through his banker to have the documents air-mailed toNRL's banker without any delay.

If NRL incurs extra expenditure by way of penalty payable to the Port Trust Authorities in India or any other suchexpenditure due to delay in receipt of shipping documents, the vendor shall be responsible for making good suchextra expenditure incurred by NRL.

16.Distribution of Documents

Invoices and other original despatch documents in case of direct payment by NRL or, advance copies of despatchdocuments in case of thro' Bank payments, shall be sent to the Commercial & Materials Deptt. of NRL, whoseaddress as shown elsewhere in the document.

17.Submission of Drawings/Documents

In all drawings/documents sent for NRL's approval before delivery, the nominal value must be declared in theinvoices along with the following certification:i) The drawings/documents have no commercial value.ii) Value declared is for customs purposes only.iii) Drawings are sent for checking and shall be returned back.

In all drawings/documents sent subsequently, either of the following actions is to be taken:i) All final drawings/documents to be sent alongwith consignments and incorporated in the packing list/invoicesalongwith a declaration that the value of the documents is included in the value of the equipment.ii) All final drawings/documents to be sent separately after the delivery of equipment with nominal value declared inthe invoices alongwith the following certification:

a) Drawings/documents have no commercial value.b) Value declared is for customs purposes only.

18.Repeat Order

Repeat Order shall be acceptable to the vendor within 6 months from the date of the Basic Order at the sameprices, terms & conditions as that in the Basic Order.

19.Part Order

Part Order shall be acceptable to the vendor. However, the quantity mentioned in the enquiry documents for eachitem shall be ordered on one vendor. All applicable lumpsum charges, if any, shall be pro-rata on value basis.

20.Changes in Terms & Conditions

NRL reserves the right to make changes at any time in quantities of items ordered or in specification and drawings.If such changes cause an increase or decrease in the amount due or in the delivery period, an equitableadjustment shall be made. Any claim for adjustment under this provision must be assessed within 10 days from thedate when the changes are ordered by NRL.

21.Conflict among other Terms and Conditions

In case of conflict between these General Terms & Conditions and any other special or typed conditions agreed tofor a particular order, the latter shall prevail to the extent applicable.

22.Non Assignment

The Purchase Order shall not be assigned by the vendor to any other party without prior written permission fromNRL.

23.Arbitration

In case of any question, dispute or difference whatsoever arising between NRL and vendor, it shall be endeavouredto settle the same amicably, failing which either party may forthwith give to the other notice in writing on theexistence of such question, dispute or difference and the same shall be referred to the adjudication of twoarbitrators - one to be nominated by NRL and the other by the vendor or, in the case of the said arbitrators notagreeing, then to the adjudication of an Umpire to be appointed by the arbitrators. The award of the arbitrators, orin the event of their not agreeing that of the Umpire shall be final and binding on the parties and the provisions ofthe Indian Arbitrtion and Conciliation Act, 1996 and the Rules thereunder and any statutory modification thereofshall be deemed to apply and be incorporated in the order. The venue of such Arbitration shall be Guwahati,Assam, India.

Upon every such reference, the cost of and incidental to the reference and award respectively shall be at thediscretion of the Arbitrator or of the Umpire as the case may be, who may determine the amount thereof and directthe same to be taxed as between solicitor and client, or as between party and party and shall direct by whom and towhom and in what manner the same shall be borne and paid.

Work under the order shall be continued by the vendor during the Arbitration proceedings, unless otherwisedirected in writing by NRL or unless the matter is such that the work cannot possibly be continued until the decisionof the arbitrators or by the Umpire as the case may be, save as those which are otherwise expressly provided in theorder, no payment due payable by NRL shall be withheld on account of such arbitration proceedings unless it is thesubject matter thereof.

24.Spare Parts

Before going out of production of the spare parts, the vendor shall give adequate advance notice to NRL so thatNRL may order requirements, if it so desired.

Further, the vendor shall guarantee that in the event of going out of production of spare parts, the blue prints,drawings of spare parts and specification of materials shall be furnished at no extra cost to NRL in order to enableNRL fabricate or procure the spare parts from other sources.

The provision of the above clause shall remain effective and binding upon the vendor till theplant/machinery/equipment/instrument supplied under the order is in use by NRL.

25.Offer Validity

The vendor's offer shall be valid for acceptance for a period of 4 months from the final due date of the enquiry.

26.Service applicable with procurement

Service ortion like Erection/ Installation/ supervision/ Testing/ Trial Run/ Commissioning/ Training/ after salesservice etc. wherever applicable with the procurement, shall be quoted separately by overseas vendor. If theservice portion is to be done by any Indian counterpart, it shall be quoted only in Indian rupees. A separate servicePO shall be placed on the Indian Counterpart for the service portion.

27.Indian Agent

An Indian Agent cannot represent two foreign suppliers or quote on their behalf in a particular tender.

Agency Commission if applicable should be mentioned separately and will be paid only after registration withDGS&D, New Delhi. The commission payable to the Indian agents of foreign suppliers should be made only inIndian Currency.

5. Confirm that ocean-freight/air-freight, transit insurance beyond the FOB port of despatch, all taxes, duties,levies, bank charges, stamp duties etc. payable in India are excluded from your quoted prices.

6. Confirm that quoted prices shall remain firm and fixed till complete execution of the order.

7. Indicate firm FOB Delivery Period from the date of placement of Purchase Order.

8. Confirm that item-wise, model no., manufacturer's name and addresses are indicated in your offer.

9. Indicate Country of Origin of goods.

10.Confirm that that the quoted prices are in the Currency of Country of Origin of goods.

11.Confirm that item-wise specific charges for 3rd Party Inspection like Lloyd's or other agency (if required as perenquiry documents) have been quoted in the Priced-Bid.

1. JOB TITLE: DESIGN & ENGINEERING, SUPPLY, ERECTION & COMMISSIONING AND POST WARRANTEE MAINTENANCE (COMPREHENSIVE) OF INTEGRATED CCTV SURVEILLANCE SYSTEM FOR OPERATIONAL & TANK FARM AREA OF REFINERY AND NRMT.

2. JOB ABSTRACT: This tender is intended for an integrated CCTV surveillance system covering the entire Operational and Tank Farm area of Refinery and NRMT of hazardous and safe area classification. Providing the complete solution (LSTK basis) including design, engineering, supply, erection and commissioning of the entire system (Camera, SMSS, NVRS, workstation, software, erection items, poles, entire cable tray, entire cabling with accessories etc.) shall be the scope of this tender document and bidder. Post warrantee maintenance activities are also included in the job scope.

3. BROAD SCOPE OF THE JOB:

As a total solution of the integrated CCTV surveillance systems covering safe area and hazardous area, following job headings are identified for the entire proposal of this tender document:

• Site visit, physical verification and assessment. • Design, Engineering and Supply of the entire integrated CCTV surveillance

system. • Supply of mandatory spares. • Erection & commissioning of supplied items at NRL site. • Post warrantee Annual Maintenance (comprehensive) of the total system for 2

years.

4. SUMMARY OF SCOPE OF BIDDER: Following items (Supply and service) are identified as the scope of the bidder (atleast, but not limited to). The required specifications of the items are mentioned in elsewhere in the tender document. Accordingly bidder shall comply the requirement.

4.1 FOR REFINERY SYSTEM:

4.4 POST WARRANTEE ANNUAL MAINTENANCE (COMPREHENSIVE): Post

warrantee Annual Maintenance (comprehensive) of the total system for 2 years.

5. SPECIAL NOTE TO BIDDER (TECHNICAL):

5.1 GENERAL TERMS & CONDITIONS:

5.1.1 PRE-BID DISCUSSION: Before submission of offer, to understand the tender requirement and proposed installation locations, a pre bid discussion between bidders and NRL shall be held. The bidders are advised to attend the meeting. Bidder’s query shall be clarified in the pre-bid discussion. The scheduled date and venue of the pre bid meeting is mentioned elsewhere in the NIT.

5.1.2 DELIVERY REQUIREMENT: • Supply: 24 weeks from the date of placement of purchase order . • Erection & Commissioning: 12 weeks from the date of handing over of

site. • Post warrantee Annual Maintenance (comprehensive): 2 years from the

date of expiry of warrantee period.

5.1.4 PRICE BREAK-UP: Bidder shall provide item wise price break-up for the

proposed system in the Format in Annexure-Tech-A (Format for PRICE BREAKUP) along with the offer. Bidder shall refer the Note of the Annexure for detail. Listed items in the format are minimum indicative only. Any addition of items for complete solution of offered system to be added by the bidder in the same format. Also, bidder shall submit the Annexure-Tech-A along with the un-priced techno-commercial offer complying the requirement mentioned in the Note of Annexure-Tech-A.

5.1.5 DOCUMENTS TO BE SUBMITTED ALONG WITH TECHNO-COMMERCIAL

OFFER: • Technical tender document duly signed (with seal) by authorised

signatory on the every page. • Un-priced offer in Annexure- Tech-A. • Point wise compliance statement for major hardware of the offered

system in Annexure-Tech-L with duly signed/ sealed. • Clause wise acceptance in Annexure-Tech-M with duly signed/ sealed. • Deviation list in Annexure-Tech-N with duly signed/ sealed. • List of indicative make/ model of the offered major items in Annexure-

Tech-K with duly signed/ sealed. • Catalogue and data/specification sheets for offered items. • Compatibility certificate (Compatibility of offered software with the

offered camera) from the OEM of the offered camera if the offered VMS/ Video analytic software is not their product.

• Electrical load calculation (indicative) sheet for the offered system. • Organogram (proposed) of the bidder’s project team to be engaged for

this indented job. • Copy of documents/ Certificates (type)/ approval (type) as mentioned in

Annexure-Tech-J (Documentation (Technical)).

Notes: • The above documents (technical) are in addition to the documents

required for PQC compliance and other commercial documents. • Non submission of the above documents shall be considered as non

compliance and bidder’s offer may not be considered for evaluation.

5.1.6 OFFER EVALUATION & PURCHASE ORDER: The L1 bidder who is technically and commercially acceptable for Design, Engineering, Supply, Erection & Commissioning of the system in toto, Supply of mandatory spares and 2 years post warrantee AMC (comprehensive) shall be considered for placement of order. In any case, partial purchase order shall not be placed.

5.1.7 PROVEN TRACK RECORD (PTR): The offered camera and software shall be the latest, rugged in design and well proven for Indian environment. Prototype design or cameras of experimental nature or design undergoing testing etc. shall not be offered by the bidder.

5.1.8 DEVIATION FROM PURCHASER’S REQUIREMENT: Bidder shall offer as per NRL requirement as mentioned in the tender document. Also bidder shall provide clause wise acceptance in Annexure-Tech-M with duly signed/ sealed and Point wise compliance by bidder for major hardware of the offered system in Annexure-Tech-L with duly signed/ sealed. In case of any deviation, same shall be clearly indicated separately in Annexure-Tech-N with duly signed/ sealed. In case of no deviation, bidder shall mention “NO DEVIATION” in the annexure. Clause wise acceptance by bidder in Annexure-Tech-M and mentioning no deviation in Annexure-Tech-N shall imply that the bidder shall comply and adhere to the clauses of this technical tender document during the whole process.

5.1.9 ITEM DETAILS: Bidder shall mention the indicative make/ model of the items of their offered system in Annexure-Tech-K. Catalogue/ specification sheets also shall be submitted by the bidder along with offer.

5.1.10 ADEQUACY OF THE PROPOSED ITEMS: Bidder shall check adequacy of

the proposed items as specified in the technical specifications in view of the proposed applications. If found under-capacity, bidder shall clearly specify his proposed specifications at the bidding stage itself.

5.1.11 MINIMUM INDICATIVE REQUIREMENT: The items listed in the scope of supply and works are only minimum indicative requirement. Vendor shall supply all required items (hardware and software) and execute all the activities to meet the required functionalities mentioned in this tender document and to complete the job successfully in toto.

5.1.12 IDENTICAL ITEMS: Offered items shall be identical for same application. The following points may be noted :

• Entire Type-1 camera shall be of same type/model. • Entire Type-2 camera shall be of same type/model. • Entire Type-3 camera shall be of same type/model. • Entire servers of SMSS shall be of same type/model. • Entire servers of NVRS shall be of same type/model (except memory

capacity). • All workstation shall be of same type/model.

5.1.13 TOTAL SOLUTION: Bidder shall note that this tender is indented for a

complete integrated CCTV surveillance solution for tank farm and operational area complying the technical specifications of the tender document. All the items (supply and service) mentioned in the tender document and required for successful commissioning shall be provided by bidder (LSTK basis). At any stage, if the offered/ supplied items are found inadequate/ unsuitable with respect to the tender specification, vendor shall replace/provide solution immediately with suitable make/ model complying the tender document specification without any time and cost implication to NRL.

5.1.14 SYSTEM LICENSE AND SOFTWARE: • Entire software shall be of the OEM of the offered camera or shall be

recommended by the OEM of offered camera only. Compatibility certificate (Compatibility of offered software with the offered camera)

from the OEM of the offered camera shall be provided/ submitted along with offer if the offered VMS/ Video analytic software is not their (OEM) product.

• The offered software shall be the latest one of their product range as on date of submission of offer.

• Entire software shall be licensed and activated to NRL usage from the software provider for un-limited period. Also the software shall be free from periodic license renewal requirement.

5.1.15 WARRANTEE/ GUARANTEE: Bidder shall provide warrantee/ Guarantee

for their system for a period of minimum 12 months from the date of SAT or 24 months from the date of last supply whichever expires first. During this period, if any spare/ expertise required for rectification of any reported problem, same shall be provided by the vendor immediately free of cost.

5.1.16 TECHNICAL SUPPORT: Bidder shall provide technical support for the offered system for minimum 10 years after successful Site Acceptance Test (SAT) by providing prompt action in any type of technical issues, modification, spares etc.

5.1.17 MOBILISATION AND DE-MOBILISATION: No mobilisation and de-mobilisation (of material and manpower) shall be carried out by the vendor without the prior permission from EIC (Engineer In-charge) of NRL.

5.1.18 RESPONSIBILITY AND LIABILITY: Vendor shall be fully responsible and

liable for their workmen. NRL shall have no responsibility for the workmen/ workers deployed by vendor for executing any activities.

5.1.19 ENVIRONMENTAL CONDITIONS: Operating Temperature: 0 to 50°C and Humidity: up to 95% RH.

5.1.20 GCC/ GPC: NRL GCC/GPC shall be referred for other terms/conditions.

5.2 JOB SPECIFIC REQUIREMENT:

5.2.1 STANDARD JOB PROCEDURE: Vendor shall refer the Standard work procedure and job execution methodology mentioned in the tender document and Annexure-Tech-H for execution of the field activities.

5.2.2 SITE VISIT, PHYISICAL VERIFICATION AND ASSESSMENT: • PRE BID SITE VISIT: Bidder is advised to visit NRL site before

submitting offer, for understanding and estimating the total requirement of the tender document.

• POST ORDER SITE VISIT: Successful bidder shall visit NRL site within 15 days from the date of placement of purchase order for Physical verification and actual site assessment. Accordingly, bidder shall depute sufficient and experienced technical staff/Engineers and required skilled/ unskilled workers for executing the assessment job at NRL site. During the site visit, bidder shall physically assess and finalise the installation locations, cables/ cable tray network, detail

system configuration etc. Entire expenses for the bidder’s assessment activity/team shall be in bidder’s scope. After the visit, bidder shall submit the documents (Pre dispatch/ Pre FAT detail engineering documents) for approval. The list of documents to be submitted is mentioned in Annexure-Tech-J (Documentation (Technical)). Bidder to note that subsequent activities like material inspection and acceptance at NRL site etc. shall be processed subject to the approval of the submitted documents only.

5.2.3 ESTIMATED QUANTITY OF CABLES, CABLE ACCESSORIES, ERECTION

ITEMS, MOUNTING ACCESSORIES/ ITEMS ETC.: For approximate estimation, Annexure-Tech-B, C and G shall be referred in addition to the main tender document.

5.2.4 FACTORY ACCEPTANCE TEST (FAT): FAT is applicable for the following items: • Tilt down/hinged Poles (FAT will be for design, engineering, finishing

and performance). • Engineered System panel, Field panel, Operator console table (FAT will

be for design, engineering and finishing).

Before despatching the items to NRL site, vendor shall arrange FAT at vendor’s works. After getting the intimation from vendor, NRL will inspect the items at vendor’s works. The material shall be despatched to NRL site only after the clearance from NRL.

5.2.5 MATERIAL INSPECTION AND ACCEPTANCE AT SITE: After the receipt of

the material at NRL site, vendor’s authorised representative shall visit NRL site for joint inspection/ verification of the receipt materials along with NRL representative. No material inspection/ acceptance shall be done without the presence of the authorised representative of the vendor and without the approval of Pre dispatch/ Pre FAT detail engineering documents as mentioned earlier.

5.2.6 ELECTRICAL LOAD: Vendor shall indicate the maximum and normal operating power loads for their complete system along with the bid. Also vendor shall provide the detail electrical load calculation sheet during detail Engineering stage.

5.2.7 CAMERA TYPES: Camera types i.e. Type-1, Type-2 and Type-3 are specific to this tender only.

5.2.8 SOFTWARE WITH LICENCES: Entire Software with licenses shall be provided by the bidder as mentioned earlier. These include the software like Video Management Software (VMS), video analytic software and other management software for dedicated workstation and NVRS/SMSS, software for Cameras, software for Dedicated CCTV control keyboard, software for networking items, Web based client software (VMS) for PCs of existing NRL’s LAN, OS, other drivers and management software to meet the requirement of tender document. The detail functional requirement of the software is mentioned elsewhere in the tender document. Also the surveillance system of each area/ system (i.e. Refinery and NRMT) shall be capable and designed

to accommodate additional capacity enhancement in future. Applicable license for unlimited period shall be provided for each system (Refinery and NRMT) as follows considering present (tender document requirement) and future requirement. • Camera: Up to 50 Nos. of cameras for each system (Refinery/ NRMT). • Dedicated Workstation (for the total integrated system): Up to 15 Nos.

Bidder shall refer Annexure-Tech-B,C,D, E & F for understating the proposed LAN (TCP/IP) networking architecture. Accordingly, providing the following active networking items with accessories also shall be in bidder’s scope (atleast, but not limited to): • For Refinery system:

5.2.11 CABLES AND CABLE ACCESSORIES: Providing (supply and service) entire

cabling and networking (FO, communication, signal, power etc. with accessories like FO cable accessories (Passive), LIU, earthing system, gland, connectors, conduit etc.) for the entire integrated CTTV system mentioned in the tender document shall be in bidder’s scope. Following cables with accessories shall be in bidder’s scope for each system (supply, installation, erection, laying, jointing, splicing, glanding, termination, testing etc. as required) (atleast, but not limited to): • FO cables with FO cable accessories (Passive) (LIU/Patch cable system,

Patch cables, Fiber patch cords, Fiber Pig Tails, Fusion Splice Kit, connectors, Adaptor Plates etc.).

• CAT5/6 cables. • Co-axial Cables (for signal) between camera (in case of non IP camera)

and external encoders. • Control (for PTZ, if applicable) Cables between camera (in case of non IP

camera) & external encoders. • Power Cables for the vendor supplied items. • Earthing cables/ GI strip/GI wire etc. for earthing. • Cabling accessories like gland, connectors, sockets, conduit, MCB,

casing, HDPE piping etc. as required for the total system.

suitable cable glands. Entire cable glanding (supply and service) shall be in bidder’s scope.

• All the cable shall be laid through cable tray (over ground and outdoor)/ metallic conduit/CS pipe (underground/ road crossing) as per site configuration and service. Accordingly bidder shall provide (supply, installation and erection) the complete cable tray network, conduiting, piping etc. required for the job.

5.2.12 MOUNTING AND ERECTION ITEMS/ACCESSORIES: Vendor shall provide

entire mounting/erection hardware required for installation of the complete vendor supplied items. Following items with accessories shall be in bidder’s scope (supply, installation, erection, laying, testing etc. as required) (atleast, but not limited to): • For Refinery system:

• Notes: • The base/foundation for poles shall be in bidder’s scope (supply &

service) and shall be as per the recommendation of the OEM of the poles and EIC. Entire job required for erection of the vendor supplied items shall be vendor scope.

• Bidder shall consider atleast 12 Nos. of road crossing for Refinery area and 8 Nos. of road crossing for NRMT area. Same can be done by horizontal boring/ road cutting and CS pipe. However, exact quantity shall be as per bidder’s assessment/ engineering/ site requirement.

5.2.13 COMMISSIONING SPARES AND CONSUMABLES: In addition to the supply

of main items and mandatory spares, bidder shall provide/supply entire commissioning spares and consumables required for successful commissioning of the total system without any additional schedule and cost implication to NRL.

5.2.14 SERVICE/ WORKS: Bidder shall execute all the activities required for successful commissioning of the total system. Following activities (atleast, but not limited to) for each area/ system (Refinery and NRMT) are identified as bidder’s scope for the total proposal.

• Pre erection activities:

• Site visit, physical verification and assessment. • Detail engineering, Design / Manufacturing. • Factory Configuration (SW/HW). • FAT. • Packing and forwarding of materials to NRL site. • Inspection of materials at NRL site.

• Erection, installation, commissioning activities at NRL site : • Erection/installation of mounting arrangement like poles/

base frame/ supports etc. including the foundation/ base. • Erection/installation of entire cable tray network, support/

base frame for panels, support/ stanchion for cable tray

networks/junction boxes, cable duct/ casing etc. including the base/foundation as required.

• Entire cable related jobs like laying, dressing, splicing, jointing, glanding, tagging, ferruling, terminating, testing, loop checking etc. of entire vendor supplied cables and cable accessories (conduit, HDPE pipe, CS pipe etc.) (including excavation, cable trench, horizontal boring/road cutting & refilling after cutting etc. as required).

• Providing entire earthing protection system including hooking up with existing common earthing system.

• Erection/installation of the entire vendor supplied items at the designated locations defined by NRL.

• System configuration of the complete system. • Powering, testing of the system. • Configuration, testing, correction etc. and any other job

required for the successful commissioning. • Demonstration of the complete system functionalities to the

NRL’s Engineers. • Performance monitoring by vendor alongwith NRL.

• Training to NRL personals. • Documentation. • SAT. • Post warrantee Annual Maintenance (comprehensive) of the total

system for 2 years.

5.2.15 ERECTION AND COMMISSIONING OF SUPPLIED SYSTEM: Vendor shall note the following points in respect of erection and commissioning activities at NRL site. • After the receipt and acceptance of the materials at NRL site, vendor

shall be intimated to start erection & commissioning activities at site. Vendor shall mobilise required manpower, tools, machineries accordingly.

• For erection and commissioning activities, all skilled and unskilled manpower, required machines, tools, testing equipments shall be in the scope of vendor.

• Entire expenses for deputation, accommodation, fooding, travelling and local conveyance of the vendor’s commissioning team (Engineers/ experts and the skilled/ unskilled workers) shall be in vendor’s scope.

5.2.16 TRAINING: Training at NRL site for minimum 10 NRL personnel on operation and maintenance shall be provided by vendor.

5.2.17 DRAWING, DOCUMENTATION & CERTIFICATIONS: Vendor shall submit

the entire technical drawings, documents, test certificates and reports in a predefined schedule as mentioned in Annexure-Tech-J. This is in addition to the documents required for PQC compliance and other commercial documents.

5.2.18 SITE ACCEPTANCE TEST (SAT): After successful and continuous running of the commissioned system (of Refinery and NRMT) for 30 days, vendor shall conduct site acceptance test. The detail SAT format shall be submitted by the vendor for approval by EIC before conducting the SAT.

5.2.19 POST WARRANTEE ANNUAL MAINTENANCE (COMPREHENSIVE): After the expiry of warrantee period, the whole system shall be covered by AMC with bidder in comprehensive manner. Following points shall be noted regarding this service: • Contractual period: 2 years from the date of expiry of warrantee period. • No. of scheduled visit: Total 8 visits (4 visits per year as per mutually

agreed schedule) during the contractual period (Normal duration per visit is envisaged as 5 days at site subject to system healthiness and rectification/ completion of reported problem/assigned job).

• Emergency maintenance service/visit: In the event of any malfunction of the system (system black out/hanged, problem of server/ workstation, erratic functioning of system etc.), experienced service engineer shall provide prompt telephonic support for the rectification immediately after the intimation from NRL. If the problem still persists in spite of the telephonic support, vendor shall depute service engineer (with required spares) to NRL site within 72 hours of intimation by NRL for the rectification activity. No. of emergency visit shall be unlimited as per site exigency without any schedule and additional cost implication to NRL.

• Scope of work: • Scheduled maintenance visit (Performance/Status checking of

the entire system, General healthiness checking, Preventive maintenance, Software and hardware configuration as per NRL’s requirement, Trouble shooting/rectification of any reported problem, any software up gradation required to maintain the system etc.)

• Emergency maintenance/visit. • Spare management: During the contractual period, providing all

the spares required for maintaining the entire system healthy shall be in vendor’s scope without any additional price implication to NRL. The spare requirement shall be accessed by the vendor and may be stocked at NRL site as per vendor’s assessment to maintain entire system healthy for the contractual period.

• Expenses towards the service Engineer of vendor: Entire expenses like deputation charges, travelling expenses, expenses for accommodation and local conveyance etc. shall be in vendor’s scope.

• Expenses towards the spares: Entire expenses for the spares required for maintaining the entire system in healthy condition shall be in bidder’s scope without any schedule and additional cost implication to NRL.

• Bidder shall quote in lumpsum basis (visit wise) for the annual maintenance (comprehensive) considering the entire job scope including the expenses towards the service Engineer of vendor and spares assessd by bidder.

• Penalty for non compliance: Apart from the other terms and conditions, non rectification of any reported problem/ non availability of spares required for rectification of any reported problem shall be considered as non compliance. Vendor shall be liable for penalty for such type of non compliance as per decision of NRL.

6. SYSTEM DESIGN, FEATURES & FUNCTIONALITIES OF THE SYSTEM. 6.1 SYSTEM DESIGN, FEATURES AND FUNCTIONAL REQUIREMENT:

6.1.1 SYSTEM CONFIGURATION: Bidder shall refer Annexure-Tech-B, C, D, E

and F for proposed system configuration of the surveillance system. Bidder to go through the same and submit their proposed configuration schematic indicating each offered item.

6.1.2 TOTAL SURVEILLANCE MANAGEMENT: The CCTV Surveillance System

shall provide total safety and operational Surveillance of the areas covered by the cameras including real time video display on monitors of dedicated workstations and Client PCs of NRL, recording, object detection, motion detection, alarm, reporting etc. as per requirement mentioned in the tender document elsewhere.

6.1.3 OPEN PROTOCOL: The offered CCTV system shall be of open protocol and

IP based architecture for providing high-speed manual/automatic operation for the best performance.

6.1.4 TRIPLEX SYSTEM: The Surveillance System shall be triplex i.e. it shall

provide facility of viewing, recording & replay simultaneously. The system shall use video signals from cameras (located at different locations), process them for viewing on workstations/monitors at designated rooms and shall simultaneously record all the cameras after suitable compression.

6.1.5 CAMERA GROUPING: For networking and powering purpose, adjacent

cameras shall be divided in multiple groups. The grouping shall be done considering areas and installation locations. Per group, maximum 6 nos. of cameras shall be configured. Annexure-Tech-B, C, D, E and F may be referred for understanding the groupings.

6.1.6 DEDICATED NETWORKING/ COMMUNICATION: There shall be a high speed dedicated LAN (GBPS, Ethernet-TCP/IP) for the integrated CCTV Surveillance System covering Refinery and NRMT area. All the items like camera system, NVRS, SMSS, workstations etc. related to surveillance system of Refinery & NRMT shall be connected with the dedicated CCTV LAN. Vendor shall provide the entire CCTV LAN. Also, the Dedicated LAN of surveillance system will be connected to NRL’s existing LAN for monitoring/control of the connected cameras from Client PCs (existing and NRL’s scope) as per user rights.

6.1.7 NETWORKING / COMMUNICATION METHOD (PROPOSED): • Networking for the Cameras for operational area: The cameras of the

operational area shall be divided in multiple groups (area wise i.e. HCU. H2U, CDU, DCU etc.). Per group, maximum 6 cameras will be configured as mentioned earlier. Annexure-Tech-E shall be referred for understanding the scheme. Individual FO cable (multi cores) shall be provided for each group (of cameras) from the system panel.

Individual pair (Tx/Rx) of cores of the multi core cables shall be assigned for each camera. For individual group, FO distribution cabinet (field mounted) shall be provided. The multi core cable of individual group shall be terminated in the field mounted FO distribution cabinet. From the cabinet, individual multi core cables shall be provided for individual camera. Near each camera, JB (Junction box for individual camera) shall be installed. Bidder may also provide camera wise dedicated FO cable (4 Cores or more) from the system panel to the individual camera instead of 12 Cores cables for a group. In this case, the FO distribution cabinet will not be applicable.

• Networking for the Cameras for tank farm area: • Option-1 (Dedicated (tree) networking for each camera of each

Camera group): The cameras of the tank farm area also shall be divided in multiple groups. Here also, per group, maximum 6 cameras will be configured. Annexure-Tech-F shall be referred for understanding the scheme. Individual FO cable (12 cores or above) shall be provided for each group (of cameras) from the field panel. Individual pair (Tx/Rx) of fiber cores of the multi core cable shall be assigned for each camera. In a group, the FO cable shall be laid in daisy chain pattern by terminating with JB of individual camera. However, only individual pair of cores of the FO cable will be used for individual camera (i.e. 1st pair will be for 1st camera, 2nd pair will be for 2nd camera etc.). From the camera wise JB, one pair of fiber cores will be used for the related camera and balance cores shall be pushed to the JB of the next camera by jointing the balance cores of the cable inside the JB. Similarly other cameras of the same group will be also connected in the same pattern. Bidder shall provide FO repeater if splicing/ jointing loss is occurred beyond permissible limit due to multiple joints of the FO cables. Bidder may also provide camera wise dedicated FO cable (4 Cores or more) from the field panel to the individual camera instead of 12 Cores cables for a group.

• Option-2 (Camera wise Ring (FO) topology in a group): Bidder may also adopt Camera wise Ring (FO) topology for individual camera group. Annexure-Tech-F shall be referred.

• Notes:

• Networking method/ topology as explained above are proposed only. In any case, bidder shall be sole responsible for the successful networking of the entire system without any data collision and latency.

• Annexure-Tech-B, C, D, E and F may be referred for details of the proposed networking.

• The design of the Total networking shall be approved by the OEM of the supplied active networking items (LAN Switch/ Media converter etc.) or OEM of the camera. Same shall be submitted by the bidder during design stage before dispatch the materials.

6.1.8 PANEL/ ENCLOSURE/ OPERATOR CONSOLE TABLE: • System panel (Engineered): In each control room (i.e. Central Control

Room of Refinery and NRMT control room), system panel shall be provided. In the system panel following items shall be installed: SMSS, NVRS, LAN switch, LIU system, media converters, FO connectivity system, power distribution items etc. as applicable. Entire cameras and workstations shall be hooked up with the system via FO cables/ CAT5/6 cables as applicable. Also from the system panel, power supply to all the cameras and related workstations shall be distributed. Proper earthing with existing common grid also shall also be provided by bidder. The details including the hardware specification is mentioned elsewhere in the tender document. Accordingly bidder shall provide entire Engineered panels (factory Engineered) to meet the tender document requirement.

• Field panel (Engineered): In each Tank Farm Area i.e. Refinery Tank farm Area and NRMT Tank Farm Area, at designated locations, field panels shall be installed (Out door and safe area). In the field panel following items shall be installed: LAN switch, media converters, LIU system, FO connectivity system, power distribution items etc. (as applicable) for the cameras of each Tank Farm Areas. From this panel, the LAN (FO) cables and power cables will be provided to the individual group of cameras/ individual camera and accordingly communication and powering to the cameras shall be from this panel. The field panels will communicate with the system panel via FO cable networking. Main powering to the field panel also shall be from the related system panel. Camera group wise power isolation shall be done from the MCB installed in the field panel. Proper earthing with existing common grid also shall also be provided by bidder. Accordingly bidder shall provide entire Engineered panels (factory Engineered) to meet the tender document requirement. The details including the hardware specification is mentioned elsewhere in the tender document.

• Wall mounted enclosure for LAN switch/LIU and accessories: In control room of CCU & SRB, Refinery CISF building and NRMT administrative building, wall mounted enclosures shall be provided. In the enclosure following items shall be installed: LAN switch, LIU system, media converters, FO connectivity system, power distribution items etc. as applicable. The related workstations and cameras shall be powered and networked from the system inside the enclosure. The system inside the enclosure shall also communicate with the main system from the system panel of control room via FO cable networking. The details including the hardware speciation is mentioned elsewhere in the tender document.

• FO distribution system/ Cabinet: FO distribution system/ Cabinet/ enclosure shall be installed for individual group of cameras for the operational area. For the cameras of operational area, FO cables shall be distributed to the individual cameras via this FO distribution cabinet. This cabinet shall be consisting of FO cable distribution items

(Passive). The details including the hardware speciation is mentioned elsewhere in the tender document.

• Operator console table for workstations: For individual workstation, console table shall be provided. The detail design/ specification/ requirement are mentioned in Annexure-Tech-I-B and tender document. Accordingly bidder shall provide the console tables.

• Camera wise JB (Junction Box): Individual JB shall be provided for each camera which shall be installed near the camera. Encoder, media converter, LIU, MCB, power supply units etc. as applicable will be installed inside the JB. Camera wise FO cable and power cable coming from the system/ field panel/ FO distribution Cabinet shall be terminated/ hooked-up inside the JB. From the JB, cables like CAT5/6 cable, co-axial cable, control cable, power cable etc. as applicable will be hooked-up to the camera assembly. Bidder shall provide single JB or multiple JBs per camera as per design/requirement. Each JB shall be suitable for outdoor mounting and also shall be suitable for the hazardous area classification mentioned elsewhere in the tender document.

• Area wise main power JB (Junction Box): In the operational area i.e. HCU, H2U, CDU, DCU and NRMT, dedicated power JB shall be installed for each group. Individual JB shall be suitable for outdoor mounting and also shall be suitable for the hazardous area classification mentioned elsewhere in the tender document.

6.1.9 POWER SUPPLY: For servers (SMSS and NVRS) of each system (Refinery and NRMT), NRL will provide single phase (UPS, 110 VAC, 50 Hz., (+/-) 10% tolerance) feeder in 2 locations i.e. Refinery Control Room and NRMT Control Room. For other items/ services NRL will provide single phase (Non UPS, 230 VAC, 50 Hz., (+/-) 10% tolerance) feeder in 6 locations i.e. Central Control Room, NRMT control room, NRMT Admin building, CCU Control room, SRB Control Room and Refinery CISF Building. Further distribution, earthing, filtering, conversion (AC to DC etc.), step down etc. as per requirement shall be provided by bidder. NRL will provide the power at the existing PDB of control room which will be near the bidder’s system panels (for control room of Refinery and NRMT)/ wall mounted enclosure (for CCU, SRB, NRMT Admin Building and Refinery CISF building) (the distance between the bidder’s panel/ enclosure and NRL’s PDB is around 50 mtrs.). As mentioned earlier, for powering also, camera grouping (Area/ tank wise) will be considered. Providing the entire power cabling (with power distribution system) for the total camera system including the cabling between the existing PDBs and the bidder’s system panels/wall mounted enclosure shall be in bidders’ scope.

• Power supply to Cameras of Operational area: Bidder shall distribute

the power to the cameras of respective operational areas (i.e. Refinery and NRMT) from the bidder’s system panels (to be installed at the respective control rooms) using multi core (camera wise dedicated cores) cable for individual group of cameras. The multi core cable will be terminated in the area wise power JB. From the power JB, power

will be distributed using dedicated cable (3 Cores) for individual camera system.

• Power supply to Cameras of Tank Farm Area: Main power distribution shall be from the bidder’s system panel of respective area (i.e. Refinery and NRMT) to individual area wise field panels using multi core power cable. From the field panel, power to the individual camera group will be distributed using dedicated power cable (3 Cores). In a group, the power cable (3 Cores) shall be provided in daisy chain pattern by terminating/ looping in the camera wise JBs of the group. Power isolation of individual camera shall be done from the MCB installed in the camera JB.

• Power supply to the workstations: Power supply to the workstations of respective area shall be from the bidder’s system panel/ wall mounted enclosure etc. as applicable.

• Notes: • Providing the entire cabling with power distribution system shall

be in bidder’s scope. The detail specifications are mentioned elsewhere in the tender document. Accordingly bidder shall provide power cabling network.

• For estimated requirement of cables with JBs and accessories are mentioned elsewhere in the tender document and Annexure-Tech-B, C and G.

6.1.10 MOUNTING OF CAMERA: Cameras of tank Farm Area shall be mounted in the field using Hinged /Tilt down Pole and other cameras of the operational area shall be mounted using existing provision /fixed pole. Exact quantity and specification is mentioned elsewhere in the tender document. Accordingly bidder shall provide the entire mounting arrangement including poles, required foundation/ base and accessories.

6.1.11 SYSTEM EARTHING AND SURGE PROTECTION: Entire system earthing including surge protection for the bidder’s system shall be in the bidder’s scope. The following shall be noted by the bidder. • Earthing protection: Bidder shall provide entire earthing arrangement

for their system which will be hooked-up with NRL’s existing earthing system of each system i.e. Refinery and NRMT. Providing the entire earthing system including hooking-up activities/ arrangement shall be in bidder’s scope. • Notes:

• Earthing among outdoor system like the poles/ tower/JB/Panel etc. shall be via GI strip/wire.

• Earthing among the other equipment including camera/ indoor panel etc. shall be via 4-10 mm2 multi stranded copper conductors depending upon the load size.

• The distance between the area wise (refinery and NRMT) proposed CCTV system and existing earthing system is around 50 mtrs. each.

• Surge protection: As a minimum, for power supply to each outdoor active item (including main incomer, distribution etc.), additional surge protection device (industrial grade of reputed make) shall be provided for high voltage and lightening protection. The detail will be finalized during detail Engineering stage. Additional surge protection requirements are also mentioned elsewhere in the tender document. Accordingly bidder shall provide the entire surge protection solution.

6.1.12 SYSTEM MANAGEMENT SERVER SYSTEM (SMSS): For video

management, system configuration, system management, system backup etc. of the entire surveillance system, a common server system i.e. System Management Server System (SMSS) shall be provided for each area wise (Refinery and NRMT) system. This server may also act as Master/ Host of the connected surveillance system as per bidder’s system configuration. Also bidder shall provide additional server in the Refinery CISF security room if same is essential for the system to meet the tender document requirement. But, in all the cases, the specification of each server shall be as per tender document mentioned elsewhere in the tender document. Bidder may use single server or multiple servers as per their system design/ requirement. Accordingly bidder shall provide the hardware and software to meet the tender document requirement.

6.1.13 VIDEO RECORDER (NVRS): Dedicated video recording system (Network

Video Recording System (NVRS)) shall be provided for each system i.e. Refinery and NRMT. One system shall be installed in the system panel of Central Control Room of Refinery and other system shall be in the system panel of NRMT Control Room. The recording system shall be of Server type with latest configuration. The specification of each server system shall be as per specification mentioned elsewhere in the tender document. Bidder may use single server or multiple servers as per their system design/ requirement. Accordingly bidder shall provide the hardware and software to meet the tender document requirement.

6.1.14 VIDEO STREAMING AND STORAGE: Each system (Refinery and NRMT)

shall be capable and shall provide sufficient storage capacity of video recording for all the cameras of quality 4CIF @ 25fps or better using necessary best compression technique for the required period mentioned elsewhere in the tender document. The video shall be compressed using MPEG4 (High quality) or better compression technique and stream over the IP network. The system shall automatically over-write the new information after the predefined period using necessary script/algorithm/ application etc. The offered system shall have facility to export the desired portion of clipping (from a desired date/time to another desired date/time) on CD or DVD or USB supported external drive (pen drive, portable hard drive etc.).

6.1.15 DEDICATED WORKSTATION AND WORKSTATION METHODOLOGY: At least 13 Nos. of dedicated workstations with dedicated Video management software /surveillance system management software shall be installed in various locations of Refinery and NRMT. Complete monitoring, operation and configuration of the system as per accessibility rights of users shall be possible from all the workstations. Required licenses shall be provided by the vendors. The following may be noted: • FOR REFINERY SYSTEM:

• Workstation-1: This workstation shall be installed at Engineering Room of Refinery Central Control Room and shall be configured as administer for monitoring/controlling/ engineering/ configuration of entire cameras/ system of Tank Farm Areas and Operational Areas of Refinery and NRMT.

• Workstation-2: This workstation shall be installed at Refinery Central Control Room and shall be configured to monitor/control the cameras designated for Refinery Operational Area (HCU, H2U and CCR top).

• Workstation-3: This workstation shall be installed at Refinery Central Control Room and shall be configured to monitor/control the cameras designated for Refinery Operational Area (CDU, DCU and MSP).

• Workstation-4 and 5: These workstations shall be installed at Refinery Central Control Room (OM&S room). These workstations shall be configured to monitor/control the cameras designated for the Refinery Tank Farm area.

• Workstation-6: This workstation shall be installed at SRB Control Room and shall be configured to monitor/control the cameras designated for the SRB Operational area.

• Workstation-7: This workstation shall be installed at CCU Control Room and shall be configured to monitor/control the cameras designated for the CCU Operational area.

• Workstation-8 and 9: These workstations shall be installed at Security Control Room of CISF Main building of Refinery. These workstations shall be configured to monitor/control the cameras designated for the Refinery and NRMT areas (both operational and Tank farm area).

• FOR NRMT SYSTEM: • Workstation-10 and 11: These workstations shall be installed at

NRMT control room and shall be configured to monitor/control the cameras designated for the NRMT area (Tank Farm area and Operational area).

• Workstation-12 and 13: This workstation shall be installed at the administrative building of NRMT and shall be configured to monitor/control the cameras designated for the NRMT area (Tank Farm area and Operational area).

Note: • The above workstations are minimum requirement only. Bidder

shall provide additional workstations (if required, depending upon the capacity of the offered workstation in terms of maximum

allowable camera connectivity per workstation) for the coverage of the cameras designated for the locations.

• Bidder may also consider area wise (Refinery and NRMT) separate workstations for Engineering activities instead of single station.

6.1.16 DEDICATED CCTV CONTROL KEYBOARD: In addition to the conventional

keyboard and mouse related to workstation PC, Dedicated CCTV control keyboard (equipped with joystick) for Pan, Tilt, Zoom, other functions of desired cameras shall be provided for each workstation.

6.1.17 SURVEILLANCE SYSTEM SOFTWARE/ VMS FOR DEDICATED WORKSTATION: The surveillance software/ VMS required for configuration, monitoring and operation shall be of dedicated type (non Web based GUI) for CCTV dedicated workstations. However Web based software may be provided for the existing client PCs of NRL LAN as per requirement mentioned elsewhere in the tender document.

6.1.18 OPERATING SYSTEM: • System Management Server System (SMSS), Network Video Recording

System (NVRS) and Workstation: Latest Win server package/Win 7/ Latest Win OS compatible for the proposed system.

6.1.19 SURVEILLANCE MANAGEMENT FEATURES:

• The surveillance management software/ VMS shall provide the facilities like live view, Control of PTZ cameras, recording, playback of recorded/ archived video, analysis, system configuration etc. from the IP based video surveillance system.

• The software system shall be capable of handling camera and alarm icons on area maps (GUI).

• For each camera bit rate, frame rate, resolution etc. shall be settable independent of other cameras in the system. Altering the setting of one shall not affect the settings of other cameras. Facility for searching and registration of connected online devices (Camera, workstation, NVRS etc.) shall be provided.

• PTZ Operations: The Software/ system shall facilitate Dedicated CCTV control keyboard for each PC workstation running the Video Management Software for PTZ and other camera control operation in addition to the conventional keyboard and mouse of the workstation.

• Surveillance operation from Workstation: • Live Video:

• Multi compression format: The system shall be capable of managing live video from IP Cameras in formats of H.261, MPEG4 (High quality), Motion JPEG, H.264, Standard definition etc.

• Single camera view: Facility shall be provided to view the live output from a selected camera. For monitoring, required adjustment for pan, tilt, zoom, focus etc. for the camera shall be from the workstation.

• Multiple window view: For viewing the live output of cameras, multiple windows for different connected cameras shall be possible in atleast 2x2, 3x3, 4x4 matrix and full view.

• Sequence view of camera preset positions: The software shall support sequence views. A sequence view consists of a single camera view, which can be cycled on a time basis.

• Searching: Proper navigation and searching facility shall be provided for easy and faster searching.

• Viewing of Recorded video: Display facility shall be provided to view recordings from any work Station as per user accessibility/ system configuration. From this display, the operator can select the stored recording, which shall be immediately shown in an embedded video player with facilities for play, forward, rewind, pause along with fast forward and rewind for reviewing the recorded videos.

• Snapshot: Capturing of current frame of video in Bitmap/JPEG etc. format shall be possible from the workstation as per requirement. Also storing of the captured image in workstation shall be possible.

• Object, object motion detection and analysis (video analytics): Each camera) shall be facilitated with object and motion detection for alarming/ video analysis purpose. This facility shall be either equipped with camera or shall be software based. However, enabling/ disabling of the facility for individual camera shall be possible as per user requirement (accessibility wise). The following shall be provided/ facilitated:

• The system shall provide the ability to acquire and track an object within a predefined field of all cameras (in fixed position/condition) along with respective alarm generation at control room. The VMS shall be able to track specific objects in a region of interest, while ignoring the other object types.

• The system shall support object based algorithms and shall provide the functionalities like learning the scene, detecting & tracking objects, adopting to changing outdoor environment , ignoring environmental changes (including rain, hail, wind, swaying trees and gradual light changes etc.), classifying objects, detecting various events (e.g. “enters”, “exits”, “appears”, “disappears”, “inside of”, “loitering”, “taken away” etc.), detecting scene change events etc.

• The system shall support alarming and action based on the VMS rule engine when an object is detected, classified & tracked.

• Alarm and status: Online viewing of system alarm, object/motion detection alarm, user activity alarm, system status, device status etc. shall be possible from all the workstations as per user accessibility. The area map should be configurable to pop up upon the receipt of an alarm received from a camera on the map.

• Logging/ reporting: Alarm generated by object detection/motion detection/ system alarm etc. shall be logged automatically in the system. Also, the activities of the user shall be automatically logged in the system. The logged data shall be retrievable as a report (text format) in future. The software shall be facilitated to prepare logs & MIS report of all the activities happening on the system.

• Surveillance operation from client PCs of NRL LAN: Facility like Live Video of different cameras, camera control using attached PC mouse/ keyboard etc. shall be provided.

• System configuration: Complete system configuration of the total CCTV surveillance system shall be possible from the Engineering Workstation (Workstation-1). This shall include all the configuration/ engineering facilities like Remote configuration /maintenance, User configuration with rights, Configuration of camera unit, Configuration of CCTV LAN, Configuration of active networking items (LAN switch, media converter etc.), Configuration of alarm/ event logging, Configuration of NVRS, Configuration of SMSS, Configuration of workstation and other required configuration of the CCTV Surveillance system etc. as applicable.

• Management by System Management Server System (SMSS): For complete system management, system hosting, configuration, system backup of the surveillance system etc., a common server i.e. System Management Server System (SMSS) shall be provided for each area.

• Recording /Storage by NVRS: • Recording of video stream of individual camera in NVRS shall be

started depending upon the various activation procedures (User activated, Event activated, Continuous background recording, object detection, Motion Detection etc.) as per requirement.

• The entire camera recording shall have camera ID & location/area of recording as well as date/time stamp. Camera ID, Location /area of recording & date/time shall be programmable as per user accessibility rights.

• The NVRS shall record video from selected Video camera. Additionally NVRS shall allow playback to VMS workstations and Receivers (Monitors) as well as other activities simultaneously.

• Recording and Playback shall be performed simultaneously such that it shall not affect the recording from Video cameras.

• The NVRS shall automatically manage free disk space by deleting recordings older than the specified number of days or when a minimum disk space threshold is met.

• The NVRS shall provide security to protect it from unauthorized access.

• NVRS in conjunction with VMS shall provide complete status and diagnostics of the recording system.

• The system shall provide the facility for automatic archiving of all recordings.

6.2.9 PANELS/ ENCLOSURES/OPERATOR CONSOLE TABLES:

• System panel (Engineered):

• Installation: Indoor. • Panel shall be of freestanding, enclosed type and shall be designed

for bottom entry for cable connection. Panel’s structure shall be sound and rigid and shall be provided with removable lifting lugs to permit lifting of the panels.

• Panel shall be fabricated (factory) from cold rolled steel sheet of minimum 2-mm thickness suitably reinforced to prevent warping and buckling. Doors shall be fabricated (factory) from cold rolled steel sheet of minimum 1.6 mm thickness.

• Each panel shall be of 2100-mm height and 800 mm/1200 mm width (approx.).

• Painting of Control Panels shall be oven baked (2 primer coats and 2 final coats) powder coating, with matt finish. The exact colour of the panel shall be decided during detail Engineering.

• A 100 mm channel base is to be provided at the bottom for mounting the Control Panel.

• Control Panel – Front/ Rear, shall be equipped with access doors. Doors shall be equipped with lockable handles and concealed hinges with pull pins for each door removal.

• In order to remove dissipated heat from the panels effectively, vent louvers backed by wire fly screen shall be provided to panel doors. Two nos. each i.e. total four nos. of ventilation fans shall be provided for front & rear portions of the panel.

• Illumination shall be provided for all panels with CFL/ LED Lamps and door operated micro switches. Utility socket of the rated power supply shall be provided for all panels.

proof paints suitable for outdoor application (the design/color of the panel shall be decided during Engineering stage).

• Wall mounted enclosure: • Form factor: 12U or above as per site requirement. • Service: For mounting LAN switch, LIU, power distribution items

for workstation, accessories etc. • Type: Wall mounting. • Design: Enclosed and Engineered rack, perforated for proper air

ventilation, lockable front Glass Doors, multiple wired power sockets, internal mounting accessories etc.

• Operator console table: • Tables for Workstaion-8 & 9 (CISF security room) and

Workstation-12 and 13 (NRMT Administrative building): Zuari table (Code: 016)/Zuari rack (Code: 215)/ 12U floor Mounting Racks or equivalent make/ design.

• Tables for other workstations shall be operator console type as per Annexure-Tech-I-B (dedicated console table for individual workstation) Note: The detail requirement shall be finalized during detail Engineering stage as per site requirement and EIC recommendation. Accordingly bidder shall quote and provide the system.

• JB (Junction box) for individual cameras:

• Installation location: For individual camera of Tank Farm Area/ CCR top (safe area) and operational area (hazardous area).

Note: As far as possible, single JB shall be used for individual camera. However, if required multiple JBs may be used as per bidder’s design against each camera to meet the tender document requirement.

• Installation location: Operational area (hazardous area). • Mounting: Yoke support/wall mounting as per site requirement. • Material of construction: SS/Aluminium. • Cable entry size: As per cable sizes. • Explosion proof: As per applicable hazardous area classification of

and internal screwed terminal blocks/ din rail etc. • Certification:

• Explosion proof by CCOE (PESO). • Ingress protection.

• FO distribution cabinet:

• Installation location: Operational area (hazardous area). • Mounting: Yoke support/pole/wall mounting as per site

requirement. • Material of construction: SS/Aluminium. • Ingress protection: IP65 or better. • Cabinet shall be equipped with the followings: FO distribution

system (Passive) for distributing/ jointing/ terminating FO cables etc.

• Cable entry: Bottom/ Side (Top entry is not allowed). • Required nos. of cable entry: As per required cables. The spare

entry shall be plugged with plug/cap.

• Accessories: Complete mounting accessories for mounting the JB. • Certification: Explosion proof (if applicable) and ingress protection.

Notes:

• No electrically powered active device/ termination shall be installed inside this cabinet. However, if there is electrically active termination/ device inside the cabinet, the cabinet shall be Explosion proof to applicable hazardous area classification mentioned elsewhere in the tender document subject to minimum of Zone1 Gr.IIA & IIB.

• Instead of separate JB/ cabinet for FO and power distribution system for a group, single large cabinet may also be provided for both the purposes. But in this case, the cabinet shall also be explosion proof to hazardous classification requirement as mentioned earlier.

6.2.10 MOUNTING AND ERECTION ITEMS/ACCESSORIES: • Hinged/ Tilt Down Steel Pole (GI):

• Type: Hinged/ Tilt Down Steel Pole (GI). • Service: Shall be used for the cameras of Tank farm Areas. • Schematic: Bidder shall refer Annexure-Tech-I-A. • Height (above ground): 10-15Mtrs. As per site requirement

(Exact height shall be decided during design stage). • Suitable for:

• 1 No. of Type-1 camera (Accordingly suitable fixture/ arrangement shall be provided for mounting the Camera).

• Wind velocity upto 150 KM/ HR. • Weight bearing capacity: Atleast 1.5 times of the following load/

weight: Weight of 2 nos. of Type-1 Camera along with mounting fixture/ accessories.

• Pole Mounting/erection: • Option-1: Direct Burial/Planting (Planting depth:

minimum 2 meters). The pole shall be planted to depth of 2 mtrs. and above (as per recommendation of the OEM of the pole system) inside base/ foundation (bidder’s scope). Base plate of heavy size (atleast 12” x 12” x 1”) shall be provided (welded) at the end of the underground planted portion.

• Option-2: Above ground Bolting with base/foundation (The pole shall have base plate (flange plate) (approx: 12” x 12” x 1”) at the bottom portion. Provision for bolting (atleast 4 holes (Dia: above 1”). The design/size of foundation/base plate/ bolts/ holes shall be as per the design of the OEM suitable for the load/ wind etc.

• Cable routing: Proper cable routing facility (inside or outside the pole) for camera shall be provided throughout (inside/ outside) the pole.

• Engineered and mounted with portable mechanical winch system (equipped with hand wheel/ gear pulley arrangement) with metallic wire shall be provided for lowering/tilting the pole-top manually for maintenance job by single person. Facility shall

be provided for restricting unauthorized operation of the winch system.

• Construction of pole: • Shape: Round/ octagonal etc. • Shafts/pole shall be of structural steel with sufficient yield

strength (approx.: 45,000 psi). • GI (Hot Dip Galvanized Iron (Internal and external after

fabrication)) in accordance with IS-2629/ISO-1461 or equivalent.

• Longitudinally welded (no riveted joint) as per international standard.

• Heavy duty hinge assembly shall secure upper section to lower section with high strength bolt. A flexible protective channel should be provided to protect wires when pole is lowered.

• Pole counter-balance (lower part) shall be designed to offset weight of cameras/upper portion and made from steel with sufficient yield strength,

• Arrangement for mounting Junction Box at bottom portion shall be provided.

• Provision for hooking up earthing cable (GI strip/ wire) shall be provided at bottom portion of the pole. Note: All the sections of the poles (except the joint of tilting mechanism) shall be welded (no riveted joint) as per international standard of poles/lighting poles.

• Accessories: • Complete accessories like heavy duty anchor bolts, nuts,

washer etc. for mounting the pole shall be provided by the bidder along with the pole.

• Testing certificate.

• Fixed Pole (CS): • Service: Shall be used for the cameras of operational areas. • Schematic: Bidder shall refer Annexure-Tech-I-A. • Height: Upto 5 Mtrs. as per site requirement. • MOC and finish: Fabricated from 6”, CS, SCH 40 (with anti

corrosive painting as per industrial standard) with mounting arrangement for the accessories/JB etc. and welded with mounting base plate etc. as per recommendation of EIC. The exact design shall be finalized during detail Engineering stage. Accordingly bidder shall quote and provide the system.

• Mounting stands/fixtures for 40” monitors: • Mounting/installation of 40” monitors shall be wall mounting/

roof mounting or floor stand mounting (upto height of 10 feet) as per site requirement/ EIC recommendation.

• Mounting stands (metallic) shall be of standard of Ergonomic/ RIFE India or equivalent design/make to maintain the esthetic look of existing control room/ setup.

• The detail requirement shall be finalized during detail Engineering stage as per site requirement and EIC recommendation. Accordingly bidder shall quote and provide the system.

Annexure-Tech-H (STANDARD WORK PROCEDURE AND JOB EXECUTION METHODOLOGY) 1. GENERAL:

• The vendor should execute the job as per instruction EIC in line with the defined job procedure.

• The vendor should make all arrangements to ensure that sufficient manpower is available to complete the job within the time stipulated in the tender.

• The vendor should strictly follow all the safety rules & regulations in the refinery. Vendor shall bring their safety equipment like safety helmets, safety belts, safety shoes, gloves, and visors for workmen.

• Vendor to ensure that no job is being carried out in the plant without a valid work permit.

• Manpower deployment: Vendor shall depute sufficient and experienced technical staff/ Engineers and required skilled/ unskilled workers for executing field activities and shall ensure good workmanship to the satisfaction of NRL. The successful Bidder shall depute atleast following manpower resources (atleast, but not limited to) at NRL site for executing various field activities:

• For post order site visit, physical verification and assessment: • Project manager and experienced Engineers/ experts. • Sufficient skilled/unskilled workers for assisting in physical assessment

activities (if required). • For erection and commissioning of supplied system at NRL site:

• Project manager/ experienced Engineers/ technical staff of bidder on continuous basis (normal working hours) during entire erection/ commissioning period (till job completion) for executing/ supervising the entire erection/ commissioning activities.

• Sufficient skilled/unskilled workers for executing the entire installation/erection activities.

• The vendor shall follow NRL’s timing of work. However in case of requirement of working on holidays or working beyond the normal working hours, the vendor shall make arrangements for obtaining necessary entry permits in advance.

• The vendor is responsible for proper storage of all his material. All instruments/items stored in open area shall be adequately protected. Transportation of items from NRL store to site is in vendor’s scope.

• All structural fabrication & prefabrication shall be done at one place. • Vendor to ensure that while mounting instruments, trays etc., other structures are not

damaged. • All instruments/JBs shall be tagged with a proper SS/Al tag plate bearing the tag no of

the instrument/JB. This shall be securely tied to the instruments/items. • Vendor shall have all the tools/ calibration / testing equipment including multimeter,

Voltage / current source, megger, FO splicing/ jointing tools, FO testing instruments etc., • Vendor shall maintain good housekeeping in and around the work place on day to day

basis. • Total job shall be carried out so as not to cause any hindrance to other agencies working /

operating in the area.


• If any damage is caused to NRL property by any act of commission or omission or negligence of the vendor or their workers, the same shall be rectified with any schedule and cost implication to NRL.

• No hot job will be allowed inside the installation locations i.e. tank farm area and operational area. Hot job shall be carried in location designated by EIC.

• Factory wired/ Engineered: Entire system/ field panel/cabinet shall be fully wired/ Engineered at the factory itself. Only the field cable termination/ loop checking shall be carried out at site.

2. POWER SUPPLY AND DISTRIBUTION SYSTEM:

• 230V (50Hz) AC Non UPS Power shall be made available at various location mentioned elsewhere in the tender document. Also 110 VAC (50 HZ) (UPS), shall be provided for servers (SMSS/ NVRS). As stated earlier, further power distribution to vendor’s cabinet / voltage distribution to field devices shall be designed, supplied & installed by the vendor.

• AC to DC power supply units shall be provided in various panel /JB as applicable. • Bidder shall also include miniature circuit breakers (MCB) for AC & DC supply to each

power supply units and sub-distributions within the system. Bidder shall ensure the provision for power isolation facilities required for maintenance work.

• Each distribution point shall be provided with a separate MCB of power rating for isolation of the system.

• All instrument housing/JB capable of carrying current shall be grounded to panel structure having provisions for earthing lugs.

• Bidder shall indicate the earthing philosophy of their offered systems including field devices and include in their offer including provisions earthing lugs, earthing cables etc. including final connectivity.

3. INSTALLATION OF CABLE TRAYS AND CABLE LAYING:

• The entire cable length has to be laid overhead or on pedestals except where there is no other alternative but to lay the cable underground through pipes / trenches.

• All supplied cables shall be laid on trays/inside trenches/pipes and shall be properly clamped.

• Power and signal cables (except FO) shall have to be laid in separate pipes or on separate cable trays as the case may be, by adequate spacing.

• All cables laid in trenches/trays shall be properly dressed and tied with Al clamp/ cable tie as per instruction of EIC.

• Vendor to provide all structural steel supports and execute all associated civil masonry work related to support preparation wherever cables are running above ground along the cable route. The perforated trays shall be properly supported at a regular interval of 8 mtr.(approx.). Angle supports for perforated trays shall be fabricated from 40 mm x 40 mm x 5 mm MS angles as a minimum.

• Perforated tray shall be used for branch cables from main trays/JBs and for main cables from the various panel/JBs. Width of trays shall be selected according to number of cables to be laid on the trays. Trays shall be laid generally as per site conditions with the approval of EIC.

• No welding on perforated trays shall be allowed in general. In specific cases where welding is unavoidable, this shall be carried out as per instructions from Engineer-in-Charge

• All cables shall be laid in accordance with cable schedules. Before laying, cable /multicable on drums shall be meggered/ tested to ascertain the transit damages.

• Directly buried cables shall be laid underground in excavated cable trench. Trenches shall have sufficient depth and width to accommodate all cables correctly spaced. Pipe


sleeves if required for cross over other than road like drains etc. shall be provided by vendor as per the instructions of Engineer-in-Charge. Before cables are placed the trench bottom shall be filled with 100 mm layer of sand and leveled. Each layer of cables shall be covered with 150 mm of sand on top and sand shall be lightly pressed. A protective covering of 75 mm thick second class red bricks shall be placed flat on the final layer of sand and cable. The remaining portion of the trench shall be then back filled with soil compacted and leveled. On completion of every group of cable laying and before sand filling, every cable shall be given insulation test in the presence of NRL site engineer. Any cable proved to be defective shall be replaced before the next group of cables is laid. Cable route markers indicating number of cables, depth and direction will be placed en-route, on crossovers/turnings etc. to mark the cable route.

• At the entry into concrete blocks at road crossings cable loops shall be provided at either ends to prevent any damage to cables. Each cable shall have one tag at each end before the cable enters/leaves conduit pipes.

• In general non armoured cables are not allowed for outdoor installation unless there is special requirement. However for indoor non armoured cables can be used and in such case laying of such cables shall be done using flexible GI/SS conduits/pipe.

• Identification tags using Aluminum metal name plate shall be provided on either end of cables as per Cable schedules. The name plate should be punched with the number of type of cable, source and destination of the cable.

• Cables shall be terminated with field instruments/JBs/Panel etc. using cable glands. • All cores of cable after termination shall be identified at both ends by means of PVC

ferrule. Ferrules shall be of single sleeve type. Ferrule numbering shall be source destination type (cross ferruling).

• All the miscellaneous items/consumables for cabling and termination like sleeved copper lugs, ferrules, sleeves, cable tie also shall be supplied by the bidder.

4. EARTHING:

Earthing of junction boxes, local panels / cabinets, field instruments etc as required shall be carried out as per the standard installation practice adopted in refinery operation. Among the various poles/ towers the earthing shall be via GI strip/wire. Finally, the CCTV earthing shall be hooked up with existing common grid.

5. PAINTING:

Painting (minimum one coat of red oxide zinc chromate primer and two coats of paints suitable for corrosive atmosphere.) of cable trays supports, ducts, instrument supports, base frame, all structural supports as per the painting standards to be done before handing over / commissioning.

6. INSTALLATION OF FIELD INSTRUMENTS/ DEVICES AND ACCESSORIES:

• All field instruments shall be installed in such a way that they have better readability and accessibility.

• Vendor shall supply yoke support/stands ((Channel/ Angle of suitable strength)) for Junction box and other structural steel material required for supporting the cable trays, panels and junction boxes. In addition to that all civil masonry work related to support preparation for installation job is in the scope of the vendor.

• All instrument & JB supports shall be of 1.5 m height unless otherwise specified and shall be of structural steel. They shall not be welded to process lines or vessels.

• Instrument & JB supports shall be either grouted/Anchored with concrete foundation or welded to the structures.


• Loop checking shall be performed to check the functional performance of all elements comprising the loop for ensuring proper interconnections and operations.

• Items/JB shall not be mounted below drain valves or above vent valves. They shall be mounted on such places where mechanical damage will not occur and will not cause disturbance for free movement of personnel.

• Any other jobs required to complete the system in all respect. 7. PANEL:

• All the panel shall be mounted on metallic base frame (painted and finished) of height upto false floor of the cabinet room. Accordingly vendor shall provide the panel wise base frame (height: around 750 mm). The base frame shall be anchored with the concrete floor and the panel shall be bolted with the base frame.

• Equipment/items within the panel, shall be laid out in an accessible and logically segregated manner. Clamping rails shall be provided for incoming cables to prevent excessive stress on the individual terminal. All metal parts of the panel including doors shall be electrically continuous and shall be provided with a common grounding lug.

• Terminals Blocks and wiring (electrical): • Terminal Blocks for 110 VAC, 230VAC and 12/24 VDC shall be of different colours.

There shall be CAUTION plate with plastic holding screws for AC supply more than 110VAC.

• Single terminals shall not be used for terminating more than 2 wires. • Terminal blocks shall carry identification marks on each of them. • Panel wiring shall be neat and tidy, confirming to the engineering practice existing. • 1100 volts grade, PVC insulated, multi strand, single core cable shall be used as per

specification. • Cable size of minimum 0.5 sq. mm to 6 sq. mm or higher size depending on the

current rating. • All cables shall be routed through good quality rectangular cable ducts. Cables shall

occupy only up to 60% of duct area. • Wire (electrical) termination shall be made with solder less crimping type tinned copper

lugs of suitable shape such as bootlace, spade, etc., which shall firmly grip conductor and insulation. Sleeves shall be provided for all wire termination.

• All cables shall be properly marked at both ends using ferrules. These ferrules shall be printed on an electronic machine using a single PVC sleeve. At each end target and source code shall be described.

• Earthing : • The panel/ console shall be provided with an earthing lug. All these lugs shall be

properly secured to the AC mains earthing bus. • All circuit grounds of electronic instruments, shields and drain wires of signal cables

shall be connected to instrument ground bus, which is electrically isolated from the AC mains earthing bus. This bus shall be typically 25 mm wide and 6 mm thick of copper. The instrument ground bus is connected to independent instrument system ground buses through insulated wires.

• All safety Isolator shall be securely grounded.

INTEGRITY PACT

Between

Numaligarh Refinery Limited (NRL) hereinafter referred to as "The Principal",And

hereinafter referred to as "TheB idd erlContractor/S uppl i er"

Preamble

The Principal intends to award, under laid down organization procedures,contracVs for .. ..The Principal values full compliance with allrelevant laws and regulations, and the principles of economic use ofresources, and of fairness and transparency in its relations with its Bidder/s,Contractoris and Supplier/s.

ln order to achieve these goals, the Principal cooperates with the renownedinternational Non-Governmental Organisation "Transparency lnternational"(TI). Following Tl's national and international experience, the Principal willappoint an lndependent External Monitor who will monitor the tender processand the execution of the contract for compliance with the principles mentionedabove.

Section 1 - Commitments of the Principal

(1) The Principal commits itself to take all measures necessary to preventcorruption and to observe the following principles:

a) No employee of the Principal, personally or through familymembers, will in connection with the tender, or the execution of thecontract, demand, take a promise for or accept, for himself/herselfor third person, any material or immaterial benefit which he/she isnot legally entitled to.

b) The Principal will, during the tender process, treat all Bidders withequity and reason. The Principal will, in particular, before andduring the tender process, provide to all Bidders the sameinformation and will not provide to any Bidder confidential /additional information through which the Bidder could obtain anadvantage in relation to the tender process or the contractexecuuon.

c) The Principal will exclude from the process all known prejudicedpersons.

(2) lf the Principal obtains information on the conduct of any of its employeeswhich is a criminal offence under the relevant Anti-Corruption Laws ofIndia, or if there be a substantive suspicion in this regard, the Principal Willinform its Vigilance Office and in addition can initiate disciplinary actions.

section 2 - Gommitments of the Bidder / Gontractor/supplier

(1)The Bidder / Contractor/Supplier commits itself to take all measuresnecessary to prevent corruption. He commits hirnself to observe thefollowing principles during his participation in the tender process andduring the contract execution.

a) The Bidder / contractor/supplier will not, direcfly or through anyother person or firm, offer, promise or give to any of the principa|semployees involved in the tender process or the execution of thecontract or to any third person, any material or immaterial benefitwhich he/she is not legally entifled to, in order to obtain inexchange, any advantage of any kind whatsoever during the tenderprocess or during the execution of the contract.

b) The Bidder / Contractor/Supplier will not enter with other Biddersinto any undisclosed agreement or understanding, whether formalor informal. This applies in particular to prices, specifications,certifications, subsidiary contracts, submission or non-submission ofbids or any other actions to restrict competitiveness or to introducecartelisation in the bidding process.

c) The Bidder / Contractor/Supplier will not commit any offence underthe relevant Anti-corruption Laws of India; further the Bidder /contractor/supplier will not use improperly, for purposes ofcompetition or personal gain, or pass on to others, any informationor document provided by the principal as part of the businessrelationship, regarding plans, technical proposals and businessdetails, including information contained or transmitted electronically.

d) The Bidder / contractor/supplier will, when presenting his bid,disclose any and all payments he has made, is committed to, orintends to make to agents, brokers or any other intermediaries inconnection with the award of the contract.

(2) The Bidder / Contractor/Supplier will not instigate third persons to commitoffences outlined above or be an accessory to such offences.

Section 3 - Disqualification from tender process and exclusion fromfuture contracts

lf the Bidder, before contract award, has committed a transgression through aviolation of Section 2 or in any other form such as to put tris reliability orcredibility as Bidder into question, the Principal is entitled to disqualify theBidder from the tender process or to terminate the contract, if already signed,for such reason.

(1) lf the Bidder/Contractor/Supplier has committed a transgression through aviolation of Section 2 such as to put his reliability or credibility intoquestion, the Principal is also entitled to exclude the Bidder IContractor/Supplier from future contract award processes. The impositionand duration of the exclusion will be determined by the severity of thetransgression. The severity will be determined by the circumstances of thecase, in particular the number of transgressions, the position of thetransgressors within the company hierarchy of the Bidder and the amountof the damage. The exclusion will be imposed for a minimum of 6 monthsand maximum of 3 years,

(2) A transgression is considered to have occurred if the Principal after dueconsideration of the available evidences, concludes that no reasonabledoubt is possible.

(3) The Bidder accepts and undertakes to respect and uphold the Principal'sabsolute right to resort to and impose such exclusion and further acceptsand undertakes not to challenge or question such exclusion on anyground, including the lack of any hearing before the decision to resort tosuch exclusion is taken. This underlaking is given freely and afterobtaining independent legal advice.

(4) lf the Bidder / Contractor/Supplier can prove that he has restored /recouped the damage caused by him and has installed a suitablecorruption prevention system, the Principal may revoke the exclusionprematurely.

Section 4 - Compensation for Damages

(1) lf the Principal has disqualified the Bidder from the tender process prior tothe award according to Section 3, the Principal is entitled to demand andrecover from the Bidder liquidated damages equivalent to Earnest MoneyDeposit/Bid Security.

(2) lf the Principal has terminated the contract according to Section 3, or if thePrincipal is entitled to terminate the contract according to Section 3, thePrincipal shall be entitled to demand and recover from theContractor/Supplier liquidated damages equivalent to Security Deposit /

rformance Bank Guarantee.

(3) The Bidder agrees and undertakes to pay the said amounts withoutprotest or demur subject only to condition that if the Bidder /Contractor/Supplier can prove and establish that the exclusion of theBidder from the tender process or the termination of the contract after thecontract award has caused no damage or less damage than the amount ofthe liquidated damages, the Bidder / Contractor/Supplier shall compensatethe Principal only to the extent of the damage in the amount proved.

Section 5 - Previous Transgression

(1) The Bidder declares that no previous transgression occurred in the last 3years with any other Company in any country conforming to the Tlapproach or with any other Public Sector Enterprise in lndia that couldjustify his exclusion from the tender process.

(2) lf the Bidder makes incorrect statement on this subject, he can bedisqualified from the tender process or the contract, if already awarded,can be terminated for such reason.

Section 6 - Equal treatment of all Bidders / Gontractors /Suppliers/Subcontractors

(1) The Bidder/Contractor/Supplier undertakes to demand from allsubcontractors a commitment in conformity with this Integrity Pact, and tosubmit it to the Principal before contract signing.

(2) The Principal will enter into agreements with identical conditions as thisone with all Bidders, Contractors/Suppliers and Subcontractors.

(3) The Principal will disqualify from the tender process all Bidders who donot sign this Pact or violate its provisions.

Section 7 - Punitive Action against violating Bidders / Contractors /Suppliers/Subcontractors

lf the Principal obtains knowledge of conduct of a Bidder, Contractor, Supplieror Subcontractor, or of an employee or a representative or an associate of aBidder, Contractor, Supplier or Subcontractor which constitutes corruption, orif the Principal has substantive suspicion in this regard, the Principal willinform the Vigilance Otfice.

Section I - Independent External Monitors

(1)The Principal has appointed competent and credible IndependentExternal Monitors for this Pact. The task of the Monitor is to reviewindependently and objectively, whether and to what extent the partiescomply with the obligations under this agreement.

(2) The Monitor is not subject to instructions by the representatives of theparties and performs his functions neutrally and independenfly. He reportsto the Chairperson of the Board of the principal.

(3) The Bidder/Contractor/Supplier accepts that the Monitor has the right toaccess without restriction to all Project documentation of the priicipalincludin_g that provided by the Bidder/Contractor/Supplier. TheBidder/Contractor/Supplier will also grant the Monitor, upon his requestand demonstration of a valid interest, unrestricted and unconditionalaccess to this project documentation. The same is applicable toSubcontractors. The Monitor is under contractual obligation to treat theinformation and documents of the Bidder/Contractor/Supplier/Subcontractor with confidentially.

(4) The Principal will provide to the Monitor sufficient information about allmeetings among the parties related to the Project provided such rneetingscould have an impact on the contractual relations between the princip?land the Bidder/Contractor/Supplier. The parties offer to the Monitor iheoption to participate in such meetings.

(5) As soon as the Monitor notices, or believes to notice, a violation of thisagreement, he will so inform the Management of the Principal and requestthe Management to discontinue or heal the violation, or to take otherrelevant action. The Monitor can in this regard submit non-bindingrecommendation. Beyond this, the Monitor has no right to demand fromthe parties that they act in a specific manner, refrain from action or tolerateaction. However, the Independent External Monitor shall give anopportunity to the Bidder/Contractor/Supplier to present its case beforemaking its recommendations to the principal.

(6) The Monitor will submit a written report to the Chairperson of the Board ofthe Principal within 8 to 10 weeks from the date of ieference or intimationto him by the 'Principal' and, should the occasion arise, submit proposalsfor correcting problematic situations.

(7) lf the Monitor has reported to the Chairperson of the Board asubstantiated suspicion of an offence under relevant Anti-Corruption Lawsof India, and the Chairperson has not, within reasonable time, taken visibleaction to proceed against such offence or reported it to the VigilanceOffice, the_Monitor may also transmit this information directly to the CentralVigilance Commissioner, Government of India.

Section 10 - Other provisions

(1)This agreement is subject to Indian Law. place of performance andjurisdiction is the Registered office of the principal, i.e. Guwahati. TheArbitration clause provided in the main tender document / contract shallnot be applicable for any issue / dispute arising under Integrity pact.

(2) changes and supplements as well as termination notiies need to bemade in writing. Side agreements have not been made.

(3) lf the Bidder/contractor/supplier is a partnership or a consoftium, thrsagreement must be signed by all partners or consoftium members.

(4) Should one or several provisions of this agreement turn out to be invalid,the remainder of this agreement remains valid. In this case, the parlies willstrive to come to an agreement to their original intentions.
