REFERENCE: Meeting notice by P. S. Tam, July 19, 1994
On July 28, 1994, NRC and TVA representatives met at the Watts Bar site todiscuss the problems, concerns and needed actions associated with constructionand licensing of Watts Bar Nuclear Plant, Unit 1. Enclosure 1 is a list ofmeeting participants and observers. Enclosures 2 and 3 are TVA's handoutmaterials.
The staff stated that the ongoing action regarding assessment of the 1978Final Environmental Assessment (NUREG-0498) and Watts Bar's EnvironmentalImpact Statement would not be discussed in the meeting, but would be thesubject of a separate, future meeting.
The staff also stated that the issue concerning a recent NRC Inspector Generalreport (regarding allegers' identities), which received media interest, wouldnot be discussed in this meeting.
TVA's presentation followed the slides in Enclosure 2. The staff and TVA madethe following comments and commitments:
o Regarding Watts Bar milestones (shown on Pages 17 and 19 of Enclosure2), the staff expressed concern that closure packages prepared by TVAfor certain corrective action programs and special programscharacterized as "complete" or "75% complete" did not meet thecharacterization. The staff (Region II) will set up a meeting within amonth to discuss the results of TVA's assessment of closure status.
o Regarding lessons learned from the hot functional testing (HFT), TVAstated that within two weeks, it would be ready to discuss with thestaff, in a technical meeting, various problems encountered and followupactions. In particular, the staff would like to discuss theimplications of the lessons for future activities, such as the HFTretests, the performance of the operators and their readiness to operatethe plant safely.
o The staff will meet with TVA to discuss TVA's proposal to change severaltests under Preoperational Test Instructions (PTIs) to Acceptance TestInstructions (ATIs). TVA's proposal had been discussed with the staffin a technical meeting on July 6, 1994, and described in TVA submittalsdated July 14 and 20, 1994. the nature of the changes, especially justification for any decreasedefforts from those previously approved in Watts Bar Safety EvaluationReport, Supplement 12.
o The staff will have discussions with TVA regarding updating the FSAR toinclude a description, by reference if appropriate, of the variousspecial and plant-specific processes (e.g., corrective action programs,special programs, reliefs to ASME codes) associated with Watts Barlicensing, but not specifically described in the FSAR.
o The staff stated that future management meetings should de-emphasizestatus summaries, and emphasize discussion of specific issues thatwarrant senior management attention.

Nuclear ProcessWater in the reactor is heated by uranium fuel being split or fissioned. Heat is releasedfrom the fission process. The heat is used to make the water in the reactor vessel very hot.This heated water then goes to the steam generator. The steam generators use the heatedwater to boil a secondary source of water, creating steam. The steam is used to turnturbines which spin a generator producing electricity.

CondenserA large box with hollow tubes running through it.
Steam from the steam generator passes through the condenser to be turned back intowater.
Water from the Tennessee River passes inside the tubes in the condenser as the steampasses around the outside of the tubes. The steam, as it is cooled, turns back into water.The water in the tubes picks up the heat from the steam. This heated water then goes tothe cooling towers to be cooled. The cooled steam, or water, is sent back to the steamgenerators to be boiled again.

Height - 504 feet tall (153.62 meters)Width at base - 405 feet (123.4 meters)Each tower basin holds 4,800,000 gallons of water (18,168,000 liters).The water in the condenser tubes that cooled the steam goes to the cooling towers.410,000 gallons per minute (1,551,850 liters) of water passes through the condenser andthen to the cooling towers. The towers remove heat from the water. What goes out thetop of the tower is evaporated water and warm air. The cooled water which falls to thebottom of the tower is collected in the basin and pumped back into the condenser. This isa closed loop system with no water being directed back to the river.
