17 C -2 3.1.3 Wherever data or information communication connectivitybetween different computer based systems included withinthe scope of tender.

If the component / equipment are already qualified for IVand V, only reports will be submitted for purchaser's review.Separate qualification is not envisaged. Please confirm.

20 C-2 3.3.3 Seismic and ASW qualification ASW qualification is a new qualification requirement. Pleaselet us know available test facilities in India as well as agencieswho are approved by NPCIL for said qualification.

ASW qualification is similar to seismic qualification but for different frequency and acceleration requirements. The frequency acceleration requirements are brought out in the document"General requirements and methods of qualification for seismic resistance and stability foraircraft crash air shock wave". A copy of the same is attached along with the pre-bidclarification. It has already been brought out in the tender that qualification shall be done onthe basis of the final document to be provided to the sucessful bidder during execution of thecontract, at no extra cost & time to the Purchaser.


21 C-2 5.1.4 Design, supply and installation of DG building lighting,ventilation, earthing conductorembedded in concrete.

Including Earthing conductor up to equipment will be inPurchaser's scope. Please confirm.

Incorrect interpreation. Earthing arrangement from the equipement to the nearest point onthe earthing ring( Purcahser's Scope) for connection to the system grid is in the scope of thisContractor. Fault / abnormal condition to be specified. Asynchronousclosure of dieselgenerator circuit breaker with grid is not envisaged. Pleaseconfirm.

As per IEEE 387 requirement, EDGs when called upon to perform their intended funtion shallbe devoid of most of the fault protections except for 3-4 protection. Therefore thisrequirement is specified, which shall prevail.

For asynchronous closure of DGCB with the grid Tender clause shall prevail.


35 C -4 1.2.3.0 The final required floor response spectra and air shock wavespectra shall be made available to the successful bidder.

We presume that the final required floor responsespectra and air shock wave spectra will not be higher thangiven spectra in the tender. If it is higher it will call for priceimplication. Please confirm.

There shall be no price implication whatsoever on account of the final floor response spectra.The final response spectra shall be made available to the successful bidder upon selection andtender conditions, as specified, shall prevail at no extra cost and time to the Purchaser. ThePurchaser shall adhere to its policy of early dissemination of inputs/ information to the Bidderat the earliert so that same can be taken up for further analysis.


36 C -4 1.2.5.0 Detailed loading on DG foundation including loading duringnormal operation, loading during abnormal (short circuit &out of synchronization) and seismic and ASW conditionsshall be furnished immediately after placement of purchaseorder for facilitating the design of DG foundation.

Loading on DG foundation will be submitted only afterreceipt of final response spectra of Seismic condition andASW qualification from NPCIL and completion of analysis onfinal configuration of DG set.

Unacceptable. The bidder shall start his analysis with the inputs that he possesses. However,to save unwanted repetitive works, Bidder if he feels so, may request the Purchaser toconfirm that the inputs available with him for analysis are latest.

Having said so, the Purchaser reserves the righ to alter the inputs based on the informationthat he recieves from his prime designer at no extra cost to the Purchaser.

It is also clarified that, such occasions, where an analysis have to be repeated because ofchanged inputs (which are not encompassed within umbrella of inputs taken already foranalysis) are envisaged to be rare, but cannot be ruled out.


37 C -4 1.2.5.0 KKNPP 3,4 DG building drawings available with thePurchaser and can be provided to the bidders on beingspecifically requested for, during the pre- bid stage.

We request NPCIL to provide KKNPP 3,4 DG building drawings for our reference and study.

KK-1&2 layout drawings provided with tender are applicable for KK-3&4. And a similar layoutshall be followed by the Bidder for KKNPP 3,4.

However, the bidder needs to bringout the criterion based on which such timely maintenance schedules are required keeping inmind that such standby DGP are requiered to be in standby for the entire duration of plantoperation even the number of hours of operation may be very less. However,if the Bidder feels that, mounting of temperaure transmitters/ switches are better off on theengine/ point of measurement even after taking into account possible vibrations andmaintanence during DG operation, then it is also acceptable.
