2.1 Emergency Controller

3. Actions

3.1 On being notified of an incident, if a declaration has not been made discuss the need to declare a Site Incident or an Offsite Nuclear Emergency with the Shift Manger. (Section 8)

❏ 3.2 Confirm with the Shift Manager that all standby personnel have been notified and attempt to

contact the Station Director.

3.3 Notify the Shift Manager on arrival at the ECC. (Section 11)

3.4 Commence an Emergency Log. (Section 15)

3.5 Brief the ECC staff, instruct them to ensure Action and Status Boards are updated as necessary and set the focus of making the ECC operational.

3.6 Utilise the Assistant Emergency Controller to assist in developing focus points, liasing with all other ECC staff on completion and assignment of actions to allow a state of ‘hands on’ detachment.

3.7 Check the CCR/MCR progress with the following actions and if possible hand them over to the Duty Administration officer:

� The off site notification process (Section 8)

� Liaison with Security over the state of the site muster (Section 11)

� Provision to the BE Emergency Services Liaison Officer (ESLO) of information on safe routes, safe vehicle assembly points and identifying any precautions to be adopted. (Section 11)

3.8 Liaise with the Shift Manager on the state of the plant, the deployment of emergency teams, identification of the suspected cause of the accident and the focuses required for the recovery strategy.

3.9 When the ECC is fully manned and prepared for operation, formally take overall control of the accident from the Shift Manager and then make an announcement over the Public Address System to confirm this event has taken place.

3.10 In conjunction with feedback from the Shift Manager and ECC team, use command and control techniques to set focuses for the site emergency organisation to limit the consequences of any incident and to protect in order of priority:

� the public

� site personnel

� the environment

� the plant

� site security

� emergency organisation

3.11 Liaise with the Emergency Health Physicist on actions on and off site with particular reference to:

� Radiological conditions off-site and the need to advise the Police on countermeasures.

� On site radiological conditions, tenability of muster points and safe routes on to and through the site.

� Need for emergency exposures limits

3.12 Liaise with the Emergency Reactor Physicist with particular reference to the state of plant and mitigating actions required.

� Entry into SBERGs or SAGs

3.13 Liaise with the Emergency Administrative Officer with particular reference to:

� Locating all personnel on site.

� Completion of the notification process in conjunction with the Central (Main) Control Room.

� Casualties and their treatment

� Status of the Emergency Services.

3.14 Consider utilising additional staff at muster points to bolster station emergency response.

3.15 Prepare for the ONR Call Back. (Section 8)

3.16 Ensure Emergency Services Officers attending the ECC and ensure they are greeted, briefed and kept up to date on all pertinent developments.

3.17 Provide advice to the Police in liaison with the Emergency Health Physicist on the need for any off site countermeasures even if this is to assure that none are required.

3.18 In the event of the ECC becoming untenable, inform the Shift Manager to take control of the site emergency response and make a tannoy to that effect. Order the evacuation of ECC staff to the alternative ECC. (Section 8)

3.19 If incident status is revised to an Off site Nuclear Emergency order the sounding of the Site Alarms and broadcast the appropriate warnings over the public address system.

3.20 Liaise with Shift Manager on the progress to locate, rescue and treat any casualties and the requirements for any additional medical attendance.

3.21 Prepare regular information statements to be relayed to staff to alleviate concerns and advise them of the progress of the incident. Arrange for senior members of staff to visit muster points and brief staff. (Do not use the PA system for non-urgent information).

3.22 Instruct the ECC Administrative Officer to prepare a statement for issue to the CESC. Ensure this statement is accurate in detail. (All press enquiries should be directed to the Duty Press Officer and subsequently the Media Briefing Centre once it has been established).

3.23 When the CESC is manned, maintain liaison with the CESC Controller and advise them of the incident details; progress in its control; all off-site actions and all statements issued.

3.24 When the CESC is declared operational by the CESC Controller, consider the transfer of:

� Offsite survey

� Interface with Media

� Providing technical support

� Communication with external agencies

� Liaison with company Executive Team

� Agree handover is complete and inform ECC staff.

3.25 Consider longer term arrangements such as: (Section 20)

� Relief of duty staff on site and control and information to in-coming staff.

� Evacuation of non-essential staff.

3.1 Report to the Duty Emergency Controller in the ECC

3.2 Ensure all ECC staff and any persons entering the ECC have mustered and taken potassium iodate tablets if an Offsite Nuclear Emergency has been declared.

3.3 Liaise with the Emergency Health Physicist on behalf of the Emergency Controller to ensure completion of all actions, but with particular reference to:

� Declaration status

� Off site survey

� Availability of gamma spectrometry

� Provision of advice on countermeasures

� Meteorological conditions

� On site survey

� Safe routes to and onto the site

� Tenability of control centres and muster points

� Nature and magnitude of radiological conditions at the site of the incident

� Control of doses to intervention staff

3.4 Liaise with the Emergency Administration Officer on behalf of the Emergency Controller to ensure completion of actions, but with particular reference to:

� Roll-Call

� Missing persons and last known locations

� Casualties and their treatment

� Telephone notifications

3.5 Liaise with the Emergency Reactor Physicist on behalf of the Emergency Controller to ensure completion of actions, but with particular reference to:

� Control rod positions

� Reactor pressure

� Reactor state generally

� Temperature and cooling capability

� Blow down routes

� Post trip cooling

� BCD information

� Essential supplies and services

� Auxiliary plant

� Criticality Safety/Fuel Storage

3.6 Ensure all status and action boards are updated as information is made available and that all actions are completed in a timely fashion. Complete proformas and fax to the CESC for input on to TiiMS.

3.7 Liaise with Emergency Services Officers in the ECC and advise them of your role to provide information as it becomes available and to pass on requests for information to the EC.

3.8 Shield the Emergency Controller from all non essential information

3.9 Ensure ECC staff maintain personal logs of actions and information. (Section 15)

2.3 Emergency Health Physicist

� Those carrying out or supporting radiological protection assessments or providing advice.

� ECC Support Officers

3. Actions

3.1 Report to the Duty Emergency Controller in the ECC

3.2 If applicable, turn ECC H&V System on and regularly check the area tenability.

3.3 Review Perimeter Fence Gamma Monitor and meteorological equipment and readings on a regular basis. Send PACRAM form to MET office. (Section 10)

3.4 Advise the Emergency Controller of those areas that might be affected especially whether or not conditions in the ACP, ECC and Gatehouse are likely to remain tenable.

3.5 Establish that the Off-Site and On-Site Survey Teams have been deployed and that a communications route is readily available.

3.6 Confirm that the Survey Teams have tested the emergency sampling equipment and taken potassium iodate tablets if necessary. Ensure that the Survey Teams have automatically deployed to the appropriate sampling locations for the particular wind direction. If necessary decide whether the standard sampling programme requires amending. (Section 10)

3.7 Liaise with the Emergency Administration Officer to call in suitable personnel to fulfil the Assistant Health Physicist roles. Brief and deploy Health Physicist, as they become available, to the prescribed emergency duties of:

� Assistant Emergency Health Physicist (ACP)

� Assistant Emergency Health Physicist (DSL)

� Allocate any additional staff to assist as necessary.

� Assistant Emergency Health Physicist (Dosimetry)

3.8 Advise the Emergency Controller on authorising emergency exposures for intervention (REPPIR) - Section 10.5 and section 10.6

3.9 If emergency exposures are authorised then arrange for dose assessment and control of

dosemeters as section 10.6.

3.10 Ensure that all the results from the On-site and Off-site Sampling Teams are processed and plotted on the ECC maps.

3.11 Select appropriate samples and have them returned for analysis by gamma spectrometry.

3.12 Keep the Emergency Controller up-to-date with the on-site and off-site sample results and highlight any significant results or trends. Advise the Controller on the necessity of any counter-measures to protect the general public, personnel on site and the survey teams. (Section 8)

3.13 Discuss with the Emergency Controller:

� The evacuation of non-essential personnel from site; taking into account personal contamination, vehicle contamination and safe routes from site

� Safe routes for access to and onto the site and assembly points for essential staff and Emergency Service personnel and vehicles.

� Dose control for intervention staff

� Clearance for the Station’s and Essential Service’s equipment and vehicles to leave the Station, and specification of procedures for limiting the spread of contamination.

3.14 Liaise with Assistant Emergency Health Physicist (ACP), Access Controller and Emergency Controller on the conditions on site and review doses received by Emergency Teams and arrangements for the assessment of dosemeters.

Liaise with the CESC when operational, providing a complete history of off-site survey results and gamma spectrometry results. Hand over control of the Off-Site Survey Teams when agreed between the CESC and EC Controllers.Complete proformas and fax to the CESC for input on to TiiMS.

3.15 Continue to liaise with the CESC advising of significant changes in on-site radiological conditions, Perimeter Fence Gamma Monitor and meteorological instrument readings.

3.16 Consider deployment of further HP staff to local hospitals, Police Silver command and Emergency Services deployments to give advice and perform assurance monitoring. (Section 8)

3.17 Consider the consequences of non-standard radiological events e.g. criticality, active effluent plant failures.

2.4 Emergency Reactor Physicist

1. Personnel Responsible To:

� Emergency Controller.

2. Personnel Responsible For:

� Performance Engineers working in support of the event.

3. Actions

3.1 Report to the Emergency Controller in the ECC.

3.2 Review reactor conditions and advise the Emergency Controller on:

� The actions to restore control and limit the effects of the occurrence

� The probable course of the occurrence.

3.3 Request permission from the Emergency Controller to allow another Emergency Reactor Physicist to proceed to the CCR/MCR and liaise with the CCR/MCR through that route.

3.4 Monitor the essential reactor parameters and perform the following as considered necessary:

� Check whether or not the reactor is critical

� Assess the shutdown margin with respect to time and initiate detailed calculations if required.

� Calculate the rate of depressurisation and time to total depressurisation.

� Assess the state of reactor gas cooling from circulator availability and gas valve/inlet guide vane control

� Assess the state of boiler cooling

� Perform a temperature assessment of the core.

� Check the BCD information and obtain any available information on circuit activity.

� Consider the state of the other reactor.

3.5 Deploy additional staff to continue the above assessments, monitoring duties, and calculations as necessary.

3.7 Advise the Emergency Controller and the Shift Manager and his staff of the assessment of the course of the occurrence, the essential tasks to be undertaken and any limitations recommended.

3.8 Provide advice to the Emergency Controller and the Shift Manager on the application of both the SAGs and SBERGs

2.5 Emergency Chemist

3.1 Report to the Emergency Controller in the ECC.

3.2 Advise the Emergency Controller on:

� the actions to restore control and limit the effects of the occurrence, and

� the probable course of the occurrence.

3.3 Liaise with the CCR/MCR staff to Monitor the essential reactor parameters and perform analysis of reactor gas, steam and water system, and samples as necessary. If resources allow, send another Emergency Chemist to the CCR/MCR and liaise through that route.

3.4 Deploy staff to the above analysis and calculations as necessary.

3.5 Advise the Emergency Controller and the Shift Manager and his staff of the assessment of the course of the occurrence, the essential tasks to be undertaken and any limitations recommended.

3.6 Assist the Emergency Controller in liasing with the ONR and CESC.

2.6 Emergency Administration Officer

3. Actions

3.1 Report to the Emergency Controller in the ECC.

3.2 Check the progress made in making off-site notification calls with the Emergency Controller and if required take responsibility for the remaining calls. (Section 8)

3.3 Report all telecoms faults to the EDF Energy Network Control Centre.

3.4 Check on the state of the roll-call with the Security staff and ensure that the names and last known location of any missing persons have this reported to the Emergency Controller, this may be the Shift Manager. (Section 11)

3.5 Check that essential data has been entered onto the ECC status board and organise routine updating.

3.6 Liaise with the Emergency Services Liaison Officer to determine status of Emergency Services attending the site and their location; update this information on the ECC status board.

3.7 Check that the ECC Log has commenced and organise the routine receipt and logging of information.

3.8 Review the number of staff available to undertake administrative functions:

3.9 Arrange for essential staff to be brought to site; non-essential staff to be sent or taken home, and a duty rota for all emergency roles arranged to cover the projected duration of the Site Incident or Offsite Nuclear Emergency. (Section 8)

3.10 Liaise with Police Control when they arrive at the ECC and provide accommodation and administrative assistance as far as practicable.

3.11 Liaise with Medical Centre Staff/Shift Manager/Emergency Controller and Police; and arrange that the families of any casualties are informed of the injuries and the whereabouts of the casualties.

3.12 Arrange notification of the Coroner’s Office Staff in the event of fatal casualties liasing with the doctor and Police Control.

3.13 Provide accommodation and administrative assistance for the Coroner’s Office staff when they attend site.

2.7 ECC Support Officer

4.1 Report to the Emergency Health Physicist in the ECC.

4.2 Liaise with the Emergency Base Radio Operator and arrange to receive survey results.

4.3 On receipt of the survey data, calculate the airborne and deposited radioactivity results, assign a colour code, and plot the results on the wall map(s). (Section 10)

4.4 Report abnormal results and relay any messages from the Survey Teams to the Emergency Health Physicist. (Section 10)

4.5 Update the wall maps, charts etc. in the ECC (Section 10).

� The company emergency plan has been put into operation

� Brief details of the incident if known

� EDF Energy staff and the emergency services are dealing with the incident

3.6 Start personal log of actions and information.

3.7 Brief Duty Press Officer with updates as they become available until the CESC is operational after which your main contact will be the CESC Communications Coordinator

3.8 Liaise with ECC personnel as appropriate in order to respond to requests for information from the Duty Press Officer/LEC via the CESC Communications Coordinator. This will typically be updates on:

� Missing persons

� Casualties and their treatment

� Welfare of staff on site

3.10 Provide the Emergency Controller with an update on media interest and developing

3.11 Pass any media requests for filming/interviews to the Emergency Controller for a decision. The station director should conduct any agreed media interviews after discussion with the Duty Press Officer.
