Witness stated that they knew these Officers were from Opelousæ because of Opelousas Police written on the Police unit. Lt. D. Grimmett also has a video tape ofthe two Officers, Pfc. John Chautin and Pfc. Glen C. Higgins buying beer, tllee 12 packs and other items at the Shell Station. Lt. D. Grimmett also witness the two Officers place the beer ontop of the Police Unit and then on the inside of the unit. Lt. D. Grimmett learned after talking to all the Other Officers that they too bought beer while they were in SWAT uniform and two of thc Offrcers having a gun on their person. The other officers involved in buying beer are Maj. Barry Carrier, Capt. Mark Leblanc, Lt. Frank Boudreaux, Sgt. Rodney May, Pfc. Tyrone Andrepont, Pfc. John Chautin, Pfc. Joseph Francis, and P.O. Justin Vidrine. Lt. D. Grimmett feels that these Offrcers are in violation of the following. Lt. Dwain Grimmett was contacted by Chief Pemy Gallow in reference to a complaintthat was called into the Police Dept. about some Officers buying beer in Laplace while inUniform. Lt. D. Grimmett knew that the Opelousas Police Dept. SWAT team is inLaPlace, La- competing in a SWAT compaction. Lt. D. Grimmett was advised by ChiefPsrry Gallow that when theywould find out who made the c¿ll he would be in touch.

Lt. Dwain Grimmett was advised by Chief Peny Gallow that a Charles Richard went aphone number of 337-344-6817 made the call to the Police Dept. at 1,659 hrs. CharlesRichard stated in the call that he was at the Huddle House in LaPlace, La. And stated thathe saw two Police Ofücer in uniform with guns on putting beer in a Police car. CharlesRichard stated that the two Officers placed the beer in an Opelousas Police Dept. unit anddrove away. Charles Richard stated that there were also two waitresses that witness thisincident. Charles Richard stated that this place was located at the Shell Station TruckStop Casino at I-10 and I-55 in Laplace, La, Lt. D. Grimmett was able to speak toCharles Richard on the phone he was out of Town at the time.

Lt. Dwain Grimmett drove to the Shell Station located at I-10 and I-55 and spoke tothe manger. Lt. D. Grimmett advised her ofthe complaint and asked ifthere was in videoin the place. She advised Lt. D. Grimmettthat there was asked about what time ofthe daydid the incident take place. Lt. D. Grimmett advised that the call came in at approx. 16:59hrs. on May 06, 2A07. The manger checked the video for that day and located twoOpelousas Police Offrcer, Pfc. John Chautin and Pfc. Glen C. Higgins. Lt. D. Grimmett

saw the two Police Officer in the Shell Station buying beer. Pfc. John Chautin waswearing a brown S\MAT Opelousas Police Dept. shirt and was wearing a weapon. Pfc.Glen C. Higgins was wearing a green SWAT Opelousas Police Dept. shirt and no weaponthat could be seen. Both Officer walked to the counter at the Shell Statio& Pfc. JohnChautin carrying a 1,2 pack of beer and Pfc. Glen C. Higgins canying two 12 packs ofbeer and other items. Officers bought the beer and then walked out of the Shell stationand into the parking lot where they place the three 12 packs of beers on top of theOpelousas Police Unit in front of the deck lights. The Ofücers then open the back door ofthe rurit and place the beer and other items in the back seat of the Opelousas Police Dept.unit and drove away. Pfo. Glen C. Higgins was the Ofücers that were driving the unit. Lt.D. Grimmett had a copy of the video made of the purchase and of the Offtcers putting thebeer on top of the unit.

Lt. Dwain Grimmett went into the Huddle House Restaurant and locatedto waitressthat witness this incident. Both ofthe witness Kristina Cantielle and Diane Ware statedthat were working atthe Huddle House on Sunday May 06, 2007, They stated that thetwo Police Offïcer walked out of the Shell St¿tion and placed beer on top on the Policecar that they later got into. Both stated that the Officers were in an Opelousas PoliceDept. unit, they saw that it was written on the unit.

Lt. Dwain Grimmett received a statement from Chief Perry Gallow that had beenprepared by Maj. Barry Carrier. Maj. B. Carrier stated that the SWAT Team headed toLaPlace, La. On Sunday May 11,2007. Pfc. C. Higgins was waiting for the SWAT Teamin Baton Rouge and joined the Team as the headed to LaPlace, La. Maj. B. Carrier statedthat he checked all Officers into their rooms and handed them a key. Maj. B. Carier alsostated that he registered all officers into classes and the Officers were not with him at thetime. Maj. B. Carrier advised that he sawthe Officers about 2l:00 hrs whenthey atesupper. Maj. B. Carrier statedthat thç Offrcers asked if the Chief would be coming andhe told them that Chief wouldn't be coming to the competition and maybe the Chiefwould come to the Banquet, because that would be he time that we would know how wedone in the competition Pfc. C. Higgins made some comment about his thirty daysuspension and Maj. B. Carrier stated that he didn't pay much attention to what was said.Maj. B. Carrier stated that the next morning Lt. Frank Boudreaux asked again if the Chiefwould be coming. This was when a comment was said that, 'TIe would come if it was aSoftball game, and it was repeated. Maj. B. Carrier stated that there were no otherstatements made about OPD or Chief Gallow.

Lt. Dwain Grimmett then spoke to Lt. Frank Boudreaux in reference to the incident. Lt.F. Boudreaux stated that he went to LaPlace, La. With P.O. Justin Vidrine on May 06,2007. Lt. F. Boudreaux stated that hc went to the Wal-Mart Store in LaPlace, La. With

Sgf. Rodney May and P.O. J. Vidrine and bought beer on May 06, 2007. Lt. F.Boudreaux stated that he was in his patrol unit and was wearing civilian clothes at thetime. Lt. F. Boudreaux also stated that he went back to Wal-Mart in LaPlace, La. On May08,2007 and bought some more beer. Lt. F. Boudreaux stated that he was in his paholunit and was wearing at this time SWAT T shirt with green pants. Lt. F. Boudreaux statedthat he made a negative comment about Chief Perry Gallownot caring for the SWAT, hedidn't show any interest in the competition. Lt. F. Boudreaux also stated that he madecomment that if this would have been a Baseball Game Chief Peny Gallow would havebeçn there.

Lt. D. Grimmett spoke to Sgf. Rodney May in reference to this incident. Sgt. R. Maystated that he went to LaPlace, La. With the SWAT team he was in a room with Pfc.Tyrone Andrepont. Sgt. R. May stated on May 06,2007 that day they arived in LaPlace,La. He went with Lt. F. Boudreaux and P.O. J. Vidrine to Wal-Mart in LaPlace, La. Andbought some beer. Sgt. R. May stated that they were in Lt. F. Boudreaux's unit at thetime. Sgf. R. May stated that he went another time to get some bcer and he was with Maj.B. Carrier and Capt. Mark Leblanc this time. Sgt. R. May advised that they were at theRace Trak in LaPlace, La. While sitting at the Pool and at the Banquet tnLaPlacç,La.Sgt. R. May stated that he heard someone say somethîng about Chief P. Gallow not beingthere. Someone stated that if it would be a baseball game or Dare Chief P. Gallow wouldbe there. Sgt.R. May stated that he doesn't knowwho it was that saìd this.

Lt. D. Grimmett spoke to P.O. J. Vidrine in reference to this incident. P.O. J. Vidrinestated just as the rest did. P.O. J. Vidrine stated he went to Wal-Mtirt in LaPlace, La.With Lt. F. Boudreaux and Sgt. R. May. P.O. J. Vidrine statcd that Lt. F. Boudreaux andSgt. R. Maybought beer but not him and they were in Lt. F. Boudreaux's unit and theywere wearing civilian clothes at the time. P.O, J. Vidrine stated that he went back torüal-Mart after the competition with Lt. F. Boudreaux and Pfc. J. Francis. P.O. J. Vidrinestated that they all bought beer that day and they were in Lt. F. Boudreauxos unit and theywere wearing SWAT uniform. P.O. J. Vidrine stated that he said that he thought that itwas messed up that Chief Perry Gallow didn't come to the competition on the Banquet.P.O. J. Vidrine stated that he didn't remember anyone else making a comment.

May 15,2007

Lt. D. Grimmett spoke to Pfc. J. Chautin in reference to this incident. Pfc. J. Chautinstated that he and Clay Higgins went to the Shell Station with Clay Higgins and boughtsome bçer. Pfc. J. Chautin stated that he was wearing SWAT shirt and 511 Pants. Pfc. J.Chautin also stated that he was carrying a weapon. Pfc. J. Chautin also stated that he wentwith Clay Higgins to the Race Tack and they bought beer there. Pfc. J. Chautin stated thatthe conservation wæ brought up about the Chief P. Gallow not being at the Banquet orthe competition. Pfc. J. Chautin stated that Lt. F. Boudreaux stated that if it would havebeen a softball game Chief PerrJ'Gallow would have been there. Pfc. J. Chautin statedthat there was also conversation aboqt the violate crime rate going up and the amount of

citations going up. Pfc. J. Chautin statedthat there was comment from Clay Hiæinssaying Chief Peny Gallow was most likely fxing his Pea Çock feathers.

May21,2007

Lt. D. Grimmett spoke to Pfo. T. Andrepont about this incident. Pfc. T. Andrepontstated he went to LaPlace, La. On May 06, 2007 andwhen he anived he stayed in theroom because he was not feeling well. Pfc. T. Andrepont stated that he went to thecompetition later in the week and when it was over he went to the Rack Tack station andbought some beer. Pfc. T. Andrepont stated that he was inhis marked Police unit andwearing SWAT shirt and pants. Pfc. T. Andrepont also stated that he was wearing a gunon his side in plain view. Pfc. T. Andrepont stated that Maj. B. Carrier and Capt. M.Leblanc were also at the station. Pfc. T. Andrepont stated that he didn't hear anything thatwas said about the Chief or the Opelousas Police Dept.

Lt. D. Grimmett spoke to Capt. M. Leblanc in reference to the incident. Capt. M.Leblanc stated that he was at the Srü/AT competition along \¡¡ith the SWAT teanl but wasunable to compete because of an irfury to his back. Capt. M. Leblanc was asked abouthim buying beer and he stated that he did twice at a station and he was with Maj. B.Carrier one time and another time Sgt. R. May and Pfc. T. Andrepont was there. Capt. M.Leblanc also stated that hs heard conservation about a peacock from Clay Higgins andwas not sure what he meant until Capt. M. Leblanc asked and someone told him theymust mean Chief PerryGallow.

Lt. D. Grimmett spoke to Pfc. J. Francis about this incident. Pfc. J. Francis stated thathe went to the SIVAT competition in LaPlace, La. Pfc. J. Francis stated that he heard acouple of Ofücers talking about Chief Perry Gallow salng if it was a softball game theChief would be there. Pfc. J. Francis stated that he bought beer from a Wal-Mart storeand with him were Lt. F. Boudreaux and P.O. J. Vidrine.

Pfc. Glen Clay Higgins resigned ûom the Opelousas Police Dept. Lt. D. Grimmett hadnot yet spoke to him and at this time there will be no firther investigation on Pfc. GlenCþ Higgins.

We left OPD around 1400hrs on Sunday May 11,2007 and headed to LaPlace. OfficerHiggins was already in Baton Rouge and was waiting for us at an intersection on I-10routft of the city. We anived at the Hotel two hours later and checked in. I handled thecheck in and issued the keys and the officers went to their rooms immediately. It tookalmost an hour to check in and Capt. LeBlanc and I were the last ones to get to ourrooms.

Officer Chautin and Higgins were in a room together. My room was on the bottom floornear the office and all other rooms were on the second floor, backside at the extreme farcorner of the building. I registered everyone for the classes they were to attend and ourofficers were not with me during this time. I didn't see any of them until we ate supper.No other officers were with us when we ate at about 2100 hrs. I had spoken with youearlier and the guys asked if you were coming to the competition you were not sufe if youwere coming and that is what I told them. I also told them that you may come to thebanquet because that would be when we found out how we placed. I don't remember ifunyonr responded to my comments. Most of the table discussion was of the competitionand one comment by Higgins about his "30 days", refening to his suspension. I didn'tpay much attention to it and it was in ajoking manner to the effect that if you dosomething wrong, instant 30 days.

The next morning each offrcer paid their fees and we attended a class together onMonday. That evening we were atthe range for the competition rules briefing andvarious demonstrations.

That day I was asked again by Lt. Boudreaux if you were coming to the competition and Ithink that was the first time someone said, "He would come if it was a softball game!" Itwas repeated, but again I did not think it was more than the guys just venting theirfrustrations and feelings of not having the department's full support. Again there were nocomments made to other offtcers.

Tuesday was the main event and all emotions and focus \ryere on the obst¿cle course. Ithink it was that night that Pfc. Andrepont told me he had heard thatacomplaint had bemade to OPD about a SWAT Team member buying beer. I told him that I had justspoken to you and you had not mentioned anything. I overheard the others talking abouta complaint to OPD and when I talked to you againl asked if it was true and youexplained that a complaint had been made. You said that the Higgins and Chautin hadgone to a gas station and bought beer vrearing police shifts, badges, and one had aweapon. I asked what you wanted me to do on this end and you told me not to do or sayanything and it would not have been an issue if they had not parked in front of the storeand put the beer on the roof of the car for everyone to see. That is when you said youwere not coming.

We were separated for different classes the other days and there were no outbreaks ofcomments about you or OPD that I was aware of. On one of the evening Pfc. Chautinexpressed his opinion that Pfc.C. LeBlanc should not have gone to the PPCT School andwanted to know who made that decision. I told him I made that decision and that he was

not chosen to go with Higgins to save Higgins' career. That was out by the pool and wewere the only people there except for one lady from Texas that was across from us.

I can' remember any incident that could have involved the ofücer from Plaquemine S/Oor how he could have hea¡d or been told of any conversation of Higgins or Chautinmaking derogatory rema¡ks about you or OPD.

You insist I was there when the comments were made and I don't remember any and youwill not give me a time, da¡ location, or specific remark to defend against. Withassistant chief Smith present you said just start at the beginning without any referencepoint and that "You know what was said!" as an explanation of what you want me towrite. You said you wanted to see if I would lie to you and that this report would o'mean

a lot to me!" I take it that you meant a lot to my job and in reference disciplinary action,but again no specifics.

Not having any specific questions to answer may have produced a report that is difficultto follow. If additional information is provided to me perhaps I can answer any furtherquestions you may have.
