Dominic Perrottet is the NSW Treasurer and Deputy Leader of the NSW Liberal

Party. He was re-appointed Treasurer in March 2019 in the newly re-elected

Liberals & Nationals Government, having been first appointed to the role in

January 2017. Dominic previously served as the Minister for Finance, Services

and Property under Premier Mike Baird.

As Treasurer, Dominic is driven by the belief that responsible fiscal management

is the key to delivering better services and infrastructure. His budgets have been

characterised by strong surpluses, record investment in new productive

instrustructure, and tax cuts of more than $2 billion, all while maintaining NSW’s

coveted triple-A credit rating.

As Treasurer, Dominic has also focused on supporting the aspirational low- and

middle-income families who are the heart of NSW’s success, working to ease

cost of living pressures and increase economic opportunity.

He is a firm believer in governments making better use of public assets, and

oversaw the final stages of NSW Government’s highly successful “Rebuilding

NSW” asset recycling program, which generated almost AU$30 billion in

proceeds for investment into new productive infrastructure across NSW.

He is an outspoken advocate for reform, leading the rollout of Service NSW and

the establishment of icare, and instituting the state’s first ever Productivity

Commission and Chief Economist to drive a new economic agenda for NSW.

Mindful of the pressing intergenerational challenges NSW faces, in 2018 Dominic

established the NSW Generations fund to offset future public debt and secure

NSW’s financial strength for generations to come.

He has a passion for preserving the state’s history and heritage, and is a staunch

advocate for preserving the freedoms that underpin the Australian way of life.

Dominic is married to Helen and they are the proud parents of Charlotte, Amelia,

Annabelle, William and Harriet. His most prized possession is his ceramic

smoker BBQ, and his biggest flaw is his one-eyed support for the Wests Tigers.

David Deverall

Chief Executive, NSW Treasury Corporation

David Deverall is the Chief Executive of New South Wales Treasury Corporation

(TCorp), the financial markets partner of the NSW public sector. TCorp manages

approximately $105 billion of financial assets and $66 billion of debt on behalf of

the Government of NSW. Taking up the appointment in February 2016, David

brings extensive experience in financial services, funds management and

strategy from his career spanning almost 30 years in finance.

An experienced CEO David has led several companies in the financial services

sector including Perpetual Limited. David has also held senior management

positions at Macquarie Group as Head of Strategy and Group Head of Funds

Management.

David served as Chair of the peak wealth management industry body, The

Financial Services Council. He was Non-Executive Director at the listed property

group, Charter Hall Group, where he was Chair of the Audit and Compliance

Committee and was a member of the Nominations Committee.

David holds an MBA from Stanford University, Graduate School of Business,

Palo Alto, California and a Bachelor of Engineering (Mechanical) (Honours) from

University of Sydney.

David is a proud CEDA trustee.

Paul Oppenheim

Chief Executive Officer, Plenary Group

Paul has been the Chief Executive Officer of Plenary Group since its

establishment in 2004. His career in financing public infrastructure commenced

in 1997. He has been directly responsible for structuring, negotiating and

executing a number of significant PPP transactions in Australia. He oversees the

day-to-day running of Plenary Group’s Australian business, managing a multi-

disciplinary team of professional staff and driving the group’s growth strategy.

Paul previously worked at ABN AMRO for nine years in the Infrastructure Capital

team, including as the head of the group. Prior to ABN AMRO, Paul worked at

KPMG in the Audit & Advisory division. Paul is a member of the Advisory Council

for the University of Wollongong SMART Infrastructure Facility and is also a

director of SCEGGS Darlinghurst Limited.

Melinda is a company director, economist and experienced senior executive.

She is a non-executive director of Australian Unity and Co-Chair of Reconciliation

Australia. Melinda is also a member of the Parliamentary Budget Office panel of

expert advisors. She was previously a Non-Executive Director with Woodside

Petroleum, Commissioner with the Productivity Commission and Deputy CEO

and Chief Economist with the Business Council of Australia. Melinda has also

previously held senior roles with the Federal Department of Treasury, Invesco

and the International Monetary Fund.

CEDA is a respected independent national organisation with an engaged cross-

sector membership. More than 750 of Australia’s leading businesses, organisations

and academic institutions from around the country are members of CEDA. For more
