“Enterprise Architecture has been identified as a key enabling
capability for a sector‐wide approach to ICT. Government will
develop a framework for enterprise architecture to reduce
duplication, facilitate information sharing, and improve
inter‐operability across agencies.
The framework will bring together practical guidance and
standards to support agency level enterprise architecture.”
Digital+ , the 2014-15 update of the NSW Government ICT
Strategy, identifies Enterprise Architecture as a new initiative and
includes the following statement:
NSW Government Enterprise Architecture (NSW GEA) encompasses all aspects of enterprise architecture activity at the business,
information, application and technology infrastructure layers across the NSW Government in support of the NSW Government ICT Strategy.
Key focus points for Enterprise Architecture support of the ICT Strategy are ICT solution rationalisation and the planning, design and delivery
of improved Key Service Capabilities including citizen focused services.
The focus of the 2015 – 2016 NSW Government Enterprise Architecture Strategy is to establish the capability foundations that improve the
way Enterprise Architecture is done across NSW Government and to commence connecting this capability to deliver on the NSW
Government ICT Strategy. The Strategy is not about creating a centre-led, top down ‘Master Architecture’. It is about providing direction
and practical guidance to accelerate the development of agency Enterprise Architecture capability and enabling a common, intra and inter
agency approach to the design of digital government. An approach that assists clusters and agencies to be more effective in implementing
the NSW Government ICT Strategy, whilst supporting the autonomy and agility required by clusters and agencies.
The strategy has been developed in collaboration with a representative set of agency personnel and was approved by the ICT Leadership
Group in March 2015.

‘An EA Framework is a foundational structure. or set of structures, which can be used for developing a broad range of different architectures.
It should describe a method for designing a target state of the enterprise in terms of a set of building blocks, and for showing how the
building blocks fit together. It should contain a set of tools and provide a common vocabulary. It should also include a list of recommended
standards and compliant products that can be used to implement the building blocks.

The proposed framework provides a structure for organising NSW Government Enterprise Architecture. It reflects the Enterprise
Architecture Strategy, is informed by industry insight and has been developed in consultation with agency representatives.

Architecture Roadmaps
Identification and high level scheduling of
initiatives to move from current to target state
architectures. Includes Architecture Portfolio
Management to evaluate and provide
recommendations as to priorities for change based
upon the business fit and technical condition of IT
assets and services.
Solution Architecture Delivery
This service delivers the Solution Architecture for IT
Projects. It is the high level design and specification
of a working, fit for purpose and IT standards
aligned solution to meet the business needs in the
optimum way. Includes solution options analysis
and consulting required to take an idea through its
conceptual formation and initial solution options
assessment.
Architecture Governance
A service to manage the Architecture Governance
including development of policies and operation of
governance bodies to ensure that IT initiatives are
assessed for compliance to the enterprise
architecture.
Architecture Strategy Development
Defines the required architecture value proposition
and strategies, analyses the demand for
architecture services and builds the plan and
framework for development and delivery of EA
services.
Develop NSW Government
Enterprise Architecture
capability
Community of practice
Establish and facilitate a CoP for EA practitioners to
share experience, knowledge, ideas and information
in support of agency, cluster and whole of
government ICT.
Toolkit
Establish a service to create and publish a NSW GEA
‘Toolkit’ comprising guidelines, processes,
techniques, artefact templates, reference models,
guidelines, case studies.
EA Education
Develop awareness and access to training for
enterprise architecture.
Policies
Where agreed by agencies and the ICT Leadership
group, develop policies that direct agencies to

The NSW Government Enterprise Architecture will assist clusters to use Enterprise Architecture at varying levels of scope within the
NSW Government business operating model.
The Whole of Government level is enterprise architecture used by multiple agencies across multiple clusters.

The Cluster level is enterprise architecture used by multiple agencies within a single cluster.
• For example the Transport for NSW ERP.
The Agency level is enterprise architecture used by a single agency within a single cluster.
