This document details the teacher and executive entitlements for primary, secondary, central and community schools, intensive English centres, schools for specific purposes, distance education centres and education and training units in juvenile justice centres.

It does not include the staffing entitlements specific to secondary colleges, hospital schools or environmental education centres.

PRIMARY SCHOOLS

The teacher staffing entitlement formula for primary schools is the combination of the classroom teacher, relief from face to face, part-time, teacher librarian and executive allocations. These formulae are shown in Table 4.

School Classification

From the commencement of the 2016 school year the New Principal Classification Structure was implemented with principal positions classified based on the size of the school and the educational needs of the students who attend. The New Principal Classification Structure is detailed in the Crown Employees (Teachers in Schools and Related Employees) Salaries and Conditions Award 2017.

The New Principal Classification Structure includes two levels of teaching principal - TP1 and TP2. These principals were not part of the opt in process (see page 5 for entitlements for schools with teaching principals). Principals with the opt in choice who did not elect to opt into the New Principal Classification Structure stay on the Old Principal Classification Structure whilst they remain the principal of that school. The Old Principal Classification Structure classifies primary school principals, including schools with only K-2 enrolments, based on whole school enrolments, including regular class enrolments, pre-school enrolments and student support enrolments.

Principal and Executive Release

All primary principal positions are non-teaching when enrolments reach 160 students. If this occurs after the Actual Enrolment Return has been submitted, principals should lodge a revised enrolment return on OMSEE once the increased enrolment has been maintained for 5 school days.

This is allocated at the time of the Actual Enrolment Return and is not subject to revision throughout the year. Executive release is shown separately on the entitlement report. The executive release is allocated at the principal’s discretion.

Principals of smaller primary schools receive the following release through the school’s global budget. This is not included in the staffing entitlement report. The release time is as per Table 2b below:

Relief from Face to Face

Full-time primary classroom teachers are entitled to 2 hours (0.084 FTE) of relief from face to face teaching each week. For regular classroom teachers 0.042 FTE of this entitlement is derived from the Relief from Face to Face (RFF) formula allocation and the remaining 0.042 FTE is derived from the Part-time and Teacher Librarian allocations.

Teachers who are entitled to RFF teaching are:

• Permanent full-time and permanent part-time teachers; • Temporary full-time and temporary part-time teachers; • Casual full-time teachers who are teaching the same class

continuously for five days or more. • Teaching executive staff are entitled to the same RFF as classroom

teachers.

Permanent part-time or temporary part-time teachers are entitled to pro-rata of the face to face allocation of full-time teachers.

Teachers of support classes in regular schools are provided with a separate allocation for relief from face to face teaching.

Small School Supplementation

Small school supplementation, based on the number of K-2 students, is allocated to primary schools as per Table 3 below. This supplementation is also allocated to schools following any revised enrolment return submitted throughout the year.

SECONDARY SCHOOLS

Principal Classification

From the commencement of the 2016 school year the New Principal Classification Structure was implemented with principal positions classified based on the size of the school and the educational needs of the students who attend. The New Principal Classification Structure is detailed in the Crown Employees (Teachers in Schools and Related Employees) Salaries and Conditions Award 2017. Principals who did not elect to opt into the New Principal Classification Structure stay on the Old Principal Classification Structure whilst they remain the principal of that school. The Old Principal Classification Structure classifies the secondary school principal on whole school enrolments, including regular class enrolments, student support enrolments, distance education enrolments (DEC) and intensive English centre enrolments (IEC), as outlined in the table below:

Teacher Entitlement

A school’s secondary teacher staffing entitlement is the total of:

• general scale entitlement-Years 7-10, ie, General Scale Lower (GSL) • general scale entitlement-Years 11-12, ie, General Scale Upper (GSU) • part-time students’ formula entitlement • allowances and supplements

General Scale Entitlement-Years 7-10

The teacher entitlement for Years 7-10 is established by multiplying the total number of students in Years 7-10 (excluding those enrolled in approved support classes, IEC1

and DEC1) by 0.05272. The smaller schools’ supplement (if applicable) is added to this entitlement.

General Scale Entitlement-Years 11-12

The teacher entitlement for Years 11-12 is determined from the total student enrolment in Years 11-12 in accordance with Table 6 below. Total student enrolment is a combination of the total of full-time enrolments together with the equivalent part-time student enrolments.

The Years 11-12 general scale entitlement calculation is rounded off to one decimal place and then added to other school entitlements.

Full-time Student Enrolments in Years 11-12

Full time Year 11 students are those studying 12 or more school delivered units or a combination of school delivered units (including VET units) and non-school delivered VET units.

Full time Year 12 students are those studying 10 or more school delivered units or a combination of school delivered units (including VET units) and non-school delivered VET units.

With the exception of VET units, externally provided courses cannot be counted in the 12 units required for full-time enrolment in Year 11 or 10 units for full-time enrolment in Year 12.

Part-time Student Enrolments in Years 11-12

A student in Years 11-12 is part-time if the student is enrolled in less than 12 units of study (Year 11) or 10 units of study (Year 12) of school delivered units (including VET units) or non-school delivered VET units. This may include students accumulating their HSC under Pathways or students repeating some Year 12 courses.

Students undertaking courses external to the school such as distance education, the Open High School, the Saturday School of Community Languages or other external providers are considered as part-time students if they are studying less than 12 units in Year 11 or less than 10 units in Year 12 when these courses are excluded from their pattern of study.

External VET units studied are added to the total school delivered units for the allocation of executive staff, SASS entitlements, concessional allowance, careers and library entitlements and principal classification.

The factors in the following tables are used to convert part-time student enrolments to an equivalent full-time student enrolment.

Where there is more than one part-time student, calculate the equivalent full-time student enrolment by multiplying the number of students by the corresponding factor for the number of units each student is studying and adding these together for the total. For example, for four part-time students, two studying 6 units and the other two studying 8 units, the equivalent full-time student enrolment is (2 x 0.544 + 2 x 0.696) = 2.480.

The equivalent full-time student enrolment is added to the full-time enrolment before calculating the Years 11-12 general scale entitlement. The equivalent full-time student value is not rounded off.

Executive Allowance

Executive allowance covers the non-teaching periods of the promotions positions.

An allowance of 1.0FTE is provided for the principal. The allocations for deputy principals and head teachers are detailed below.

An additional 0.4FTE executive allowance is allocated to schools with 1400 or more students.

Head Teachers and Executive Allowance

Executive release is allocated to head teachers on the basis of 0.2 FTE to each head teacher.

Head teachers are allocated to schools on the basis of the number of classroom teachers (FTE). The number of classroom teachers does not include distance education teachers, virtual selective school teachers, teachers in intensive English centres, itinerant teachers, teachers of substitute care, support teachers supervised by a head teacher support, HSLOs, district school counsellors or unique and emergent teacher supplementation.

Head teacher entitlements are rounded to the nearest whole number. Each secondary school is provided with a base allocation of one head teacher position. Each new and developing secondary school is provided with four head teacher positions.

Concession Allowance

A concession allowance of 0.1 FTE per 100 (or part thereof) of the total school enrolment (Years 7-12) is provided to cover a range of functions by teachers and executives in the school. Examples include religious education supervision, student welfare, sport organisation, choir, orchestral work or debating.

Learning and Support Teacher (LAS) Allocation

Learning and Support teacher allocations are provided to schools by Disability Programs as part of Every Student, Every School: Learning and Support.

Approved Support Class Supplement

For IM, IO, IS, H, V, P, BD, ED and AUT approved support classes, the normal period load of a teacher allocated to a support class is supplemented. The 0.4 supplement is provided to enable the load of a support class teacher to be retained at 28 periods.

A further supplement dependent on enrolment is provided to central schools, community schools and smaller high schools. The supplement is determined from the total Years 7-10 enrolment. The smaller schools’ supplement allocations are detailed in the following table.

Teacher Entitlement

The teacher entitlement for a central school is a combination of the primary and secondary teacher entitlements as determined by the respective formulae.

Central Schools Class 1 Executive Entitlement

The remaining executive entitlement of a central school class 1 (a central school with a total student enrolment of over 450) is determined separately by the relevant primary and secondary staffing formulae, as if the primary and secondary sections were separate schools, with the exception that the primary principal position is replaced with a primary non-teaching deputy principal position.

Central Schools Executive Entitlement: Secondary

The allocation of secondary deputy principals to central schools is on the basis of the table below.

Principal Classification

From the commencement of the 2016 school year the New Principal Classification Structure was implemented with principal positions classified based on the size of the school and the educational needs of the students who attend. The New Principal Classification Structure is detailed in the Crown Employees (Teachers in Schools and Related Employees) Salaries and Conditions Award 2017.

Principals who did not elect to opt into the New Principal Classification Structure stay on the Old Principal Classification Structure whilst they remain the principal of that school. The Old Principal Classification Structure classifies the community school principal on whole school enrolments, including regular class enrolments and student support enrolments.

The Old Principal Classification Structure classifies principals of schools for specific purposed on notional enrolments calculated by multiplying permanent full-time teaching staff (classes) by 30.

Classroom Teacher Entitlement

Teachers are allocated to education and training units in juvenile justice centres on the basis of 1.4 FTE for each class.

Extended School Year

Additional teacher entitlements are provided to education and training units in juvenile justice centres, where that unit is conducting classes over an extended school year.

Teacher Entitlement

The teacher entitlement for a centre is determined by its student enrolment, which in turn determines the number of classes required. Entitlements are adjusted each term as new arrivals enroll and exit throughout the year.

In determining the number of classes required the following class sizes apply:

• regular classes: 18 students • special needs classes: 10.22 students

Each intensive English centre class attracts the appointment of 1.4 FTE teachers.

DISTANCE EDUCATION CENTRES

Secondary Distance Education

Centres Classroom Teacher

Entitlement

Classroom teacher staffing for secondary distance education centres (DECs), both autonomous and integrated, is based on the full-time equivalent (FTE) student enrolment.

Classroom teacher FTE entitlement is the sum of:

• Years 7–10 FTE student enrolment multiplied by 0.159; • Years 11–12 FTE student enrolment multiplied by 0.203; and • Executive/concessional allowance of 0.014 per student FTE.

Executive Entitlement

Head teacher positions are established based on the FTE teacher entitlement and deputy principal positions are established based on student FTE enrolment. The number of head teacher positions is calculated as follows. Each head teacher has 0.2 FTE executive release.

Concession Allowance

A concession allowance provides for a reduction in the maximum number of students (14 in primary, 18 in preschool) in a class and is applied to the relevant executive position, as determined by the principal, in consultation with executive staff.

The concession allowance is calculated using the formula (0.15 + 0.04 x number of teachers) x 14 (primary)/18 (pre-school) = number of students by which a class can be reduced. This may result in the provision of an additional teacher.

Supplementary Teacher Entitlement

Supplementary teacher staffing is provided for part-time and teacher-librarian allocations, through the application of the Primary Staffing Schedule to the primary distance education student enrolments.

Primary Distance Education - Integrated Centres

The centre comes under the overall responsibility of the Principal of the host school.

Executive Entitlement

Executive staff is based on the number of teaching positions, as described in Table 31 above.

Concessional Allowance

A concessional allowance is calculated based on the number of teaching positions, according to the formula (0.12+ 0.03 x number of teachers) x 14.

Supplementary Teacher Entitlement Supplementary teacher staffing entitlements for part-time and teacher librarian allocations are based on total school enrolments, which include the distance education students, and this may or may not result in an increased allocation over face to face students alone.
