In recognition of the vital role of the youth innation- building, the state shall promotecivic consciousness among them and shall

ROTC- Reserve Officers Training Corps

Refers to the program component,

institutionalized under section 38- 39 ofRepublic Act No. 7077, designed to providemilitary training to tertiary level students in

order to motivate, train, organize andmobilize them for national defensepreparedness.

LTS- Literacy Training Service

Refers to the program components designed

to train the students to teach literacy andnumeracy skills to school children, out- ofschool- youths and other segments of society

w/c are considerably in need of theirservices.

CWTS- Civic Welfare Training Service

Refers to the program component of

activities contributory to the general welfraand the betterment of life for the membersof the community or the enhancements of

their facilities, especially those devoted toimproving health education, environment,entrepreneurship, safety, recreation andmoral values of the citizenry and other

social welfare services.

Clustering

Refers to the grouping of studentsenrolled in the different schools takingup the same NSTP component into

one (1) group under the managementand supervision of the designatedschool.

Cross Enrollment

Refers to the system of enrollmentwhere a student is officially enrolled inacademic program of a school but

allowed to enroll in the NSTP ofanother school

NGO- Non- Government- Organization

Refers to any private organization dulyaccredited by CHED or recognized byTESDA

All higher and technical vocationaleducational institutions must offer at leastone (1) of the NSTP components.

State Universities, and Colleges (SUCs) shalloffer the ROTC component and at least one

(1) other NSTP component.

The Philippine Military Academy (PMA),Philippine Merchant Marine Academy(PMMA), Philippine National Police

Academy and other SUCs of similar nature,in view of the special character of thisconstitution are exempted from the NSTP.

Private higher and technical- vocationaleducation institution w/ at least 350 studentcadets may offer the ROTC component and

consequently establish / maintain aDepartment of Military Science and Tactics(DMST) subject to the existing rules andregulations of the Armed Forces of thePhilippines (AFP).
