The meeting of the Committee of Studies Meeting of the Centre for Study of Social Exclusion

and Inclusive Policy was held on 21. I 0.16 (Friday) at I 0:30 a.m in the Centre.

Following issues were discussed.

J. The minutes of previous COS meeting held on 12.5.16 were confirmed. 2. The M.A . Coursework was discussed and it was decided that the coursework may be

internally discussed and finalized during faculty meeting of the Centre.

3. For the first time, the Ph.D. six-monthly Progress Report of Mr. Ayan Guha, under supervision of Dr. Arvind Kumar was endorsed. Since the scholar is ready with the first draft, it was decided that his Ph .D. Pre-Submission presentation may be held .

4. (i) .The issue of Ph.D. scholar Swarn K. Anand was discussed and it was decided that his Supervisor, Dr. Shaikh Mujibur Rehman may start process of relinquishing the Ph.D. scholar from his supervision as per Ph .D. Ordinance /guidelines before recomin~nding cancellation of his Ph .D. registration .

A meeting of the Committee of Studies was held on 14th November, 2017 at 11 am ir. the

Centre. The following members were present:

The minutes of the earlier meeting held on 21/I0/2016 was confirmed and the fol lowing

agenda items were discussed :

1. The Director briefed about the Academic programmes which were held at the

Centre during the period between last and this Committee of Studies.

a. The Khan Abdul Ghaffar Khan Lecture

b. Book Talks

c. Ph.D Weekly Seminar

2. The Director also made a note to the house about the Financial Grant received

from the UGC for the centre and also about the faculty positions lying vacant in

this Centre.

It was decided that on behalf of the Committee the centre should urge the

University regarding financial grants for the programmatic development at the

Centre and also urge the University for the recruitment of the Faculty at the

earlie~t as no centre can properly function without these two important things and

ultimately the students are the sufferers.

3. The Committee deliberated on the two important papers: one of :,kill

development and the other on Ability Enhancement which are compulsory papers

offered in the MA. Social Exclusion and Inclusive Policy .

4. The papers of MA Course on Social Exclusion and Inclusive Policy was finalised

with some changes as follows:

a. The title of the paper "Politics and Development" ' may be changed as

"Politics, Development and Ideology".

.. b. lt was dccid1.-d that one' paper in the MA course shall be on Dissertation

with 4 credit marks. Every teacher would have a specific no . of Stlh.knts to supervise the dissertation work. The teacher must meet

stth.knts under the classroom environment to discuss and guide the

disscrtatil,n n .. ~search and writing.

5. l"he llh)dalities t,f the Ph.D programme and it's course work was discussed and it

was dt.'Ci<.kd that it will b1.' administered according to given guidelines in the new

Ph.n Orx.iinan1.'e \,nly .

b. The' (\,mmitte<..' approved the list of the Ph.D scholars who have submitted the six mt,nthly Pt\)gress Report and it was decided that the supervisor should send letters

w the sdwlars who have not submitted their six monthly reports and report to the

Centre

7. The CRC ,.)f the Centre was approved.

8. The issut:" \,f the transfer of the Ph.D scholars under Prof. Sabiha Hussain and Dr. Meher Fatima Hussain from this Centre to the Sarojini Naidu Centre for Women Studies. JMl was discussed and it was decided that the decision in this regard should he taken by the Dean, F/0 Social Sciences as there are some technical and admini:m-atiw issues in this regard which might come in the way of transfer as requested. It was suggested in case such transfer not being effected, centre should appoint a co-guide from the Centre for each of these students.

9. The arrangement of the Joint teaching with the Dr. K. R. Narayanan Centre for Dalit and Minorities Studies for MA Social Exclusion and Inclusive Policy shall continue as earlier.

The case of a Ph .D scholar Swaran Kumar Anand was discussed and it ,vas decided that the Director shall do natural justice tn the scholar hy investigating the case therein u<.:cording to the Rules and Regulations of .lamia Millia islamia and then put up the case in the next COS meeting of the centre.

initiated .

Further. it was decided that the Supervisor should maintain attendance of the

Scholar and meet his/her scholar once in a week regarding his/her progress of

work . Supervisor should intimate the office of the chosen day and time in the week ti.H· such meetings. Abstaining scholars should be formally intimated to the

oflicc hy the supervisor. Attendance by supervisor should be submitted at the end

of every month.

l l . The committee approved the application of the Ph.D scholar Mr. Shahid Habib

regarding his change of topic. He should be informed herewith.

Old Topic: Rehabilitation of Child Labour among Muslims in India: Dynamics

and Consequences

New Topic: Rehabilitation of Child Labour among Muslims in Uttar Pradesh: Dynamics and Consequences

12. The uncertain situation of the faculty and staff due to conversion of position from permanent to temporary was discussed and it was suggested that higher university authority may be requested to redress the problems which are causing much inconvenience and humiliation.

Some faculty members complained of increased teaching workload. This was explained to them as on account of faculty scarcity. It was suggested that with the permission of Dean, teachers from other departments can be invited /approached to teach specific subjects at the Centre.

A solution suggested was to approach recruitment authorities with request to till vacant teaching posts expeditiously.

The following members were present:

At the outset the Director welcomed newly appointed faculty Dr. Hem Borker and Dr. Khalid Ansari as a new members. The Director also briefed the committee about the programmes undertaken at the Centre such as publication and photo exhibition.

Then the following agenda items were discussed:

1. Confirmation of the minutes of the last meeting held on l 4/ l 1/2017.

Point 10 was brought for deliberation by two faculty members viz. Dr. Mujibur Rehman and Dr. Arvind Kumar. Their objection on difference on approach between 1 0a and 1 Ob was explained to them and objection was overruled. The clause 1 0c was also contested by both the above faculty members. It was explained that maintenance of attendance is now a statutory requirement and is to be done by the supervisor concerned.

The board recommended cancellation of Ph. D admission of Mr. Swaran Kumar Anand and Mr. Ajeet Singh as per rule under Ph.D Ordinance of the JMI. Both the scholars have failed to sub~it requisite annual fees , progress reports duly signed by the supervisor concerned. Supervisors also brought to the notice of the Committee that said scholars have failed in doing any academic work or have maintained contacts with them.
