When the Supercomputer Building, now named in honor ofDr. Louis Tordella, was com
pleted in 1996, a short road was cutthrough the berm separating the NSAcampus from Argonne Hills, and leadingto the building entrance. For months itexisted, nameless, on engineeringsketches. However, every road must havea name, and the Cryptologic HistoryCommittee mulled over the issue. Ultimately, the committee recommendedthat it be named for Joseph H. Ream.
At that time, there probably were not10 people at NSA who had ever heard ofJoseph Ream, NSA's first civilian deputydirector. His picture hangs in the OPS2B entry along with the later, and betterknown, deputy directors, includingDr. Tordella.Mr. Ream, a re-tired CBS executive vice president,spent only 7months at NSA before returning tothe network. How-ever, his tenure was important for theprecedent it established-NSA would always have a civilian deputy to assist themilitary director. President Eisenhowerinsisted on a civilian deputy, and it hasbeen the policy ever since. (The direc_torand deputy director are presidential confirmations, the only two at NSA.)
Ream Family GathersOnce the Ream name was chosen, a
dedication ceremony was planned, anda search began for Mr. Ream's survivors(he died in 1988). Mr. Ream is survivedby his wife, four children, and manygrandchildren. To the Ream family, thededication was a great honor. DavidReam, one of the three surviving sons,began contacting Reams in all corners ofthe country. Ultimately, 35 relatives ofMr. Ream began buying plane ticketsand reserving hotel rooms.
They came from California, Texas,Illinois, Ohio, Vermont, New York, and

New Jersey. There were 7 children and28 adults, including 8-month-oldMiranda Lis, who flew from Californiawith her parents, Joe and Mary Beth. Allfour surviving children came, and two ofthem, Dave Ream and Nancy ReamRose, spoke at the dedication.
A Resounding SuccessGlorious sunny weather and mild tem
peratures greeted the Ream family. Theyarrived early at the museum for a 2-hourinitiation into cryptologic history andJoseph Ream's role in the business. Following their initiation, the family gathered in the gift shop to select souvenirsof their special day. At noon, they surrounded Lt Cen Kenneth A. Minihan,DIRNSA, ~nd Miss Barbara A. McNamara, the Agency's Deputy Director, atthe entrance to the new road. As the
crowd applauded, Nancy Ream Roseand Miss McNamara pulled the coverfrom the sign. The family lunched withLt Cen Minihan and Miss McNamara inthe Canine Suite, and then spent theafternoon learning about NSA throughunclassified briefings and tours.
The enthusiasm of the Ream familywas apparent. They changed a quiet andunobtrusive dedication into a celebration, and everyone who attended caughtthe spirit.
Ream's LifeThe man who became the first civilian
deputy director was born in Iowa in1904, the son of a Methodist minister.He grew up in Topeka, KN, attended theUniversity of Kansas, and then earned alaw degree from Yale. He was practicinglaw in New York City in 1934 when CBS(then one of his clients) asked him tobecome their first in-house lawyer.Mr. Ream established the network's
office of general counsel and went on tobecome the executive vice president. Hewas known for his folksy humor andcorncob pipe, which he habitually tookto board meetings. He "retired" toTallahassee, FL, in 1952, partly becauseof the failing health of his wife, who diedin 1955. Mr. Ream established a largecattle ranch outside Tallahassee, butafter his wife's death, he became restlessand bored.
Presidential AppointmentIn 1956, President Eisenhower de
manded that NSA appoint a civiliandeputy director. Tllis was seen as animportant innovation in an agency thatdepended on sllperior civilian talent, butwas nonetheless top-heavy with militaryofficers. President Eisenhower wasknown to favor the imposition of
business principleson the Departmentof Defense, and theDeputy Secretary ofDefense, DonaldQuarles, was in-structed to enlistsomeone from the
corporate world. Quarles knew just theman. Mr. Ream, still retired in Florida,was well known to Quarles as a formertop corporate executive, and was available. Despite Mr. Ream's reservations,Quarles convinced him to take the joband he formally took over in February1957.
Mr. Ream brought a refreshing newoutlook to cryptology and laid the basisfor NSA's subsequent use of civilians inthat position. However, cryptology wasnot his field, and in August of the sameyear he accepted a job heading CBS'sWashington, DC office. In 1960, with thequiz show scandals threatening to swallow the network, he moved to New YorkCity to establish CBS's ProgramPractices Division. Mr. Ream cleaned upthe network. and its public image. In1965, he retired for good on his 62ndbirthday. He traveled the world with hissecond wife, Barbara, and finally settledin Alabama. He died there of a cerebralhemorrhage in January 1988.

Facing the Future
The beginning of a new year brings with it the reminiscence of pastsuccesses and the excitement of resolving the challenges ahead. To all ofyou in the NSAjCSS family, Barb and I would like to thank you for a great1998 and wish you the brightest of futures.
The challenges we will face in 1999 will be as difficult as we have everfaced and as diverse as we must become. The Agency was successful in achieving a funding increase fromCongress, but we still face the tremendous challenge of achieving the delicate balance between readiness andmodernization. We must build on the successes of 1998 and not rest on our accomplishments.
This can be achieved through cooperative ongoing efforts like the pursuit of the Presidential Quality Award(the government equivalent of the Baldridge Award), the implementation of the Cryptologic Architecture forthe 21 st Century, and the work of the Cultural Diversity Council. Events like Future Day, the "1 Am An AmericanFestival," and the various cultural heritage weeks that we celebrate, are excellent ways to broaden understandingof our diverse work force. Our success as an Agency and a Nation depends on our ability to work together-torecognize our differences and similarities and leverage the benefits of both.
To realize the true potential ofour team, the Agency has done a great deal to establish an environment thatfosters individual development We must all work together to overcome the challenges ahead that will transcendgeographic boundaries, time zones, and technological advancements. The work we do is essential to ourNation's security. It can be performed best when our efforts are inclusive of all people. Mutual respect andunderstanding are the keys to unlocking the power of our diverse work force. There are no other options. Thefuture demands solutions that only a truly diverse and synergistic team can develop.
We owe the Nation the best we have to offer-the security of our Nation demands nothing less. We have alongstanding history of getting the job done for our Nation. It is this bright past that shines the light into ourbrilliant future. Our common goals enable us to build on past successes. These goals will be the glue that holdsus together during the difficult challenges ahead. If we work together to provide an environment where everyonereaches their maximum potential, we can optimize our strength as a team.
Let's take time to reflect on the special talents and skills that we bring to the work force every day, and...appreciate our coworkers for their unique contributions and perspectives. It is exactly this diversity that makesour Agency, and our Nation, great

Following the signing ceremony, theconference keynote speaker, Mr. CraigMundie, Senior Vice President, Consumer Platforms Division, MicrosoftCorporation, presented Microsoft's security initiatives. The keynote panel,chaired by Steve Walker of Steve Walkerand Associates, consisted of luminariesfrom several complementary fieldsfrom national policy to research. Thepanel snared insights into the currentstatus and anticipated breakthroughs inthose fields. It identified remainingchallenges in building the informationsecurity bridge to the 21st centu·ry. Atthe evening banquet, the HonorableNeal Lane, Director of the Office of Science and Technology Policy and Assis-

tant to the President for Science andTechnology discussed the direction andimportance of Information Technology(IT) Security.

As a leading global forum on computer and information systems security, the NISSCseeks to:
• bring together information securityand technology professionals from industry, academia, and government;

NSA's Helping HandThe Employee Assistance Service
Established in 1989, and mandated byFederal regulation, the Employee Assistance Service (EAS) provides free, confidential assistance to employees who areexperiencing personal or work-relatedproblems. The EAS is available to civilianand military employees (assigned toUSSID 4000 billets) and their families.The primary role of the EAS is to helpijndividuals identify and solve problemsbefore they escalate and possibly turnijnto crises.
ServicesThe EAS offers an array of primary
prevention workshops including assertiveness training, bereavement, coping\lo;th organizational change, dealing withdifficult people, eldercare, HIVjAIDSawareness, retirement, weight controland eating disorders, and social skillsenhancement.
Financial counseling, managementconsultation, and information and referral services are also available. NCScourses provided through the EAS include Coping with OrganizationalChange, Stress Management, and Super\;sing the Troubled Employee. Employees may seek individual, couple, family,or group therapeutic cOUIlseling.
A significant number of EAS clientsare treated for depression. Successfuldepression therapy includes counselingand occasional recommendation of antidepression medication. While the EASstaff is not authorized to prescribe thesemedications, they are'able to refer clientsto outside physicians who can.
The EAS office has an agreement withthe Anne Arundel County District Courtregarding employees arrested for driving while intoxicated in this county. Employees may choose to seek treatment (ifnecessary) through the EAS or an outside service. Employees opting to seektreatment through the EAS are requiredto attend the EAS alcohol education program, as a condition of their probation.Clients may then enter a year~long,
group support, alcohol-recovery program. Individual and family therapy isalso available. The employee's treatment

progress is reported to the court.
The StaffThe EAS staff consists of 13 mental
health professionals, licensed by theState ofMaryland, as either clinical socialworkers or clinical psychologists. Eachstaff member is qualified to work independently wi th clients. Regardless of theproblem (anxiety, alcohol, family problems, gambling, relationships, stress,etc.) the EAS staff is qualified to effectively counsel and help individuals.
The EAS provides free, confidential assistance to employees who are experiencing personal or work-related problems.
SessionsEmployees seeking to resolve personal
or job-performance problems are encouraged to schedule a session with anEAS counselor. Normally, counselorsmeet with individuals for up to 10,I-hour sessions. For long-term problems, clients may be referred to outsidecommunity services, which may bereimbursed through their healthcareprovider. If new problems arise, clientsare welcome to return for additionalassistance.
If an, employee requests, supervisorsare required to grant duty time for EASappointments. Supervisors then havethe right to contact the EAS to learnwhether an employee kept their appointment. Understandably, supervisors arenot allowed to question why an employee has scheduled a session. Supervisors are encouraged to contact the EASfor guidance on handling a difficult employee; however, use of the EAS is voluntary and individuals cannot be forced togo to the EAS for assistance.
Reaching OutSeventy-two percent of EAS cases are
self-referred. However, employees maymeet with the EAS to learn how they canassist a coworker or family member indealing with a specific situation. Familymembers may also schedule an appoint-
ment regarding a problem in need ofintervention. For example, spouses mayseek assistance in getting counseling fortheir mate, or they may need individualcounseling for their own problem.
ConfidentialityAll £AS files are confidential and kept
separate from personnel and securityfiles. While the Office of Security will beaware of an employee's visit to EAS, theywill not investigate the reason why individuals have sought EAS assistance.
Employees should be aware, however,that there are limited circumstanceswhen confidentiality must be broken.These circumstances include when theclient is threatening to harm himself orsomeone else, when national security isthreatened, when the client commits orconfesses to a felony crime, when theclient admits to child abuse,or whenrecords are subpoenaed by a court.Every £AS client must sign a writtenagreement confirming their understanding of these limitations to confidential-ity. .

The Air Force Top Three Associationis a nonprofit organization open to AirForce senior noncommissioned officers(E-7 through E-9). Its purpose is to enhance the mission and morale of AirForce members stationed or residing onFort Meade and to increase communityunderstanding and awareness of the AirForce presence on Fort Meade.
There are approximately 150 members in the association. Senior noncommissioned officers who have retired arealso welcome to join. The association isfinanced through membership dues andfundraising activities. Membership duesare $20 a year and may be paid monthlyor yearly.
MeetingsMeetings are held the second Wednes
day of every month. Meeting locationsalternate between the OPS I Building,the SeaLandAir Recreation Center, andthe Sports Zone. The association strivesto present a guest speaker at each meeting. Occasionally, former Chief MasterSergeants of the Air Force speak to theorganization about the past, changesthey have seen through the years, andthe organization's future direction.Local commanders also provide guidance to the association on what is expected of them as seniornoncommissioned officers.

To Catch a QueenCryptology and the Downfall of Mary, Queen of Scots

More than 400 years ago, on February 8, 1587, Mary Stuart, QueenofScotland, Queen Mother of the
French monarch, and romantic martyrsymbol of the Counter Reformation,perished under the executioner's axe forher involvement in the Babington plot,a scheme to assassinate Queen ElizabethI of England.
What is remarkable is that the entireplot unfolded before the eyes of Britishauthorities. The conspirators' encryptedletters, describing details of the plan,were collected, decrypted, copied, andreturned to the couriers-double agentsfor Elizabeth's government. When thefinal points of the plot against Elizabethwere known, the English authoritiesswooped in and broke it up. All the keyplayers, including Mary, were executed;but the romantic legend of Mary, Queenof Scots, took on a life of its own.
Treachery PlottedIt began in 1568, when Mary, a Catho
lic monarch and former Queen ofFrance (married to Francis II), fled Scotland after a disastrous attempt to rulethe predominantly Protestant kingdom.She sought refuge in England with herdistant cousin, Elizabeth I. Proud, beautiful, tempestuous, but also unwise andcapricious, Mary was the heir apparentto Elizabeth, and was a threat to thelatter's rule. Her refuge soon turned intoprotective custody as the religious andpolitical wars between England andSpain intensified. After 18 years of enforced house arrest, Mary found that, toexiled English Catholics, she had become the paragon of Catholic martyrdom. This image is ironic, since Mary, inher"early years as the queen, was hardlyan exemplar of faith and morals; hersecond marriage was in a Protestant ceremony. Still, she had become a light thatattracted the dreamy, romantic men of anew generation-men like Anthony Babington. Rich, gallant, and educated inFrance by the Jesuits, Babington movedin a society filled with plots and conspiracies against Elizabeth and her Protes-

tant advisors. While in France, Babington concocted a new scheme to removeElizabeth.
In January 1586, Mary received herfirst "secret" letter from Babington'scontacts in France. Carried by a trustedcourier (in reality, a double agent,Gilbert Gifford) these messages wereMary's pipeline to all of the conspirators.Mary would compose her response inFrench. Her secretary would translatethem into English and then encryptthem in a cipher that was popular thena single substitution system ofEnglish byGreek letters including additional substitutions for repeating words, commonsyllables, and nulls. The letters, wrappedin a leather packet and slipped down acork tube in the bottom of a beer or winecask, were'transported to Babington inFrance. This system was thought so safeand secure, that the letters carried nearlyevery detail of the plot: plans to invadeEngland, uprisings by local Catholic sympathizers, the rescue of Mary, discussionof new codes and ciphers, and, the mostdamming of all, a reference to the "dispatch of the usurping Competi tor."
Snare SetMary and the others never had a
chance. At the center of this web ofdouble agents, informants, and conspirators stood Francis Walsingham. He isarguably history's first great spymaster.He was brilliant and dogmatic in hisdevotion to Puritanism and Elizabeth.Due to her legendary parsimony, Walsingham bankrupted himself to financehis European secret service activities.
Walsingham's strength was in the recruitment of brilliant young Englishmendedicated to the Protestant cause andliving throughout Europe. These agentsincluded such famous writers as PhilipSydney and Christopher Marlowe. Notleast among this group was perhaps theone who would render Walsingham thegreatest service-Thomas Phelippes.Phelippes, the son of London's collectorof customs was Walsingham's rovingagent. While in Paris, Phelippes hadlearned cryptanalysis from a Flemish nobleman, Philip Van Marnix, who hadbeen deciphering Spanish messages con-
cerning the insurrection in the Netherlands and passing them to the English.Walsingham brought Phelippes to London to help him catch Mary.
Walsingham designed a net to snarethe unwary, arrogant conspirators, baiting it and waiting for them to be caught.Unbeknownst to Mary and Babington,her courier Gifford would deliver theletters to Phelippes. Phelippes would easilydecrypt them and forge copies ofthem all. (He was an expert forger-perhaps history's first cross-trained cryptologist?) The originals were then replacedin the cask and sent on their way.
Quest CompleteOn July 17, 1586, Mary sent a long
letter to Babington accepting all the details of the plan against Elizabeth. Sodamning was it in Phelippes' view, thathe drew a picture of a gallows on theoutside of the copy he sent toWalsingham. To better implicate Mary,Pheli ppes forged an encrypted postscript asking Babington for the names ofthe other conspirators. On August 3,Babington replied, acknowledging thefatal letter. The next day the plot collapsed and all of the conspirators fellinto Walsingham's net. Babington confessed to the plot and reconstructed thefatal letters that he had destroyed,helped along by Phelippes and his decrypted copies. Mary was arrested a weeklater after her apartments were searchedand more incriminating correspondence was found.
Mary's execution followed in February1587. Some question remains concerning her guilt. There was no doubt thatWalsingham's agents, who had infiltrated Babington's group, may haveacted as agents provocateurs. Mary's perspective was centered on possible release; any plot giving hope of it wouldgain her support. Yet, in her letters shenever opposed the plans to kill Elizabeth;it was the integral part of Babington'splan. Mary's complicity was marked withher o~n words, if not in her own hand.

ther King, Jr. As the primary leader ofthe Civil Rights Movement, King led anAmerican nonviolent revolution that enriched the moral purpose of our Nationand demanded social justice for AfricanAmericans. His noteworthy contributions won him the 1964 Nobel PeacePrize and gave him the honor of beingthe second American whose birthday isobserved as a national holiday. For thosewho grew up in the 1960's or earlier, thememories of tIus dynanlic man and hismany contributions are vivid. It is easy torecall where we were when we experienced the anger, horror, and pain of hisassassination.
Fortunately for younger people, thereare many visual and auditory records ofDr. King's famous marches andspeeches, which illustrate his leadershipin the Civil Rights Movement and capture his gentle manner and magnificentspeaking ability. There are films thatdemonstrate his creed of nonviolencethrough his words and actions, some ofwhich made him the target of the veryviolence he so fervently condemned. lAAAf Quilt 'Pweated f.e. LWJlt: On November 16, 1998 the Director presented the "I Am An American" Quiltto the Cryptologic Museum and the employees of NSA/CSS. The quilt, begun in 1997, is a beautiful expressionof our diversity and similarities as Americans.
The making of the quilt began as anactivity of the first "I Am An AmericanFestival." Agency quilters were challengedto create an NSA/CSS quilt made of 10inch squares. Using their creativity, thequilters began the task. They came up with63 unique squares, all containing some ofthe "Spirit of America" challenge fabric, astheir submissions for the quilt.
Sixty quilters of all skill levels, across theAgency, participated in this challenge.Some were experts who had specific designs in mind; others were beginners witha desire to learn and a patriotic story to tell.All of the quilters enjoyed participating in

~t GlUlJUl JeiM Agl!UY: For the first time, a United States Coast Guard service memberhas been permanently assigned to NSA. Lieutenant Commander Arlyn Reese Madsen,Jr.
became the first Coast Guard Liaison Officer in August. The U.S.Coast Guard is one of the five armed services; however, it is the onlyservice that falls under the Department ofTransportation. This uniquesituation allows the Coast Guard to perform its law enforcementmission and its military role. Other Coast Guard missions includesearch and rescue, marine environmental protection, maritime safety,and interdicting smugglers of drugs, aliens, or other contraband.
Not everyone recognizes the Coast Guard uniform. Several NSAershave approached LCDR Madsen to ask if he is an Air Force officer,while others have asked ifhe is in the Canadian Forces. LCDR Madsensays that he is very happy to explain his Coast Guard uniform, and hisNSA assignment.
Raised in a military family, LCDR Madsen's father is a retired Armycolonel who once worked at NSA. His father was the Director's liaisonfor the Foreign Science and Technology Center from 1964-66. LCDRMadsen is a 1985 graduate of the Coast Guard Academy in NewLondon, CT.
LCDR Madsen looks forward to Ius tour at NSA and is excited aboutthe challenges and rewards that come with creating a new position. Hebelieves that the Coast Guard offers outstanding career opportunities LCDR Arlyn Reese Madsen, Jr.for young people. I want to comment on the support, programs, and information available to NSAers planning for retirement. Toooften these services are taken for granted. I also want toadvise fellow employees who are considering retirementthat they are in good hands while their personnel representatives process their retirement papers.
Recently, my husband and I retired. We carefully plannedthis action and took full advantage of the NSA seminars andclasses during the 3 years prior to our retirement. We alsovisited the Career Resource Transition Center and werehelped with preparing unclassified resumes and obtainingSoft Landing positions. The wealth of retirement information and services available to NSA employees is awesome. Idon't think any other Federal agency aids its employees asmuch as NSA does.
We informed our personnel representatives of our retirement intentions approximately 2 months before our retirement dates. The meetings lasted about an hour and ourrepresentatives provided us with information, retirementfigures, and paperwork to complete. They scheduled another appointment with us 3 weeks before our retirementto provide additional guidance. During the 2 months beforeretirement, we contacted our representatives several timeswith questions and concerns. They were always available tohelp.
During our 3-day seminar in Spring 1998, we were advisedby a representative that the retirement process could take 6months to complete. However, the processing went muchmore quickly. My husband's last pay check from the Agencywas on October 16, 1998. By October 28, we were notifiedby the Office of Personnel Management (OPM) in Boyers,PA that they had his records, verified his service, and onOctober 30, deposited a "tentative" retirement amount intoour pank account. On October 28, we received the complete unclassified retirement papers that NSA had sent toBoyers. On November 5, his records were at OPM in Washington, and an additional deposit was put into our bankaccount. On November 7, we were notified by OPM inWashington that my husband was in final status and theyhad calculated. his correct retirement pay. Amazingly, theretirement figure provided to him by his NSA personnelrepresentative was only off by $2 for the annual figure!
We are very pleased to have had such wonderful compe-

tent service from our personnel representatives. They savedus a lot ofworry and made our retirement process absolutelywonderful. I feel we were truly spoiled.

ON THE SKIDS
Dear Action Line,While walking along one of the links between OPS 1 and
2B, I slipped and sprained an ankle. My slip was caused bysome kind of liquid that had been spilled on the floor. I wasunable to see the liquid as it was transparent. Therefore, Ihad no chance to avoid it.
I know it can be embarrassing to spill something on thefloor. All you want to do is beat a hasty retreat from thosewho saw you do it. However, liquid spills can turn intotreachery for the unsuspecting. I have seen others fall dueto these kinds of spills.
If you do spill something on the floor, especially a clearsubstance, and it is not convenient for you to clean it up, atleast mark the spot with a napkin. You could be savingsomeone a lot of pain.

RECYCLING MADE EASYDear Action Line,
My office collects cans and bottles for recycling, and Iknow others do the same. Our problem is that when we takeour bags out to the recycling bins, we must insert one can ata time. There are no bins for plastic drink bottles either (weget lots of plastic water bottles).
The bottom line is that we end up hauling all the stuffhome in our cars. Could the Agency provide containers thataccept large quantities of recyclables at once? I'm sure itwould encourage other offices to participate, and it wouldreduce the amount of trash for the custodial personnel.Besides, handling the cans and bottles one at a time is asticky, unsanitary business.

Recently, the Agenry purchased new outside rerycling igwos forcollection ofaluminum cans and newspaper due to the deterioratingcondition ofthe old igloos. Facilities Services and Environmental Compliance personnel worked with the igloo company toredesign the igwo opening. The aluminum can section has a smallopeningfor single cans, but the section cover is on a hinge so thatindividuals can open it to deposit bags ofaluminum cans. Admittedly, this new feature is not obvious, so hopefully this will helpeducate the work force and TJ:!inimize any inconvenience.
Watch for additional approved items for rerycling and improvements in collection procedures as Facilities Services andEnvironmental Compliance personnel continue to work together.Thank you for your commitment to environmental protection andcost-savings to the Government through participation in NSA'srerycling effort.

In Memoriam
Albert E. Bobby, a former linguist inthe Operations Organization, died October 29, 1998, of a heart attack. He was77.
Prior to joining the Agency,Mr. Bobby served with the U.S. Navy. Heretired in 1986 with 23 years of Federalservice.
Mr. Bobby most recently resided inCrofton, MD. He enjoyed traveling,reading, and playing the stock market.Mr. Bobby was an ordained minister. Heserved as a missionary in Portugal for 8years.
Mr. Bobby is survived by his wife,Mary; a son Jonathan; two daughters,Patricia Zint and Janet Pack; and eightgrandchildren.
Roy H. Cosby, a former electronic engineer in the Technology and SystemsOrganization, died October 6, 1998, of aheart attack. He was 80.
Prior to joining the Agency, Mr. Cosbyserved with the U.S. Navy. He retired in1973 with 28 years of Federal senrice.
Mr. Cosby most recently resided inPort Orange, FL. He enjoyed astrology.

Sara J. Williamson Raras, a senior operational staff officer in the Information
Systems SecurityOrganization, diedNovember 15, 1998.She was 35.
A resident ofElkridge, MD,Ms. WilliamsonRaras earned amaster's degreefrom Johns Hopkins
University. She joined the Agency in1987.
Ms. Williamson Raras is survived byher husband, Lorenzo; and a son.
Charles E. Saunders, a former manager in the Operations Organization,died October 31, 1998, ofa brain tumor.He was 67.
A native of Lunenburg County, VA,Mr. Saunders earned a bachelor's degreein history from William and Mary College. Prior to joining the Agency, heserved with the U.S. Army SecurityAgency during the Korean War.Mr. Saunders retired in 1992 with 38years of Federal service.
A resident of College Park, MD,Mr. Saunders was a talented pianist.Through his love ofmusic, he became anavid fan of and close friends of theAndrews Sisters.
Mr. Saunders is survived by hismother, Ellen.

The HeadlineLegacy
The Baton is PassedI assumed the task of creating the puz
zle at Derthick's request in March 1992,when he suddenly became ill. After herecovered, he found that he rather enjoyed a life free of "headline deadlines"and asked if I would adopt the puzzlepermanently.
Since then, I have sometimes wondered whether it might be time to replace the Hea~line Puzzle with anotherdiversion; that °it is an old soldier readyto fade away. However, if the number ofgentle (and not-so-gentle) corrections Ireceive on my occasional mistakes areany indication of the size and zeal of itsaudience, it is still as popular as ever.

Agency Tradition ContinuesA short time ago, Paul Derthick passed
away. As a legacy, a simple puzzle maynot be considered among the world'sgreatest contributions, and PaulDerthick would be the first to agree. Hewould probably have preferred to beremembered for his staunch patronageof the Savage Boys and Girls Club,church, and other community activities.
However, Paul Derthick's' HeadlinePuzzle is special and unique to NSA. Itcontinues to be "The Puzzle" for anAgency whose very existence is dedicated to the solution of the toughest ofpuzzles. I compare it to being asked tocater a banquet for a group of worldclass chefs, when your specialty is a humble meat loaf. (It better be some meatloafl) So, as long as the Headline Puzzleretains its popularity, I will be proud tocarry on Paul Derthick's tradition. Pleasepass the mashed potatoes.
