B. OPERATIONAL ISSUES
B.1 Revised System Protection Scheme (SPS) for 765 kV Agra-Gwalior line.
B.1.1 In the 37th
TCC and 40th
NRPC meeting POWERGRID had informed implementation
schedule of Revised System Protection Scheme (SPS) for 765 kV Agra-Gwalior line
before February 2018. In the meeting, members had expressed their concerns and had
advised POWERGRID to ensure the implementation of the scheme by February,
2018.
B.1.2 In the 38th
TCC / 41st NRPC meeting, it was informed that the circuit breaker (ON/
OFF) signal was being utilized from Agra end only in the logic. Members, citing the
criticality of the Agra- Gwalior line had advised POWERGRID to implement the
scheme by utilizing CB (ON/OFF) signals from both the ends (Gwalior and Agra) so
as to make the scheme more robust and reliable. POWERGRID had agreed to
implement the same.
B.1.3 In the 147th
OCC meeting, representative of POWERGRID raised the issue of
recovery of cost for the additional scope of work which was proposed in the 38th
TCC
/ 41st NRPC meeting. It was informed that a decision regarding the recovery of cost
for the scheme has already been taken in 129th
OCC meeting and thereafter ratified in
the 35th
TCC and 39th
NRPC meeting to book the cost of the implementation of
revised SPS in some other ongoing project/work. All members in general and
POWERGRID in particular, were advised not to bring up any issue which has already
been discussed and settled in NRPC/ TCC subsequently in any sub-committee of
NRPC.
POWERGRID may kindly apprise the Committee about the implementation of the
scheme.
B.2 System Study for Capacitor Requirement in NR for the year 2019-20.
B.2.1 With due approval of NRPC in its 37th
meeting,the work ofsystem studies for
capacitor requirement in NR during FY 2016-17 and 2017-18, was entrusted on CPRI.
However, due to delay in data submission by the utilities, it was decided to conduct
the studies for FY 2017-18 and 2018-19.
B.2.2 CPRI carried out system study for capacitor requirement in NR based on the data
made available to them by the NR constituents and lumping load at 132/220 kV
nodes.
B.2.3 In 37th
TCC / 40th
NRPC meeting, it was decided that for obtaining more feasible and
practical requirement of capacitors the study shall be conducted at 11/33 kV level.
Citing the involvement of huge exercise of data collection involving the Discoms, it
was also decided in the 40th
NRPC meeting to conduct the study for 2019-20 in place
of 2018-19 and in two stages:

a) One at 220/132 kV level
b) Subsequently, down to 11/33 kV level
B.2.4. CPRI has earlier submitted their revised offer and has quoted consultancy charges of
Rs. 55,00,000/- for the study for 2019-20 in addition to Rs. 10,00,000/- which was to
be paid for the study conducted for the period 2017-18. However, after further
negotiation, CPRI has given a final quote of Rs. 32 lakhs (Rs. 20 lakhs for previous
study and Rs. 12 lakhs for additional assignment). The offer was in-principle accepted
by OCC and recommended for approval of next TCC/NRPC.
B.2.5 Members may kindly approve the revised system studies for Capacitor requirement
in NR by CPRI at Rs. 32 Lakhs.
B.2.6 Based on the CPRI report on System Study for Capacitor Requirement in NR for the
year 2017-18 conducted by them, NRPC in its 39th
meeting approved the proposal of
installation of capacitor by Haryana, Punjab and Uttar Pradesh as proposed by the
respective States and for funding through PSDF. NRPC also recommended that
capacitor installation of J&K may be limited to 1102 MVAR as per study of CPRI.
B.2.7 In the 38th
meeting of the Techno Economic Sub Group of PSDF held on 26th
Feb,
2018 the sub group had sought following information from the above utilities for
consideration of their proposal:
a) The capacitor banks to be installed at 11/33/66 kV levels.
b) Forexamination of these proposals details would be required
i) study report based on which the requirement has been projected
ii) location wise details of existing capacitorbanks with age and healthiness report
iii) Present voltage profileat 11 kV /33 kV.
iv) Projected voltage levels after installation of capacitors.
v) Schematic for automatic power factor correction.
vi) SLDC report.
vii) STU approval.
viii)Basis of cost estimates.
ix) Grant from any other scheme of GOI(IPDS, DDUGVY)
Further sub group also requires inputs on quantum of capacitors installed in each
state, in the region in the last 10/15 years. The proposal would be further examined
after submission of the above details by the utilities.
NRPC had furnished study report of CPRI for assessment of capacitors which deals
only at transmission level(220/132 kV) and not at distribution level (33/11 kV).

B.3 Reactive compensation at 220/400 kV level.
B.3.1 The following reactors were approved in the 39th
Meeting of SCPSPNR held on 29th
&
30th
May 2017:
a) TCR of capacity 500 MVAr at Kurukshetra 400 kV bus.
b) Bus Reactors at 30 no. 220 kV sub-stations and 18 no 400 kV level sub-
stations subject to the availability of space (Annexure-B3.1). It was also
agreed that these reactors shall be provided by the owner of the substations.
B.3.2 37th
TCC and 40th
NRPC meeting approved the reactors as agreed in the 39th
Meeting
of SCPSPNR.
B.3.3 The TCR of 500 MVAr at 400 kV Kurukshetra bus had been approved by the
standing Committee in view of the prevailing high voltage conditions at Kurukshetra
which leads to curtailing power transfer capability through Champa- Kurukshetra
HVDC. NRPC had requested POWERGRID to commission TCR of capacity 500
MVAr at Kurukshetra 400 kV bus at the earliest.
B.3.4 In the 38th
TCC and 41st NRPC meeting POWERGRID informed that the TCR at
Kurukshetra was under tendering stage and LoA for the same shall be placed by mid
June 2018 with a commissioning schedule of 24 months. In view of the prevailing
high voltage condition at Kurukshetra, for the time being a reactor of 80 MVAr has
been commissioned at Kurukshetra and further another reactor of 125 MVAr is being
installed at Kurukshetra which will be commissioned by July 2018.
B.3.5 Regarding the commissioning of reactors at other ISTS substations, Ministry of Power
has issued a Gazette notification dated 08.05.2018 (Annexure-B.3.2) according to
which the implementation of the said reactors will be done through TBCB route.
B.3.6 Delhi has submitted their action plan (Annexure-B 3.3) in the 147th
OCC meeting. As
per the submitted action plan Delhi is going forward for 6 no. of 220 kV substations
and 1 No. 400 kV (Mundka S/s). In the meeting Delhi also informed that thescheme
preparation was delayed due to non-availability of scheduled rates for 25 MVAr
reactors to be installed at 220 kV. However, after having received the rates, they are
expediting the process and have committed to make all possible steps to install the
reactors before winter year 2020.
B.3.7 PTCUL had informed in the OCC meeting that the tendering process has been
initiated for 125 MVArreactor at Kashipur and 80 MVAr reactor at Srinagar.
However, detail about the expected completion schedule is still awaited.
B.3.8 Rajasthan informed that 525 MVAr (450 MVAr + 75 MVAr) reactors have been
approved by WTD of RVPN and are being proposed for PSDF funding. 1x25 MVAr
(at 220 kV level) reactors each at Suratgarh, Akal & Bikaner are to be funded by
PSDF. As per the PSDF requirement, the DPR along with formats has been submitted
to PSDF. It was also informed that there were some clarifications pending for the
PSDF sub-committee, the reply to which is yet to be submitted.
B.3.9 PSTCL informed in the 148th
OCC meeting that the proposal for procurement of
reactors has been submitted for PSDF funding.Tender for 400 kV level reactors have
been opened and were under evaluation stage. Regarding, 220 kV level reactors
tender were floated but due to no response retendering is being done.

B.4 Creation and maintenance of web based Protection Database Management and
PC based Protection setting calculation tool for Northern Region Power System
Network.
B.4.1 As a follow up of one of the recommendations of Enquiry Committee headed by
Chairperson, CEA on grid disturbances that took place on 30th
and 31st July 2012,
Ministry of Power had constituted a ‘Task Force on Power System Analysis under
Contingencies’ in December 2012. The Task Force had submitted its report in August
2013. In a meeting taken by Secretary (Power), GoI on 11.03.2014, it was decided
that the report be given wide circulation and its recommendations be implemented in
a time bound manner.
B.4.2 Based on the recommendations of the Task Force, it was decided that data regarding
settings of relays shall be compiled by the CTU and STUs in their respective network
and furnished to RLDC and SLDC respectively with a copy to RPC for maintaining
the database. The database was to be kept updated and verified during the audit.
B.4.3 In the 35th
TCC/39th
NRPC meeting held on 1st/2
nd May, 2017, TCC expressed their
concern over the non-submission of protection database by the utilities and
recommended for engaging a third party for development of Protection database with
funding through PSDF in line with ERPC and SRPC.
B.4.4 Chairperson, NRPC, authorized Member Secretary, NRPC to carry out following
activities:
i. Formation of group for finalization of detail scope of work of the Project.
ii. Submission of proposal for financing the Project through Power System
Development fund (PSDF).
iii. Opening of a separate account in the name of ‘NRPC Protection Database
Fund’ for receiving the grant from PSDF for the Project.
iv. Carry out e-tendering process including tender publication, opening,
evaluation etc. for selecting contractor for implementing the scheme based on
scope of work of the Project finalized by the group.
B.4.5 Based on the discussions held in 34th
PSC meeting, a core committee has been formed
to define the comprehensive Scope of the project comprising members from the
utilities of NR.
B.4.6 First meeting of the group for defining the scope of the project was held on
01.02.2018 and based on the inputs received from the members, Draft Bidding
Document has been prepared by the NRPC Secretariat
B.4.7 The Draft Bidding document incorporating all the inputs given by members in the
meeting was further circulated for suggestions/comments, if any. The Bid document
including all the relevant suggestions/comments of the members has been finalized.
B.4.8 NRPC Secretariat has also submitted the DPR of the project for PSDF funding based
on the draft bidding document. The proposal of NRPC was scrutinized by the Techno-
Economic Sub Group and further examined by Appraisal Committee.
B.4.9 Appraisal Committee has recommended the proposal for the grant of from PSDF

funding and also qualified proposal from 100% funding through PSDF. The proposal
is now placed before the Monitoring Committee for its approval.
B.4.10 The e-tendering Creation and maintenance of web based Protection Database

B.6 LVRT compliance by wind generation
B.6.1 The issue of non-compliance of the Technical Standards for Connectivity to the Grid,
(Amendment), regulations, 2012 by most of the wind generators in Rajasthan was
discussed in the 38th
TCC and 41st NRPC meeting.
B.6.2 In the meeting it was decided that the must run status of the wind generators should
only be granted to LVRT compliant wind generators and non-compliant wind
generators shall not be scheduled and it should be the responsibility of state SLDC
(Rajasthan SLDC in this case) for the implementation of the same. It was also decided
that in future all the constituent States shall not give connectivity to the wind
generators unless LVRT compliance was fully met.
B.6.3 Rajasthan SLDC was also advised to issue a notice to all LVRT non-compliant wind
generators, providing them with one month time for compliance to LVRT, failing

which SLDC would be constrained to deny scheduling to the non-compliant wind
generators.
B.6.4 In 145th
OCC meeting, representative of RVPNL informed about the office
memorandum from MNRE (Annexure B 6). This OM requires WTG manufactures
to obtain statement of Compliance (SoC)/Confirmatory Statement for
demonstrating the compliance to applicable CEA Technical Standards for
Connectivity to the Grid for their WTG models which were unable to get LVRT
compliance certificate from accredited testing agencies.
B.6.5 In the said OM, the following has been mentioned:
“Concerned WTG manufactures may apply for LVRT testing to any internationally
accredited testing body or NIWE by 15.3.2018, which should include the following:
i An affidavit that the manufacturer would comply with CEA Technical standards for
connectivity to the grid.
ii A bank guarantee of Rs 1 crore per model, which would be returned on producing
the compliance certificate for LVRT and other technical standards as stipulated by
CEA.”
B.6.6 Rajasthan SLDC may kindly update the forum with the details of the compliance by
all the WTG and if non-compliant then have their OEM applied for LVRT testing as
stipulated in the above OM by 15.3.2018.
RVPNL may kindly update the action taken against LVRT non complaint
generators.

B.7.2 In 38th
TCC & 41st NRPC meetings (held on 27
th and 28
th February,2018
respectively), NRLDC pointed out long outage of few transmission elements and
opined that Commissioning of 765kV Jabalpur-Orai D/C line would reduce loading
on existing WR-NR interconnections and may even increase inter-regional import
limits for NR. TCC advised all entities to complete the work in time bound manner.

B.7.3 Considering the import requirement of NR in its peak season POWERGRID has
commissioned the whole system consisting of 765kV Jabalpur-Orai D/C line on best
effort basis. With this, Inter Regional ATC of WR-NR has increased by 2700 MW,
which will help in improving the power situation of the Region.
Members may kindly approve the early commissioning of the above elements.
B.8 Funding for the scheme “Provision of STATCOM at Nalagarh& Lucknow in
Northern Region” (Agenda by POWERGRID)
B.8.1 The STATCOMs at Nalagarh& Lucknow substations of POWERGRID in Northern
Region were agreed in the 32nd
Standing Committee meeting of NR & 29th
Northern
Region Power Committee meeting held on 13/08/13 & 13/09/13 respectively.
B.8.2 Funding of this scheme with an estimated cost of Rs 367.7 Cr (Aug’2015 price level)
was proposed through PSDF by POWERGRID vide application dated 07/01/16 to
NLDC. It was proposed that the scheme may be implemented using 80% of PSDF and
remaining portion shall be funded by POWERGRID through internal resources. The
Appraisal Committee during its 12th
meeting held on 16.06.2016 was of the view that
approval of the concerned RPC i.e. NRPC may be taken. Accordingly, the matter was
discussed during 39th
NRPC meeting held on 02.05.2017. During the meeting, NRPC
approved the funding of the scheme “Provision of STATCOM at Nalagarh&
Lucknow in Northern Region” through PSDF.”
B.8.3 Further, The Appraisal Committee during its 18th
meeting held on 05.02.2018,
disallowed the PSDF funding as LOA’s have already been placed. Accordingly, the
scheme “Provision of STATCOM at Nalagarh& Lucknow in Northern Region” would
be funded by POWER GRID through internal resources. The commissioning schedule
of the scheme is Feb’19.

B.9 Phase nomenclature mismatch between BBMB and some interconnected stations
of other power utilities
B.9.1 In the 34th
PSC meeting, the issue of mismatch of phase sequence nomenclature of
BBMB system interconnected with other utilities was highlighted.

B.9.3 To resolve the issue, in the 38th
TCC / 41st NRPC meeting it was decided that a
committee would be formed to comprising of BBMB constituent states, utilities with
which BBMB has interconnection, NRPC Sectt and POWERGRID.
B.9.4 The committee has been formed and first meeting of the committee was held on
05.06.2018. In the meeting BBMB has proposed a plan to resolve the issue and as per
the proposed plan, it would take around only 7-10 days to resolve the complete issue
at multiple locations. BBMB had informed in the meeting that the proposed exercise
would be done during the lean season in November- December 2018.
B.9.5 The plan was well appreciated by the committee members as it was out of the box
thinking by BBMB engineers. (Details of the plan enclosed at Annexure – B.9 )
B.9.6 Citing the criticality of the issue and to avoid any mishaps during the execution of the
proposed exercise, BBMB was requested to submit a detailed action plan within 15
days of the meeting of the activities which will be performed during the execution of
the exercise so that proper coordination may be ensured between all the utilities for
successful execution.
B.9.7 The action plan would be vetted by the committee and thereafter before going ahead
with the execution BBMB will get the recommended plan approved in their power
sub-committee of board meeting.

B.11 Connectivity to Naitwar Mori HEP (NMHEP) (2x30MW) of SJVN Ltd. in
Uttarakhand (Agenda by SJVNL)
B.11.1 Connectivity of Naitwar Mori HEP was discussed in the 38th
TCC & 41st NRPC
meeting held on 27th
& 28th
February, 2018, wherein NRPC stated that because of the
change in location of the substation, the project was getting delayed which would also
require all the approvals to be obtained afresh for the changed location. In view of the
above it was suggested that a Joint inspection may be carried by PTCUL and SJVNL
so as to identify land in Mori to avoid the delay in the implementation of the project.
B.11.2 The matter was also referred to CEA for deliberation on aforesaid issue. Further, a
joint meeting was held on 04.04.2018 in CEA, wherein the grant of connectivity of
NMHEP was discussed under the chairmanship of Member (Power System). After
deliberation it was agreed in the meeting that, PTCUL to finalize the location of Mori
substation land jointly with M/s SJVNL within 15-20 days. (The relevant pages of
Minutes of meeting is enclosed at (Annexure--B.11.1)
B.11.3 However, grant of connectivity of NMHEP as finalized in 39th
SCPSPNR will remain
same as under.
a) NMHEP – site of Mori 220/132kV (PTCUL) S/s 220 kV D/c (to be implemented
by applicant incl. 2 no. 220 kV line bays at Mori).
b) Site of Mori 220/132 kV(PTCUL) S/s – Dehradun (POWERGRID) 220 kV D/c
line alongwith 2 nos. of 220 KV line bays at Dehradun (to be implemented by
PTCUL)
Note: Mori 220/132 kV substation is not required for connectivity of NMHEP
B.11.4 Another meeting was held on 29.05.2018 between SJVNL& PTCUL, wherein it was
emphasized to finalize the location of pooling sub-station of PTCUL at Mori on
priority.
B.11.5 Main Civil Package of NMHEP has been awarded and the expected commissioning
schedule of NMHEP is Sept, 21. Further, the mobilization by the Contractor has also
been started. The application for grant of LTA has also been filed to CTU in Nov, 17.
B.11.6 Further, PTCUL vide letter dated 26.03.2018 informed that the Implementation
Agreement between PTCUL & SJVNL can only be signed after signing of necessary
LTA Agreement and Connection Agreement (copy enclosed at Annexure B-11.2).
B.11.7 Keeping in view of above, SJVNL has requested:
a) POWERGRID (CTU) for issuing the grant of LTA of NMHEP.
b) PTCUL for the early finalization of location of Mori Substation.
c) PTCUL for signing of Implementation Agreement & Transmission Agreementto
expedite the construction of associated transmission system of NMHEP at the
earliest matching with the COD of NMHEP.

B.12 Replacement of S900 RTUs :
B.12.1 AMC of S900 RTUs, installed under ULDC is valid till July 2018. During 12th
TeST
meeting it was decided that PGCIL would replace S900 RTUs at stations owned by
PGCIL and for other members/constituents who have given their consent for
replacement of their RTUs through POWERGRID, by July 2018.
B.12.2 In 13th
TeST meeting POWERGRID informed that they had sent MoU/Agreement for
replacement of old S-900 RTUs to all constituents in first week of Feb’ 2018.
However, only two constituents namely SJVNL & THDC Limited have signed
MoU/Agreement. POWERGRID had also informed that award shall be placed only
after signing of MoU/Agreement between POWERGRID & respective constituents of
Northern Region & deposit of advance payment.
B.12.3 The TeST sub-committee expressed concern over delay in procurement process and
advised all the concerned constituents to submit the signed copy of MoU to
POWERGRID latest by 15th
May 2018. It was also decided by the sub-Committee that
if any Constituent doesn’t submit the signed copy of MoU by 15th
May 2018, it will be
the concerned Utilities responsibility to make necessary arrangement for procurement
on their own so that their RTUs are replaced before expiry of AMC.
B.12.4 POWERGRID has informed that till 07.06.2018, they have not received the signed
agreement from HPSEB, DTL, NPCIL and IPGCL.

B.13 Guidelines for calculation of “Availability of Communication System”
B.13.1 In 13th
TeST meeting held on 24th
April 2018, NRLDC representative informed that the
regulations on communication were issued on 15th
May, 2017 with an effective date of
1stJuly,2017. As per the regulation 7.3 (ii) “The RPC Secretariat shall certify the
availability of communication equipment for CTU, ISGS, RLDCs, NLDC, SLDCs
based on the data furnished by RLDC” 7.3 (i) “ NPC shall be responsible for issuance
of the guidelines with the approval of the Commission on “Availability of
Communication System” in consultation with RPCs, RLDCs, CTU, CEA and other
stakeholders within a period of two months from the date of notification of these
regulations.”
B.13.2 RLDC needs to keep records of the communication outage based on requirements of
the guidelines to be decided by NPC and approved by Commission since 1stJuly,
2017.
B.13.3 NRLDC requested that guidelines may be made available, so that the necessary
records could be collected from the communication service provider for calculating
the “Availability of the communication System”.
B.13.4 The TeST sub-committee advised all the members to send their views on the
availability determinationto the NPC for consideration.

B.14 Issuance of Technical Standards for the communication system
B.14.1 In 13th
TeST meeting held on 24th
April 2018, NRLDC informed that as per regulation
7.1 (ii) “CEA shall formulate and notify technical standards, cyber security
requirements in accordance with the Cyber security Policy of the Government of India
from time to time, protocol for the communication system for Power Sector within the
country including the grid integration with the grid of the neighboring countries.”
Further, guideline for interfacing requirements needs to be formulated within 60 days
from the issuance of the technical standards to be issued by CEA.
B.14.2 Draft “Technical Standards” on Communication was available on CEA website for
comments from the stake holders. A presentation on the important provisions in the
draft Technical Standards was given by Chief Engineer, PCD, CEA requesting all
concerned to submit their comments by 26.05.2018
B.14.3 Cyber security requirement for communication system are also to be finalized and
documented for compliance. NLDC has to prepare the guideline on interface
requirements for the communication system based on the above two documents.
B.14.4 The TeST sub-committee had requested all the members to submit comments on the
draft regulations, directly to CEA or to NRPC secretariat by 26.05.2018 for onward
transmission to CEA.
B.14.5 Till date no comments has been received from any utility.

B.15 Formulation of planning criteria for the communication system
B.15.1 In 13th
TeSTmeeting held on 24th
April 2018, Chief Engineer (PCD), CEA informed
about regulation 7.1 (i) “CEA shall formulate communication planning criterion and
guidelines for development of reliable communication system for power system of
India duly considering requisite route redundancy,capacity, as well as requirements of
smart grid and cyber security.”
B.15.2 The TeST sub-committee advised all members to submit their views on planning
criteria and guidelines, directly to CEA or to NRPC secretariat for onward
transmission to CEA.

B.16 Non-Availability / Reliability of Telemetry
B.16.1 New 400 kV Sub-stations are being integrated in the system. Though the telemetry
integration is ensured before charging the new element, many times the reliability of
telemetry is not at all ensured. Reliability of telemetry of the following stations is very
poor:

B.16.2 The issues of bad telemetry of above stations was discussed in TeST meeting and all
the concerned utilities were advised to take immediate action for resolving the issues
and submit action taken report to NRLDC and NRPC by 31st May,2018.
B.16.3 It was decided by the sub-committee that as agreed in the 12th
meeting of the TeST
sub-committee, the Load Despatch Centers may deny issuance of code for charging
/shutdown to respective control center of the Sub-station, if the reliable telemetry for
the S/s is not available to the concerned LDC within one month as has been agreed in
38th
TCC/41stNRPC meeting

B.17 Telemetry of digital status
B.17.1 In 12th
TeST Sub-committee meeting it was decided that the constituent will furnish
the availability status of 220 kV and above stations and improvement thereof.
B.17.2 In the 13th
TeST sub-committee meeting held on 24th
April 2018,it was decided that
the respective Load Dispatch Centers may deny issuance of code for charging
/shutdown control center of each S/S, if the reliable telemetry of digital status for the
element is not available to the concerned
Members may kindly submit for action plan to ensure improvement of telemetry
of digital status.
B.18 Communication plan for channel redundancy and to back-up
B.18.1 In 13th
meeting of TeST sub-committee representative of POWERGRID informed that
88 RTU out of 124 were reporting on dual channel and informed that they would
provide redundant channel for pending 29 Stations(POWERGRID -12, NHPC- 06,
NTPC- 07. NPCIL-2, SJVNL-1, THDCL-1) within 30 days.
B.18.2 NTPC was advised to take necessary action to provide redundant ports at Jhajjar,
Rihand-NTPC, Rihand 3, Unchahar,Anta,Auraiya, Koldam and Badarpur, where ports
are not available. It was also decided by the TeST Sub-committee that a separate
meeting with 8 IPPs would be called to decide modalities for providing redundant
communication channel to NRLDC.
NRLDC may kindly update the latest status.

B.19 Training for EMS application:
B.19.1 In the 37th
TCC and 40th
NRPC meeting held on 27th
and 28th
October 2017, EMS
training was approved. NRPC secretariat had placed order on SIEMENS for hands on
Training on EMS applications at respective NR SLDCs. Training for Delhi, BBMB,
HP, UP, Punjab and Haryana SLDCs have been completed. Training at Rajasthan and
J&K SLDCs is scheduled to be completed by June 2018.

B.20 Training programme on Power System Protection for Protection System
Engineers (Level 3)
B.20.1 In the 35th
NRPC meeting held in July 2015, while discussing the issue of
reimbursement of expenditure of NRPC Sectt. for the year 2015-16, it was suggested
that rather than reducing the contribution from each member, the contribution should
be kept at same level and additional fund could be used for arranging capacity
building Programmes, workshops, brainstorming sessions.
B.20.2 A group was constituted to suggest measures for improvement in protection system
among the utilities of Northern Region. The report of the group was approved in 34th
TCC/38th
NRPC meeting held on 24th
/25th
October, 2016. One of the recommendations
of the group was to conduct the three levels of training program on Power System
Protection. Level-1 is the basic Training on Protection System for Substation
Engineers and same is to be organized by the utility itself. Regarding Level-2 and
Level-3 training, it was decided that NRPC Secretariat should arrange the said
training. Accordingly, Training on Protection system (Level -2) was conducted from

B.20.3 Subsequently, Training on Protection System (Level - 3) for Protection System

where preference was given to the participants who have already attended Protection

B.21 Maintaining of temperature at control centers:
B.21.1 In 13th
meeting of TeST sub-committee held on 24th
April 2018, POWERGRID
representative informed that as per discussion during MRM meeting, they had
collected data from AMC vendor for availability of AC system at sub-station premises
where DCPS with battery banks were installed, and it was observed that around 40-
45% locations, AC system was not provided / not adequate to maintain room
temperature at 25-27 degree.
B.21.2 Life span of installed VRLA type batteries depends on maintenance of temperature in
battery room. If properly designed, built, and maintained, a battery can provide many
years of reliable service. A reduction to 80% of the rated capacity is usually defined
as the end of life for a lead-acid battery. Below 80%, the rate of battery deterioration
accelerates, and it is more prone to sudden failure resulting from a mechanical shock
(such as a seismic event) or a high discharge rate. Even under ideal conditions, a
battery is expected to eventually wear out in 5-7 years.
B.21.3 POWERGRID representative requested all Constituents to have adequate numbers of
Air conditioners to maintain the temperature of 27degree Celsius in Communication,
Server room, Battery room. He informed that SCADA/URTDSM servers have inbuilt
feature for Auto shutdown to prevent loss of data in case of over temperature (set at
33 Degree).
B.21.4 The sub-committee advised all the constituents to send their views on expected life of
battery to NRLDC and NRPC sect. by 31.05.2018.
B.21.5 All the constituents were also requested to send a report to NRPC and NRLDC by
31.05.2018 regarding conditions of the batteries installed in their premises, under
ULDC project, so that action plan for timely replacement of batteries, based on their
healthiness and life cycle may be prepared to ensure real time data communication
without any interruption.

B.22 Draft Communication Audit Procedure
B.22.1 CERC had issued Central Electricity Regulatory Commission (Communication
System for inter-State transmission of electricity) Regulations, 2017. These
regulations will come into force w.e.f. 1.7.2017.
B.22.2 As per Regulation 10 of these Regulations, the RPC Secretariat has to conduct
performance audit of communication system annually as per the procedure finalized
in the forum of the concerned RPC.
B.22.3 A detailed presentation on the draft procedure was made by NRPC and the procedure
was discussed. The modified procedure based on deliberations in the meeting is
enclosed at (Annexure-B.22).

B.22.4 The TeST sub-committee advised all the constituents to send their comments, if any,
to NRPC latest by 31.05.2018, so that finalized procedure may be put up to TCC &
NRPC for approval.
B.22.5 Till date no comments has been received on thedraft procedure.

B.23 OPGW connectivity at NHPC Power Stations under Central Sector scheme.
B.23.1 URI Power Station:
During 13th
Test meeting held on 24/04/2018, POWERGRID informed that OPGW
shall be commissioned within 10 days.
B.23.2 URI-II Power Station:
During 13th
TeST meeting held on 24/04/2018, POWERGRID informed that work
could not be started as the ROW issues could not be resolved and is expected to be
resolved in next 10 days. Work will be started accordingly.
B.23.3 Bairasiul,Sewa-II and Parbati-III:
During 13th
TeST meeting held on 24/04/2018,POWERGRID informed regarding
Bairasiul that there is Power Supply issue for the terminal equipments at PONG
substation for which they are following up with BBMB andis likely to be
commissioned in next 15 days.
B.23.4 Further Sewa-II and Parbati-III work is expected to be completed by June 2018.

B.24 Data Telemetry at Kishanganga HE Project.
B.24.1 During 13th
TeST meeting held on 24/04/2018, POWERGRID informed that
Kishanganga Wagoora line is expected to be completed by June 2018 and fibre will
be available accordingly. NHPC asked POWERGRID to confirm regarding
installation of Terminal Equipment at Kishanganga HE project once Fibre is available
to which POWERGRID replied that regarding terminal equipment they will confirm
later.
POWERGRID may update on data telemetry of Kishanganga HE Project
through OPGW for reliable data telemetry to NRLDC.
B.25 Early Commissioning of 400/220 kV Tughalakabad Substation and associated
lines (Agenda by POWERGRID)
B.25.1 In 38th TCC/41st NRPC , POWERGRID informed that Tughalakabad s/s and
associated lines were expected to be commissioned in time frame March 2018 to June
2018.

B.25.2 It was intimated that as per Investment approval schedule commissioning of the
system was October 2018 but MoP has requested for early commissioning of this
substation as BTPS has to be shutdown therefore approval for early commissioning
was required from NRPC. Committee was also informed that for early commissioning
POWERGRID will be getting an additional ROE of 0.5% which will be booked under
PoC mechanism as per CERC regulations.
B.25.3 Hence, TCC recommended and NRPC approved early commissioning of the 400/220
kV Tughalakabad s/s by March,18.
POWERGRID may kindly update the status of commissioning of 400/220 kV
Tughalakabad Substation.

C.3 Execution of Tri-partite Agreement (TPA) as proposed by Ministry of Power,
Govt. of India.
C.3.1 Ministry of Power, Govt. of India in its letter dated 22.11.2016 and further reminders
dated 19.12.16, 17.1.2017, 16.3.2017, 30.05.17, 21.07.17 requested the State
Governments / UT Administrators to sign / executive the TPA and return the same to
Ministry of Power, GOI for further necessary action at their end. The Ministry of
Power through its letter dtd 21.07.2017 has informed that following beneficiary states
of Northern Region are yet to sign / execute the TPA.

C.4 Payment of Late Payment Surcharge by the Beneficiaries of SJVN:
C.4.1 CERC regulation provides for charging of LPS on delayed payments released by the
beneficiaries beyond due dates. Since, LPS is an integral part of energy bills, which is
imposed/charged in view of CERC regulation, and provision contained in the Power
Purchase Agreement, non-payment of same is violation of CERC regulation & PPA
terms, which attracts penal provision for encashment of letter of credit and regulation
of power. While releasing the payment of energy bill, the amount of late payment
surcharge is being excluded by the beneficiaries despite the fact that they have
delayed the payments.
C.4.2 The beneficiaries may be impressed upon to release the LPS amount along with the
energy bill payments

C.5 Status of DSM Charges:
C.5.1 Deviation Pool Account Fund of NR is being maintained & operated by NRLDC, in
accordance with the CERC Regulations. As per Regulations 10 (1) of “Deviation
Charges Related matters” the payment of charges for Deviation shall have a high
priority and the concerned constituents shall pay the indicated amounts within 10 days
of issue of statement of Charges for Deviation including Additional Charges for
Deviation by the Secretariat of the respective Regional Power Committee in to the
“Regional Deviation Pool Account Fund” of the concern region.

non-clearance of the outstanding by 30th June 2018, NRLDC shall be constrained to
invoke denial of STOA as per the provisions stipulated in the regulation and CERC
order dated 02.09.2015 in Petition No. 142/MP/2012. All payable utilities are
requested to clear the outstanding’s at the earliest so that, receivable parties will be
paid and to avoid further increase of Delay payment Interest.

C.6 Long pending outstanding of PDD J&K and UPPCL
C.6.1 There is a long pending outstanding of Rs. 110 crore against PDD J&K in various
pool accounts. The details of outstanding are summarized herein below as on
07.06.2018:
C.6.2 In view of continuous violation of CERC Regulation by PDD J&K, NRLDC is taking
up the issue with PDD J&K regularly since last five months for clearing all the
outstanding vide several communications vide NRLDC letters dated 24th Nov 2017,
15th Dec 2017, 08th Jan 2018, 17thJan2018, 07th Feb2018, 16th Feb2018, 23rd
Feb2018, 1st Mar2018 & 24th Apr2018. Further, the issue of defaulting in payment
by PDDJ&K is being raised in commercial Sub-committee meeting and NRPC/TCC
meetings.
C.6.3 PDD J&K has not cleared their long pending outstanding dues, despite of repeated
reminders from NRLDC, and as per their commitment for clearing all the outstanding
payments by 31" March 2018 in the TCC/NRPC meeting held on 27th & 28th Feb-
2018.
C.6.4 As PDD J&K has not cleared the outstanding with in the stipulated time, NRLDC
vide letter No. 766, dated 11th May2018 issued the notice for denial of STOA with
effect from 00:00 Hrs of 15th May 2018 as per provisions stipulated in Regulation
25A of CERC (Open Access in inter-State Transmission Regulations), 2008 and in
accordance with CERC Order dated 02.09.2015 in Petition No. 142/MP/2012.
Accordingly, the STOA of PDDJ&K has been denied with effect from 00:00 Hrs of
15/05/2018.
C.6.5 In this regard, PDD J&K vide letter no. CE/C&S/Sgr/69-71, Dt: 15/05/2018 has
requested to withdraw the notice for denial of STOA with immediate effect under the
assurance of making 50% payment of due amount by end of this month i.e (31st May
2018) and balance outstanding by end of June 2018 keeping in view of the visit of
Hon’ble Prime Minister of India to J&K on 19th May 2018 and beginning of holy

30.06.2018, NRLDC shall be constrained to invoke denial of STOA in line with
CERC regulation, with effect from 00:00 Hrs of 01.07.2018

C.9.2 As the outstanding of UPPCL, PDD J&K, Railway, Himachal Pradesh,
GreenkoBudhil& SJVNL is more than 90 days, non-clearance of the outstanding

C.10 Capacitor Installation in Jammu and Kashmir Region
C.10.1 NRPC in its 6th
meeting had approved the proposal for reimbursement of Rs. 2200
Lakh to PDD J&K for installation of shunt capacitors. As such Rs. 2200 Lakh was
retained by NRLDC in Reactive Pool Account. Total amount of Rs. 1949.19 Lakhs
has been released to PDD J&K against the installation of shunt capacitor as per NRPC
advisory. Now PDD J&K vide letter dated 10.04.18 has refunded amount of Rs. 18.03
Lakhs on dated 10.04.18 as a balance out of Rs. 1949.19 Lakhs.
C.10.2 The balance amount of Rs. 250.81 Lakhs (i.e. Rs. 2200 Lakhs -1949.19 Lakhs) and
refund amount of Rs. 18.03 Lakhs refunded by J&K in Reactive pool account is
presently retained in the NR Reactive Energy Pool Account.
C.10.3 NRPC concurrence may be accorded for transfer of the above balance amount i.e. Rs.
268.84 Lakhs (Rs. 18.03 Lakhs and Rs. 250.81 Lakhs) to PSDF account.
C.11 NRLDC Fee & Charges:
C.11.1 NRLDC is raising the monthly bills in line CERC Regulations 2015, considering up
to Mar-2018 bills (due date of which is 31.05.2018) amount of Rs. 12.82/- lakhs is
outstanding against PDD J&K (part payment of Feb-18 and full payment of Mar-18)
towards NRLDC Fee & Charges.
C.11.2 It is therefore requested that PDD J&K to clear its outstanding dues immediately.
C.11.3 NRLDC is sending the hard copies of bills to all the users regularly on monthly basis.
The bills are also being mailed to all users on the day of billing and soft copies of bills

C.15 TDS Certificates against STOA Charges:
C.15.1 STOA charges are being deposited by the applicants in the STOA account maintained
by the Nodal RLDCs. Applicants are deducting TDS in the PAN of POWERGRID for
PoC Charges and in the PAN of POSOCO for STU/ SLDC/ RLDC charges. The
major portion of bilateral transaction charges pertains to CTU (POWERGRID), STUs
& SLDCs as compared to RLDCs operating charges.
C.15.2 As such applicants have been requested vide letter ref no:
POSOCO/NRLDC/2017/1084-1131 dt: 21.09.17 to deduct TDS in PAN of concerned
PoC Charges (POWERGRID PAN), STU/SLDC Charges (concerned STU/SLDC
PAN) & operating charges / application fee (POSOCO PAN) for approvals issued on
and after 1st October-2017. Applicants have started deducting the TDS accordingly
except Ms BRPL and BYPL.
Applicants are also requested to submit the TDS details Monthly & Quarterly as
per formats available atNRLDC website.

C.17 Status of Outstanding STOA Delay Payment Interest:
C.17.1 As per Regulations 19(2) of Open Access Inter State Regulations 2008, the person
committing default in payment shall pay simple interest @ of 0.04% for each day of

C.18.1 LOA for installation and commissioning of AMR system for Northern Region was
awarded by POWERGRID to M/s Kalkitech in February 2012.
C.18.2 SAT (Site Acceptance Test) of 205 locations was completed in year 2016 since then
no progress has been made. As on date 1342 SEMs/277 DCU have been integrated.
C.18.3 However out of 205 locations through AMR only around 164 locations the data can
be used for preparation of regional energy account due to various reasons as

C.18.4 The members may appreciate that data from all locations are required for calculation
of losses and preparation of weekly regional energy account. Non-availability of data
from so many stations is making it difficult for NRLDC to process the meter data for
loss calculation and timely submission of data to NRPC for preparation/issuance of
weekly energy accounts.
C.18.5 In the last meeting; it was proposed that POWERGRID should take up the matter with
M/s Kalkitech and ensure that AMR data from all sites shall be made to NRLDC
lasted by Tuesday Morning. However, there has not been significant improvement in
availability of data through AMR.

C.19 Integration of AMR System with Elster Meters:

had already been shared by OEM and they were in the process of development of
software for integration of the same.
C.19.2 Representative of POWERGRID intimated that the integration of AMR with Elster
Meter would likely to be completed within a week. The same agenda have also been
discussed in 33rd & 35th commercial sub-committee meeting.
C.19.3 However integration of Elster Make meters by M/s Kalkitech has not been started till
date.
POWERGRID may update the status regarding integration of Elster make
Meters with AMR system.
C.20 AMR data through Fibre Optic Network
C.20.1 M/s Kalkitech has informed that the pilot project taken up by POWERGRID for
transmission of AMR data from MaharaniBagh to NRLDC on wide band network has
been completed successfully with necessary configuration through optical fibre link
since 9th
February 2018 on weekly basis to AMR server in installed at NRLDC.
NRLDC vide its letter Ref. No NRLDC/MO/Metering/646 dated 27.04.118 has also
intimated regarding this to POWERGRID, NR-1 RHQ. Accordingly, as per the
decision taken in Test committee, it is requested to kindly initiate necessary action for
implementing the required infrastructure so that meter data can be transferred over
optical fibre link from all those stations in Northern Region where the substation has
optical fibre link connectivity.
C.20.2 During 38th
TCC & 41stNRPC meetingheld on 27
th& 28
thFeb, 2018, it was discussed
and in principle agreed to switchover to optical fibre network for meter data
transmission, wherever feasible. TCC requested POWERGRID to intimate the
estimated cost implication for shifting of AMR data on OPGW network, wherever
feasible. POWERGRID has agreed for the same.
C.20.3 In 13th
TeST meeting held on 24th
April, 2018, POWERGRID was requested to intimate
the estimated cost implication for shifting the AMR data on OPGW network, wherever
feasible. POWERGRID agreed for the same and requested NRLDC to convey its
acceptance for the pilot project at MaharaniBagh. Subsequently, NRLDC has
conveyed its confirmation regarding the pilot project to POWERGRID.
POWERGRID may submit the estimated cost details including cost implication,
no. of locations where this is feasible and time frame for shifting AMR data
communication on OPGW network for discussion in the meeting.

C.21 Time drift Correction in SEMS:
C.21.1 NRLDC is regularly uploading the discrepancy report on weekly basis indicating the
likely time drift in meters and also replacement/rectification required in special energy
meters. All constituents in whose premises the meters are installed are required to

take corrective action for time correction based on the weekly discrepancy report of
NRLDC. Besides uploading of weekly report the many times the NRLDC metering
group is also taking up the matter with concerned over telephonically and/or through
e-mail also. However, no improvement is observed.
C.21.2 Further, NRLDC vide its letter Ref. No. NRLDC/MO/2018/108-118 dated 04.01.18 ,
Ref No: NRLDC/MO/2018/372 dated 05.03.2018, Ref No: NRLDC/MO/2018/767-
793 dated 14.05.2018 have circulated the list of SEMs where time correction is
required to all the state utilities, SLDCs, POWERGRID Stations, Generation stations
and have asked them to submit the reports to NRLDC after necessary time correction.
But NRLDC has yet to receive the compliance report from them except BBMB and

D. ITEMS FOR NRPC
D.1 Outsourcing of Technical and Non-Technical Consultants in NRPC Secretariat
D.1.1 Due to shortage of technical and non-technical manpower and non-filling up of post
in NRPC Sectt., the proposal for outsourcing of Technical and Non-Technical officers
in NRPC Secretariat was deliberated in the 17th
NRPC meeting held on 17.07.2010. It
was decided to constitute a Committee comprising of one officer from State, one from
CPSU and MS, NRPC for finalizing the modalities for selection of the officers on
short term contract, its salary structure, other terms & conditions of the service etc.
Accordingly, a committee comprising of officers from DTL, POWERGRID and
NRPC was constituted.
D.1.2 The committee had finalized the Terms & Conditions for appointment of technical
and non-technical consultant on short terms contract in the NRPC secretariat. The
monthly fee (maximum) for consultants as recommended by the Committee in 2010 is
as given below:

(i) Junior Consultant - Rupees 30,000/-
(ii) Consultant - Rupees 40,000/-
(iii) Senior Consultant - Rupees 60,000/-
Non- Technical Consultants
(i) Junior Administrator - Rupees 15,000/-

D.1.3 Based on the recommendations of the Committee, technical and non-technical
consultants on short term contract have been appointed through outsourcing agency.
D.1.4 As per decision in the 26th
NRPC meeting held on 13.07.2012, the upper limit of
monthly fee for technical and non-technical consultant fixed in 2010 was increased by
20%. Subsequently, in the 29th
NRPC meeting held on 13.09.2013 following was
decided:
(a) The enhancement in upper limit of monthly fee for technical and non-technical
consultant fixed in 2010 by 50%.
(b) The payment of Rs. 5000/- per month towards conveyance to Senior Consultant/
Consultant/ Junior Consultant and Rs. 2500/- per month to Accountant/
Administrator/ Junior Administrator.
(c) It was also decided that above could be implemented from 1st October, 2013.
D.1.5 Since then there has been increase in the cost of living. It is proposed to review the fee
structure of the consultants to retain the existing consultants and also to attract fresh
consultants.

consultant fixed in 2010 may be increased by 100% w e f 1st April, 2018.

D.2 Reimbursement of Expenditure of NRPC Sectt. for the FY 2018-19 by the

D.2.1 Keeping in view the budget estimates approved by GoI for the financial year 2018-19
and expenditure likely to be incurred towards outsourcing of staff, conduct of various
meetings, leasing of vehicle, petrol for vehicles, AMC of software, training etc
through NRPC fund and balance amount available in the NRPC Fund, the per member
contribution for the year 2018-19 would be Rs.7.0 lakh.
Members may kindly approve for remitting the above annual contribution.
D.3 Reimbursement of Expenditure of NRPC Sectt. by the members of NRPC for the
year 2017-18
D.3.1 In the 40th
NRPC meeting held on 28.10.2017, it was decided to contribute the
amount of Rs. 10.0 Lakh per member for the year 2017-18 toward reimbursing NRPC

Distribution Co. Ltd. may be considered for membership under this category during
year 2017-19.
D.5.8 A representation of the generating companies (other than central generating
companies or State Government owned generating companies) having power plants in
the region with installed capacity of 1000 MW or below is to be made by alphabetical
rotation. Based on the list of such generating companies operating in the Northern
Region and alphabetical order followed in the past, this year it is the turn of AD
Hydro Power Ltd. during the year 2017-18.
D.5.9 Regarding nomination of members from Electricity Traders, CEA has been requested
to intimate the name of trader for the year 2018-19 in co-ordination with other RPCs.

D.6 Verification of NRPC Fund Account
D.6.1 As per the Bye-laws for NRPC Fund the “NRPC Fund” account was required to be
audited annually for each financial year. Accordingly, the NRPC fund account for
financial year 2016-17 was audited by the officers nominated by Chairperson, NRPC.
D.6.2 Audit of NRPC Fund account was also carried out through the Chartered Accountant
appointed with the approval of Chairperson, NRPC. The statement of audited
accounts of NRPC Fund for the Financial Year 2016-17 duly audited by the Chartered
Accountant is enclosed in the agenda at Annexure-D.6.
Members may approve the statement of audited accounts of “NRPC – Fund” for

Proposal on behalf of BBMB for correction of phase nomenclature mismatch
between BBMB and other interconnected substation of PGCIL, PSTCL, HPSEB,
NTPC.
Brief History: Generating machines of Dehar Power House were commissioned
during 1977-1983. Synchronizing of 220kV Dehar Power House machines (bays
having R, Y, B phase nomenclature) was done with the existing grid by connecting
with Y, B, R phase nomenclature of the grid at 1st tower of 220kV BBMB Dehar-
BBMB Ganguwal Ckt. -1 & 2 at Dehar Power House, entering tower of 220kV BBMB
Dehar – HPSEB Kangoo at Kangoo substation. Synchronizing of 132kV Dehar
Power House system (bays having R, Y, B phase nomenclature) was done with the
existing 132kV system of HPSEB Kangoo through 132kV BBMB Dehar – HPSEB
Kangoo by connecting with Y, B, R phase nomenclature at entering tower of the line
at Kangoo substation.
400kV system of Dehar Power House (bays having R, Y, B phase
nomenclature) was connected with 400kV bays having same R, Y, B phase
nomenclature at Panipat in 1979. Synchronizing of 400kV system of Panipat (bays
having R, Y, B phase nomenclature) was done with 400kV system of NTPC Dadri
(UP) by connecting with Y, B, R phase nomenclature at leaving tower of 400kV
Dehar- Muradabad U.P. (now Dadri-1) at Panipat substation in 1984. Synchronizing
of 400kV system of Panipat (bays of 400/220kV, 450MVA ICTs having R, Y, B phase
nomenclature) was done with 220kV system by connecting with Y, B, R phase
nomenclature of 220kV Bus at Panipat. Later on, 400kV BBMB Panipat – NTPC
Dadri Ckt.-2 (bays having R, Y, B phase nomenclature at Panipat) was
commissioned in 03/2006 by connecting with Y, B, R phase nomenclature at leaving
tower of 400kV Dadri-1 & 2 at Panipat substation. Further, in 03/2015, 400kV
Panipat- Dehar line was LILO at Panchkula by connecting R, Y, B phase of the line
bays at Panipat and Dehar PH with Y, B, R phase at Panchkula substation.
400kV system of Dehar Power House (bays having R, Y, B phase
nomenclature) was connected with 400kV bays having same R, Y, B phase
nomenclature at Bhiwani in 1990. Synchronizing of 400kV system of Bhiwani (bays
of 400/220kV, 500MVA ICT having R, Y, B phase nomenclature) was done with
220kV system by connecting with Y, B, R phase nomenclature of 220kV Bus at

Bhiwani. Later on synchronizing of 400kV system of Bhiwani (bays having R, Y, B
phase nomenclature) was done with 400kV system of PGCIL through 400kV BBMB
Bhiwani - PGCIL Hisar and 400kV BBMB Bhiwani - PGCIL Bhiwani by connecting
with Y, B, R phase nomenclature at leaving tower of both the 400kV lines at Bhiwani
substation. Further, in 06/2016, 400kV Bhiwani - Dehar line was LILO at Rajpura by
connecting R, Y, B phase of the line bays at Bhiwani and Dehar PH with Y, B, R
phase at Rajpura substation.
The system is running smoothly from about 1979 with above mismatch of
phase nomenclature. This phase mismatch is in the knowledge of BBMB and other
interconnecting power utilities. LILO of 400kV Dehar-Panipat and 400kV Dehar-
Bhiwani line was done at PGCIL Panchkula and PSTCL Rajpura satisfactorily by
keeping in consideration of above phase nomenclature mismatch. Also, on account
of mismatch phase nomenclature, on the following sections of the system, Protection
Relays fault indications / fault phase at different ends has already been specified as
under for any fault on a section / line:-

However, the system is running smoothly from about 1979 without any kind
of problem. But at the time of multiple elements tripping at 400/220/132kV Dehar
Power House (BBMB) at 00:28hrs / 21.04.17, NRPC reported in 34th PSC meeting
agenda point B.-1st that as per PMU B-phase fault observed, however, as per DR
details of Dehar Power House Y-phases fault observed.
In 34th PSC meeting it was discussed that there is mismatch of phase
nomenclature between BBMB and some interconnected stations of other power
utilities. It leads to confusion of mismatch of relay indications at BBMB substation
and other end at the time of faults on lines. The subject matter was later on
discussed onward 138th OCC meetings. BBMB was informed to submit the detailed
report with corrective action to correct phase nomenclature mismatch. Accordingly,
Chief Engineer/TS, BBMB, Chandigarh vide office order no. 840 dated 4/9/2017 had
constituted a committee for looking into the matter of difference of phase
nomenclature at 400KV BBMB Dehar Power House, 400kV Substation BBMB
Bhiwani and 400kV Substation BBMB Panipat with inter connected substations of
HPSEB Kangoo, PSTCL Rajpura, PGCIL Panchkula, PGCIL Hisar, PGCIL Bhiwani,
NTPC Dadri. The committee submitted it findings on 27.11.17 about the prevailing
conditions at the interconnection points.
The report of the committee was submitted to NRPC and the same was
discussed in 142nd meeting of OCC (Agenda 8). In this meeting, SE (O), NRPC
stated that the findings of the report details only about the prevailing conditions at the
interconnection points and does not mention remedial action for rectifying the same.
Representative of BBMB stated that the issue involved was only of the nomenclature
of phases which would not lead to any technical problem. He brought up to the sub-

committee the various problems which would be faced in order to change the
nomenclature (color coding, ferruling etc.) in the already established infrastructure.
Citing the coordination and other operational problems because of this mismatch of
nomenclature, BBMB was directed to widely circulate the findings of the report
(Annexure – Agenda 8) to all their interconnected utilities. BBMB was also directed
to display the phase nomenclature of BBMB and their corresponding phases in the
grid at their Switchyard and Control Room. Also they were advised that while
reporting any issue, the phase nomenclature of the grid and that of BBMB shall be
clearly mentioned in order to avoid any misinterpretation.
Accordingly, the copy of Annexure – Agenda 8 of OCC having findings
about the prevailing conditions of Phase nomenclature mismatch between BBMB
and some interconnected stations of other Power Utilities was circulated widely to all
the quarter concerned utilities.
Further, the matter was followed up regularly in OCC and OCC has
decided to modify the nomenclature of the phase prevailing at BBMB substations
citing the danger it may pose to grid security. BBMB had raised concern in the OCC
meetings that the issue could not be resolved in one go and they also required
coordination from all the concerned utilities to carry out this activity. Representative
of BBMB informed that the execution of this work would require at least 06 months
and could only be taken from October 2018 during the lean period. BBMB requested
NRPC to form a committee of all the concerned utilities for getting the execution of
the same. TCC agreed to the request of BBMB of forming a committee and advised
BBMB to complete the execution within 06 months starting from October 2018. In
38th TCC & 41st NRPC meeting and 145th OCC meeting wherein it was decided to
form a Committee under the Chairmanship of MS, NRPC comprising of Members
from BBMB, PGCIL, PSTCL, HPSEB, Haryana, Rajasthan, NRLDC to advise BBMB
on resolving the phase nomenclature mismatch.
BBMB Proposal for scruitining by the Committee:
Existing bay colour coding, ferrules of wires for control circuit, C.B.,
CTs/CVTs, isolators etc. are in accordance to the BBMB bay nomenclature of R, Y,
B. Similarly, on 400kV BBMB lines (Dehar-Panchkula, Dehar-Rajpura, Panipat-
Panchkula, Bhiwani-Rajpura) conductor phase identification is in accordance to the
BBMB bays i.e R, Y, B. Hence, change of conductor phase identification of lines /

colour coding of bay equipments / ferrules of wires in the established infrastructure to
make the bay as Y, B, R for similar phase nomenclature of BBMB and other utilities
is not advisable at all.
The R, Y, B phase nomenclature at Dehar Power House for 400kV and
220kV buses and bays is different from PGCIL Panchkula / PSTCL Rajpura / HPSEB
Kangoo / BBMB MISS Ganguwal. This phase nomenclature of R, Y, B at Dehar
Power House is equal to Y, B, R of PGCIL/ PSTCL/HPSEB/MISS Ganguwal. To
correct phase nomenclature mismatch between DPH and PGCIL, PSTCL, Kangoo
HPSEB, BBMB MISS Ganguwal phase connections shall be changed on the primary
side of concerned connectivity points at PGCIL Panchkula, PSTCL Rajpura, HPSEB
Kangoo, and BBMB DPH.
Similarly, the R, Y, B Phase nomenclature at BBMB Panipat for 400kV Bus
/ Bays is different from PGCIL Panchkula / NTPC Dadri and 220kV BBMB Bus at
Panipat. To correct phase nomenclature mismatch between BBMB Panipat and
PGCIL Panchkula, NTPC Dadri and 220kV BBMB Bus at Panipat connections shall
be changed on the primary side of concerned connectivity points at PGCIL
Panchkula, Panipat substation.
Also, the R, Y, B Phase nomenclature at BBMB Bhiwani for 400kV Bus /
Bays is different from PGCIL Hisar / PGCIL Bhiwani / PSTCL Rajpura / 220kV BBMB
Bus Bhiwani. To correct phase nomenclature mismatch between BBMB Bhiwani and
PGCIL Hisar & Bhiwani, PSTCL Rajpura and 220kV BBMB Bus at Bhiwani
connections shall be changed on the primary side of concerned connectivity points at
PSTCL Rajpura, Bhiwani substation.
The scope of work to correct phase nomenclature on primary equipments in
respect of Dehar Power House, Panipat and Bhiwani substation is discussed
as below:-
The work will be started from Dehar Power House and entire work shall be
completed in 5 phases. The work of Dehar Power House shall be completed in three
phases. The work of Panipat substation shall be done in one phase. Similarly, work
at Bhiwani substation shall also be completed in another one phase.
1. Dehar Power House - Change on the primary side of concerned
connectivity points at PGCIL, PSTCL, HPSEB and BBMB: -

In existing system, 400kV & 220kV Dehar Generating Machines, having
phase nomenclature with R, Y, B has been synchronized with 220kV & 400kV Bus at
DPH with similar R, Y, B phase nomenclature. For this, Generating Machine Red &
Blue phase out put voltage is taken as reference voltage for synchronizing with
Yellow phase Bus voltage through Interposing Voltage Transformer (IVT). However,
R, Y, B phase of 220kV & 400kV Bus are connected with Y, B, R phase of grid. After
change of connections on the primary side of concerned connectivity points at
PGCIL Panchkula, PSTCL Rajpura, HPSEB Kangoo, BBMB DPH, generating
machines having phase nomenclature with R, Y, B shall be synchronized with the
grid same phase nomenclature R, Y, B. Hence, there shall be no any change in
secondary or synchronization drawing / scheme. For correction of phase
nomenclature mismatch, the work shall be divided in to three phases as below:-
a.) 1st Phase for 220kV Bus-1:
On first day, only phase correction of 220kV Dehar-Ganguwal Ckt. No. 1 will be
done by taking minimum elements out of service. For this, 220kV Bus-1 shall be
taken out of service by taking out 220kV Machine No. 1 (C.B. A-1), 220kV Dehar-
Ganguwal Ckt. 1 (C.B. A-3), 220kV Bus Coupler (C.B. A-4), 40/36/4MVA,
220/132/11kV T/F T-7 (C.B. A-2 & B-1). Remaining system shall be in service.
Note: 132kV Dehar-Kangoo line and 11kV system of Dehar Power House shall
remain charged through 40/40/13MVA, 220/132/11kV T/F T-8 connected on 220 kV

Bus-II. However, load on 132kV Kangoo shall be restricted to 50% (maximum
40MVA) load.
R, Y, B phase of bay of 220kV Dehar-Ganguwal Ckt.-1 will be reconnected with
R, Y, B phase of the line on the 1st tower of 220kV BBMB Dehar- BBMB Ganguwal
Ckt. -1 at Dehar Power House by BBMB. No other utility will be involved in 1st phase.
On completion of the above work, 220kV Bus-1 will be charged independently by
charging of 220kV Dehar-Ganguwal Ckt. No. 1 from Ganguwal end. After charging of
220kV Bus-1, 220kV Machine No. 1 shall be synchronized with 220kV system of grid
with same phase nomenclature at DPH and Ganguwal. The synchronization of the
Machine No. 1 will be done without change in synchronization scheme / drawing.
Generation of Machine no. 1 will be evacuated through 220kV Dehar-Ganguwal
Ckt.1. 40/36/4MVA, 220/132/11kV T/F T-7 (C.B. A-2 & B-1) and 220kV Bus Coupler
(C.B. A-4) shall remain out of service till further completion of 2nd phase of work for
220kV Bus-2. For this work, only BBMB is involved, hence shutdown for minimum
one day will be required.
b.) 2nd Phase for 220kV Bus-2 at Dehar PH:
On 2nd day only phase correction of 220kV Dehar-Ganguwal Ckt. No. 2,
220kV Dehar- Kangoo S/C and 132kV Dehar-Kangoo S/C will be done by taking
minimum elements out of service. 220kV Bus Coupler (C.B. A-4) & 40/36/4MVA,
220/132/11kV T/F T-7 (C.B. A-2 & B-1) are already out of service. Further, 220kV
Bus-2 shall be taken out of service by taking out 220kV Machine No. 2 (C.B. A-6),
220kV Dehar-Ganguwal Ckt.-2 (C.B. A-5), 315MVA, 400/220kV ICT (C.B. A-7),
40/40/13MVA, 220/132/11kV T/F T-8 (C.B. A-8 & B-2) and 220kV Dehar-Kangoo
S/C (C.B. A-9). Remaining system shall be in service. 11kV system of Dehar Power
House shall remain charged through 40/36/4MVA, 220/132/11kV T/F T-7 connected
on 220 kV Bus-I. However, there shall be no supply to Kangoo from DPH till
completion of 2nd phase. HPSEB shall make arrangement of 132kV supply from
alternate source.
R, Y, B phase of bay of 220kV Dehar-Ganguwal Ckt.-2 will be reconnected with R,
Y, B phase of the line on the 1st tower of 220kV BBMB Dehar- BBMB Ganguwal Ckt.
-2 at Dehar Power House by BBMB. However, R, Y, B phase of 220kV Dehar-
Kangoo S/C and 132kV Kangoo S/C will be reconnected with R, Y, B phase of
HPSEB system by HPSEB at Kangoo end.

On completion of the above work, 220kV Bus-2 will be charged
independently by charging of 220kV Dehar-Ganguwal Ckt. No. 2 from Ganguwal
end. After charging of 220kV Bus-2, 220kV Machine No. 2 will be synchronized with
220kV system of grid with same phase nomenclature at DPH and Ganguwal. The
synchronization of the Machine No. 2 will be done without change in synchronization
scheme / drawing. Generation of Machine no. 2 will be evacuated through 220kV
Dehar-Ganguwal Ckt.2. After that 220kV Dehar-Kangoo S/C will be charged from
DPH through C.B. A-9. HPSEB will synchronize the 220kV Kangoo S/C with DPH at
Kangoo end with same phase nomenclature at both ends. Then, Bus Coupler (C.B.
A-4) and 315MVA ICT (C.B. A-7) will be put in service. At last HPSEB will
synchronize the 132kV Kangoo S/C with DPH at Kangoo end with same phase
nomenclature at both ends. For this phase, work at Kangoo end will be done by
HPSEB, hence shutdown will be specified in coordination with HPSEB.
c.) 3rd Phase - Correction of phase nomenclature mismatch of 400kV
system:-
400kV system shall be taken out (under shutdown) by taking out 315MVA,
400/220kV ICT, 400kV Bus Reactors (2x63.5MVAR) , 400kV Dehar - Rajpura line,
400kV Dehar-Panchkula line and 400kV Dehar Generating Machines No. 3, 4, 5 and
6. 220kV / 132kV Bus shall remain charged from 220kV machines No. 1, 2 along
with 220kV Dehar-Ganguwal Ckt. 1 & 2 and 220kV Dehar-Kangoo line. No work
involved at Dehar Power House in 400kV system. However to match Grid Phase
nomenclature between DPH and PGCIL, PSTCL phase nomenclature shall be
corrected on the primary side of concerned connectivity points at PGCIL Panchkula,
PSTCL Rajpura, which is discussed as below:-
i.) 400kV Substation PGCIL Panchkula:- Presently, 400kV Dehar – Panchkula
line R,Y, B phase conductors has been connected to Y, B, R phase of Panchkula-
Dehar bay at Panchkula by the PGCIL at the last tower of this line before entering
into 400kV Substation Panchkula. Hence, R, Y, B Phase conductors of the line shall
be reconnected to R, Y, B phase of Dehar bay at Panchkula by the PGCIL at the last
tower of this line before entering into 400kV Substation Panchkula. This work shall
be carried out by PGCIL Panchkula.

ii.) 400kV Substation PSTCL Rajpura:- Presently, 400kV Dehar – Rajpura line
R,Y, B phase conductors has been connected to Y, B, R phase of Rajpura-Dehar
bay at Rajpura by the PSTCL at the last tower of this line before entering into 400kV
Substation Rajpura. Hence, R, Y, B Phase conductors of the line shall be
reconnected to R, Y, B phase of Dehar bay at Rajpura by the PSTCL at the last
tower of this line before entering into 400kV Substation Panchkula. This work shall
be carried out by PSTCL Rajpura.
iii.) After correction of phases at Panchkula and Rajpura end, 400kV Bus-1 & 2
shall be charged through any one of 400kV line i.e. Rajpura or Panchkula (Say
Rajpura). After that 400kV Panchkula - Dehar line shall be synchronized with 400kV
Grid system at Panchkula end. Then, 400kV Bus Reactors shall be charged at Dehar
end. 315MVA, 400/220kV ICT shall remain out of service till correction of phase
mismatch at 220kV level. 400kV Dehar machines No. 3, 4, 5, 6 shall be
synchronized with 400kV Buses accordingly without any changes in synchronization
drawing / scheme. For this work minimum one day shall be required.
2. 4th Phase - Panipat substation - Change on the primary side of
concerned connectivity points at BBMB Panipat, PGCIL Panchkula:-
This work shall be completed in one phase by taking out 400kV system at
BBMB Panipat.
i.) R, Y, B Phase conductors of bay of 400kV Panipat-Dadri-1 & 2 has been
connected to Y, B, R on 1st tower of 400kV Panipat-Dadri-1 & 2 line at Panipat Both
the lines are connected to NTPC Dadri but lines belong to PGCIL. Hence, R, Y, B
Phase conductors of the lines shall be reconnected to R, Y, B phase of Panipat-
Dadri-1 & 2 bays at Panipat on 1s tower of 400kV Panipat-Dadri-1 & 2 lines at
Panipat by PGCIL.
ii.) 400kV Panipat - Panchkula line R, Y, B phase conductor has been connected
to Y, B, R (Panchkula-Panipat bay at PGCIL Panchkula) at the last tower of 400kV
Panipat-Panchkula line before enter into 400kV Substation Panchkula. Hence, R, Y,
B Phase conductors of Panipat-Panchkula line shall be reconnected to R, Y, B
phase of Panchkula- Panipat bay at Panchkula end by PGCIL.
At Panipat substation, input to 400kV side of 450MVA, 400/220kV ICT Bank-1 &
2 has been connected to R, Y, B phase of 400kV bays. Whereas, output (220kV)

from ICT Bank -1 & 2 has been connected to Y, B, R on 220kV Bus. Hence, R, Y, B
phase output (220kV) from ICT Bank -1 & 2 shall be reconnected with R, Y, B
phases of 220kV system bus by BBMB. In case of ICT Bank-1 for connecting Red
phase Unit to Bus-1, one number Post Insulator along with structure will be
required to be shifted on already existing RCC foundation being long length of
the conductor / jumper. However, in case of ICT Bank-2 for connecting Red phase
Unit to Bus, one number new RCC foundation is required to be constructed for
installation of supporting P.I.
Wiring & ferrules of all the equipment of 400 KV system will remain
unchanged / same. Whereas, wiring & ferrules of CT circuitry, SF6 Breakers, Bus
Isolators, BBP on 220kV side of ICT- 1 & 2 will be changed as corrected phase.
3. 5th Phase - Bhiwani substation - Change on the primary side of
concerned connectivity points at BBMB Bhiwani:-
This work shall be completed in one phase by taking out 400kV system at
BBMB Bhiwani as below:-
Presently, R, Y, B Phase conductors of bay of 400kV BBMB Bhiwani – PGCIL
Hisar has been connected to Y, B, R on 1st tower of 400kV BBMB Bhiwani – PGCIL
Hisar line at Bhiwani. Similarly, R, Y, B Phase conductors of bay of 400kV BBMB
Bhiwani – PGCIL Bhiwani has been connected to Y, B, R on 1st tower of 400kV
BBMB Bhiwani – PGCIL Bhiwani line at Bhiwani. Hence, R, Y, B Phase conductors
of the lines shall be reconnected to R, Y, B phase of Bhiwani-PGCIL Hisar &
Bhiwani-PGCIL Bhiwani bays at Bhiwani by PGCIL.
R, Y, B phase conductor of 400kV Bhiwani-Rajpura line has been
connected to Y, B, R (Bhiwani bay at PSTCL Rajpura) at the last tower of 400kV-
Bhiwani-Rajpura line before entering into 400kV Substation PSTCL Rajpura. Hence,
R, Y, B Phase conductors of the lines shall be reconnected to R, Y, B phase of
Rajpura – Bhiwani bay at Rajpura by PSTCL.
At Bhiwani substation, input to 400kV side of 500MVA, 400/220kV ICT Bank
has been connected to R, Y, B phase of 400kV bays. Whereas, output (220kV) from
ICT Bank has been connected to Y, B, R on 220kV Bus. Hence, R, Y, B phase
output (220kV) from ICT Bank shall be reconnected with R, Y, B phases of 220kV
system bus by BBMB. Also in case of ICT / 220 kV Bus Bar Protection, CT
secondary connections etc. shall also be changed by BBMB.

Shut down required for the above phases of work: In 1st phase of work, only
BBMB will be involved and completion of work will be planned for one day. But in 2nd
phase work at Kangoo end will be done by HPSEB, hence shutdown will be specified
in coordination with HPSEB. In 3rd to 5th phase work at Rajpura, Panchkula, Panipat
ends shall be done by PGCIL, PSTCL also, hence shutdown will be specified in
coordination with PGCIL, PSTCL.
i.) 1st Phase: One day minimum shutdown will require on 220kV Machine No. 1,
and 220kV Dehar-Ganguwal Ckt.-1 for minimum one day. However, 220kV Bus
Coupler and 40/36/4MVA, 220/132/11kV T/F T-7 will remain under shutdown till
completion of 2nd phase i.e. for minimum 2 days.
ii.) 2nd Phase: Shut down on 220kV Bus Coupler and 40/36/4MVA and
220/132/11kV T/F T-7 shall continued for 2nd day also. Further, 220kV Machine No.
2, 220kV Dehar-Ganguwal Ckt.-2, 315MVA, 400/220kV ICT, 40/40/13MVA,
220/132/11kV T/F T-8 and 220kV Dehar-Kangoo S/C will remain under shutdown till
completion of 2nd phase work.
iii.) 3rd
Phase: Shutdown on 315MVA, 400/220kV ICT, 400kV Bus Reactors
(2x63.5MVAR) , 400kV Dehar - Rajpura line, 400kV Dehar-Panchkula line and
400kV Dehar Generating Machines No. 3, 4, 5 and 6 minimum one day.
iv.) 4th Phase: Total 400kV system of Panipat substation shall remain under
shutdown for minimum one day i.e. 450MVA, 400/220kV ICT Bank-1 & 2, 80MVAR
Bus Shunt Reactor, 400kV Panipat-Panchkula line, 400kV Panipat-Dadri-1 & 2.
v.) 5th Phase: Total 400kV system of Bhiwani substation shall remain under
shutdown for minimum one day i.e. 500MVA, 400/220kV ICT Bank, 50MVAR Bus
Shunt Reactor, 400kV Bhiwani-Rajpura line including 50MVAR line Shunt Reactor,
400kV Bhiwani-PGCIL Hisar line, and 400kV BBMB Bhiwani-PGCIL Bhiwani line.
4. Any load shedding / Generation back down if required:-
i.) 1st Phase: Generation of Dehar Machine No. 1 will not be available. Load on
132kV Dehar-Kangoo S/C will be restricted to 50% (40MVA) on minimum one day.
ii.) 2nd Phase: Generation of Dehar Machine No. 2 will not be available. No load
on 132kV Dehar-Kangoo S/C will be supplied to Kangoo from Dehar Power House
for minimum one day.

iii.) 3rd Phase: Dehar Generating Machines No. 3, 4, 5 and 6 shall not available.
No load shedding will be in 3rd phase.
iv.) 4th Phase: There will be no generation loss. However, there may be some
load constrains due to outage of both ICT Banks at Panipat substation.
v.) 5th Phase: There will be no generation loss. However, there may be some
load constrains due to outage of ICT Bank at Bhiwani substation.
Further, it is specifically informed that any information on the
subject matter shall be put up to the Power Sub Committee of BBMB
after final approval of any proposed plan by Committee formed for
correction of Phase nomenclature mismatch of BBMB and
interconnected stations.

Draft Communication Audit Procedure
1. Introduction
1.1 This procedure has been prepared in compliance to Central Electricity
Regulatory Commission (Communication System for inter-State transmission
of electricity) Regulations, 2017. As per Regulation 10 of these Regulations,
RPC shall conduct annual audit of the communication system annually as per
the procedure finalized in the forum of the concerned RPC. It also mandates
that RPC Secretariat shall issue necessary instructions to all stakeholders to
comply with the audit requirements within the time stipulated by the RPC
Secretariat based on the audit report. An Annual Report on the audit carried
out by respective RPC is to be submitted to the Commission within one month
of closing of the financial year.
1.2 “Communication system” is a collection of individual communication networks,
communication media, relaying stations, tributary stations, terminal equipment
usually capable of inter-connection and inter-operation to form an integrated
communication backbone for power sector. It also includes existing
communication system of Inter State Transmission System, Satellite and
Radio Communication System and their auxiliary power supply system, etc.
used for regulation of inter-State and intra-State transmission of electricity.
1.3 “User” means a person such as a Generating Company including Captive
Generating Plant, RE Generator, Transmission Licensee [other than the
Central Transmission Utility (CTU) and State Transmission Utility (STU)] ,
Distribution Licensee, a Bulk Consumer, whose electrical system is connected
to the ISTS or the intra-State transmission system.
1.4 "Control Centre" means NLDC or RLDC or REMC or SLDC or Area LDC or
Sub-LDC or DISCOM LDC including main and backup as applicable.
1.5 Words and expressions used in this procedure shall have the meanings
assigned to them in the Act or Regulations by CERC.

2. Scope
2.1 This procedure shall be applicable to all Users of the communication
infrastructure to be used for data & voice communication and tele -protection
for the power system in the Region at Regional, inter-State and State level.
2.2 All Users, Control Centers and other concerned agencies shall abide by the
procedures as applicable to them. The Procedure shall be applicable to the
entities enumerated in Regulation 5 (ii) of the Central Electricity Regulatory
Commission (Communication System for inter-State transmission of
electricity) Regulations, 2017 as applicable to them.
2.3 The Audit for the communication infrastructure to be used for data
communication and tele -protection for the power system at Regional, inter-
State and intra-state level incidental to inter-state transmission of electricity
shall be carried out by RPC secretariat.
2.4 RPC Secretariat shall issue necessary instructions to all stakeholders to
comply with the audit requirements, as per relevant CERC and CEA
Regulations, within the stipulated time.
2.5 The Audit for the communication infrastructure at intra-state level in line with
this Procedure shall be carried out by respective SLDC. SLDC may seek
assistance of other stake holders or any other third party for the audit. SLDC
shall issue necessary instructions to all stakeholders to comply with the audit
requirements as per relevant CERC and CEA Regulations, within the
stipulated time.
2.6 SLDC shall submit half yearly reports for the Audit of the respective intra-state
system, to RPC Secretariat and RLDC, by 15th October for the period April-
September and by 15th April for the period October-March of the respective
year.
3. Audit Procedure
3.1 The Audit would be conducted in two phases. In first phase scrutiny of the
reports, documents etc. In the second phase physical verification shall be
carried out.
3.2 Each User, using inter-state transmission or the intra-state transmission
incidental to inter-state, shall submit the detailed report to RPC Secretariat

and RLDC, in prescribed format on half yearly basis. The detailed report shall
be submitted by 15th October for the period April-September and by 15th April
for the period October-March of the respective year. This report shall be
considered as self-certificate regarding availability and healthiness of the
Communication system of respective user.
3.3 Each concerned User shall submit Report by 15th October for the period April-
September and by 15th April for the period October-March of the FY
Completion of periodic testing of the communication system in accordance
with procedure for maintenance and testing prepared by CTU. The detailed.
3.4 In respect of intra-state users SLDC shall submit half yearly reports, to RPC
Secretariat and RLDC, by 15th October for the period April-September and by
15th April for the period October-March of the respective year.
3.5 The Network Management System (NMS) report for a month shall be
submitted by the Users to RLDC and respective SLDCs, on monthly basis, by
7th day of the next month. RLDC and SLDCs after verifying the NMS data
shall submit report to RPC Secretariat by 15th day.
3.6 All users and Control Canters shall get the third party cyber security audits
done once in a financial year from a Cert-in certified vendor in compliance to
Regulation 13 (iii) of Central Electricity Regulatory Commission
(Communication System for inter-State transmission of electricity)
Regulations, 2017. The detailed report of the Cyber Security Audit shall be
submitted by 15th April for the previous financial Year.
3.7 RPC Secretariat may ask any other information required for Audit of the
Communication system in addition to these periodic reports.
4. Phase-I Audit : Scrutiny of the Information
4.1 A Communication System Audit Sub-Group comprising one member each
from RPC Secretariat, RLDC, CEA and One of the SLDCs in the region shall
be constituted by RPC Secretariat with the approval of Member Secretary,
RPC. The sub-group may co-opt any other member from any organisation for
facilitating the activities of the sub-group.
4.2 RPC Secretariat may also engage a third party for carrying out Audit
Activities.

4.3 The Communication System Audit Sub-group shall scrutinize the information
received in RPC Secretariat as mentioned in Clause 3 of this procedure. The
Sub-group may also ask any additional information necessary for its activities.
All the users , RLDC, SLDCs shall provide the information to the sub-group on
priority with the stipulated time period.
4.4 The sub-group shall also identify the nodes for physical inspection based on
the scrutiny of the information.
4.5 The Audit would include but not limited following aspects:
a) Availability of communication channels. The outage reason needs to be
clearly specified whether it is on account of the concerned entity or on
account of any other entity, force majeure etc. The list of communication
channels would be finalized by Communication System Sub Group in
consultation with other stakeholders.
b) Availability of terminal equipment. The outage reason needs to be clearly
specified whether it is on account of the concerned entity or on account of
any other entity, force majeure etc. The list of terminal equipment would be
finalized by Communication System Sub Group. Part outage like failure of
specific cards etc. would also be furnished along-with reasons.
c) Availability of Auxiliary System e.g. Battery Charger, Battery bank, sufficient
cooling equipment etc.
d) Compliance of CERC and CEA Regulations and the procedures under
these Regulations.
e) Completion of periodic testing of the communication system in accordance
with procedure for maintenance and testing prepared by CTU.
f) Audit of all newly commissioned communication equipment within six
month of its commissioning.
5. Phase-II Audit : Physical Verification
5.1 Based on the recommendations of the sub-group Audit committee (s) shall be
constituted and the physical inspection Audit plan shall be prepared by RPC
Secretariat.
5.2 Audit Committee (s) shall be formed on regional basis.

5.3 Audit shall be carried out in a planned manner as included in this document
by a team of three auditors. The audit committee shall comprise of one
representative from the RPC Secretariat, one representatives from RLDCs
and one representative from any of the Utilities or SLDCs of the Region. The
Audit team shall be formed excluding the member for the Organization/Utility
who’s system is to be Audited.
5.4 Once the plan is finalised, 3 days advance notice shall be served to the
concerned Auditee intimating the detailed plan so that availability of required
testing equipment and the required documents is ensured by Auditee and is
made available to the Audit committee during the site visit.
5.5 Member Secretary, RPC may decide on any additional nodes/locations for
physical inspection if a location is very critical in view of performance of the
communication network at any time of the year.
5.6 The Scope of the physical verification shall include but not limited to the
following:
a) Available communication Network for its redundancy
b) Availability of channel redundancy for all the functions for which it is
configured
c) Communication equipment (hardware and software configuration) of all the
nodes including repeater stations for its recommended performance.
d) Documentation of the configuration of the respective site and its up-dation.
e) Fibre layout / usage of fibre / Availability of dark fibre and its healthiness
f) Cable Schedule and identification / tagging
g) Healthiness of Auxiliary supply including the healthiness of Battery backup
h) Healthiness of Earthing / Earth protection for communication system.
i) Availability of sufficient cooling equipment at the User’s premises to
maintain the stipulated temperature for the communication equipment.
5.7 Audit Committee (s) shall submit report including recommendations for action
on deficiencies, if any, found during the inspection, within 15 days from the
date of inspection to Member Secretary, RPC. A copy of the report shall also

be submitted to convener of Communication System Audit Sub-group and
RLDC.
6. Audit Compliance Monitoring
SRPC secretariat, Communication Sub Group , RLDC and SLDC would monitor
the compliance of audit observations as applicable. The Audit outcome and the
compliance of Audit recommendations shall be put up to TeST Sub-committee,
TCC and RPC for deliberations.
7. Approval and Review of the Procedure
7.1 This procedure shall be made effective after approval of TCC and RPC.
7.2 This procedure shall be reviewed based on the feedback received by RPC
Secretariat.
7.3 Any amendment in the procedure shall be made effective only after approval
of TCC and RPC.
